a west wind at 13 at the golden gate bridge. if it makes the right-hand turn, we'll let you know. 7:00 this morning, your 12-hour day planner. 54 to 61. the bottle line is the coastal conditions. mainly upper 50s at noon, 4:00, and 7:00. the middle number is the bay. 73 to 77, and really nice this evening. 83 to 87 noon inland. there are areas in the east bay that will be in the 90s. but everybody falls back into the 70s in the evening. one more nice day and then the hat is on. how about the commute this morning? >> looking okay in most areas. a check of the golden gate as well. ia just showed this, but we have the zipper trucks wrapping up now. you'll have a little more room on the southbound side and no delays out of marin county at this early hour. a quick check of drive times. looking great here, too. westbound 580 tracy to dublin, 27 minutes. if you're starting in antiqua, we have a big issue.

southbound 680, in the green at 15. and nice and light in the south bay. northbound 85 between 101 and cupertino, in the green at 16 minutes. >> all right, alexis, thank you. breaking news from the abc 7 live desk. >> we're tracking live news at the live desk right now. san francisco police investigating a homicide in the mission district. this happened just before 2:30 this morning near 24th and mission. it is possible multiple suspects were involved. take a look at this, though. at one point during the investigation, a sink thrown through the window of a police vehicle. some streets are shut down and the medical examiner has arrived at the scene. we have a crew there gathering information. we'll have an update from them coming up. a new report this morning says chinatown's first subway is now ten months behind schedule. abc 7 news reporter tiffany wilson has the trub with muni's central subway station. she's live in san francisco. good morning. >> reporter: good morning, natasha. yeah, that's right. construction is delayed, not by days or weeks but by nearly a year on the central subway

project. however, i want to report that a lot of those construction workers are already here on the scene and working this morning. but all of this comes down to the new muni line. it was supposed to carry passengers into chinatown the day after christmas next year. but according to the san francisco examiner, the project is expected to open mid-novmber of 2019. the central subway program director told the examiner that the delay stems from the contractor filing paperwork late. tudor, on the other hand, has filed a claim disputing that saying the sfmta changed designs during the submission process, which delays the start of work. everyone agrees the project is behind schedule and it will be tough to catch up. the examiner also reports the large trucks and loud construction has caused a drop in business to chinatown merchants. however, some good news to report. there is a silver lining. so far, the central subway

project is within its nearly $1.6 billion budget, and it is currently sitting on a $76 million contingency fund they can use to cover any emergencies that should arise. live in san francisco, tiffany wilson, abc 7 news. >> all right, tiffany, thank you. >> san jose police are looking for a woman accused of stabbing a man to death. it happened yesterday morning on south second street, a block away from the 280 freeway. officers found the victim with at least one stab wound. he was taken to the hospital where he died. >> there's another push to find a missing man in san mateo county. the parents of the man traveled from hawaii to lead four search partiesover the weekend. volunteers knocked on doors asking neighbors if they have seen the 22-year-old man. his father said he needs help expanding their search. >> imagine your kid's missing and you don't even know what to do. and i don't think a lot of the people, not for any particular reason, were really helpful.

i know what to do now, but i need something to get this to the next level. >> moss disappeared on may 25th. he was last seen driving on highway 1. >> water is being dumped into novato because the north marin water district said someone broke into a water tank and possibly contaminated. melanie has the story. >> reporter: just before 6:00 p.m. friday, the alarm cystment at a north marin water district tank did exactly what it was designed to do. >> we immediately went up to the tank and noticed somebody had cut through the chain link fence, cut into -- cut the lock that gains access to the stairs. and then also cut another lock on top of the tank that's the access hatch. >> general manager drew macintyre says the tank which services 100,000 customers was immediately taken offline. a backup tank is providing water to customers. you can see there are two tanks

near wild horse valley drive. mcintyre says he's not releasing the exact one that was broken into. water tests didn't turn up any contaminants, but mcintyre says it's impossible to test for everything. >> our number one priorities is to protect our customers' drinking water supply. we made the decision then to go ahead and start draining the tank. >> who would want to contame nat water, especially since we just got past a drought, and now all that water is wasted. >> residents are both relieved by the water district's fast response and frustrated. >> it's upsetting. that's a lot of water that's wasted. >> mcintyre says it's approximately $1,000 worth of water, but the real cost is priceless. >> very frustrated. it's a precious resource. we don't take this decision lightly. >> while extremely wear, he says this is the second time in three years they have had a break-in. and marin county sheriff's office is investigating. mcintyre says there is no

