jonathan karl with more. >> reporter: after six weeks of drama and controversy, president trump finally put an end to the speculation he started. i have no idea whether there are tapes or recordings of my conversations with james comey, the president tweeted, but i did not make and do not have any such recordings. it was 41 days ago that the president himself raised the spectre of secret white house recordings with this tweet. james comey better hope there are no tapes of our conversations before he starts leaking to the press. that kicked off a series of remarkable events that led to the appointment of a special counsel and investigation into whether the president obstructed justice. >> i've seen the tweet about tapes, lordy, i hope there are tapes. >> reporter: former fbi director james comey says the president's tweet prompted him to leak his memo where trump allegedly asked him to go easy on former national security adviser

michael flynn. >> it didn't dawn on me that there might be a tape. my judgment was i needed to get that into the public square. >> reporter: the resulting story raised the question of whether the president had attempted to at the same time to interfere with the fbi investigation, which in turn led to the appointment of an independent counsel. the president refused repeatedly to put an end to the speculation about whether he had the tapes. >> you said that there might be tape recordings. >> that i can't talk about. i won't talk about that. >> reporter: and less than two weeks ago in the rose garden. >> you seem to be hinting that there are recordings. >> i'm not hinting about anything. i'll tell you about it over a very short period of time. do you have a question? >> when will you tell us about it?

>> over a very short period of time. you'll be very disappointed, don't worry. >> reporter: we asked why it took so long. he let it go on for 41 days. >> why the game? what was he doing? >> i don't know it was a game. he answered the question and the timeline. and he did that. he said by the end of this week, and he's done that. >> reporter: the president's tweet thursday saying once and for all that he does not have any recordings or tapes of his conversations with james comey, appeared to be very carefully crafted right down to the punctuation. and the white house press office saw this tweet before it went out, and that is something that almost never happens. jonathan karl, abc news, the white house. republican leaders in the senate are scrambling to get enough votes for their health care bill crafted behind closed doors. democrats say the legislation takes from the poor to give to the wealthy, and there are conservative and moderates who are not on board. and the congressional budget office won't weigh in until early next week just as kenneth moton reports a vote is expected in days. >> reporter: the heated debate

over health care turned to chaos on capitol hill. capitol police carrying away demonstrators, many in wheelchairs angry over the new senate gop health care plan. protesters blocking the entrance to mitch mcconnell's office. mcconnell on the senate floor at the time. >> obamacare is a direct attack on the middle class. >> reporter: in the senate bill, americans no longer required to have health insurance. they can buy insurance with tax credits. determined by income. major cuts to medicaid. it allows states to drop the mandate. for insurers to cover essential health benefits. but it appears coverage of preexisting conditions would continue. president trump looking ahead to negotiations. >> we'd love to have democratic support. we'll never get one. no matter how good it is. >> reporter: he called the house bill mean. >> this is a nasty bill. and they're trying to cover it up.

with little things here and there. >> reporter: right now republicans do not have the votes. they can only lose two members. but several gop senators, including rand paul against the bill. >> the intention is not to take down the bill. the intention is to make the bill better. >> reporter: and at this point, they do not have the votes to get this passed. they can only lose two votes. several gop senators have already come out against the plan. diane and kendis. president trump took a brief break from all of the drama, hosting along with the first lady, melania trump a picnic. for lawmakers and their families. he paid tribute to steve scalise and called for a continuation of the show of solidarity that we saw after scalise was shot. >> it's our hope that this unity that was displayed that evening can maybe continue to grow and thrive between republicans and democrats and i think honestly, i think we'd all be doing a lot better.

and i know the country would be doing a lot better. >> the south lawn of the white house was decorated to look like new york's central park in a nod to the president's hometown. the subject of the netflix series, "making a murderer" was appealed. they say it was improperly obtained. dassey allegedly helped his uncle with the rape and murder of a woman. a federal magistrate last summer found his rights had been violated during interrogations. the wisconsin attorney general is likely to appeal that ruling. now to a record fine for robo caller. and it has been proposed for a florida-based company. the fcc is calling for marketing strategy leaders of miami to shell out $120 million. the company is accused of making 96 million robocalls during the final three months of last year. cindy may not be a tropical storm anymore, but it is still bringing bad weather to a large part of the country.

