mess. it's been a real problem. good evening, i'm dan ashley. >> and i'm kristen sze. thanks for joining us. from interstate 880 to >> abc7 news reporter melanie woodrow is there live with what's happening now. melanie? >> reporter: well, this investigation and clean up is taking longer than usual because of the hazardous material spill and chp says it could be several more hours. this was one of two major back ups in the bay area today. negotiators spent at least two hours talking with the man who climbed the bay bridge today. chp says it was a bridge tow truck driver who noticed the man's truck initially broken down on the bridge. >> when he pulled in behind to render aid is when he noticed the driver of the tow truck climbed out and essentially jumped over the railing and then climbed up to center anchorage. >> reporter: bay bridge traffic was backed up frustrating drivers. the man initially refused to talk to negotiators. a team of s.f.p.d. negotiators

with expertise were called in to assist. around 1:00 p.m., the man climbed down. chp tweeted this picture of him hugging his girlfriend. chp says he'll receive a mental psych evaluation and could face charges. >> he could face anywhere from resisting arrest to delaying, blocking traffic. >> reporter: meantime drivers in san leandro were still caught in traffic after a big rig overturned on a connector from northbound highway 880 to southbound highway 238. chp says the big rig spilled a hazardous material resulting in a shelter in place at a cal trans building. the driver had minor injuries. chris blocked off a storm drain before righting the overturned vehicle so in case of the second spill they would limit the spread of the hazardous acid. in san leandro, melanie woodrow, abc7 news. >> two children in a car in car seats escaped this accident in san ramon. in the meantime we want to show you our drive time traffic. you can see that area we are

talking about in red. that is still being affected by the closure. and here is another shot from sky 7 for you over the scene we were talking about, that back up as a result of the big rig accident and that persists right now through san leandro. >> now let's move on to children in car seats escaped this accident in san ramon without a scratch thankfully. one vehicle ran into another on san ramon valley boulevard near bowl enjer canyon road. this suv hit a curve and rolled over. police say the case is a powerful example of the importance of car seats being installed properly because these kids were not hurt. >> now to our other top story, california climate change and the president. >> yeah, governor brown says you can't fight reality with a tweet. he's talking about president trump tweeting, i will be announcing my decision on the paris accord over the next few days, making america great again. >> we did send out a push alert through the abc7 news app at 6:08 this morning. president trump expected to

withdraw us from the paris climate accord. >> president trump has told others the public will soon learn about his decision here in the bay area and the state environmentalists are vowing to stay right on course. >> abc7 news reporter lyanne melendez is live in oakland where a new initiative was just launched to deal with climate change. lyanne? >> reporter: well, if you recall angela merkel, the german chancellor said, we europeans must really take our destiny into our own hands and that seems to be the same kind of approach that the governor of california and environmentalists here are taking when it comes to president trump and fighting for the environment. president trump has refused to sit down with environmentalists about the paris climate accord. the channels of communication have been as follows. the president has had direct contact with gary cone, his chief economic advisor, and a number of ceos. those ceos are in contact with environmentalists and the ceos

convey the environmental concerns back to cohn. jason clarke, the chairman of the republican party in san francisco, says the creation of jobs will drive the president's decision. >> it is definitely the motivation. when he was on the campaign trail he said he was going to try to preserve american jobs as what he thought was point beless climate accords. >> reporter: bay area environmentalists say it would remove obama's climate legacy. in oakland a number of organizations announced a partnership that would create design teams to address the impact climate change is having in the bay area. >> we are already experiencing the flooding that comes with rising sea levels and this new levels of extreme precipitation. >> reporter: last week at a conference on climate change governor jerry brown said california will continue to lead the nation in reducing greenhouse gases despite the president's refusal. >> we've done a lot in california. we have a long way to go. we are by no means out of the

woods. the trajectory is not yet positive for where we have to go. >> reporter: but to get there, california will probably have to rely lesson federal funding and more on dollars from the state and the private sector. in oakland, lyanne melendez, abc7 news. >> tesla founder elon musk says he'll leave two white house advisory councils if president trump with draws from the paris agreement. must being made his feelings known in a series of tweets today. he started with this one, writing that he's done all he can to advise the president and the white house. later when asked if he'd quit the two panels, must being wrote, quote, will have no choice but to depart councils in that case. musk is a member of mr. trump's business advisory council and manufacturing jobs initiative. >> first they backed raising the minimum wage now labor unions and coalition of supporters are trying to put a measure on the ballot next year to make contractors hire oklahoma alds and pay them prevailing wages. abc7 news reporter david louie looks into both sides of the