surveillance video of the break-in. the water district is now re-evaluating its security measures. in novato, melanie woodrow, abc 7 news. >> 5:07 now. on to president trump and his comments about how a russia/u.s. cybersecurity unit can't happen. the president is now saying just because he and vladimir putin discussed it does not mean he thinks it can actually happen. in a series of tweets, mr. trump said the two leaders spoke about a cybersecurity unit so election hacking will be guarded. meanwhile, donald trump jr. says he met with a russian attorney tied to the kremlin. he said the attorney offered him information on hillary clinton before november's election. counselor to the president kellyanne conway appeared moments ago on "gma." >> the only people who had information about russia meddling in say summer of 2016, did not work in the trump campaign. they worked in the obama house. they were briefed according to "the washington post" about this information and did absolutely nothing because they thought donald trump would never win.

>> the president's outside legal team said he did not attend the meeting and was not aware of it. >> a 19-year-old from oakland died in a suspected drowning at steelhead beach. they got a call at 4:30 yesterday afternoon about a man who disappeared in the russian river. the victim was last seen 300 yards upstream from steelhead beach. crews found his body a half hour later in the body. an autopsy will confirm the cause of death. >> governor jerry brown declaring a state of emergency due to a powerful fire burning in butte county. this is one of 14 large wildfires burning across the state. more than 1500 firefighters are working to contain the wall fire. crews from southern marin and mill valley are there this morning and alameda county fire posted these photos of the crews helping out. it started on friday afternoon, distroying at least 17 buildings and injuring 4 people. thousands of people are evacuating and an animal shelter is taking in larger animals like

will be announced to help find the killer of a college student gunned down almost one year ago. congresswoman jackie speier and the parents will speak today. 20 year riley was shot and killed while playing pokemon go last year. still no arrests have been made. the cost of water in the east bay may soon be going up. the east bay times is reporting east bay mud is considering a proposal to raise the cost of water by 19%. the utility company's rates have nearly doubled over the last decade. nearly 1.5 million people get their water from the agency. a vote on the proposal scheduled for tomorrow. >> today's "gma" first look, startling video showing a car hitting a cyclist and the driver keeps on going. now we're learning more about who was behind the wheel. >> in this morning's "gma" first look, this is the instant a morning ride turns into a potential life or death moment.

tyler and a friend were cycling up a steep hill on a busy tennessee parkway saturday. a truck passes them, then this. the vehicle that knocks him from his bike keeps going. >> vehicle crash. versus a pedestrian. >> saturday night, police arrest 58-year-old marshall grant nealy, a part-time dean of students at the university school of nashville. this morning, the cyclist is recovering from serious but not life threatening injuries. >> my life could have been taken yesterday. i'm just grateful it's not and i'm still here. >> we'll have the latest on the brazen hit-and-run at 7:00 a.m. i'm adrienne bankered. >> at the live desk, pope francis' top financial adviser arrived home in australia today to stand trial for charges of sexual abuse.

76-year-old cardinal george powell is accused of sexually assaulting multiple people years ago. there's no statute of limitations on such charges in australia. he's due in court on july 26th. >> a black bear bites a colorado teenager in the head over the weekend. that teen not only survived. he is already talking about his terrifying run-in. we want to warn you, some of the images are a bit graphic. 19-year-old dylan was attacked early yesterday morning while he was sleeping at a kamacite. he shows off the claw marks he had on the side of his head. it's even more disturbing when he talks about exactly what happened. >> grabbed me like this and pulled me and bit the back of my head and dragged me. the crunching noise was i guess the teeth scraping against the skull as it dug in. >> dylan has nine staples in his head. he was dragged 12 feet before he managed to free himself. he teached wilderness survival at a camp. >> people in san francisco still

set off illegal exploesers on july 4th despite an effort to crackdown. san jose police received 500 reports of banned fireworks on independence day. the mercury news also reports there have been about 900 complaints of illegal fireworks since last month. fines in san jose are already at least $500. happening today, work will begin to repair a large sinkhole in moraga. two lanes at center street will be closed while crews replace a culvert. the sinkhole opened up in march of 2016 after heavy rain. last month, the town council awarded a repair contract. work is estimated to cost $1.7 million. this is very impressive. oh, my goodness. how is this for a wake-up call? this is the 37th annual wayne county chicken show. the event you saw had contestants cluck, cackle, and crow for all they're worth.

