bourbon torn apart. all of this is a total loss. this town was caught by surprise by the storm. there were people inside these businesses at the time. this is what's left of an oil service station. as you can see, the walls were torn apart by the high winds. for many this was a rough night of wild weather across the south. >> it just hit here in fairfield. it was big, guys. it was really big. >> reporter: a confirmed ef-2 tornado came tearing through the small town just outside birmingham terrorizing families and destroying their businesses. four people were hurt. the only thing left standing here, these two shelves. >> it lasted about two or three minutes and it was gone. >> reporter: even from a distance you could see the 120-mile-an-hour winds, people here had to run for cover. the violent winds cut through power lines. this morning more than a thousand people here are still without power. what's left of cindy is not going away quietly across the south. the strong winds plus the high

tide added to the heavy rains were more than enough to flood this highway. and just off the coast of pensacola, this waterspout was spinning up less than a mile from shore. >> oh, my lord. >> reporter: authoriti are still telling some families that they still need to leave their homes for higher ground. more than a foot of rain is soaking parts of mississippi leaving people in this neighborhood nearly underwater. >> the water is up about three or four more feet than yesterday. >> reporter: even the fire ants are trying to beat the rain. no one here was killed and authorities say that is a blessing. they're encouraging anyone that doesn't need to be in the area to stay away. many of the roads are still blocked. robin. >> good recommendation there, all right, steve, thank you. to ginger now who has more on where the remnants of tropical storm cindy are heading. ginger. >> you can see right here where the center or the circulation of what's left of cindy still in northeast arkansas about to make its way through memphis.

that's the heavy rain. heavy rain part of the threat today. the flash flood threat from huntington, west virginia and pittsburgh back to jackson, mississippi. atlanta still included. you should not be surprised whatsoever if you see severe weather or flash flooding today anywhere in that region because we've got that cold front squeezing together with the remnants, kind of absorbing that. it could reach heavy rains one to two inches all the way to new york city. don't forget damaging threats a threat and a couple storm segments and really powerful winds. robin and david? >> all right ginger, thanks to you. also following a lot of major headlines out of washington this morning. a showdown under way under the republican senators' health bill and democrats say it will take coverage away from millions of americans. and at least nine republican senators both moderates and conservatives say they either can't vote for the bill or have serious concerns. president trump has settled a major mystery saying he did not recordisonversations with fired fbi director james comey after sparking a flurry of speculation with that tweet for

weeks. the white house has refused to confirm or deny whether those tapes existed. we'll have more in just a moment. first to our congressional correspondent mary bruce for the latest on the health care showdown. good morning, mary. >> reporter: good morning, david. well, the senate bill has finally been unveiled. for now not going anywhere republicans are facing opposition within their own party. if they still want to get it done next week this morning they're headed for renegotiations. this morning, the health care fight is on. [ chanting ] from the halls of congress -- [ chanting ] to the d.c. airport where protesters gave senators a send-off and a mouthful. the new senate republican bill is even facing opposition from within. >> i just didn't run on obamacare-lite or replacing it with more government programs. >> reporter: republicans can afford to lose just two votes, but already four conservatives not on board. they say the bill doesn't do enough to repeal obamacare and moderate republicans are concerned too.

some worry the bill repeals too much. >> obviously it's a process where it deserves consideration and debate and not knee-jerk reaction. >> reporter: the bill ends the central obamacare requirement that everyone has to have health insurance. offers tax credits to help americans buy coverage but scraps subsidies to lower costs. rolls back the obamacare expansion of medicaid. but leaves in place protections for people with pre-existing conditions. senators will spend the weekend reviewing the bill but the big question remains, can they get the votes to push it over the finish line? >> there are 52 of us. all of us have leverage and the question for us is, you know, are going to deliver or not? this is an opening offer, not the final deal so time will tell. >> reporter: the white house says the president wants a bill with heart. so does this version do the trick? >> have enough heart, mr. president? >> a little negotiation but it's going to be great. >> reporter: so now it's time to negotiate. sources tell me republican leaders always knew that tweaks would have to be made but even

