approaching for victims of the flood near coyote creek. they only have a month left to file a claim to receive money. it's still a mess with piles of trash in the street and a lot of work is being done on the apartments and houses here. thousands of people were evacuated in february after heavy rain flooded the area. the residents were not warned in time, and they want to be compensated for their losses. >> in my mind knowing this is preventable, it's not just about suing for my family but -- but as part of a group who really need and deserve justice in this case. >> an attorney is helping victims file claims against the city of san jose, santa clara county and the santa clara water district looking to recover for property damages and the pain and suffering caused by the flood. >> and it's demoralizing to have trash all over your

neighborhood, but a lot of people are still displaced. they are not home, and they are -- they may never get back to the home that they -- from which they were >> reporter: city officials allege they informed the public will the flooding late because they relied on faulty projections from the water district which showed the creek could hold more water. some victims have received money from a relief fund and fema, but they say it's still not enough. the attorney says the deadline to file a claim is august 18th so a lot of residets around here very interested in what's being said today. we have a reporter here from abc 7 news, chris nengen who will have more on this coming up on our later newscast. >> thank you. b.a.r.t. police are investigating another robbery on its system at oakland's coliseum station. b.a.r.t. police say at least ten teenagers grabbed a woman's iphone as they got off a train friday night. a good samaritan chased the

teens down and got the phone back. b.a.r.t. police caught the suspects but released the teens to their parents when witnesses couldn't be sure who had exactly had taken the phone. this incident followed a high-profile attack in april when some teens robbed and beat riders at the station. novato police are searching for two people who stole gas that's meant for school buses and school district vehicles. it happened just after 10:00 last night at the novato unified school district bus yard. at custodian saw a man and a woman siphoning gas from underground storage tanks and took these pictures so take a look. police say it appears to be a white ford econo line box van. if you have any information, please call novato police. call train fares could be going up. having now, a public meeting for riders to sound off on proposed changes. abc 7 news reporter amy hollyfield is live with more. amy. >> reporter: the public comment part of this meeting just got underway and the seaboard already getting an earful from

riders who are unhappy about the possibility of paying more for a train ticket. >> we are paying quite a bit to ride caltrain as it is. it's significantly higher than other bay-area transit agencies other than b.a.r.t., and it's also higher than many of the other usa rail agencies. >> reporter: you can see there was another man in line ready to speak right after him and a list of people who also want to be heard today. that first speaker was frustrated that he took the day off from work and only got two minutes to speak. the proposal is a zone fare increase, not a base increase, so the further you travel, the more you would pay. 25 cents more a zone. that's one way so san francisco to san jose could go up $1.50 a day. they are also looking at increasing monthly parking,

almost $30, 30 more a month. we asked the spokesperson if ridership is at an all-time high why they have a $10 million deficit saying part of the problem is relying on other county agencies to fund caltrain. >> each agency at times has had their own issues with balancing their own budgets so when they have to make a certain contribution to caltrain, that's not always possible. >> reporter: they expect this meeting could last a while. a lot of people want to be heard. the board will vote on this proposal at the next board meeting in august. live in san carlos, amy hollyfield, abc 7 news. >> amy, thank you. antioch police are investigating a summer tragedy, a toddler's drowning in a swimming pool. police were called to a home on rocky point drive yesterday evening. they say a 3-year-old had been found unresponsive in the pool in the back-yard in what appears to have been an accident. paramedics performed cpr and took the child to the hospital, but the child later died. an earthquake startled many people awake this morning in a

part of the country that's not so accustomed to the shaking, montana. it was a 5.8 magnitude quake that was felt hundreds of miles away. take a look at some of the damage at a walmart in the capital city of helena. several 911 call centers reported being swamped. you can see things fell off shelves. no word of any injuries though or major structural damage. the epicenter was seven miles southeast of lincoln, a town of about 1,000 people. people reported feeling the shaking as far away as seattle, and there have been many aftershocks. let's get right to meteorologist mike nicco tracking tremors all morning. >> how about 244 tremors, and that goes from barely -- you can barely feel it up to to that 5.8 which is a record. the graphics going crazy trying to map all 244 of them so they are definitely under a swarm there. as for us, look at this, fog not

mess. nobody really knows. nobody really knows for sure. >> reporter: butch 17 u.s. intelligence agencies have concluded that russia meddled in the 2016 election with the hopes of giving president trump a boost. the president will have his chance to question russia on friday during his first face-to-face with russian president vladimir putin at the g-20 summit, but sources tell abc news that he's unlikely to confront him about the hacking. secretary of state rex tillerson is with the president and says the main focus of friday's sit-down will be russia's involvement with syria. maggie rulli, abc news, washington. uc berkeley officials announced today more than 15,000 high school students have been offered freshman admission this fall, up 7.6% compared to the previous academic year. the university says more offers were made to first-generation college students and underrepresented minority students than last year. the freshmen admission class

a fifth child is in the hospital. we don't know her condition right now. police have taken the mother into custody. they say there are no other suspects. investigators are trying to figure out what led to the stabbings. in southern california, police are looking for a man who was caught on camera kidnapping a woman. surveillance video shows the suspect and the victim talking before he grabs her by the hair and violently shoves her inside a van. it appears there's somebody in the passenger seat. they throw something out the window. it's hard to tell what it is. police are asking for the public's help. >> every case is very serious. she was taken by force and against her will. we hope that we get any information that anybody has to help us out to figure out who this woman is and who the suspect is. >> investigators believe the suspect and the victim may have known each other. the modive for the kidnapping though is unknown. a seattle man got out of $200 speeding ticket because the street sign was too wordy and

now he's pushing the department of transportation to review all street signs in the city. jason canfield was accused of speeding in a school zone. canfield took the city to court because you need to have an opportunity to follow the law and we'll nail you once and then we'll know bet are next time. >> the sign in question warned drivers to slow down when children are present or when flashing. a judge agreed with canfield and tossed the ticket out. some people are now snorting chocolate, we said snorting. cocoa loco is being marketed as a drug-free way to get a buzz and hit the markets a couple weeks ago. >> reporter: a new way to get a buzz, something inexpensive, widely available and perfectly available and teens already love it, chocolate. a new chocolate-based product, cocoa loco is a powder that

73 degrees. pretty close to average. hercules and fremont the warm spots at 79. a little uncomfortable in our east bay valleys from 91 at san ramon to pushing 100 at brentwood. many of you in the 100s tomorrow so today is a stair step to that. going to the alameda county fair, maybe is a better day to go. å4 at noon and 3:0092 and journey tribute band under the stars and about 72 degrees. good news. even though we'll get hot in many areas in the east bay we still cool down to the 50s and 60s, easily the warm spots. right around the mid-to upper 50s. here's my accuweather seven-day forecast and thankfully those 100s kind of a one and done tomorrow. we'll be in the 80s around the bay and 60s at the coast. notice we cool significantly inland but we're stale little bit warmer than average for saturday, sunday and monday with mid-90s there. we'll hang out in the upper -- upper 70s to low 80s around the bay. that's the second line and the bottom line.

"where's the beach? maybe that's what a momma cow and her baby were thinking when they hit the sand in spain. it almost looks like a postcard. the brown cow and her calf picked the perfect spot to relax in the shade under an umbrella. two seats are perfect for them this. of course, they quickly turned heads. people took out their phones and started taking a video. the two came down from a nearby hillside. the cows know a good thing when they see it. it is a considered one of spain's most beautiful beaches, and they are the most unusual beach-goers. >> yes. inviting for all. >> didn't just take a wrong turn, hu? >> guess not. >> yeah, all right. from all of us here at abc 7
