oakland apartment complex hundreds of neighbors had to evacuate. leslie is live at the scene where a news conference is about to get under way. leslie. >> reporter: it's about to get under way. several officials told me off a camera that the big question on everyone's mind here is was this arson. there have been four commercial construction site fires in the last year in the oakland emoryville area. two of them arson. one of them highly suspicious and now this. at 4:30 in the morning an under construction building suddenly mushroomed into an enormous fire. the rain tocrane took on heat.

>> what we're doing is asking anyone that may have information to be helpful and come forward and share the information. >> reporter: federal and local arson investigators are on the ground looking into first responders reports that the fire billowed out ward from the center of the building. in fact by noon take a look from drone view 7. ladder trucks still attacking the blaze. ash, soot and smoke still coming from the center. >> we know that two recent fires on the emoryville/oakland is arson. that's disconcerting to us. we're bringing all resources to bear to investigation and we'll be working to beef up our prevention efforts around any type of illegal activity or arson that might be a threat. >> reporter: officials are saying it's miraculous there were no deaths or injuries. a drone is being used to independence the base of the crane and help officials come up with a plan to safely take it

apart. after eight months of construction the building would have soon provided 196 market rate apartments and 31,000 square feet of retail space. now it's all gone. according to the mayor exacerbating oaklands housing crisis. here at the scene we're waiting. you can see the microphones are lined up. we're expecting the mayor and fire chief to update on their progress. we'll have more details for you coming up later in the show. >> leslie, thank you. when the news conference does begin, we'll bring you the necessary information. this morning's fire was so hot it was picked up by government weather satellite. the national weather service tweeted this image. you can see the fire highlighted the weather service estimated temperatures topped out at 900 calv calvin. that's more than 1100 degree fahrenheit an close to the temperature of molten lava.

>> the fire took a toll on construction crews working on the building. we have the reaction and why some think it's suspicious. >> reporter: thisaging inferno was a difficult sight for construction workers to see. eight months of their work destroyed. >> our boss told us our job site was on fire and this wasn't a joke. lo and behold, it was no joke. >> reporter: this building was about 75% complete. it was supposed to be apartments and retail space. crews left their gear inside but the fire destroyed it all. >> i lost about $4,000 and all of my tools, everything. yeah. hopefully insurance takes care of everything.

>> the security was pretty well done, pretty professional. after the fire in emoryville oakland border they seemed to have stepped it up. they had a guard patrolling. >> reporter: fire officials say it's too early to tell if the fire is suspicious. abc 7 news. >> this is the fourth major construction fire in the oakland area in just this past year and the fifth since 2012. last october a 41-unit apartment building under construction burned to the ground. last july in neighboring emoryville a massive fire gutted a five-story apartment complex under construction. then this may, the same project burned to the ground again. both fires started in the stairwell of the property. in june of 2012, a blaze ripped

through a construction site for senior housing complex near the west oakland bart station. the arson shut down transit service for 12 hours s and cau 25 million in damage. >> a news conference is getting under way. >> any individuals out there who have any information that may lead or help to bring some type of closure and help investigators efforts the bring heavy equipment to get ready to work throughout the weekend to help secure the crane that you can see behind me. the efforts to find out how the crane will be safely brought down and dismantling the

we were able to contain the damage. there's been no loss of life. as the deputy chief has spoken to secure the area and make sure we can dismantle any additional risks that are out there with respect to the scaffolding and crane, the community has been great. red cross has responded. now the shelter for those who need it will be at st. vincent. we have out reach that's already taken place for the businesses. there's been several impacted businesses in the area and workers that will be taken care of. we want to make sure that the public is aware of that. we know that oakland business assistance center is open and available. they are taking voice mails and online claims. oaklandbusinesscenter.com. folks whose businesses have been impacted, loss of business, needing to get back in make sure

they contact the city at those numbers and at the website address. we want to make sure that everyone knows that everyone is accounted for, all pets are accounted for. the developer, the contractor, everyone has been on site. they have secured that and making mobilization efforts to make sure we can get to the place of rebuilding. one of the things we look at that's been very troublesome with this fire is we're now delayed with getting 139 units of very much needed house iing. residents took part in a five-year project. mu much needed retail. so far we heard from the developer and the builder. we want to get back in motion and we believe this will not have a chilling affect on other developments that are in the corridor. this is much needed housing, much needed retail. i'm hearing from the development community folks want to be cautionary. this is a good time for us to