the president admits it is going to be difficult to get these votes. he says there is a very, very narrow path to get this done. robin. >> all right, mary, thank you very much. for more on what this senate health care bill could mean for you, our chief national correspondent tom llamas. you're here and have two scenarios. >> that's right, good morning, robin. we spoke with experts at the american hospital association nonpartisan and crunched the numbers. let's take a look. first let's start with somebody who would benefit from the senate plan. first he's 27 years old, single male self-employed and he earns $200,000 a year. here's why he wins out, first of all he's younger so he could pay a fifth of what older people pay for health insurance. second, he lives in chicago. it's an urban area. there's more people. just like obamacare, they pay less for insurance. and finally he's going to get a tax benefit as well. medicare tax benefit and payroll taxes will be lower. >> so definitely somebody who would benefit. the flip side now? >> flip side, here's the person who will not benefit, 61-year-old woman retired living off $28,000 a year and lives in

a rural area in iowa, clay county. first off, like we mentioned, she could pay a fifth more of what younger customers pay for insurance. that's number one. second, she lives in clay county, iowa. health care is much more expensive in rural area, fewer doctors, hospitals and people. >>hat's similar to the affordable care act. >> exactly. finally, also, she's going to have higher out of pocket spending. deductibles are higher and gets a smaller tax credit as well. >> what about people who do not have insurance under the affordable care act they are penalized. what about this bill? >> you remember that was a big flash point so no employer mandate or individual mandate so you will not be penalized if you don't have health insurance. the flip side means with less people purchasing insurance, that increases costs for those who stay in. >> still a long way to go. >> yeah. >> david? >> thanks for the breakdown. president trump meanwhile, making news. what he's now saying about the special counsel robert mueller who, of course, is leading the russia investigation and then whether there was any obstruction of justice. of course, mueller was appointed after james comey was fired at the fbi.

so let's bring in our chief white house correspondent jonathan karl. and, jon, you saw this overnight the president telling fox news he is bothered by the special counsel robert mueller's relationship with comey and here's what the president said when asked if mueller should recuse himself. >> well, he's very, very good friends with comey which is very bothersome. but he's also -- we're going to have to see. there's been no obstruction. there has been no collusion. there has been leaking by comey. but there's been no collusion, no obstruction and virtually everybody agrees to that. so we'll have to see. i can say that the people that have been hired are all hillary clinton supporters. >> so, jon, if the president is concerned about this friendship, as he calls it, is he trying to put mueller on notice? >> reporter: it sure sounds that way, david, especially when you consider that his legal team has said that the president ultimately has the right to fire mueller, that everybody in the executive branch serves at the pleasure of the president.

that sd, if the present were to attempt to fire mueller, you would see an outcry from fellow republicans, top republicans on capitol hill have made it clear that if the president were to do that, it would be a grave mistake. >> in the meantime, jon, on this issue of whether the president is recording conversations at the white house, we all remember of course the tweet from the president saying james comey better hope there are no tapes. it took 41 days for an answer. the president tweeting this. he said, i did not make and do not have any such recordings. but, jon, you asked the white house why the game here? >> reporter: yeah, i didn't get a direct answer yesterday but i think we got a direct answer from the president just today. also in that interview with fox, the president basically said that he was doing this to try to force comey to, in his words, tell the truth. and he believes that -- he told fox anyway that he believes that comey's story changed once the idea that there might be tapes out there was in the public realm. so the president makes it clear he was trying to influence comey. >> all right, that's his take.

showing her holding up the bloody decapitated head of president trump. >> i made a mistake and i was wrong. >> reporter: the secret service is always concerned such comments could be heard by the unstable who might actually commit an act of violence. robin. >> all right, pierre, thank you. now to a major court decision in mississippi saying businesses and government employees can deny services to lgbt couples because of religious objections. abc's david wright is here and has details. good morning. >> reporter: good morning. the 5th circuit's decision means mississippi could soon begin enforcing the so-called religious objections law which would allow people in that state to deny services to same-sex couples on religious grounds but representatives of the lgbt community say they're not giving up. even though the u.s. supreme court says same-sex couples have a constitutionally guaranteed right to get married, mississippi's law says people who disagree have a right to refuse to serve them. >> i'm afraid this is going to

be yet another excuse to hate. my wedding is july 4th and it throws it all into question. >> reporter: this ruling reminient of india's controversial religious freedom bill, which then governor mike pence signed into law. that law allowed business owners to discriminate based on sexual orientation. the owners of this pizza place in walkerton, indiana, refused to cater a gay wedding. >> i do not think it is targeting gays personally -- i don't think it's discrimination. >> reporter: mississippi's law, house bill 1523, passed at the statehouse after the supreme court issued its ruling on same-sex marriage but was never allowed to take effect. supporters of the measure say it protects the beliefs of people who insist marriage is between a man and a woman, and who believe a person's gender is determined at birth. >> simply all we're trying to do is say that people of faith have some protection from an overbearing government. >> reporter: but opponents say the mississippi law endorses

