$365 raising fees for downtown garages from $466 to $738. a day-parking permit in the california avenue district will go from $8 to $25. some of that extra money would go stot nonprofit transportation management association in an attempt to reduce the number of solo drivers going to work. they say businesses cover permit costs for their employees and for the workers who don't get that perk they're often times moving their cars around during the day trying to keep up with parking time limits. the council meeting starts at 5:00 tonight. rorting live in palo alto. a new report says oak land police supervisor who oversawed the bung will investigation into the department arizona sex scandal case may avoid discipline. that's because there are questions about when the statute of limitations clock starts for filing disciplinary charges. according to the chronicle, repeated delays in the city and federal investigations may have

a big impact. allegations of oakland cops sexually exploiting the teenage girl who called herself sa cleft kwap first surfaced in 2016. according taye report, shawn went didn't make the case a priority and sabrina land dra told an investigator to hold off until an internal probe was complete. and now to a disturbing case in the south bay. a san jose swim coach is under arrest accused of molesting and inl tim dating children he worked with at a local swim club. >> police say timothy nguyen started a texting relationship with children at the swim club and there's a possibility there could be more victims. we have that story. >> reporter: it was a busy afternoon in the pool at gunnederson high school. many of the children training here are part of quick silver swimming a private club. they say that's where he was praig on children. >> it's just really, ealy wrong on a whole bunch of different

levels. >> one of the parents alerted the school about him saying he was being inappropriate. they investigated and found he texted several teens who swam there. >> at first it was about the team and swimming, but then it progressed over time and they started becoming sexual in nature asking for sexual favors as well as nude images of these children. >> police arrested him for molesting and intimidating children. detectives say he targeted males and females. so far, three victims have been identified. >> we want the public to know that we are concerned, we -- about finding any other victims that maybe outthere because, again, the victims do need help. >> many parents who have children in the swim club told us they were not notified. they and others were upset because he was something the kids looked up to. >> when that coach breaks that trust it's worse than any other betrayal. >> the quick siller swim club had no comment.

we went there and a couple told us off camera say they're surprised but don't think he should have been arrested. >> happening today, oakland considering becoming the fourth bay area city to impeach president trump. the move is largely symbolic but they went to man congress to investigate the president for impeachment. if approved, oakland would join rich plond, almedia and berkley which have already passed impeachment proceedings. the senate expected to hold a key procedural vote on the bill tomorrow. the congressional budget office says if the bill passes, 22 million more americans would be without health insurance over the next decade. this version of the bill would end enhance medicaid extension, eliminate coverage mandates and allow insurers to charge older policyholders a little bit more. abc's chief white house correspondent jonathan karl explains why he thinks there's no plan "b" if the bill does not

to the city charter about how their salaries are determined. a car-jacking suspect from fremont fled to illinois but he didn't go far enough. fremont police say they used the community's camera system to think him to a car jacking june 19th and two other attempted car jackings. detectives learned he was 2,100 miles away in addison, illinois. fremont police worked with officers there and they tracked and arrested him. photos and tattoos helped addison police identify him. bart appears to be back on track this morning after a water problem stopped service last night. a bart spokesperson says a clogged drain and naturally occurring underground springs caused minor flooding on the tracks, created a puddle at the powell street station at 6:30 last night leading to a ten-minute systemwide delay. they say they are working to water proof tunnels. wildfires burning in several

western states including utah. they say they won't get control of the so-called brian health fire until july 14th. they say it's burned 46,000 acres that's one and a half times the size of san francisco. it's just 9% contained. the fire started on june 17th meaning that it would be burning for almost a month before crews can get that contained. time lapse video shows the power of a massive wildfire in asz. this is about whun 65 miles east of phoenix. the fry fire has grown to 38,000 acres. it's 43% contained. officials estimate they won't reach full containment on this one until july 30th. and evacuation warnings are in place in southern california where a fire has burned 5,000 acres. this one is called the mania needa fire. it's burning in riverside counted tip if the sfarted with a single car crash yesterday afternoon. their last update at midnight says it is just 10% contained. almadeya firefighters had

be chilled once again by those breezes. here's a look at the cloud deck, it is broken to expect a lot of sunshine again today. a little bit slower at the coast but you will see some. tree pollen moderate, gross pollen moderate and very high uv index. 113 in palm springs, hot as you'd expect. 84 in l.a. 87 sacramento, 79 at tahoe, and about 84 in yosemite. for us, got a little bit of a warming trend after today. look at all these 60s and 70s, but a few 80s show up tomorrow around our inland east bay and north bay neighborhoods and then those get a little bit warmer as we head towards thursday, even the south bay starting to push 80 degrees. a few 90s in the fraftd but no 100s. we'll take a look at that weekend coming up next. let's find out what alexis has for us. anyup dates. one new issue in the east bay. doesn't sound like it's going to be a major problem but we are taulg calling for a tow truck. skouj southbound ate eight to