it's not going to be easy or cheap to clean up and restore the hundreds of cars now just coated with the ash laid in grime. >> the details going to have a whole heck of a time to do this today. all this dust on these cars. the ashes is still coming down. >> i live about 15 blocks from here. there's soot over the streets and stores. i don't know if the city or insurance how they work that out. hopefully that goes back to the city to help clean all of this up. >> it wasn't only the car dealers who were hit. many of those who live in the area park on the street so you can imagine the car wash will be a busy place this weekend.

firefighters to get it under control. the fire was between geneva and sunnydale avenue. tesla's first hod l three is expected to roll off the assembly line in fremont. it will be a hand over party for the first 30 customers on july 28th. this is video from the last car. the model three passed all regulatory requirements for production two weeks ahead of schedule. by december he expects to deliver 20,000 cars per month. it's branded as a affordable tesla starting around $35,000. the jump comes a day after tesla fell behind general motors as the most valuable automaker. a position it held for the last three months. the rail transit district has

we'll have the latest on the shooting in a live report at 5:00. in uptown oakland an early morning raging fire destroyed an apartment and retail complex under construction. it started after 4:00 this morning. no one was hurt. neighbors suspect arson but the cause has not been determined yet. a shelter has been set up for neighbors who still can't get back into their homes. at 5:00, wayne friedman talks with residents across the street from the fire who were forced to evacuate. abc world news tonight tweeted this video showing police clashing with protesters for the second day in hamburg germany. the protests against capitalism are happening outside the g20 meeting of world leaders where all eyes were on the sit between russian president vladmir putin and president trump. >> reporter: it's the most anticipated meeting of this

brought up the idea of russia meddling in the election. what are your thoughts? >> my thoughts is there's reasons to be concerned on a couple of fronts. we're hearing conflicting reports about what was said and h how it was said. mr. trump is a troubled mes gener -- me messenger. he's never taken it seriously. the other problem is who was in the room. i found it disturbing that the national security advisor wasn't in the room and was deliberately excluded. the foreign policy experts on russia were not allowed to be there. the only people there were our brand new novice president who is subject to a criminal investigation that has something to do with russia's involvement with our election and a brand new secretary of state who is also a novice and who was not too long ago awarded the highest civilian honor by vladimir putin himself. it's reason for concern. >> we'll never know for sure what was said.

we know president trump brought up the border wall and that, in tro front of mexican president and when he brought that up, not much of a reaction there but in terms of the congressional support, in terms of the funding. where is that at? >> there's not a lot of support for funding the wall. the fact we're having a conversation about it should upset a lot of people. we all remember that the promise was mexico would pay for this wall. even if you thought the wall was a good idea and most people don't, the promise was that mexico would pay for it and now there's a very huge bait and switch under way. i think there's going to be a lot of resistance in congress. >> we want to get to your topic, high speed internet. let's drop in a quick one about the senate health care bill. we heard mitch mcconnell maybe we should put on the idea of fixing the aca. >> wouldn't that be nice. there's been an out stretched hands from democrats toward mr.

two flight disruptions created squi ed quite a scare. one of them involved a flight attendants being attacked. >> reporter: two disruptions on two planes meant a long night for hundreds of passengers. >> we're coming back. >> reporter: a delta flight bound for beijing was forced to return to seattle just 45 minutes into the flight. this after one of the 207 passengers on board, according to eyewitnesss was walking back

and forth to the bathroom in first class and towards the exit door. that's when witnesses say a flight attendant was punched trying to stop the 23-year-old man. other passengers stepped in to subdue the man. delta confirming to abc news overnight the passenger was restrained on board and was removed from the flight by law enforcement without further incident when the aircraft arrived back in seattle. a flight attendant and another passenger was injured and taken to the hospital withening injur. another incident involving an unruly passenger ended with a canadian airliner requiring an escort back to montreal. >> you get a set of two f-15. >> reporter: they were launched to escort the cuban bound flight back to canada after a passenger was making threats which have not been revealed. that man was also taken into custody upon landing.
