>> reporter: some residents have launched a campaign, slow down in town, to raise awareness of driving behavior through here. seven people were inside the truck, two died, five are in the hospital in critical condition. live in alameda, amy hollyfield, abc 7 news. fremont police are trying to determine how an encounter involving one of their officers escalated into a shooting. it's the department's fourth officer-involved shooting in as many months, it happened near mowry avenue and blacow road. katie marzullo spoke to a woman who saw it happen. >> he was crying on the ground. >> jameena took this video. she describes what she saw before the shooting. >> i saw the officer telling him to stop, telling them to drop what he had in his hand and then he proceeded to run, chasing him, the young man. >> reporter: she said she was shocked at what happened next.

>> i thought he was pulling his taser out but he pulled out his gun, and i said "oh, my god, he just shot him." >> reporter: fremont police say just before 4:00 in the afternoon, someone flagged down the officer to report the man. >> a citizen contacted him advising him that a subject was waving a pipe, threatening people. >> the officer found the man in the shopping center at mowry avenue and blacow road. >> there was a foot pursuit, confrontation which led the shots being fired. >> reporter: police say they're investigating what happened but they did recover the pipe. they say the man was taken to a trauma center, his condition is not known. the officer has been placed on administrative leave. this is the fourth officer involved-shooting in fremont this year. in fremont, katie marzullo, abc 7 news. 4:31. happening today, the oakland city council will vote on a settlement with a woman who says police officers sexually exploited her. the woman fosued the city for 6

million, the city attorney is recommending a million dollar settlement. she says she had sex with multiple police officers from several bay area agencies, including when she was underage. criminal charges have been filed against four former and current officers linked to the investigation. also happening today, a jury resumes deliberations in the trial of three santa clara county jail guards charged in the death of an inmate. the three men were guards at the county's main jail in san jose. they're accused of beating mentally ill inmate michael tyree to death in 2015. prosecutors say he was beat son baghd badly his spleen was nearly severed in half. prosecutors say he died when he slipped and fell when climbing on his toilet. federal investigators focusing on a meeting between the president's son-in-law jared kushner and a russian banker in decemb

it's 4:41. the university of california is no longer going to pick up the tab for its governing board, this according to the "chronicle." we told you the school system was under fire for the uc regents' lavish dinners. one of them was held in january at a cost of $17,600. that was held the day before regents voted to increase tuition. "the chronicle" reports the events were charged to a private endowment however president janet napolitano says the practice will stop to avoid any use of university funds. now, the regents will now have to pay for their own dinners. three people died while rafting along a california river over the weekend. rescuers say it should remind all of us to never underestimate the power of fast-moving water. search teams recovered the bodies of three people following rafting accidents in the kern river. they rescued about 20 people

thrown into the rapid water near bakers field. officials fear the kern river could become more dangerous as more snow melts in the mountains. if you're driving along highway 12 in sonoma county and you see smoke or something that looks like a wildfire, don't be alarmed. crews will be conducting a controlled burn at bouverie preserve around 10:00 a.m. to 4:00 p.m. cal fire will be there. officials say controlled burns are used to control invasive species and reduce the chances of more destructive fires. two streets in santa are back in action. a company truck spilled a commercial grade of chlorine. it happened in the area of piner road and pine crest drive. police had to close the streets because of safety concerns. it took three hours to mop it up. electrification is expected to bring faster and quieter trains oncale train.

that's a stout sea breeze this morning. look what it does to our highs, upper 60s through most of the south bay. we'll get into the low 70s in los gatos, morgan hill, gilroy and santa cruz. san jose, 69 degrees along the santa clara. upper 50s along the coast, even downtown san francisco 59 degrees. it should be 66 today. 69 in petaluma, low to mid-70s, we have some up through the north bay valleys. upper 50s at your beaches. and look at this, all across the east bay, 63 to 67 degrees. and we'll even have a 69 san ramon, low to mid-70s elsewhere. tonight you can see more green on the map, some drizzle, potential for light showers, temperatures in the mid to upper 50s. my accuweather seven-day forecast, look at this. we stay steady for wednesday and thursday and then we get warmer weather friday, saturday, sunday, and monday but it never reaches the coast. the rest of us will be in the 80s. sue, good morning.

good morning we'll look at the golden gate bridge this morning where the zipper truck just left on its drive to make four lanes southbound and two lanes in the northbound direction. you can see its blinking lights in the center of your screen. fog-free for a nice ride. about 22 minutes from san rafael all the way through marin into san francisco. a little fog in walnut creek but the traffic is flowing nicely. headlights are headed -- pardon me taillights are headed southbound on 680 towards the 24 junction. you're looking at an eight-minute drive from concord towards walnut creek. we'll come back in a few minutes with a traffic hazard in the south bay in just a few. >> sue, thank you. this morning we want to congratulate our colleague david louie. >> he's celebrateing 45 years at abc 7. david joined abc 7 news in 1972. he was one of the first asian american tv reporters in the bay area and he's been on the air the longest. he took a minute to talk about his career. >> i keep wondering how long can

a zoo in england will remain closed today while officials investigate the death of a zoo keeper. a tiger mauled her where it entered an enclosure where she was working. police immediately evacuated the hamerton zoo. the wildlife park houses endangered animals including malaysian and white bengal tigers. the veterans administration is investigating dozens of new cases of drug thefts by employees at v.a. hospital and clinics nationwide. the associated press says the v.a. has opened 36 new cases in the last six months. that brings the total number of open criminal investigations to more than 100. officials say the thefts put patients' lives at risk. they point out drug thefts are a growing problem at private hospitals as well. scientists say a volcano in alaska is likely to erupt again following a massive blast that affected airline traffic. take a look at the graphic

looking light. no problems so far, we'll monitor that accident. to san rafael, southbound 101, those headlights headed past the civic center, you're looking at a 22-minute drive from novato to the golden gate bridge so not bad at all. take a look at your overall traffic map, some slow traffic out of tracy into the livermore area but all the way to the dublin/pleasanton interchange, a 30 minute drive. not bad. we have high winds over the altamont as well. we'll be back in a few minutes to look at a potential problem in the south bay coming up. >> thank you, sue. damage to australia's great barrier reef is irreversible and scientists say action needs to be taken to keep it from getting worse. researchers found 95% of the area surveyed last year was bleached. bleaching happens when water temperatures change and that forces the coral to expel algae which causes it to turn white. a committee formed by the australian government says global warming is the culprit and it's recommending a reduction in greenhouse gases. two men from south carolina face harassment charges for something you won't believe until you see the photos.