hi and welcome back. chp releasing this night vision rescue in poser county and right in the middle you see the guy they have to rescue. and officials now saying those stranded hikers did everything right. two men and a dog went on a hike sunday. their dog took off and the men went to good find it. they eventually found the dog and while the dog was hurt so they carried him for nearly three hours before realizing they were lost. the sun started to set so the

men stayed put, started a fire and called 911. chp says that's exactly what you're supposed to do. that played a big role in the rescue crews finding those hikers. everyone is now recovering. we have another rescue to show you. we're now hearing from a man whose life was saved during this dramatic aerial rescue over sierra over the weekend. he clung to a rock after being overpowered by the swift water of the south uba river. a day of trying to get cool turned into a fight to just stay alive. >> i thought i could swim across what appeared to be the calmer part of the river, the feeling that the current had on me was like the start of a roller coaster. i'm 6'4", i've never felt so small in my life. >> that video is crazy to watch. he says he's grateful to the highway patrol officersnd at firefighters who saved him on saturday. he now plans to volunteer with the search and rescue group near his nevada home.

that's a good way of paying it forward. pressure mounting on uber, lawmakers asking the tech giant to diversify hits leadership. they sent a letter to the right hailing company following a slew of scandals and leadership ressic nations including uber's ceo just lack week. they suggested recent executive vacancies could be filled by people of color. and happening today, the san francisco board of supervisors expected to finalize the ban on flavored tobacco products. just last week the board approved the measure to prohibit the sale of menthol cigarettes, flavored chew, or flavored liquid for e-cigarettes. and today's vote will finalize the ban but it won't take effect until next april. >> i personally am going to have a hard time not calling this the space ship campus but officially apple park in cupertino is now in full view on this video. it's gorgeous. you can also see the steve jobs theater. this drone video from just a few days ago showcases the long-awaited campus. you can see the lights are on in

that theater which is going to hold a thousand people when it's finished and that's where future apple unvalgz are going to be held. the new apple campus is going to be home to about 12,000 employees and suspect scheduled to open in the coming months. california received the green light to move forward with the $16 billion plan to change how waters move from the delta to southern california. the u.s. fish and wildlife service ruled pumping water into two massive tunnels would not jeopardize endangered species like fish living in the dealt although the mega project still faces several more hurdles before any construction can begin. meanwhile delta farmers oppose the plan. they fear it could hurt their crops. new developments this morning about banning robot delivery service on sidewalks in san francisco. the leader of the opposition has bowed to pressure from the business community to reconsider the ban. he says the ban remains a work in progress and he's going to meet with the companies that

air deeper into the valley. 69 in millbrae, 72 in medical wood. low to mid-60s along the coat dalla city 69. 66 in san francisco today. 73 to about 79 degrees as you head from san rafael to napa. over to the east day, 69 about berkeley, 70 at oakland, richmond. orinda 74 in fremont, 72. concord and san ramon. those are the cool spots. then over towards on the yok and brentwood we'll have low 80s. seven-day forecast temperatures mainly in the upper 50s again with more cloud cover. closer to the coast. it will still be breezy tomorrow but it will let up enough to let us warm just a little bit tomorrow, thursday, and some 90s for the weekend away from the coast. and we've got a new issue if you are doing the bay bridge commute here this morning so i want to take to our traffic camera. we've spun our emeryville camera around you can see those flashing lights. four to five vehicles involved

at one point we had lane five blocked. it looks to me like they are working to push this off to the left shoulder but i think we at least have one lane still blocked at this point. so i'm definitely keep a close eye on that, not a huge backup but that's a tough spot to have anything blocking. take you to another problem on the east bay, south on ate 880, told you about that vehicle that ran out of gas, they were able to push that vehicle off of those main lanes there and off on to the 16th avenue off-ramp. hopefully that backup will unwind soon. and we did get the all clear westbound 580 just before tasia har ra as well and that's unwinding fairly quickly from state route 84. today's first look a new lawsuit against ivanka trump's fashion line claims the company ripped off shoe designs. >> reporter: in this morning's gma first look, ivanka trump ordered by a federal judge to testify by deposition to accusations these shoes by her

going on with live do loor 7 and what it's going to show you are some winds out there. they're pretty gusty this morning and will get faster as we head into the afternoon hours. 29 at fairfield, 18 oakland, 10 at live more, 10 at half moon bay. what's it doing to our temperatures? let's take a look at your 12-hour day planner 7:00 mid to upper 50s to antioch and fairfield at 60. as we head up to noon you can see the 70s, the yoel low strrt starting to sprinkle into our inland neighborhoods while the greens 60s still hold on to the bay. by 4:00 we're in the mid to upper 70s inland, mid to upper 60s around the bay. and sfoen clock tonight even some 50s creeping into the bay and 60s and 70s holding on inlands. how about cool heads on the road this morning alexis. i hope so. i do have some good news if you are trying to cross the bay bridge into san francisco. so we had a four to five-vehicle crash here within the maze just east of the toll blahsa for a brief time we had the three left

lanes brokd. but we can just confirm we are all clear and watch them drive off parking lot. you can see one of those tow trucks right now. but we've got those metering lights flipped on. we had a couple other problems in the east bay so we'll update you in ten. fast track carpool, pay by play, it doesn't matter it's all included in a toll increase that starts in a few days. >> amy hollyfield is live at the bridge. amenmy. >> reporter: jessica, the bridge district says it needs the money for the maintenance and the operation of that beautiful bridge here. they say this money is vitally important and it will bring in quite a bit of month. the board of directors passed this three years ago and it says it will help them with their five-year budget shortfall. if you pay with fast track you will be paying $6.70 5. if you don't have a fast track your toll will jump to 7 pds 75. here's how that money adds up.

