buildings. cal fire tells us crews were able to slow the spread of the flames. 15 acres burned. no one was hurt. more breaking news in southern california. a massive brush fire is threatening homes in burbank. this is a live look at the fire from our sister station. those flames are so close to houses. you see firefighters out there spraying water trying to put out those flames. firefighter vss have evacuated homes so far. look how close those are burning to homes. this fire began around two hours ago. crews are working to keep it from spreading. we will continue to follow the story and bring you any updates. good evening. >> our other top story right now, new avi'vuation security measures. they will affect every

commercial flight. inaction is simply not an action. >> reporter: airport officials say passengers won't see any changes on this end. it's one they left the country and returning back home. that's when they will see the increased security measures and passengers aren't thrilled about the changes. they waited to greet their teenage daughter. neither heard about the new security measure. >> they will ininclude enhanced screening of electronic devices and new measures designed to mitigate the potential threat of insider attacks. >> it is quite inconvenient.

subject to a greater degree of collaboration and coordination to avoid the significant operatal disruptions and unnecessarily frustrating consequences for the traveling public that appear likely to happen. new details tonight. the man who shot and killed three workers at a u.p.s. center in san francisco set off a metal detector but was still allowed inside the building. the driver set off the detector but a security guard let him in any way. his backpack had two guns inside. he shot and killed three fellow drivers. u.p.s. will not comment only saying it's continuing its investigation. bail is now set at million for a santa cruz doctor. judge set the bail despite objections from prosecutors who requested bail be set at $40

million. he's charged with 11 counts of sex crimes against children that could bring a sentence of 165 years to life in convicted. his alleged accomplice also appeared in court. the judge approved a motion denying her ability to practice as a registered nurse until the case is resolved. a double shooting rocked a san jose neighborhood this morning. a man was found dead in the middle of a residential street. a woman was found wounded waiting for police at a nearby house. the reason for the shootings still a mystery. >> reporter: san jose police di covered man lying in the street. he died after police describe a self-inflicted wound. a second 911 call came in from a woman suffering from one wound. police say the man shot her outside a nearby house and managed go ed to get inside to for help. they describe the incident as an attempted murder/suicide.

there were some confusion at first whether there might be other victim. >> there was another female that was seen running away and we determined that was a female that because of the shots being fired was just running away from the scene itself. there are no other victims that we're aware of. >> reporter: the woman's wounds were non-life threatening. she was taken to a nearby hospital for treatment. at least 11 police vehicles lined the street as officers responded and began to look for potential witnesses and evidence. police are not saying what type of gun was found or used. it's still unclear what precipitated the double shooting. police are saying that the victims were acquainted but the extent of any relationship isn't known. police did detain several adults. they were freed and the cuffs removed about an hour later. a non-profit group leader said the neighborhood is known for gang activity. >> it hass a history, as many know, of gang shootings.

>> reporter: no one has linked it to gang activity. in oakland firefighters and paramedics rescue and revive two animals today. abc 7 news was at fairfax avenue after a fire broke out at a home this avenue. the oakland fire department said neighbors called to report flames coming from the basement. firefighters contained the flames and discovered a dog and a cat inside. paramedics jumped into action. >> they carry specialized equipment for rekusatihesesusci animals. they were able to bring them back to life. >> they are doing fine but the cause of the fire is still under investigation. the free mont police department has re-opened a decade old case. sheri lynn disappeared in 1989.

the two had a daughter together. the child was five at the time. they are reviewing physical evidence originally located in 1989 and contacting known witnesses to the known disappearance. they are asking anyone with information to come forward. here's the report that was released today by the treasurer's office at a hearing at city hall. this is a blistering attack on the county's bail system and a call for reform. bail, the get out of jail card is everyone's constitutional right but is it fair to everyone? she says it's not. her brother was bailed out by his girlfriend's family. >> they ended up putting up their house and their car just

to get my brother out. >> reporter: to get out of jail before trial those arrested can pay the entire bail. they'll get it back if they make the court hearing. if they can't make the full amount, you can pay a percentage normally 10% to a bail agent which is dmnon-refundable. a report released saying san franciscons are paying average of 10 to $15 million a year in non-he fundable bail fees. >> this is just wrong. money should not be daerming factor in whether or not you get out of jail. >> reporter: she's a long time bail agent. she agrees bail should be reformed but says there's other options. >> proposition 47 dropped many felonies to misdemeanors that allow people to be cited and released. >> reporter: she wants to set up

