>> reporter: eric, police are not reese leasing this man's name, but we do know he suffered with a long history of mental illness. shooting happened at this apartment building. no officers were injured. the chief said deadly force was a last resort in this case. >> very difficult to -- when individual is armed with an axe to be able to diffuse that. >> reporter: san jose chief eddy garcia explaining the use of deadly force overnight at this downtown affordable housing complex. >> i heard about four, they say gunshots. i thought they were like firecrackers. >> reporter: san jose police were called by security guards who reported a disturb ansz from a third floor apartment. when they arrived, officer observed flames and smoke. >> coming from you underneath the front door. >> reporter: this picture shows burn marks at the bottom of the door. officers forced their way in, one was subdued, the other was armed with an axe. >> the taser was deployed

however it had no effect on the suspect. >> reporter: police say the man dropped the axe but quickly rearmed himself with it. >> it was not until he began threatening the officers with the axe and began to advance on the officers that the officer was given no other choice than to discharge his firearm in defense of his life. >> reporter: the man died later at the hospital. police say he was mentally ill with a long rap sheet of weapons and drug charges. he had once been committed to a mental institution. >> this is the 6th officer involved shooting this year. all six have to do with mental illness. that is concerning to me. >> reporter: this man says his friend had problems. >> he didn't mean no harm. he was talking crazy, but he was a gentle soul. >> reporter: the officer who fired the shots is a two-year veteran of the force and had received crisis intervention training to help diffuse conflicts with the mentally ill.

cornell bernard, abc7 news. >> eight are dead including a sheriff's deputy. the gunman shouted as he was ta taken into custody. he was angered by the wife who wanted to take two children away from him. the fallen deputy died while responding to the shooting. tragedy strikes a navy seal para chute team, the same said to perform at san francisco's fleet week this fall. the elite frogs parachute was killed during a malfunction during a jump. he landed on the hudson side of the liberty state park. >> he was retrieved immediately. they were specifically standing by in vessels to support the event. >> the seal was rushed to a local hospital where he died. his identity is not yet released. the leap frogs are part of many

fleet week events including san francisco's. today a top u.s. security official suggested a possible laptop ban on all international flights. such a rule could pose an incredible burden on travelers, especially those in the tech industry. abc7 news reporter lilian kim is live is the sfo with reaction. lilian? >> reporter: eric, for some it would be more than an inconvenience. this travel ban would be a reason not to travel to and from the u.s.. the possibility of something that was talked about today by homeland security secretary john kelly. he said the u.s. might ban laptops and other large devices from aircraft cabins on all flights into and out of the country as part of a random effort to protect against potential security threats. the government already imposed restrictions on all electronic devices larger than a phone from ten airports including the united arab emirates, qatar and turkey. kelly said it may be time to raise the bar for aviation

security and impose a laptop ban on all international flights. >> that's really the thing that they're obsessed with, the terrorists. the idea of knocking down an airplane in flight, particularly if it's a u.s. carrier, particularly if it's full of mostly u.s. folks. >> on this trip it would have affected me a lot because i had a lot of work to do and i wouldn't have been able to take the time off if i wasn't going to be able to work while we're on the flight. both of the flights were long haul flights. >> our company did one last check, laptops into the hold. so if i'm traveling on business then i have to bring my laptop with me. if that is to happen that is going to be a problem because i can't check it into the hold and i can't bring it with me in the cabin, what do i do? >> reporter: passengers who fly between the u.s. and other countries during the year, according to the most recent government data, half fly on a us airline. live at sfo lilian kim abc7 news. >> thanks, lilian. after returning from a nine-day foreign trip, the president has the night off.