bigotry pure and simple. opponents of the law have several other avenues of appeal open to them. they plan to appeal immediately. there's also hope that maybe the legislature could change the law. that's what happened in indiana, where governor pence signed into law some changes designed to address the lgbt community's concerns. >> i often say i love my home state. i was just there this past weekend. there are a lot of good people, great people in the state of mississippi where i went to high school and my family has lived there since 1969 and my parents are buried in the national sem tear in biloxi because my father serveed the military in three wars. the lgbt community is not looking for special treatment. they're not loing for ecl rights. it's about equal rights, civil right, human rights. that's what it's all about. >> you have a lot of love for your home state. >> i do, but this is something like perhaps like they did in indiana they could take a look but this wasn't voted on by the people. this was a house bill that was signed by the governor. >> we'll be watching it. all right. turn now to bill cosby back

in the headlines this morning. his spokesperson saying cosby plans to hold a series of town hall meetings to educate people about sexual assault as a juror in his trial now speaks out and abc's linsey davis has the new details for us. good morning, linsey. >> reporter: good morning, david. the jurors that we have heard from describe a grueling process in a tiny room and now the cosby camp is suggesting that the duration and location of deliberations may have actually worked against the comedian. [ chanting ] >> reporter: this morning one of the jurors in bill cosby's sexual assault trial is speaking out saying there's no need for a second trial. >> it would be a waste of money because the man has already suffered the loss of his career and earnings over the past 11 years. it's done. it's settled. >> thank you. >> reporter: the jurors spoke to abc's pittsburgh affiliate wtae on the condition of anonymity.

he wouldn't say how he voted during deliberations, but did say he questioned how the trial was affecting the 79-year-old's health. >> i wondered if he was going to be able to finish because he looked really weathered. >> reporter: the juror also seemed to question the woman at the center of the case, andrea constand, who testified during the six-day trial that cosby gave her a drug that rendered her incapable of stopping his alleged assault describing her as well-coached. >> i don't doubt what she said happened. but she asked for an apology and he gave her two apologies, and she refused any other aid that he offered. >> reporter: according to cosby's rep the comedian is now planning a series of town halls across the country to educate young people on how to avoid sexual assault charges. robin. >> all right, linsey, thank you. back to ginger now. wildfires and record heat out west. >> yes, 17,000-acre wildfire in

after republican setors revealed their heah care plan. democrats say it puts coverage for millions at risk and at least nine republican senators say they either oppose it or have serious concerns. we'll begin this half hour with more on that american college student otto warmbier laid to rest. thousands lining the streets paying their respects to the young man who died 17 months after he was held captive initially in north korea. held that entire time. warmbier was released and returned home last week with extensive brain damage. north korea denied it cruelly treated or tortured him and the statement released and dennis rodman happened to be traveling to north korea and the state department said they had nothing to do with otto's release. in an abc news exclusive this morning, the basketball player has a different take. he and his agent who traveled with him to north korea sat down with michael strahan for his first interview since the trip. >> otto warmbier was released the same day they went to north korea. >> all the prayers and love to his family, you know, but i didn't know he was sick. >> but he wasn't sick. when he went there he was fine.

a year later, the same day you go over he's released in a coma and he passes away less than a week later. in this -- but this is in a place you say this guy who runs this place is your friend. how can that happen and you still have these feelings and sentiment -- >> you know, you say, oh, my god, this guy's my friend, i'm going to die for this guy. no, it's not like that. he's a friend of mine, great. i don't look at the political side about him. look at thfriendship about him and th the whole political -- with the kid that died i didn't know that i was the one that supposed to go over and get him out. >> do you think being there had anything to do with it? >> i know being there had something to do with it because when i was organizing the trip and met with the delegates here i addressed otto warmbier and i said to them, we -- we would need some type of good faith if we're ever going to do some type of future sports relations, so i

asked three times -- >> before you went? >> before we went. i asked on behalf of dennis for his release three times and they said they understood, that was all that was said in that meeting. >> the same day that you go in he's released. do you look at that and think maybe we're being used here? maybe we are a distraction from that. >> i have but there's no doubt in my mind that these trips and me asking on his behalf was -- had a lot to do with it. >> otto's father said -- >> dennis rodman had nothing to do with otto. you know, it's a diversion, you know, they just released otto. it's a diversion. >> we wanted to meet with them when we came back but we were told that it just couldn't happen. >> have you talked to anybody there in north korea and said what happened with this kid? >> no, we haven't heard anything. >> but it's just mysterious a 21-year-old healthy kid all of a sudden is in a coma. that's not normal. something apparently happened and no one wants to say what happened but something happened.

