making news in america this morning, happening now, president trump on the international stage delivering a major speech in poland before heading off to germany for the g20 summit and a face-to-face meeting with vladimir putin. this as the u.s. responds to increasing tension with north korea. a developing story, senators facing health care protests at home this week, but will positions be changing when they go back to washington? caught on camera, a woman apparently being kidnapped thrown into the back of a van in broad daylight. now police are asking for the public's help. and another apology from united airlines over the treatment one mother and her young son received on board. a good thursday morning.

i'm diane macedo. >> and i'm nick watt in for kendis gibson. we begin with president trump returning to the world stage poised to sit down with one of america's biggest adversaries. >> but first the president is meeting this morning with the polish president in warsaw, also giving a news conference to start off what will be a very busy day. the president is also giving a major policy speech in poland as well. >> and from there he travels to the g20 summit in hamburg, germany, and that's where he will come face-to-face with russian president vladimir putin. abc's emily rau has the latest. >> reporter: president trump and the first lady arrived in warsaw overnight with jared kushner and first daughter, ivanka. it was a red carpet welcome for a visit expected to be short but sweet. >> i'm very proud of this visit. >> reporter: the two presidents meeting at the royal castle in warsaw. poland reportedly promising big, friendly crowds for president trump's first outdoor speech in a foreign country.

the polish people and leadership eager for reassurance of u.s. and nato support. >> the idea of the strong alliance, of the bond that is crucial for the security of our region. >> reporter: the president will meet with the leaders of poland, croatia and about a dozen other countries before leaving for germany later this afternoon. the region's relationship to russia underlying many of the talks and ramping up the pressure for president trump ahead of his friday sit-down with vladimir putin. >> i would say at this point it's difficult to say exactly what the russia's -- what russia's intentions are in this relationship, and i think that's the most important part of this meeting is to have a good exchange between president trump and president putin. >> reporter: and sources now tell abc news it is unlikely trump will confront putin about the election meddling. one senior administration official says the whole thing could be a waste of time and, quote, a loser of a topic.

trade will also be a big topic of conversation on this trip. the president tweeting about that just before leaving saying the u.s. has made some of the worst trade deals in world history. diane and nick. >> that's abc's emily rau for us live from washington. emily, thanks. and the president is also talking trade when it comes to north korea threatening to punish countries like china that do business there. at an emergency meeting of the u.n. security council, u.s. ambassador nikki haley also warned that the u.s. is prepared to use military force if necessary. this all comes after north korea's successful launch of its first intercontinental ballistic missile. >> in truth, it is not only the united states and our allies that are threatened, north korea's destabilizing escalation is a threat to all nations in the region and beyond. their actions are quickly closing off the possibility of a diplomatic solution. >> ambassador haley also said the u.s. will propose new security council resolutions against north korea.

those could include restricting oil for their military programs and cutting off major sources of hard currency. and the trump administration is urging russia to cooperate with the u.s. to defeat isis and restore stability to syria. as the president prepares to meet with vladimir putin, secretary of state rex tillerson released a statement calling for the u.s. and russia to work together possibly on a no-fly zone, cease-fires and the delivery of humanitarian aid. congressman steve scalise has been readmitted to the intensive care unit at a washington, d.c. hospital three weeks after being shot at during a baseball practice. he was moved back to icu over new concerns about infection. he's now listed in serious condition. scalise has had several surgeries since the shooting. the plan to repeal and replace obamacare is front and center this week for senators visiting their home districts. some of those holding town halls are running into angry protesters like these in harrisburg, pennsylvania, who

are concerned they will lose access to health care. senator ted cruz of texas found a more friendly reception at his town hall. he concedes the path to a new plan has not been easy. >> now, the process of repealing it in congress, it's been messy. it's been bumpy. i am not certain we'll get it done. i hope we will. i believe we will. what i am pressing senate republicans, let's focus on lowering premiums, and that's a win/win for everyone. >> president trump is putting pressure on republican hold-outs to support the senate bill that would repeal and replace obamacare, but he says if they can't back that bill, the senate should consider a repeal only option. the chicago police department is conducting a full review after a violent fourth of july weekend. more than 100 people were shot and at least 15 of those victims have died. some of the areas hardest hit were guarded by extra police officers brought in for the holiday weekend. clergy members and elected officials are now demanding more be done to make the city safer.

and a new york city police officer is being remembered for her devotion to family and community. family and friends attended a vigil for officer miosotis familia on wednesday night. she was targeted while on duty by a man with an apparent vendetta against cops. she leaves behind a 20-year-old daughter and 12-year-old twins. high temperatures, winds and low humidity are fueling wildfires all over the western states. hundreds of residents of a colorado mountain resort community west of denver are out of their homes overnight. the peak 2 fire is only 80 acres but is intense and growing fast. officials say there are 34 active large fires in the country right now. eight of those large fires are in arizona. more than in any other state. federal, state and local officials are looking for a transient they believe set a number of small brush fires. he also allegedly fired shots at a national park service employee who was not injured. now for a look at your weather.

