five people injured overnight when an underground steampipe exploded in downtown baltimore. the blast occurred about three blocks from camden yards, about an hour from the start of the orioles game. two nearby hotels were damaged and parked cars and injuries are nonlife-threatening. he's probably the most famous inmate, serving a 33 year sentence in nevada. >> now o.j. simpson is one step closer to possibly being freed. here's abc's matt gutman. >> reporter: a parole date giving o.j. simpson a date to

already one about to hammer the gulf coast right now. >> really serious. on the radar, you can see heavy bands of rain coming ashore. there could be as much as 12 inches of rain, flooding likely. >> taking a live look at bourbon street in new orleans. it's a little bit wet, a little bit quiet. we have seen a few people with umbrellas, not drinks, not umbrella drinks. just umbrellas. >> it's a weekday. >> that doesn't mean nothing in new orleans. this image thanks to earthcam. there is already flooding in alabama on dauphin island. the governor announcing a state of emergency. >> and cindy expected to make landfall tomorrow near houston and continue to move northward. we get more from eva pilgrim. >> reporter: residents along the gulf coast already feel the effects of tropical storm cindy. heavy rain and waterspouts off florida beaches. >> nobody can go in the ocean today. >> reporter: and miles off the louisiana coast. >> it's blowing bad out here.

>> reporter: oil companies working to get workers off those rigs. in new orleans, officials are watching the storm's every move. >> the impact could really shift if that storm moves 20 or 30 miles in either direction. >> reporter: the big fear? flooding. >> it's not only going to bring us rain and wind but water. >> reporter: in st. charles parish, they're racing to protect homes. they're actually building a levee, an actual wall, four and a half feet up to keep the water from getting into this neighborhood. take a look at the water already. it's up to the edge of the bank. residents like alayna taking no chances. >> look at the water, what it looks like, it's not good. >> reporter: that tropical moisture stretching all the way to georgia. dozens evacuated from this flooded area. this is three quarters of a mile long. they'll be working through the night to get it ready. it's been raining here all month.

the ground is already saturated. so a very real concern as to how much it will flood. eva pilgrim, abc news. st. charles parish, louisiana. the gulf coast isn't the only place with extreme weather problems today. >> accuweather's paul williams is tracking it all. good morning paul. >> cindy causing big problems in the deep south. but heavy rain across the entire southeast and expected to make her impact along the texas/louisiana border. this is the path we're expecting wednesday and getting even closer and moving right inland by the time we get to early thursday morning. here's a wide scope of what's going to happen. we could see believe it or not, ten inches of rain, pensacola to gulf port. too much rain there, but not enough in the west with the dangerous heat cranking up with records being challenged. temperatures near 120, 110, up towards vegas and near 110 even up towards sacramento. and if that's not enough, we're

watching for severe thunderstorms to hit minneapolis. kendis? >> paul williams keeping busy at accuweather there. thank you, paul. senate republicans are determined to pass a health care bill designed to replace obamacare next week. despite push back from across the aisle, some have complained that it is shrouded in secrecy, and now the senate majority leader says a draft of the bill will be unveiled tomorrow. here's abc's mary bruce. >> reporter: after months of frustration and concerns, americans worried about whether they'll lose their health coverage, at town halls across the country, senate republicans say their plan to repeal and replace obamacare is coming, but no one seems to know what's in it. >> haven't seen it. >> haven't seen it. how can i put my support behind it if i haven't seen it. >> reporter: has the president read the bill? >> i don't know if he's seen the legislation or not. >> reporter: after the president stood with republicans at the

white house celebrating when their health care bill passed. privately he told some republicans the bill was mean. >> he wants a bill that has heart in it. >> reporter: and democrats agree. >> for once on the topic of health care i find myself agreeing with the president. his health care bill is mean. >> reporter: for weeks, senate republicans have negotiated behind closed doors. there have been no hearings and no public debate. >> if this was going to be met with joy and satisfaction by the american public, would you hide it? no. >> reporter: it's still unclear exactly what's in the bill and why the process has been so secretive. this bill is bound to have a profound impact on the country. do americans have a right -- >> it's going to have a profound, positive improvement over the status quo. >> reporter: so do americans have a right to see these negotiations. >> it's simply unsustainable. >> reporter: do americans have a right to see this process? republican leaders say they plan

to release what they're calling a discussion draft of the legislation. but the big question remaining, will republicans have the votes to pass this? mary bruce, abc news, capitol hill. breaking news now sending shock waves through saudi arabia. the royal succession of the important u.s. ally in the middle east, shaken up. king salman has named his son to be heir. it moves salman ahead of the nephew who had been first in line to the throne. he had met with president trump in march. back here at home, ten people have been injured in a bumpy flight to houston. a united airlines flight was going around tropical storm cindy and struck rough weather. ambulances were ready when it arrived in houston.

breaking news in the meantime from a different company. uber. its founder and ceo resigning overnight. travis kalanick helped build uber into a major transportation player. but a series of problems led to an investor revolt that made it impossible for him to stay at the company. kalanick says he's stepping aside so uber can go back to building rather than being distracted. and a word to those thinking about starting a family. >> the longer you wait, the more likely your sons will be geeks. by that, a british study finds that the male offspring of older fathers are brighter, more focussed and less worried about fitting in. those all seem like really good things. the age of the mothers didn't seem to make a difference. >> this is a best-of of geeks on tv. erkle's my favorite. and daughters didn't seem to be affected by how old their fathers were. one reason could be is that the fathers who wait the longest to