tomorrow he'll address at least one memorial day ceremony. so far he has not responded to new allegations about his son-in-law's contacts with russia. reporter david daniel has more. >> reporter: president trump and first lady melania back in d.c. sunday after wrapping up his first overseas trip as commander in chief. the nine-day trip began with a lavish welcome in saudi arabia. from there the president went to israel and to rome for a visit with the pope. he wrapped the trip with a speech to the troops at a u.s. military base in italy. >> i think we hit a home run no matter where we are. >> reporter: some lawmakers feel the president's trip was a success. >> i saw it as an overall good trip, message to israel, and saudi arabia. >> reporter: not all agree. feeling more could have been done. >> here in europe a lot of folks wanted commitment to article 5 of our treaty with nato and -- or even just talking to larger issues of climate change. he really missioned a lot of opportunities to add to the

security or add to the important urgency we have in meeting russian aggression. >> reporter: and the russia controversy only seems to be escalating. the washington post reporting trump's son-in-law and advisor jared kushner setting up proposed secret meetings with russian officials. >> it makes no sense the russian ambassador to report back to moscow on a channel he most likely knows we're monitoring. i've never been more concerned about all things suspicious about russia than now. >> reporter: he deflected questions about russia. white house officials have not commented on the report. david daniel, abc7 news. >> university of california regents are hosting lavish parties while voting to raise student tuitions. "san francisco chronicle" reports the regents have spent more than $225,000 on dinner parties over the last five years using funds donated to the university. that includes a $15,000 event earlier this month at san

francisco's swanky palace hotel for just 59 people. in january, regents approved a tuition increase the day after holding another $17,000 banquet. inspectors with cal osha took a close look today at a new water slide that forced a ten-year-old boy from san francisco out onto the concrete. that boy was not seriously hurt. abc7 news was at the wave water park in dublin today where the city is now closed down a third slide because of yesterday's accident. it happened on opening day for the $43 million city owned park. the city says all three slides will remain closed indefinitely until they can figure out exactly what caused the boy to fly off. >> our thoughts are with the family that had this experience, and we don't certainly want to have that repeated so we're going to do everything we can to make sure that doesn't happen again. >> tomorrow the slide's manufacturer will look at the water flow, mechanical and pump systems. next year you'll be able to walk into shops in california and legally buy marijuana. however, there is a lot that needs to change before this.

right now california lawmakers are hustling to finalize cannabis regulations. the governor's budget will be voted on next month. it includes nearly $100 million for licensing, staffing and legal costs. lawmakers are hopeful they'll finalize regulations and begin licensing by january 1st of next year, but there will still need to be a lot of flexibility in how cannabis is regulated. >> i think there's a lot of uncertainty about how many licensees there are going to be. thre is a lot of uncertainty about how much work it's going to take to actually license and enforce the state's laws. and, so, i think this is something that is going to be an iterative approach. >> there is one big chae the governor is seeking. it would do away with medical marijuana id cards and have one license regardless of the reason for usage. analysts believe that will help eliminate sales tax exemptions currently offered to card holders. restoration efforts have helped bring back a bird that hasn't hatched in southern california in seven decades.

there was color, culture and lots of dancing in san francisco this morning. abc7 news was in the mission district as thousands of revellers took part in the 39th annual carnival parade. it celebrates latin american traditions through music, costumes and dance. this year's theme, celebrate the heart of san francisco. you know, it turns out an

pga tour in fort worth, jordan spieth birdied three of his five holes. finished with a bogey-free 9 under. he could only watch as third round leader kevin kissener needed a par to avoid a playoff. bad tee shot, sink the putt to win at 10 under, his second pga tour win gets a million and a quarter for his weekend. 59-year-old bernhard langer able to do today what tiger may not be able to. he won the senior pga championship for his 9th senior major passing jack nicklaus for the most senior major wins. one shot win over vijay singh. tiger of course trying to catch jack's record of 18 pga. average speed 200 miles an hour, might be time to get the speed down a little bit. even despite the safety measures, obviously he survived the crash. there is no time to react going that fast when something like that happens. >> it is an amazing -- scary

skip one of the headline acts and put on headphones instead. here at 11:00, steph curry has one big fan on top of the world. after three weeks at the box office, at the top guardians of the galaxy volume 2 has been knocked down to second place. pirates of the caribbean dead men tell no tells came in first. it's the fourth movie of the franchise starring john i depp, of course. it pulled in $62 million, just a fraction of the $230 million it cost to make, but our parent company disney isn't worried because it made another 200 million overseas. the r-rated reboot of the hit series bay watch came in third with just 18 million. alien covenant and everything, everything round out the top five. of course the rock stars in bay watch. >> i heard drew was a finalist but he couldn't get off work. >> couldn't get time off. >> i'm not getting in the middle of this. we'll see you at 9:00 and 11:00. good night.
