yeah, it's thursday. july 13th. good morning. glad you're up with us. maybe you're at work, maybe you're just getting up right now. either way, a little fog in the air. >> just a little bit. not quite as dry as it has been the last couple months. that's why the fog is more prevalent for some of us. let's look at it. two miles in petaluma, that's where we're seeing it develop most. the golden gate bridge socked in a little bit. and some is trying to creep into san francisco as you can see from the explor atorium. 53 to 60, at 7:00.

58 to 60 from noon to 4:00 along the coast. 73 to 75 around the bay. 82 to 88 inland with temperatures in the 50s, 60s, and comfortable 70s by 7:00. that weekend heat wave still on the way. details coming up. here's alexis. >> we already have quite a bit going on. want to take you back up to state route 29 where we have a flipped semi. a few more details in in the last few minutes. we're hearing it's a u.p.s. truck on its side that was full of mail and packages. that is scattered all over the roadway right now. both northbound lanes are blocked just past tower road. we did have a backup not too long ago. at the moment, it looks like it's thinned out. we're still working on details on what they're doing there. also getting word of an equipment problem on the b.a.r.t. tracks this morning. a ten-minute delay in the pittsburg and dublin directions. the only problem is we didn't hear where the problem originated. still working on that. we have a call in to b.a.r.t. next travel update in less than ten.

we're following breaking news at our live desk. crews are still putting water on a three-alarm fire that destroyed several businesses in lafayette overnight. i want to show you a live look at what's happening now. you can see crews arriving at the building engulfed in flames just before nidmite and they're still out there working. this is lafayette circle. it took them about 90 minutes to control the fire. this is video from one of our viewers, billy. he filmed this from his patio. you can see how big the flames were. officials say there were nine businesses inside the building, including the city's chamber of commerce and an italian restaurant. damage there estimated at more than a million dollars. lafayette circle will be closed for most of the morning, as again, the cleanup and the investigation still under way right now. reggie. >> thank you, jessica. new developments in the oakland police department's sexual misconduct scandal. a federal judge has given the

department two months to produce a detailed report explaining what they're doing to get back on track after the scandal involving a teenage girl named jasmine abuslin. he's also requiring the city to analyze the department's failings. four officers have been charged criminally, four punished internally. the city has until september 15th to turn in that report. a great white shark attack in santa cruz is apparently not enough to keep people out of the water. >> signs, even the threat of fines are not enough for some surfers and swimmers. janine is live for us in santa cruz. >> reporter: well, it's still dark right now, but we just ran into a couple surfers here at cowells beach, which is still closed, but they said they don't care. they're going to go in anyway and enjoy the water. those signs went up on tuesday afternoon, pretty much telling everybody that the public should not enter the water. from the san lorenzo river mouth to fair avenue. that includes the main beach at

the boardwalk and cowells beach. this was prompted after a shark took a bite out of a chi ache near steamers lain. the kayaker is okay, but authorities don't want people in the water as a safety precaution. many surfers are ignoring the ban and heading out to surf breaks in and around the area. they're riving getting a fine of $200. it's affecting nearby businesses that depend on beach traffic, but things should get back to normal on saturday morning because that's when the ban will be lifted. you'll hear from one of those surfers in the next hour on why he's still coming out here. reporting live from santa cruz, a brk c 7 news. >> thank you. new details in a lawsuit against san francisco city attorney dennis herrera. they say taxpayers are now on the hook for nearly $20 million connected to a case investigating him. earlier this month, a jury found joann helper was wrongfully fired from her job in his office. she exposed a skewer scam that cost taxpayers more than $10

million. herrera paid another $5 million in public funds to defend against the suit. now a judge says the city must cover those costs along with nearly $2.5 million in fees to his lawyers. that totals $19.5 million in taxpayer funds. fire crews remain at the scene of the brush fire near alum rock park in san jose. drone view 7 shows the destruction from the fire that's now 75% contained. three firefighters got hurt baddaling the flames in the sunset hills neighborhood. as we showed you live yesterday, the fire destroyed a home. at least 120 acres have burned. neighbors say it was terrifying. >> i saw these flames shooting 20 feet in the air. and the first thing i could think of is how the hell am i going to get out of here alive. >> thankfully, he did. evacuation orders for nearly a dozen homes are now lifted and the cause of the fire is still yet to be determined. >> a thief breaks into a home in santa cruz and manages to make a clean getaway, but surveillance gets a pretty clear shot of his