the tropical depression is moving into the central appalachians overnight and will spread heavy rain across the southeast. cindy leaves behind flooding in low-lying areas of the gulf coast. a tornado near birmingham, alabama also destroyed several buildings. okay we have amazing video to show you from mexico city. >> it's kind of like a rescue mission and a real-life video game all rolled into one. so this was captured on the helmet cam of a cyclist who was chasing a run away dog in the mexican capital. both of them were weaving in and out. in the case of the dog, sometimes under cars. the cyclist through all this was nearly hit by a bus. >> wow. eventually the dog is grabbed by the leash by a construction worker. everyone is safe. >> wow. >> that cyclist, man. >> it's such a little dog. how does he run so fast? >> how does he weave in and out of traffic like that? >> frank, what do you think about this?

>> reporter: charging him and his company of being on the side of black lung. and well, he wasn't the only ceo oliver took aim at in the segment. >> coal ceos constantly claim to workers that it's us against them. >> reporter: a lethal combination of comedy and facts. he spent nearly half the program on the ceo who has the president's ear. >> he said, tell your coal miners, i've got their back. >> bob murray, i didn't really plan for so much of this piece to be about you. but you kind of forced my hand on that one. and i know that you are probably going to sue me, but you know what? i stand by everything i said. >> reporter: murray energy following through on their threat, following a lawsuit wednesday calling the segment a deliberate attempt to assassinate the character of murray and blatantly false and concocted. that same day, the president also talking about coal. >> we're putting our miners back to work. and 33,000 mining jobs have been added since my inauguration. >> reporter: but according to the bureau of labor and statistics, there have only been

about 1,000 coal jobs added since january. in an e-mailed statement, hbo stood by oliver saying we do not believe anything in the show violated mr. maury's or murray energy's rights. it's not the first time mr. murray has sued. he has filed at least nine lawsuits against journalists and news organizations between 2001 and 2015 for reports they saw as critical. >> you can only win the suit if you can prove it was untrue and a number of other problems, so he can't just say oh, i don't like that coverage. >> yeah. >> it's just the beginning of this legal battle. that is for sure. and we saw hbo standing by john oliver, and it will be interesting to watch this weekend's episode to see if it comes up again. >> he reacted before it happened. >> i know you're probably going to sue me, but so be it. >> since murray likes to sue, we're not going to say another word about it as a journalist here. >> it will be interesting to keep an update on the case. thanks for watching it for us.

but now we have incriminating video evidence. it's a "world news now" who done it on this friday june 23rd. from abc news, this is "world news now." big investigation going on here now. >> brian ross is busy investigating a number of different things, we actually got him to tap in and figure out who was stealing from our vending machine. >> we will solve that mystery for you in a little bit. but we're going to start this half hour off with the latest reaction on republicans trying to replace obamacare. >> protesters greeted the unveiling of the senate health care bill. the new plan slashes medicated for the poor and offers tax cuts for higher-income americans. former president obama said the heart of the legislation was what he called fundamental meanness. and some republicans are failing to vote for it. in its current form. >> republicans who crafted it said it will make insurance more affordable and are eager to put it to a vote next week.

abc's mary bruce has more. >> reporter: the senate republican health care bill, crafted in secrecy finally arrived on capitol hill, and it was met with fury. >> the government wants to kill me! >> reporter: angry protesters, many in wheelchairs, staking out mitch mcconnell's office, refusing to leave and dragged out, 43 people arrested. for weeks, the bill has been kept under lock and key. negotiated behind closed doors. few are racing to defend it. >> obviously it's a process that deserves debate. >> it's the best bill possible in very difficult circumstances. >> reporter: across the country, americans have flooded town halls, concerned they could lose their coverage if and when obamacare is repealed and replaced. >> well, what kind of insurance do you have? >> reporter: under the senate bill, americans will no longer