in the end, there could only be one winner. joe took home the title for the 13th time. also title for best beard. i think. hey, alexis. >> yeah, looks like he knows what he's doing in that contest. i can see why he's won the last 13 years. unfortunately, we've got a traffic alert here. if you're trying to get out of the tracy area and coming from pretty far east, we've got a major crash. westbound 205 before you get to holly drive, just one lane open, the far left lane. we have a crash involving a double trailer semi. one trailer flipped over and that was hauling a lot of concrete mix. it sounds like it's drew. if there's any good news. that's it. a solid backup to i-5 and 120 in the mantika area. reports of very heavy delays. also if you're trying to take grant line road or west 11th for an alternate, i'm hearing those are starting to fill in as well. a quick check of the bay bridge toll plaza. slowly starting to fill in.

we'll see the volumes return to normal after the holiday last week. definitely planning on the metering lights being clipped on in the near future. let's check in with mike with a look at the forecast. >> hi, everybody. let's take a look from sutro tower. looking down on the marine layer. that's how compressed it is, and so dry above it. let's talk about your highlights. today, becoming sunny and seasonal, even at the coast. mostly clear and cool tonight, in the extended, heat returns for some of us. i bet you can guess which ones. here's a look at the cloud cover trying to develop along the coast. overlaid the clouds on live doppler 7. haven't heard reports of thick fog or drizzle. if you step away, i'll let you know on social media. antio antioch, 93 degrees today. easily the warm spot. everybody else from 87 in san ramon to pittsburg and concord at about 89. here's a look at the north bay. santa rosa, one of the warm spots. 86. 82 in san rafael. a little breezy there.

same in vallejo at 80 and 82 in napa. south bay, close to average. 84en san jose. los gatos, warmer, 89. a little cooler in santa cruz, 70. on the peninsula, depends on which side you're on. 68 in millbrae, and 61 in half moon bay. 78 as you head towards mountain view in the south bay. 80 in wed rood city is one of the warm spots. let's look at what's happening on the other side. oakland, 71. a little breezy north. you can see places like berkeley at 70 as you head farther south, union city and fremont about 76. downtown san francisco, refreshing breeze and 66. same thing in the mission. south san francisco is going to be warmer at about 67 degrees. tonight, san francisco, look at that. great sleeping weather for everybody. 52 at half moon bay to antioch at about 60. my seven-day forecast, how about slightly cooler tomorrow and then we'll be back to today's temperatures wednesday, and then look at the string of 90s inland. thursday through the weekend, nearing 80 around the bay.

even a few 70s at the coast. nothing too extreme until saturday. looks like, natasha. >> i like that. thanks, mike. >> take a look at this video of a fire burning in wyoming. this burning at a recycling center on friday. the volunteer fire department says burning sulfur creates a hazardous gas that has a strong choking odor. crews were able to eventually safely put it out and the cause of the fire is under investigation. >> you want to see this. a touching moment going viral. a tennessee man finding out his own wife is a match to donate a kidney to him. he's a big-time baseball card collector so she told him using a custom card. >> not sure how he was going to wind up. his wife feels he's a great catch so she decided to go to bat for him. now, he will be an organ recipient. >> i found out today. while i'm at work. i'm a match.

mission street between 23rd and 24th streets is still closed. we'll bring you more as this develops. >> number two, new evacuations have been ordered near friday morning's huge fire in oakland because of falling glass from a nearby office building. barricades are set up, blogging off streets around 23rd and harrison. this because of the risk of falling debris. >> and number three, donald trump jr. says he did meet with a russian attorney with ties to the kremlin last june. he says the attorney had information on hillary clinton and that he was told it would be helpful to his father's campaign. >> let's take a look at what's going on as far as opening our weather window this morning. you can see the marine layer is out there but it's very shallow, which means we're going to have a lot of sunshine today. not going to be quite as hot as it was over the weekend, but the heat will return by this coming weekend. >> and number five, we have been keeping track of a major problem in tracy all morning. westbound 205 just before you get to holly drive, where you now have the two left lanes open. that update from a few minutes ago.