they say about 112,000 cars cross this bridge every day. if you had 25 cents to each car they'll be making extra $28,000 a day or more than 10 million a year. this toll increase will go into effect on monday. life in ma rin county abc 7 news. developing news, google is being hit with a record $2.7 billion fine. it's coming from the eu. it's the result of a 7-year investigation by antitrust regulators into its online shopping service. they say the mountain view company illegally favored its own shopping service over competitors when it displayed search results. google maintains its sponsored ads make it easier for consumers to find what they want. the senate planning to hold a did doh or die procedural vote on the gop healthcare bill tomorrow as it faces growing opposition within the republican party. a total of six senators now oppose the bill. they can only afford to lose two to pass. the nonpartisan congressional

budget office revealed its analysis of the bill. they found than 20 ffo more million americans could be uninsured by 2026. 15 million more would happen next year. >> i'm also very concerned about the medicaid cuts, what it means to our most vulnerable citizens and i'm very concerned about the cost of insurance premiums and deductibles. >> if passed, this bill would slash medicaid spend baigt hundred billion dollars. president trump had pushed to save it when he was still on the campaign trail. police and doctors say the republican plan will leave some of their patients with fewer options. the plan slashes spending on medicaid by $800 billion. matt hickey say resident physician at sf general where a number of his patients are on medicaid. >> i think that's my big concern is that patients are going to get a lot sicker before they feel like they're able to come into the emergency department and brave all the expenses that they might face. >> a proposal meantime to bring in personal healthcare to california was unexpectedly

stalled in sacramento friday. lawmakers put it on hold saying it was incomplete and didn't include a way to pay for it. government agencies are scrambling to implement a limited version of president trump's travel ban. starting thursday, the supreme court rules that nationals from six muslim majority countries will need to show their affiliation to a person or organization in the u.s. in order to visit here. these strikss will be in effect for 90 days. abc 7 talked to members of the muslim community in silicon valley who told us they believe this executive order is unconstitutional. >> it's really going against the fundamental fabric of this country and the fundamental backbone of what this society has been built upon. >> the justices will review the constitutionality of the van in october. hapgs today a report expected to be released of how the police officers book black and minority defendants on more severe charges when they're jailed. the study was commissioned by

the city's public defender's office and it shows that plaque people are held in jail longer than whites, are convicted of more serious crimes and serve longer sentences and that's of course according to the study of the more serious charges they're booked on. a san francisco family is grieving the logs of their father. they identified the man of ronnie avila alvarado. they were kayaking sunday when they kayak overturned. his other daughter saw it all happen and they describes her father and her sister getting into trouble when the wake caused by nearby boats overturned their kayak. >> he really, like, tried to get her safe first and he went like that and his head was in the water because he couldn't breathe. but he made sure she was safe. he was very brave. he always stood up for somebody. he never -- he always took care of us.

he always played with us. >> a jet skier was able to grab his young daughter and after that her father went under the water. diefrsz found his body sunday night. investigators say they were not wearing life jackets. those jackets are provided for free on shore. >> that story is heartbreaking. the city of oakland will buy a downtown residential hotel for $14 million and use the property to how's some of the city's 1900 homeless. that's according to a report from our media partners at the the "east bay times". it also mentioned oakland may also purchase another single occupancy hotel. this is in response to the city's growing homeless population. encampments are becoming more popular in the city add a layer to the homeless crisis. there are 32,000 students in 56 schools in mountdy abgoe unified school districts. there's a proposal for five schools to break off and it would form a new district they

would call that north gate. critics say that new district could consist mostly of whiter, wealthier neighborhoods. proponents argue the need and concerns of these families are currently being ignored. the kont an costa county office of education is going to make the final decision. they plan to meet on the issue at the end of the august. happening today, the city of san francisco plans ton officially celebrate its next minimum wage increase. san francisco will announce the hike in a news conference, minimum wage going up to $14 an hour. the change kicks in saturday. emery ville's minimum wage will go up to $14 and in san jose it will go up to $12 from $2,010.50. but today's celebration comes only one day after a negative report on minimum wage from the university of washington. the report showed wage hikes don't really improve the lives of low-income bloi ease. it focused on seattle where the minimum wage is heading for $15 an hour and the study found employers are freezing hiring, cutting hours or letting workers