>> well, like i said i'm not into all that. like i said, i was just so happy to see the kid released. later that day that's when we found out he was ill. no one knew that. i was so happy he got released. jumping up and down, all right man, all right, man, good things came out of this trip, okay. great. >> so with three more americans being held over there, are you going to lobby for their release as well? >> if we could get more trips going over there i think anything is possible. >> it's possible. >> did you have a chance to meet with kim jong-un when you were there this time? >> no, we didn't meet him this time. the previous times we did. i think the fact that, you know, my trips have been going to north korea is more like trying to get the communication there sports wise. it's not about trying to release people and trying to do political stuff, it's almost trying to reach out for sports. and see if i can bring sports to north korea and north korea come to here. >> from the first time you went to the last time you went have you seen changes? >> yeah. we seen a lot of changes, the

fact that it is so modernized now when you go over and you hear the radio and people talking, they're so happy now because it's more like civilized again. >> you say happy and civilized and kim jong-un you said is a friend for life. but he's a dictator who has suppressed other people, who has taken away some basic human rights, but you think everyone there is actually happy? >> yeah, i think people don't see the good side about that country but i think people don't see him as a friendly guy, but if you actually talk to him -- >> so when you see him do you see a different guy? >> oh, yeah. >> does he smile? does he talk is he open? >> we always talk, right? we sing karaoke. so fun. ride horse, everything. you don't see that. those people don't hate us. it's the politics. it's the bad thing. if we can try to figure something out, just open the

what did i do that's so bad? i'm not here to say, okay, i got to be -- i got -- it just sucks. >> you know, with that being said and seeing you get emotional, do you think these trips you've taken have been worth all the criticism? >> absolutely. >> dennis rodman with michael overnight and let's ing in bob woodruff who traveled to north korea eight times. you know north korea very well and what the people have gone through there. first of all given what we heard do you think dennis rodman played any role in otto warmbier's release? >> we don't know because we don't know the reaction from within the country but the timing was a little strange which is true. because just when otto was released he went over there. but, you know, this is an interesting story because otto was -- he left because he was in this horrible health condition. the government there probably wanted to get him out before he died there in their country but

there was an influence he did had when kenneth bae was released. an american prisoner. >> he has had influence before. >> he has. >> what do you make of this statement from north korea just today saying they deny any cruelty towards otto warmbier and in fact, they say that they're the victims in this? >> well, what do you think? i mean it's really hard to know what's going on inside the country. for them to deny it is quite something. i never heard them do any -- have a statement like this to try -- this is getting so much attention, i'm sure they're wondering and afraid of how this will be portrayed. >> around the world. >> around the world. it's cruel. >> you've got an incredible special on "20/20" looking into this. what more have we learned about the 17 months that otto warmbier was in captivity? >> well, interesting, it's really difficult to say how he died. but they do know that he died because there was really a lack of oxygen in the brain so the brain started to decay for more than a year so when you talk about some kind of torture the fact for sure and they have to

back now with a new twist in that case gripping millions featured in the netflix show "making a murderer." brendan dassey getting a big win in court after spending ten years in bars for the murder of a photographer and may now go free. abc's gio benitez has all those details. good morning, gio. >> reporter: robin, good morning. the court is saying that his confession video was the only real evidence linking the then teenager to the crime. but also says that in it investigators took advantage of his vulnerability to get the answers they wanted to hear. >> i am innocent of the rape and murder of teresa halbach. please help me if you can. sincerely brendan dassey. >> reporter: this morning brendan dassey, one of the central figures "making a murderer" may soon be a free man after a decade behind bars for allegedly helping his uncle steven avery kill photographer teresa halbach. on thursday a federal appeals court ruled his confession seen here in the documentary taken

when he was just 16 years old and without any adults present was coerced. >> be honest. you went inside, didn't you? >> yeah. >> you went in the trailer? >> uh-huh. >> reporter: the three-judge panel writing that the line of questioning used and dassey's inconsistent story confirm that this confession emerged not from his own free will, but from the will of the investigators. >> who shot her in the head? >> he did. >> why didn't you tell us that? >> because i couldn't think of it. >> reporter: last august a judge overturned the 26-year-old's conviction but prosecutors immediately filed an appeal. now this new ruling set into motion dassey's possible release. >> we're at another peak and, you know, this time i hope it's a peak that sticks, that means something and it's not being set up for another letdown but, you know, it's keeping hope alive. >> reporter: the state of wisconsin now has 90 days to retry dassey. the wisconsin department of justice telling abc news, we