issue. >> reporter: trades people are convinced more than ever the public is behind them. a survey they commissioned says three-fourths of voters would back their fight to require medium and large, residential commercial projects to hire local ands to pay them market rate wages. >> no one is going to become a millionaire being a bummer electrician. they'll be able to support their family, go to school, retire with some level of dignity. >> reporter: they stood outside the downtown condominium project, one of several underway soon to break ground. some committed to hire local and pay union wages, others have not. the on-site office of the owner full power properties posted a sign it did not want to be disturbed. no one answered the phone at the company's san francisco headquarters. will smith is a san jose native who bought a house last year for his family. he's an electrician. he says higher wages spent by local hires stay in the community. >> if we are the community, we are the people who work hard, who put in our blood and our sweat into building these

projects. and we are the people that come back and spend money at these projects, at these restaurants and all these different developments. >> reporter: a spokesperson for the associated builders and contractors regional chapter doesn't agree that san jose voters will support the proposed ballot measure. citing how it would raise the cost of construction more than 10%. the contractors' group lgs saals it goes against competition. the union acknowledges it won't be easy. >> it is very difficult because the bottom line for them is the most important thing, profit. but it is doable for sure. it's doable. >> reporter: in san jose, david louie, abc7 news. >> a proposal to put a luxury hotel right on the san francisco waterfront is ruffling a lot of feather tonight. the board of san francisco will discuss the possibility of putting a hotel on pier 35. the space is just steps away from pier 39 and fisherman's wharf as you can see. the building hotel there won't be easy. builders banned hotels on the waterfront nearly 30 years ago. the port said there are no plans

to try to change that, but it did commission a study to look at the economic impact of building a 200-room hotel on pier 35. we'll see. facebook shareholders are expected to confront mark zuckerberg over the social network's role in spreading fake news. facebook's annual shareholders meeting is tomorrow. shareholders say facebook has taken steps to address the problem, but hasn't gone far enough. google will also be pressed on fake news at its shareholders meeting next week. >> the principal of a northern california high school is out of a job over accusations he shot at students with a beebe gun. twoly lake high school is miles from the oregon border. principal dean teague is accused of leaving a school function and coming back with a bee-bee gun after students do yused him wit water. no students were hit. >> it's usually up beat and happy, but this year's media day a much different tone from

harper has dropped an appeal of his suspension following monday's giants brawl. the move comes after the league today reduced his suspension by a game to three games after this fight monday at at&t park. it happened after giants reliever hunter strickland beamed harper. he can now play when the nationals take on the a's in oakland this friday. the league suspended strickland six games. he's still appealing and can play during that process as well. the bay area's multi tasking sports master dave kabal is cutting his work load in half. since november he served as president of both the a's and the san jose earthquakes. today our media partner mercury news reports that the quakes hired a new president allowing him to focus on the a's and the team's impending move to a new stadium. he has said that the new ballpark will be built in oakland. >> all right. we're going to shift gears here. subprime borrowing has surged for the first time in two years. >> yes, 7 on your side michael finney is here with that story and what it means.

>> does this sound a little familiar? >> yes, it does. >> yeah, it does, you're right. the amount of debt taken on by subprime borrowers surged to $8.2 billion. that's a 32% jump from this same time just last year. it also includes debt from student borrowing for college. that's one of the big things. anyone with a credit score of less than 580 is considered a subprime borrower. this is the largest jump in subprime debt since 2009 during the mortgage melt down. economists don't expect a repeat of that. this time they say household income is 60% higher today than it was in 2008. the day may come when packages delivered to you via parachutes dropped from a drone. amazon has filed several patent applications for parachutes that would do exactly that. now, these are actual i am j as fr -- images to the patent office. they would peel off the label on the package and drop to its

destination. larger packages would have multiple labels attached. of course, applying for a patent is a long, long way from reality. it could be awhile before we see this if ever. now, if you ever purchased a green coffee bean extract supplement, you may have a refund coming. pure health and genesis today supplements were sold at retailers like wal-mart. the federal trade commission accused the company of deceptively claiming people could lose 17 pounds and 16% of their body fat in just 12 weeks without diet or exercise. the settlement with the ftc bars the company from making those kinds of claims. the ftc is sending out refunds to consumers totaling $1.9 million. this is the second refund. last june the ftc sent out 9 million in refunds. >> yeah, right. >> i have to say i get excited when i see an amazon box sitting on my doorstep. veterans affairs secretary says he's open to medical marijuana being used to treat posttraumatic stress disorder. david spoke at the state of the va address today. doctors can discuss medical marijuana with patients in states where it is legal but they cannot prescribe the drug. the department provides health care to 9 million vets. >> i believe that everything that could help veterans should be debated by congress and by