be required to have health insurance. they could buy insurance with tax credits and some could end up paying a lot more for less. for instance, if you're a single person making $42,000 a year, you could not qualify for any tax credits to help purchase coverage. it also proposed major cuts to medicaid, rolling back obamacare's expansion. right now it covers one out of five americans. >> it puts medicaid on a more sustainable path. >> reporter: hardest hit, low income and elderly. on the other hand wealthy americans win big. many get sizable tax cuts. >> yet again a tax bill disguised as a health care bill. >> reporter: the two other questions surround preexisting conditions. the senate bill would give states the ability to drop requirement that insurers cover essential treatments like maternity care and drug and mental health treatment and

emergency room visits. and when it comes to the fight over covering people with preexisting conditions, the senate bill would not change the rules already set by obamacare. but this will likely be a major sticking point with house republicans. their bill allows states to opt out of requiring insurance companies to cover those preexisting conditions. last month, the president celebrated that bill but then privately called it mean. when asked if the senate version is kinder -- >> little negotiation, but it's going to be great. >> reporter: and right now this current bill isn't going anywhere. republicans can only afford to lose two votes, and right now at least four republican senators say they are not on board. conservatives like rand paul say it doesn't do enough to repeal obamacare while moderates like susan collins are objecting to a measure to defund planned parenthood. there is a lot to do if they hope to have this vote next week. mary bruce, abc news, capitol hill. >> and many others are waiting to see what the budget office

says about it. thanks to mary bruce in washington. after stringing the country along for week, president trump is finally admitting that he does not have tapes of his conversations with james comey. he tweeted, i have no idea whether there are tapes or recordings of my conversations with james comey, but i did not make and do not have any such recordings. this comes after his cryptic tweet saying that comey better hope there are no tapes. comey testified it prompted him to leak his memos about the meetings which led to appointment of a special prosecutor. lawmakers give the president until today to hand over any tapes that might exist. and now they're cleaning up in the gulf coast region from what was tropical storm cindy. it weakened to a tropical depression as it crossed land, but it brought heavy rain, winds and flooding. storm surge and even tornadoes.

winds in the birmingham, alabama area were clocked at 120 miles an hour. and a tornado destroyed several buildings and businesses along interstate 20. >> it lasted about two or three minutes and was gone. >> we came out and there's all this destruction around here. >> the water had risen so high, it was fixing to get into our truck. >> the national weather service says about 12 inches has fallen in some spots along the gulf coast this week. >> cindy will cause problems today as well as into the weekend. >> justin povick is tracking that for us. good morning, justin. >> diane and kendis, good morning to you. tropical rainstorm cindy moving off to the north and east. the rain continues to be a huge concern, and notice it making its move into the virginias as we venture into early saturday. so we're going to see that threat for heavy rain lift its way off to the north. still looking at very heavy downpours along interstate 40 but shifting north toward the greater ohio valley.

diane, kendis? a busy time there on the weather front. just justin, thank you. an investigation is under way in los angeles into a horrible set of circumstances that led to the death of a 17-year-old boy. a deputy fired his gun at a pit bull that had already bitten another deputy and charging toward him. a bullet ricocheted off the ground and apparently struck and killed the teenager who had been helping restrain the dog. the pit bull was also euthanized. a horrible situation there. and south of minneapolis, the aclu is calling for an investigation into this video. they say it shows a drug task force agent pulling a suspect over and kneeing and punching him. prosecutors say it shows only the end of the incident. accordingreport, the suspect tailgated and threatened

them. a man is charged with trying to help isis. prosecutors say the 30 year old husband and father was planning to go to syria. they say he helped a friend join the terror group. he's being held without bail and faces up to 20 years in prison if convicted. and iraq's prime minister is calling it a formal declaration of defeat by isis after the destruction of a historic mosque in mosul. iraq's government says isis militants blew up that mosque as they retreated from the area. the mosque had towered over mosul for 850 years and is where isis declared a caliphate three years ago. the leader of the u.s. coalition calls it a crime against all of iraq. and a mississippi law seen as anti lgbt is now in effect. it allows businesses and business owners and government employees to deny service to same-sex couples based on religious beliefs. the new decision reverses a lower court one.

