this was a definite hazard not only to the citizens but to the first responders. >> a ferocious early morning fire devours an oakland apartment complex under construction. police evacuate hundreds of people who watched the development disappear in those flames. thanks for joining us today. i'm reggie aqui. kristein sze will be in later. today's fire comes a year and a day after a suspected arson gutted a differentest bay apartment complex under construction. we'll get to that angle in just a moment. today's fire broke out near 24th and valdez streets in oakland's uptown neighbor. we'll start with abc 7 news reporter amy hollyfield who has been talking to neighbors who got a big scare this morning. amy? snore hi, reggie, they are still putting water on this building.

you can still see smoke coming off of it. more than six hours after the fire started, and they are keeping their distance. they are worried about that crane that was right in the middle of the fire. they have brought out engineers to assess the integrity of it and figure out how to dismantle it so residents are still evacuated. they are worried about what they lost, but everyone is feeling a bit relieved. no one was hurt. you could feel the heat from this huge fire a couple of blocks away from it. you could see it for miles. the view from sky 7 shows the enormity of it. the cell phone video from witnesses shows the up close intensity. the building on fire was under construction and empty but it has some homes around it. as residents ran from those homes some assumed the worst. >> i think we lost everything. >> you think you lost everything. >> reporter: this four-alarm fire was first reported at 4:30

this morning at valdez and 23rd streets. oakland firefighters say they had to take a defensive stance against this one because of its size and the threat from the scaffolding and this wildly swinging crane. >> when the crane takes on that much heat, it starts to spit, so that was one of our major concerns fighting this fire. >> reporter: the crane didn't collapse. but part of the building did. no firefighters were hurt. they whether at a safe distance when this happened. firefighters and police say they knew it was dire to get the area evacuated as soon as possible. residents felt their urgency. >> and the police came banging on the door, and i guess i didn't get up fast enough so they broke the door and said, man, got to get out, got to get out so i wasn't able to give any clothes or anything or my cell phones. >> reporter: police weren't the only ones working on evacuations. neighbors also helped each other, knocking on doors to wake people up. those who were sleeping felt very grateful once they reached safety. >> i don't know whoever that gentleman was, he was going on

right screaming saying like, you know, there's a fire, there's a fire which actually helped us. we could actually get a lot of our families out because if one could shout like that, everybody could actually move. that actually helped us a lot. >> reporter: residents still aren't sure exactly what they have lost. they have had to keep their distance, but they say it looks like at least two other residential buildings were damaged in this fire. the firefighters say it's going to take a while for them to safely get in there and figure out how much damage was done. in oakland, amy hollyfield, abc 7 news. >> amy has been there since early this morning. appreciate, it amy. sky 7 is live over the building where you can still see parts of it smouldering. abc 7 news has learned agents from the atf are now responding to the scene. the alameda county task force is also there. the fire department earlier said that the fire is about 85% contained. crews are going to remain on the scene putting out hot spots and cautiously watching for more flare-ups. abc 7 news

two apartment buildings under construction have burned down twice in the past year. >> reporter: and construction workers knew about that, too, and we're here at the site and a lot of them have already left because there's really no job for them to do, and it's sad for them to look at all their hard work reduced to rubble. >> reporter: this raging inferno was a difficult site for construction workers to see. eight months of their work destroyed. >> our boss called us at 5:30 waking us up saying our job fire was on fire and this wasn't a joke and lo and behold it was no joke. >> reporter: we're told this building under construction was about 75% complete. it was supposed to be apartments and retail space. crews left their gear inside the site by the fire destroyed it all. >> i lost about $4,000 and all

of my tools, everything, yeah. but hopefully insurance takes care of everything. we can only do what we can. >> reporter: some workers tell us security was heightened around the building because of past fires at construction sites in the east bay. people who live nearby are concerned it was intentionally set. >> the security was pretty well done, pretty professional and intense. after the fire in emoryville oakland border there, they seemed to have stepped it up having securit cameras that they installed. they had a guard patrolling the perimeter of the building. >> reporter: at this point fire officials say it is too early to tell if this fire is suspicious and an arson task force is here, and they are going to be the ones investigating and trying to determine a cause. >> that's a question on so many people's minds, thank you. you can see in the live shot and here in this video ash and soot from that massive fire has fallen throughout the city of

oakland. abc 7 news was along broadway's auto row where cars for sale were covered in debris. oakland residents say it rained ash for hours this morning. the smoke carrying burnt pieces of the development into the neighborhoods near and far. >> i live about 15 blocks from here, and there's soot all over our whole street, all over all the stores and everything. i don't know if the city or insurance how they work that out, but hopefully that goes back to the city to help clean all of this up. >> we shall see. nearly all the cars exposed to the ash along auto row are now going to need a good wash. we spoke with one woman who watched the flames rip through the structure and who feared the worst about her grandmother who lives nearby. >> i mean, i thought it was like dark clouds from the sun rising in the morning, and i'm getting closer to the tunnel from alameda and it's like moving, and i'm like this obviously isn't a cloud. where's my gramma? where is she? >> how did she get out? >> they was knocking on her door.

news is happening. elsewhere in the state, fifth, are still monitoring two grass fires that caused a lot of worry. the 1,000-acre winter fire is burning right now in yolo county near winters, and there's the peterson fire in solano county. sky 7 shows you the intense flames shortly after the fire charred travis air force base. names shot cell phone video with the cypress trees ignited around 4:00 this afternoon. one neighbor tried to put those freeze out with the garden hose. >> got pretty big and i tried to control it with water, but it was already too high. >> we rolled up and the house is like on fire and i'm like what the -- just crazy. thank god it didn't burn it down. >> gusty winds didn't help the situation pushing the fire across 40 acres, burning an abandoned building and a sports complex. flames spread to travis air force base where firefighters finally extinguished it, and that cause is now under investigation. moan while, two

neighborhoods are under a mandatory evacuation order in yolo county. sky 7 showing us a fire north of vacaville that has grown to more than 1,600 acres. the winters fire is burning just south of winters along highway 128 and pleasants valley road. it started yesterday afternoon. that fire is now 25% contained. hoy what 128 heading into napa county is still closed. up next, a wild chase through the east bay. the reason why one driver led cops on this frightening pursuit. plus, face-to-face for the first time, president trump and russian president vladimir putin meet, and it goes much longer than we thought. check out this picture from santa cruz. it's inviting you. it's saying come, join me. it's going to be 77 here today. water temperature about 60, and you'll want to get away from the 100s in theest bay valleys and the 90s in the north bay and south bay. still a little warm around san francisco and oakland.

pittsburgh. the chase ended when the driver hit a roadblock and the suspect was taken into custody. now to politics, a high-stakes encounter between president trump and russian president vladimir putin went on for longer than expected at the g-20 summit in hamburg, germany. here's abc's reporter maggie ruehlee with the latest. >> we look forward to a lot of positive things for russia and the united states. >> it's the high-stakes handshake at this year's g-20 summit that the entire world is watching. president donald trump and russian president vladimir putin sitting down face-to-face for the first time before starting that highly anticipated closed-door meeting. >> this is the dichotomy of donald trump, right. in private, does he take that tough line? does he -- is he consistent about standing up to syria? does he bring up russian hacking? >> reporter: officials tell abc news it's unlikely the president will bring up russia's meddling in last year's election but the president hinted yesterday he may press putin on other points.

hundreds of parents link up in the south bay trying to get school supplies for their kids. sacred heart community service in san jose is expected to register more than 3,000 children today. abc 7 news was there this morning as many parents were showing up very early. >> these are things that cost $60 to $90 per kid. what's driving people here real isn't the need for school
