president of environment, policy, and social initiatives. the event is scheduled to start at 9:00. reporting live from san jose, matt keller, abc 7 news. to developing news now, british police have identified the third terrorist in this weekend's attack on the london bridge. he is youssef zaghba from east london. he's believed to be a 22-year-old italian national of moroccan descent. police say zaghba and two other men killed seven people and injured dozens more before dying in a shootout. abc's brian ross says an attack like this is not as likely in the u.s. >> a lot of people are asking what about extremists living here in the rice on the radar known to authorities? >> the fbi says it has affective investigations in all 50 states but fewer people who are considered active threats than in great britain. they have 23,000 people they're trying to keep tabs on. >> the other two attackers were identified yesterday. >> i want to jump in from our live desk because i've been tracking down more information on zaghba. it turns out his mother is

italian. he was stopped by italian authorities on his way to turkey and presumably syria last year. media reports there are saying that zaghba was an italian who was on their watch list in italy and that moroccan and british authorities were warned about him. zaghba moved to london later, he was working at a restaurant there and lived in east london. he hadn't been in italy since 2006 but, again, on the radar of italian authorities before this attack. reggie, back to you. san francisco police are looking for two adults who were seen abandoning a young boy by the side of the road just after 6:00 last night at slope boulevard and the great highway. this is close to the san francisco zoo. medics from the fire department witnessed what happened. they called police and the child wasn't hurt. the adults drove away and police say they possibly had another child inside the car. the judge in the sierra

lamar murder trial is expected to sentence her killer in september. yesterday, a jury recommended a sentence of life without parole for antolin garcia-torres. last month, he was convicted of murdering the morgan hill teen. sierra lamar's parents with disappointed he avoided the death penalty. >> i would be lying if i didn't say i was disappointed in the verdict. his family doesn't grieve. we'll grieve for the rest of our lives. >> i feel at peace that he will not be on the streets and arm another child. but the angst will be in our lives forever. nothing will take that away. garcia or t deserved leniency because he was abused as a child and exposed to pesticides. an arraignment for the man of killing an australian tourist in san francisco.

matthew bate was heading to his argument when he got into an argument with david marillo. he was sucker punched, he fell and hit his head and died. marillo is from southern california and he faces involuntary manslaughter, assault and battery and charges. a study out of stanford concludes oakland police officers speak less respectfully to people who are african-american. researchersstudied body cam video and found officers with more likely to use sir, ma'am, and please when dealing with white drivers. with african-american drivers officers instead used "my man," the driver's first name and told them to keep their hands on this wheel. would you want to work here? san francisco could save millions of dollars by moving employees out of the aging hall of justice. employees deal with sewage leaks, rodent infestation and it contains asbestos. a report by the city's budget only itself finds san francisco could save $95 million over ten

years by renting office space for various agencies somewhere else. city officials say waiting would take too long and cost too much. the sonoma county board of supervisors will vote on whether to stop charging parents a fee when their kids are sent to juvenile hall. families owe more than $4 million for the care of their children in juvenile hall and probation camp. the daily fee for housing is $32. families of young people placed on probation pay a flat fee of $145. if approved the fees would end on july 1. uber has faced multiple controversy this is year. next, the hire that could be the first step to fixing issues with top leadership. an east bay teacher dies an east bay teacher dies just one day after retiring.

it's 6:15. we have new details on the disastrous i.t. meltdown that left 75,000 british airways passengers stranded. according to the bbc, the i.t. glitch two weeks ago was caused by human error. the head of british airways parent company iag says an engineer disconnected a power supply. that wasn't the issue. the damage was caused when was reconnected in an uncontrolled way. the mistake caused major disruptions and bay area travelers felt it, too. iag says an investigation is under way to learn from the experience. a high school teacher in the east bay died a day after retiring and we are seeing the true impact he had on his students. a go fund me page for eric theil has reached nearly $25,000 in one day. his last day at amador valley

temperatures tonight under cloudy sky 50 to 55. there's a chance of stray showers from san jose bodega bay. a couple hundredths of an inch of rain is possible. that's why we have a 1 on the storm impact scale for thursday. sue? >> let's look at the bay bridge, 5:25. metering lights were turned on. i find this ironic. the cash payers, there's hardly any stackup. if you have fast track, not so much. it's backed to the overcrossings into the macarthur maze and car pooling is always a great way to go. trouble spots for your drive from rodeo and cummings skyway in towards pinole. we have an accident blocking two left lanes, just crawling, under 10 miles an hour for big delays. we'll get to drive times in just a second. also san jose northbound 85, we have emergency crews blocking two lanes of traffic.