a revolving bail fund that would allow low income families to boar remoney for bail. >> get that money back. >> reporter: she's introducing a resolution urging san francisco's judges to lower bail in the county which is now the highest in the state. vic lee, abc 7 news. thousands of people will watch fireworks at silverado resort and spa on july 3rd. this is look at the show from a previous year. this year children and teens will not be allowed to attend without adult supervision. under age drinking and fights during the show have been a problem in the past. coolers, alcohol and glass bottles will not be allowed at the resort. there's a new fireworks patrol in contra costa county. the fire protection district showed off new mobile command center. it makes its debut this holiday

the matter is now expected to go to trial. we'll have more on that story in just a little bit. right now we want to move onto a different story about the battle shaping up at the state capitol over the location of cell towers. lawmakers met in sacramento to speak out against a bill that will give telecom companies greater freedom on where they can place the towers. wireless network companies back the bill that permit smaller cell towers. it limits their control to decide where the structures are placed. san jose mayor was among those at the state capitol today. >> cities have no discretion to be able to say no based on health concerns of their communities. >> the bill passed the state senate and now awaits an assembly vote. as new recreational marijuana laws take place, hundreds of highway patrol officers will be trained in drug

recognition. the new state budget sets aside $3 million to train officers to recognize when drivers are impaired by marijuana. new drug detection technologies are being rolled out including a hand held device that can detect drugs through a saliva sample. >> we want is impairment. >> drugs affect everyone differently. we want our offices to articulate impairment and why they pulled that person over and why they will making the decision to arrest. >> a bill signed along with a state budget sets a $100 infraction for driving with an open container of weed. ford is recalling more than 400,000 transit vans and buses. recall vehicles may have broken drive shaft couplings and lose power or move while in park. ford says no crashes or injuries have resulted from the problem. a federal agency sued a

group of credit repair companies said they charge illegal fees. >> companies face possible fines of a million and a half dollars. michael finney is here with that. you talked about them yesterday. >> we were just talking about credit repair. you have to be very careful. these companies took advantage of folks with credit problems. the agency filed two complaints against four credit repair companies. all of them based in los angeles. they claim they used a tell marketing operation to reach potential clients. they charged illegal up front fees and mislead consumers about their ability to boost their credit score. the agency asked to impose $2 million in fine and barred company from selling credit services. target is recalling hundreds ov tv chests that can tip over. it affects about 1500 home star chests. the company says they can tip

over if not bolted to a wall. children could become trapped if it just falls on them. so far it has no reports of injuries but the company is offering a free repair. i have posted a link on my facebook page. if you used the popular tindr dating app you know about swiet swiping right to show you like someone. how many have swiped right on your profile? they are about to make it easier to find out for a free. the app will show users who has already liked their profiles. that way users can avoid rejection and find out who likes them before they swipe on someone else's profile. the new feature is being tested in other countries first including argentina and canada. it's expected to roll out here soon. no price is announced. it sounds very similar to a junior high school dance to me. >> right. >> do you like like him? >> yeah, rejection is good for building character. >> i don't like like her.

i just like her. micha michael, thank you very much. now to the court building over the height of buildings along the san francisco water front. >> reporter: h washington is where developers wanted to build a luxury high-rise condo project. it never happened and voters hope it never will after p p proposition b passed. >> in the event that the developer wants to build higher, the voters have to approve. >> reporter: voters have. two developments are in the works and the buildings will be higher than what is mandated which ranges from four stories to eight stories high depending on the location. one of those is at pier 48 at mission rock and the other is a residential project at pier 7 in the dog patch neighborhood. >> the voters have no ability to make findings.

>> reporter: almost immediately after problem b passed the measure was challenged. the commission argued it should be the port commission, not voters who should decide what goes up and how high. >> we believe that the port commission and other city agencies can do a good job of managing those resources and protecti ining them. >> reporter: he says the port commission has trained professionals who are experienced in these kinds of projects. the public isn't. supporters of proposition b don't buy that argument. >> it would demolish the open recreational space that we call the gateway. >> reporter: he represents the sierra club that proposes any ma jor development. >> it would mean they would build ten or more empire state buildings all along the san francisco water front and the public would have no say. >> reporter: at today's hearing the judge signalled the matter would likely go to trial.
