>> the postal worker driving the truck was shot in the hip. we'll show you a map now. you can see the shooting happen southwest of mills college. >> abc 7 news reporter is live in highland hospital with more on this. >> reporter: this is where the postal worker was brought. she is said to be in stable condition. we have i didn't video to show . oakland police are investigating the shooting along with the u.s. postal service that says it's a federal crime. they confirmed there were multipresidemult multiple rounds fired. what's not clear this afternoon is why this driver was shot. >> we can't speculate if she was or wasn't the troorarget of the shooting. >> this is a serious crime. we have a standing $50,000 reward. >> reporter: again, this postal

worker was shot in her hip. she's here at highland hospital where she's in stable condition. as of right now her name is not being released. thank you. >> now to today's other big story. an early morning fire that lit up the sky. >> the four alarm fire broke out in an apartment complex under construction on valdez street at 24th street in oakland near broadway around 4:30 this morning. >> we have team coverage starting with abc 7 news reporter. >> reporter: a press conference just wrapped up here about 45 minutes ago. the deputy fire chief just confirmed that all people were accounted for in this fire. all pets were accounted for. behind me you see that building, that construction site where it all happened. neighboring homes and businesses next to it did sustain some damage. they are figuring out how to get the crane out of there and

dousing hot spots. at 4:30 in the morning an under construction apartment formed an enormous fire. they forced a defensive stance because the crane took on heat which caused it to spin wildly. the scaffolding collapsed into the street below prompting urgent evacuations at nearby buildings. >> we're not seeing it's suspicious. we're asking anyone that may have information to be helpful to come forward and share information. >> reporter: federal and local arson investigators are on the ground looking into first responders reports that the fire billowed out ward from the center of the building. by noon take a look from drone view 7. ladder truck still attacking the blaze from all angles. ash, soot and smoke still coming from the center. that's question that's foremost on everyone's mind is was this arson? it's the fourth construction site fire in a year.

>> we know that two recent fires on the emoryville oakland border were confirmed as arson. that's incredibly disconcerting to us. we're brinking all resources to bear to investigate and we'll be working to beef up our prevention efforts around any type of illegal activity or arson that might be a threat. >> reporter: after eight months of construction the alto building would have soon provided 196 market rate apartment and 31,000 square feet of retail space. now it's all gone. according to the mayor exacerbating oakland's housing crisis. >> this is not a ghostship story, thankfully. i think we're responding quickly and timely. the koorcoordination is stellar. we're going to be okay.

>> the construction workers who were building the apartment complex are now out of a job. crew members say their boss called around 5:30 this morning and told them about the fire. they say it was difficult to see eight months of hard work destroyed. >> i lost about $4,000 and all of my fotools. >> workers say they hope insurance will cover the loss. >> they don't know whether to be angry grateful or both. it could have turned out much worse for them. >> wayne picks up their story. >> reporter: good evening. people at this point don't know when they will come in. the police tape this area, it's still blocked off. even if people were not evacu e evacuated physically, there are the mental ramifications. around here they are running

a neighborhood a couple of blocks away that might as well be the third world. virtually everyone suspects the worse. >> everyone assuming it's arson. >> i think we have to assume that something like that is a provocation by someone. >> reporter: it's old meeting new and a growing, maybe regressing oakland all symbolized by charred metal, raw nerves and conflict. >> oakland was a wonderful place. it's accepting of all. now seems to be a change going on. >> reporter: wayne friedman, abc 7 news. imagine getting a parking ticket as you're busy dealing with this emergency. that's what happened as the fire fight attended. they were ticketing cars in the area. some belonging to workers who just rooif arrived but couldn'to

their parking spot. >> these people are in the middle of a crisis and you are giving tickets. >> i can't do interviews. >> i see there's an emergency. there's ash everywhere. i run inside and try to see what happened this morning. before i could get outside to take care of the meter, the meterman is already outside citing me a ticket. you can say i'm pretty upset. >> even a worker who rushed to ymca to help in any way she could, she told abc 7 news she too got a ticket. responding firefighters were concerned about hot spots and flare ups. the sheriff's office posted thermal pictures from this morning's fire on twitter. flames consumed the areas marked in red. this is about half a mile away from the fire. fire looked like a mountain from the city of novato. that's more than 30 miles away

from the fire scene in oakland. >> here is a live picture from our emoryville camera. you can see the crane in the middle of the shot. we have been sending out push alerts since 5:00 a.m. you can download our app now. firefighters in san francisco are keeping an eye on a grass fire that threatened homes. it started around 1:00 this afternoon on the geneva avenue side of the park. sky 7 was over the park. 23 acres burned. no one was hurt. the fire off highway 128 and pleasant valley road is 31% contained. nearly 2,000 acres have burned so far. evacuation orders have been lifted for people living in the golden bear estate neighborhoods in winters. highway 128 headed towards napa

county is still closed. a small plane crash this morning in vacaville. the pilot who was the only person on board was not injured. the faa is investigating. a man is under arrest after leading police on a wild car chase through contra costa county this morning. chp officials say -- the pursuit began around 2:30 this morning in martinez. the chase went through six cities, including martinez, antioch and pittsburg. at one point the suspect's car bumper fell off. later the driver raced the wrong way with police in pursuit. the chp says they finally arrested the driver this pittsburgh. senator dianne feinstein calls the republican health care bill immoral. >> this is real that it's

minutes away from santa rosa. all snow seems to be covering up popular trails leading to hikers getting lost. driving in the area shows the accumulated snow as well. really unusual this late in the year. a ranger discovered three separate groups of hikers wandering around. one hiker was suffering from altitude sickness. bottom line hikers need to be careful and really know where they're going. senatorne feinstein condemned or gop colleagues that she said would be bad for california patients a and hospitals. kate larson has the story. >> reporter: senator feinstein touring the children's hospital in san francisco amid a growing concern about how the bill will achkt americ affect americans. >> we see what this bill is.