temperatures will be near or in triple digits for the southwest up through the rockies today. storms will move into the southwest, but because it's so dry, there won't be much rain, just dry lightning, which could start new fires, and erratic winds could also blow fires in different directions. meanwhile, tropical depression 4 has formed in the central atlantic. at the moment it's more than 1,000 miles from puerto rico and could become a tropical storm, and, if so, it will get the name don. several possible paths it could take. by late next week we could see it near the u.s. east coast. breaking overnight, an earthquake hits montana near lincoln. it struck after midnight near lincoln where it knocked out power and was felt as far west as spokane, washington, in idaho and along the canadian border. many got on twitter to talk about it.

assembly and beat up several lawmakers. the assembly is controlled by the opposition. police assigned to protect the legislature just stood by during the brawl. venezuela has been racked by months of unrest. louisiana congressman clay higgins says he's sorry he recorded a political video inside a gas chamber at a former nazi death camp. higgins made the clip in may while visiting the auschwitz memorial in poland. he said in part that the horrors of the holocaust, quote, show why american homeland security must be squared away. on tuesday the museum posted on twitter calling the video inappropriate. higgins said he did not intend to offend anyone. and no charges will be filed against an indianapolis firefighter who opened fire on a neighbor hitting him four times. both men actually fired at each other after some sort of dispute. prosecutors ruled firefighter dean keller acted in self-defense. the neighbor survived. and martin shkreli, the so-called pharma bro, has been ordered to stay quiet during his securities fraud trial when it

comes to the media. a gag order has been issued. prosecutors called for the order after he spoke with reporters outside the courthouse last week. the judge did not stop shkreli from posting comments about the trial on social media. art retailer hobby lobby will pay a $3 million fine for buying thousands of ancient artifacts apparently smuggled out of iraq. the relics date back more than 5,000 years. they say the company was warned the items may have been stolen when it bought them six years ago. they were incorrectly identified as being from israel and were labeled ceramic tiles. in addition to the fine, hobby lobby has to give up the artifacts. when we come back, the mother and child at the center of another pr headache for united airlines. the company is now apologizing. and one way to celebrate turning 100, hit the slopes. ms. we are survivors. we are survivors. we are survivors. and now we take brilinta.

crews are working through the night making repairs. the pipe that burst is 130 years old. it's unclear what caused the break, but this is the second one on that same line in less than a year. drivers are more likely to find flooded roads this morning around the great lakes and from the tennessee valley to the gulf coast. but wet roads are also likely in the appalachians, florida and here and there in the rockies. if you're flying expect airport delays in minneapolis, memphis, washington and philadelphia. there is another public relations nightmare for united airlines this morning. it again involves bumping a paying passenger from a seat he was already occupying. >> this time that passenger was a toddler. abc's linsey davis has the story. >> reporter: shirley yamauchi was traveling with her 27-month-old son taizo from hawaii to boston last thursday paying nearly a thousand dollars for each ticket. all of a sudden she says a passenger who was on the standby list arrived at the aisle with a

ticket for her son's seat. yamauchi says she was forced to hold her son on her lap for the 3 1/2-hour flight seen in these photos crammed in the area. on wednesday united issued an apology to the mother telling abc news we inaccurately scanned the boarding pass of ms. yamauchi's son. as a result her son's seat appeared to not be checked in, and we released his seat to another customer. we are also working with our employees to prevent this from happening again. linsey davis, abc news, new york. police in los angeles are asking for the public's help in tracking down an apparent kidnapper and his victim after a brazen abduction caught on camera. surveillance video shows a man grabbing a woman by the hair and then forcing her into a minivan. when she tries to escape, he pushes her back in, and then the van drives away. there's also apparently someone in the passenger seat. now, this all happened in broad daylight. detectives believe that man and woman know each other. there were two separate

will be taking public comment if you can make it to the meeting and want to give input. officials say they have a $10 million budget shortfall they have to deal with. even though they raised their fares last year and they're having record ridership right now, it's at an all-time high, officials say they have to deal with the operational costs that have gone up as they deal with all of these riders and also the maintenance that they have to do on this aging diesel system. so here's a look at the proposals. the big one you want to pay attention to, an increase for the zone fare. ifio go outside of your zone into another one, you go up 25 cents. the monthly pass price, they're changing that from 13 days to 15. they're going to eliminate the eight-ride ticket and another big one, they're going to increase the monthly parking pass to $82.50. that's up from about $55, so a big jump there. this is all a proposal right now, but they are planning to vote on this next month.