i'm natasha, we have mike nicco here. alexis smith. >> good morning. >> reggie and jessica have the day off today. alexis, we have a big issue in tracy. >> unfortunately, this happened just after 4:00. we have a crash involving a double trailer semi. one of the trailers on the semi flipped over. i have our waze computer pulled up. want to zoom in to where this is. westbound 205 before you get to macarthur drive, trats where we have the crash. we have really slow speeds approaching that. you're down to 4 or 5 miles an hour. i want to zoom back to show you how far this reaches. it's beyond the i-5 and 120 interchange. right now, all those red dots, yeah, those are folks just sitting in standstill traffic. a lot of folks saying this is not great. we are certainly sitting in a heavy backup. the only good news, we don't have any major injuries reported, and we have two lanes open now. we were down to just one for about the last hour. so keeping a close eye on this. right now, let's check in with

mike. you are saying we have interesting weather this week. >> a little bit of a roller coaster. hi, everybody. let's look at live doppler 7. overlaid the winds. you can see it's 24 in fairfield. we do have a nice, stiff sea breeze. and it's going to push some clouds through the golden gate here over the next couple hours. temperatures in the upper 50s to mid 60s at 7:00. notice how quickly the clouds retreat to the coast. 62 in san francisco. 70s around the bay. 80s inland. even a few 90s on highway 4. hour 60s and 70s around the bay. and then a nice cooling trend by 7:00. 60s around the bay. 70s and a few 80s inland. today, one of the cooler days moving forward. >> thank you, mike. well, new this morning, a high-speed chase covering several east bay cities ended just a block away from where it started. the suspect was taken into custody at 24th and adeline in oakland.

police say the chase started with a traffic stop. a chase ensued going south to san leandro and back north through oakland and into emeryville and berkeley. no word on what prompted that initial traffic stop. 5:32. new danger for the people who live near friday's construction site fire in oakland. an office building damaged nearby is losing windows. shattering glass falling from as high up as 15 stories. amy hollyfield live for us in oakland. good morning, amy. >> reporter: hi, natasha. look at the broken glass all over the sidewalk here on 23rd street. this has been blocked off. authorities are concerned that more glass could fall from this office building and hurt someone. so they have ordered people in the building across the street to shelter in place. and those on the outside are not being allowed back in. they don't want anyone walking in this area because of the falling glass. one woman who is stuck inside with nothing to eat got creative last night at dinnertime. >> i lowered a bag down.

i called dominos and lowered a bag down. and he came and put the pizza in the bag, and i pulled it back up. >> this is the fire that caused all of the confusion and inconvenience. it burned a building that was under construction. this was friday morning. but it caused damage to other buildings, including some homes. so hundreds of people were evacuated. they made progress over the weekend, all but two buildings were cleared for people to go back home. power and gas was turned back on. now this setback last night. the fallen glass from this office building, so residents are stuck. they tell us they understand the need to be cautious but are frustrated at the inconvenience and the lack of information that they're getting. they just don't know when this is going to be lifted. the last they heard is this order will be in place until they can investigate why this is happening and when it will be safe. live in oakland, amy hollyfield, abc 7 news. >> problems on top of problems.

>> hundreds of people displaced by the fire did return home yesterday. abc 7 news was in oakland when crews tore down the crane at valdez street on saturday night. the city worked to make sure it would not fall and hurt anyone. residents were allowed into some nearby apartments. one neighbor told abc 7 news smoke and ash destroyed his home. cleanup and repairs are expected to take a very long time. >> he's saying to fix this up, he's taking three months. so i don't know where i'm going to go for the three months. >> red cross is working with the city to arrange hotel accommodations for those who remain without a place to live. on to developing news across california this morning where firefighters are counting on cooler temperatures today to help battle 14 active wildfires. you can see on the map where those fires are burning. none of them are in the bay area. calfire says some 5,000 firefighters were on the front lines. and crews from southern marin and mill valley are in butte county this morning. they're battling a wildfire that is threatening 5400 homes.

alameda county fire is also there. the wall fire has destroyed 17 structures including at least ten homes. people who live in the area say as many as 50 homes have already been lost. 4,000 people are evacuated this morning and another 7,400 are under an evacuation warning. governor brown declared a state of emergency in the county. the fire right now, only 25% contained this morning. and meanwhile, fire crews from san francisco were helping to battle a huge wildfire burning in both san luis obispo and santa barbara counties. it has burned more than 37 square miles. at least 150 homes are threatened. >> the terrain is extremely difficult. we have hand crews coming in to help put a line around it. >> shifting winds are also making it hard for firefighters to get a handle on this. right now, that fire is 15% contained. and you can keep up on all the latest developments on the california wildfires with the b abc 7 news apps.