anticipate seeking review by the entire 7th circuit or the united states supreme court and hope that today's erroneous decision will be reversed. and the ruling also highlights testimony describing dassey as highly suggestible and docile. the documentary arguing that he has an intellectual disability. we should tell you his uncle steven avery is serving a life sentence for that murder. robin. >> that's right, gio. let's bring in abc's chief legal analyst dan abrams for more on this. so many twists and turns. where does it go from here? >> the wisconsin authorities now have to make a decision, where do they go? there are one of three things they can do. number one they can go to the full 7th circuit court of appeals. remember, these are only three judges that decided this. you have the opportunity to say, we want the whole court to review it. the only thing they can do is appeal to the u.s. supreme court. i don't think the u.s. supreme court is going to hear this and the other thing they could do which is what i think that they should do is drop this. the bottom line is the only piece of evidence against dassey is the confession. the confession is at best

incredibly questionable. so i don't know why they continue to fight this. typically when you hear about appeals, it's the defense appealing, not the prosecution. >> so you don't think they should retry him? >> no, i don't think they should retry him. i think that they should decide this is it. now, they seem to want to retry them but they need that confession so the legal rulings are about whether the confession would be admissible. if they don't have the confession they can't retry him because that's all that they have. >> the uncle is also appealing. >> that's right. totally separate case, right. the supporters of steven avery want to lump them in together and say, aha, see what happened to dassey. this will be good news for avery. it has nothing to do with avery. avery -- i believe and i've said this publicly before, i believe the evidence against avery is incredibly overwhelming and so it's a totally separate situation between avery and dassey. dassey ought to be released. avery, completely different story. >> but people try to lump the two together. >> particularly avery supporters.

comey to tell the truth. an investigation is under way in los angeles where sheriff's deputies say they opened fire on a dog that was attacking them and accidentally killed a boy. they say the bullet ricocheted and hit a 17-year-old. his name is armando garza morro. they were responding to complaints about loud music at the time. a new orleans man wrongfully imprisoned for, get this, 36 years is waking up free this morning. john floyd wore a shirt that said justice as the judge released him citing evidence that police beat floyd until he confessed in a 1980 murder case. this morning investigators in london say the fire that destroyed that apartment building last week killing 79 people started in a faulty refrigerator. the insulation that helped the fire spread has failed multiple safety tests. a florida company faces a record fine for making unsolicited marketing calls. the fcc wants to fine marketing strategy leaders $120 million. the company is accused of making

and we're back with those important new guidelines on breast cancer screening, our senior medical contributor dr. jen ashton is here to break it down. here we go again. >> exactly. this comes from acog and this is the largest group of women's health professionals in the country and they issued these guidelines about screening for breast cancer and the average risk woman and stress patient autonomy and something called shared decision-making meaning what the woman and her health care provider go through talking about average risk women to screg at a 40 and to ogram

continue screening until at least 75 years of age.ommendati stop at 75 and, again, the emphasis here, patient autonomy and treating the patient personally to individualize her risk because it's not one side fits all. >> you're an ob/gyn. why all the confusion? >> you have to go for historical context and perspective and go back to 2009. we covered the story. the u.s. preventive service task force, a group of physicians and nurses reviewed all the available evidence and data on mammograms and saving lives from breast cancer and what they found was that in the age group 40 to 49, there was a small benefit and we have to emphasize that small, but that the harms like overbiopsy, overtreatment, overdiagnosis outweighed the benefits. the reason it was so

controversial statistically maybe that has merit but when you're talking about an individual, i'm your physician, you're my patient, it's your life. it met with a lot of emotion and a lot of controversy from doctors, health care providers and patients alike. >> give us fast facts about the testing. the imaging testing. >> look, i think that first of all debate in science and medicine is a good thing. that's how we progress and that's how we gain knowledge so when people hear this headline your ears should perk up. that means we're continuing to re-evaluate what we know and hopefully improve patient care. when you talk about screening for breast cancer mammogram is still the gold standard. it is not a perfect test. it misses some cancers. it finds things that are not cancer but it is still the gold standard. sonogram, mri for high-risk patients and thermography is talked about and no available evidence to support its use at this time. >> thank you dr. jen ashton and people at home appreciate it. coming up great fitness summer tips for your family, maks and peta and their baby are here live.