opponents plan to appeal. teenage boys have found a way to skirt the issue of not being able to wear shorts to school. >> the key word, skirt. some of the guys wanted to wear shorts but school rules prohibit them from doing so. >> so a few dozen boys decided, well, fine, we'll wear skirts to school. the school is now considering a change in policy. >> and will allow the boys to wear skirts? >> they have not elaborated. the girls are allowed to wear skirts year round. these kids say it's hot, summer and we should not have to wear pants. >> and this is part of the campaign at world news now have taken on our own. i have taken it on our own. okay. so i've taken it on my own to free the knee. #freetheknee. join the debate, join the

it was really big. >> reporter: the national weather service says an ef-2 tornado with wind over 100 miles per hour flattened businesses and injured three people near birmingham, alabama. >> it lasted about two minutes and was gone. >> reporter: leaving behind twisted wreckage and 12,000 people without power. >> it's a long way from being over. >> reporter: the remnants of cindy continue to soak saturated ground. long after making landfall near the texas/louisiana border early thursday morning. a foot of rain has fallen in spots along the louisiana, florida and alabama coast, the swirling rain bands moving along to the north. a flash flood threat continues from louisiana to cincinnati. officials are advising residents to stay on higher ground. even the fire ants are coming together, devising their own strategy to beat the floodwater.

health care bill. it would cut penalties for people without insurance and blocks funding to planned parenthood for a year. four republican senators have come out against the bill. they say it doesn't fulfill their key promise to repeal obamacare and lower health care costs. but they're open to talks. other gop lawmakers were also less than enthusiastic. >> it's a process that deserves consideration and debate and not knee-jerk reactions. >> it's the best bill possible in difficult circumstances. >> chuck schumer is calling the bill a wolf in sheep's clothing. and the democrats suggest it might be worse than a house version past last month. supporters say it will make coverage more affordable. president trump has ended a six-week guessing game, stemming from his private meetings with former fbi director james comey. >> the president now says he did not record those one on one conversations with comey and appeared to be calling the integrity of the special counsel into question. serena marshall joins us with

the details. serena, good morning. >> reporter: for months, the president has pushed back on the russia investigation, even calling it a witch-hunt. now he's going after the man leading it, special counsel robert mueller was appointed to the position by the deputy attorney general after james comey's abrupt firing, and now in a new interview on "fox&friends", he claims mueller and comey are too close. >> he's very, very good friends with comey, which is bothersome. we're going to have to see in terms, look, there has been no obstruction. there has been no collusion. there has been leaking by comey. but there's been no collusion, no obstruction, and virtually everybody agrees to that. so we'll have to see. i can say that the people that have been hired are all hillary clinton supporters. >> now those lawyers that have been hired for this

investigation must meet the same criteria as any career department of justice official, meaning they cannot look at their political affiliations in their hiring, only their legal qualifications. it should also probably be mentioned that mueller is a registered republican and was appointed as fbi director under george w. bush. >> that's serena marshall for us from the newsroom. and a louisiana man is freed after his murder conviction was tossed out. john floyd walked out of a new orleans courthouse yesterday. he'd been behind bars since 1981 in the killing of a newspaper editor. flied wfloyd was convicted afte the coercing of a confession. the ohio college student who died after spending more than a year in a north korean prison has been laid to rest. a funeral was held last night outside cincinnati for otto warmbier, hundreds attended the service at his former high school. hundreds more had to be turned away.

warmbier's roommate on the trip to north korea talked about the last time he saw his friend alive. >> i was there at the end at the airport. i laughingly said to him, that's the last we'll ever see of you. he chuckled at me. but of course there was a huge irony in my words. >> warmbier was convicted of subversion and sentenced to hard labor. he returned from north korea in a coma and never regained consciousness. doctors say he suffer add severe neurological injury. dennis rodman is now back from his fifth visit with kim jong un earlier this month. >> on his way to north korea, rodman said president trump was pleased by his trip. but in an exclusive interview with michael strahan, rodman admits he hasn't talked about north korea with the president. >> last week you said you think president trump would be pretty much happy with you. did you talk to him about it? >> seriously? really? do you think donald trump would give his right arm if he could fix that problem. >> but have you talked to him about it?