>> we're tracking this developing news at the live desk. the soldier suspected of killing his wife and a new york state trooper is being held without bail. 32-year-old justin walters war in court this morning wearing only shorts. our sister station in new york reports that he appeared confused. police say walters opened fire on a state trooper who was responding to calls of shots fir fired. his wife was found dead inside of the home. it is 5:36 now. now to washington and the news about the president's eldest son and a meets with a russian lawyer tied to the kremlin. donald trump jr. revealed he was led to believe the attorney had information damaging to hillary clinton. the meeting was just days after his father clinched the republican presidential nomination last june. now the president is backtracking on a discussion with vladimir putin about forming a joint cybersecurity unit. that idea has left some

happening today, a rare order by the judge for the city of oakland to appear in court to address the department's mishandling of the investigation. today's hearing will also address the 14-year-old reform effort of the police department which the opd has yet to fulfill. it is 5:39 now. we have new details this morning on the wells fargo account scandal. a san francisco judge has given preliminary approval to a settlement in the case. the judge found the proposed $142 million settlement to be, quote, fair, reasonable, and adequate. wells fargo president says this is a, quote, major milestone in our efforts to make things right for our customers. as many as 3.5 million accounts were open without customers' knowledge starting in may 2002 in order to meet unrealistic sales goals. all right, we still have our major issue in tracy this morning, but i just got good news from chp. they say all lanes have opened up. westbound 205 just before holly drive. we have been tracking this crash

involving a trailer hauling cement mix that flipped. a little beyond where our traffic sensors reach. i have drawn in where the backup reaches. really some significant delays, and chp is saying they will have to close the two right lanes again a little later. we don't have an estimate on what time, but once they have to upright that trailer and unload all that cement mix, that's going to take a couple lanes away again. hopefully that will be after the peak commuting hours here, but i will keep an eye on that and try to confirm a time with them as well. once you make it past that, you're looking great. westbound 580, tracy to dublin, 28 minutes. i'm guessing that's because everyone is stuck in the backup. antioch to concord, at 16. and everybody is heading back to work today. bay bridge metering lights on at 5:22. let's check in with meteorologist mike nicco with a look at the forecast. >> hey, everybody. we'll keep with the traffic thing for just a second.

a really hot weekend. it was just a matter of time, and the time is now. look at that. fog back across the golden gate now thanks to the west wind at 13 miles per hour. it's going to be there all throughout the morning commute. like everybody else, it's going to become sunny there eventually this afternoon, and temperatures almost average. mild nights for now because the heat is going to return in a few days and bump up the overnight temperatures also. i don't think i see anything too extreme. here's a look at the cloud cover. you can see the makes it over to richmond, all the way down to about alameda, maybe even san leandro. definitely san francisco. look how quickly back to the coast, 10:00, 10:30. it will open up just a little bit in the afternoon hours for sunshine. i expect more sunshine at the coast tomorrow. let's take a look at what's going on as far as temperatures. 80 in milpitas. 84 in san jose. to near 90 in los gatos and morgan hill. about 70 with sunshine this afternoon in santa cruz. ten degrees warmer in morgan

we're down to all lanes open but boy, we have major residual delays. this is westbound 205 before you get to macarthur in the tracy area. as i head back a little bit, you can see we have significant delays all the way back to t thetika area. this extends to 120 and i-5. chp is saying they are going to have to shut down the two right lanes again at some point today. we had been making phone calls. we're trying to confirm what time that's going to happen. i'm really hopeful that will happen after the peak commute hours so we can get some of this thinned out just a bit for the morning commute because right now, we're looking at between 9 and 10 miles of heavy traffic out of the central valley. not a fun start there, mike. i guess at least it's a pretty start to the day. >> sometimes it's good to come to work at 3:00 in the morning. it is a good start for most of us. if you are on the ferry, it could be choppy. the small craft advisory already in effect for the areas you see in yellow there. this lasts until 10:00. at the coast, it lasts 10:00

fortunately, tracking a big issue in tracy. >> if you're trying to get out of the central valley, we have a major headache. things are getting better, and we have our typical slow spot here at the bay bridge toll plaza. i'll take you on the traffic maps to where we have that problem. it's not all clear yet, but they did actually just push this flipped semi trailer off to the shoulder so all lanes are open. at some point today, they will have to close the two right lanes again to upright that trailer. it was hauling a lot of dry cement mix, so that's good. at least it was dry. but that is not totally cleared from the scene yet. we have significant delays into the manteca area as this starts to unwind. i have been checking speeds on waze. this is a little beyond our sensors here. but boy, you're still averaging between 10 to 15 miles per hour if you're back in the back of the backup, you'll crawling along at about 5 miles per hour. we'll talk about alternates and have an update on that and drive times in a few. let's check in with meteorologist mike nicco. >> thank you very much. hi, everybody. we'll start with live doppler 7.