87 near curtner, two left lanes are blocked there. so expect a good 20 minute delay there as well. we'll check back with drive times in a couple minutes. >> developing news now on the oakland ghost ship fire. one of two men newly charged in connection with that fire is in jail. n alameda county. >> the d.a.'s office says he is partially responsible for 36 deaths. amy hollyfield is live at the santa rita jail, amy? >> reporter: 47-year-old derick almena appeared in superior court in lake county last night in this video you will only see on abc 7 news. al me almena's co-defendant is being extradited from l.a. he's charged with 36 counts of manslaughter in connection with the ghost ship warehouse fire. he was the tenant of the building. >> almena and harris knowingly created a fire trap with

requiring the court to decide all death penalty appeal within five years of sentencing and this is more than twice the court's current pace. california governor jerry brown says he's disappointed in the president over his decision to pull out of the paris climate accord. the governor made those comments at a clean energy conference in beijing. brown says the decision will prove temporary because of the urgency of the issue and science will bring the u.s. back to the forefront of fighting climate change. >> we face not just the technical barrier, we face political barriers. there are still some in powerful places who are resisting reality, who are resisting the obvious science that we know governs our lives. brown signed agreements with china's government in two provinces two fight climate change together. he also reiterated the need for u.s. states to step up and take the lead on the issue. happening today, the santa clara county board of supervisors will vote on a climate change agreement. the board plans to reaffirm its

commitment to fighting climate change and call for other count crea ies to do the same. the board meets at 9:30. much of the south bay is at significant risk of sea level rise because of climate change. developing news in the london bridge terror attack. british police have identified the third terrorist as youssef zaghba, a 22-year-old moroccan man from italy. he's the man you see on the right. he was well known to police as an isis sympathizer. the other two terrorists were identified as khuram butt and rachid redouane. all three were shot dead after they killed seven people and they killed seven people and injured 40 others on saturday. people across england stopping what they were doing to honor the victims. british prime minister fr e theresa may is weighing in on the war of words between london's mayor and president

trump. on twitter, trump attacked mayor sadiq khan after what he said after saturday's terror attack. mayor khan said there was "no reason to be alarmed if they see an increased police presence." it seems the president took those comments out of context and called the explanation a pathetic excuse. this morning theresa may told the "sun" britain's relationship with the u.s. is important but she thinks the president is wrong. the mayor is demanding the british government cancel a state visit planned by the president. >> i don't think we should be rolling out the red carpet to the president of the usa in the circumstances where his policies go against everything we stand for. >> may insists the state visit will still happen as scheduled later this year. >> a federal contractor from georgia is facing charges for leaking top secret documents regarding russian hacking. 25-year-old reality lee winner is accused of printing a classified intelligence report then giving it to the on line then giving it to the on line news site the intercept

the information including a phishing e-mail claiming to be from google sent to dozens of elections officials. it's not known if officials opened the e-mail. former fbi director comey is looking forward to testifying on the russian probe and his dealings with president trump. that's according to the chair of the senate intelligence committee. comey will speak twice, once at a televised public hearing then second time behind closed doors when he will reveal more confidential information. people in sonoma county are casting their votes in a special election. landlords wouldn't be able to raise rent by more than 3% under measure c. supporters say that protects renters however it only covers units built before 1995 and that leaves too many people out. also, measure d, a new tax

derrington clark. she was taken into custody by police in colton just south of san bernardino. they had been looking for the person responsible for the attack since yesterday when it happened. her 18-month-old granddaughter died, her other grandchild and daughter remain hospitalized in critical condition. one neighbor said the daughter told her that her mother was a bipolar schizophrenic. natasha? >> what a heartbreaking story. thank you, jessica. several people are facing trespassing charges for staging a protest inside of san francisco's immigration building. this was taken inside of the building by one demonstrator before they were arrested yesterday. they want the release of two construction workers detained at travis air force base. their lawyer filed a motion to stay their deportation. neither construction worker is eligible to plead their case before a judge because they were deported 15 years ago and then reed into the country illegally. happening today, a surprise appearance by former first lady michelle obama at apple's worldwide developers' conference

the bay area man who owns the largest private collectionover "star wars" memorabilia needs your help. steve sansweet says a trusted friend stole pieces worth about $200,000 from his collection. police arrested that friend and another "star wars" enthusiast but another 120 pieces are still missing. >> we were totally devastated that someone we considered part of the family, someone that stayed with us, someone that we shared meals with would do something like that. >> some of the items stolen are 40 years old including a wind up r2-d2 and a cardboard death star. sansweet hopes the items will be recovered. and look at this, mark hamill suggested the list of stolen items be published for the "star wars" community to be on the lookout. the stanford marching band will be able to hit the road again. the school has lifted the sanctions it imposed in january after it found the ban violated the campus alcohol policy.