face. he takes several items including cash, but is clearly unaware of the camera sitting there. this happened on sunday. the sheriff's office posted the video to facebook. they're hoping someone will recognize the man and give them a call. >> happening today, republican lawmakers set to unveil a revised bill to overhaul the affordable care act. senate republicans are still divided. senator rand paul got a preview and said the new bill is worse than the bill that was withdrawn a couple weeks ago. senate majority leader mitch mcconnell delayed the senate's august recess by two weeks in an attempt to pass a bill. yesterday, president trump said that he's going to be, quote, very angry if the senate fails this time. >> president trump is in france this morning, but here at home, still a lot of focus on his campaign's alleged dealings with russia. there's renewed attention this morning on president trump's son-in-law and senior adviser jared kushner. he was in that meeting last year with donald trump jr. and a russian lawyer. jonathan karl says kushner could now be in trouble. >> reporter: jared kushner is

the one who is here. he was the one who was legally required to disclose meetings like that, including his other meetings with russian officials like the russian ambassador. so there is a sense in the white house that jared kushner is the one that faces the most legal jeopardy if there is any here. >> some democrats say kushner should lose his security clearance or resign. >> we talked about a setback this week. but crews are still working hard underground on san francisco's billion dollar central subway project. now, a major milestone. a station is getting its first pour of concrete. corn bernard has your first look. >> reporter: 70 cement mixers were lined up around union square for the big pour. it's all happening deep below the earth. >> reached the bottom, and today we're pouring. an all-day pour. >> that noise is tons of cement being pumped down from stockton street to the platform level of the future union square station on the central subway line.

>> hundreds of people that are working underground. you can see yourself walking in here. you don't see much activity on the surface with the exception of the trucks lined up. >> reporting this story took some leg work. up and down ladders and across catwalks. our escort said don't look down. they told us we need these ear plugs and they were right. so loud 100 feet underground, but check this out. this is what 700 cubic yards of concrete being poured looked like. these workers not taking any breaks. they'll be at it for at least the next five hours. this animation shows what the station will look like when it's done. but a dispute between the mta and the contractor could delay the opening of the project by ten months. 2019. it's now a game of catch-up. >> we're working extremely hard with the contractor to insure that we can make up that time. >> those who work and shop around union square hope for the day when stockton street is reopened. >> i know it's really confusing for tourists right now.

they're like, i don't know where to go. >> when trains start rolling, the $1.6 billion subway project will take riders from fourth and king streets to chinatown. in san francisco, cornell bernard, abc 7 news. let's start with the san mateo bridge. you can see it's a little hazy there. that's the way it's going to be all day today. foggy spots, even if you're on the road, especially closer to the coast, up in the hills and the north bay valleys. the breezes are back north of the bay bridge. mass transit, quite a spread if you're traveling from san francisco to the east bay, it could be a 30-degree difference this afternoon. let's look at temperatures, east bay, castro valley, 52. we have 58 in hayward and oakland for some of the warm spots. san francisco, 53. pacifica, 51. 60 right now in mountain view. los gatos and san jose at 59. have some 60s on highway 4, antioch and brentwood, and 50 in novato. santa rosa, 52. napa, 59. traveling around the state

today, 95 in sacramento. but the deeper you get into the central valley, more than 100 in redding and fresno. 102 there. about 111 in palm springs. 83 in tahoe today. with a chance of thunderstorms saturday if you're heading up that way. average high, 81. we'll be in the mid 80s all weekend. back here at home, we have our own warming trend that's going to begin saturday. so today and tomorrow, still pretty steady. but look at those temperatures saturday from 70 in san francisco, 80s on the peninsula, to 90s elsewhere, even some 100s inland. i'll have the rest of the forecast coming up next. how about alexis with your morning commute? >> we're going to head back to napa where we have a semi on its side on state route 29. i believe i misspoke about ten minutes ago. it's a usps truck, so a mail truck there with the united states postal service. the post master is on the way. we have both northbound lanes blocked. we did just talk to chp. they said they're not sure if they have one-way traffic control in effect or if vehicles are using the shoulder. not seeing a huge backup, but you could hit some delays near

tower road. this is likely going to be there for quite some time this morning. just hearing about a new potential issue here westbound 80 coming into san francisco. we have a disabled vehicle reported either on the fremont or harrison exit. chp was working to confirm that as well. any quick update on the b.a.r.t. delay, a couple trains originating in san francisco were delayed. the first trips to dublin and the pittsburg area this morning were a little slow but they're resuming normal service now. next travel update at 5:20. >> thanks. an air canada passenger now talking about what the pilot said after disaster at sfo. >> and elon musk's hyperloop project is taking a step forward and we have the video to prove it. >> how would you like to look out your window and see that? out your window and see that? pretty

san ramon police say they need your help identifying this person who they say stole drugs from a walgreens pharmacy. really hard to see the face, especially underneath the lettering, but police released the photo anyway. they're hoping to track down the armed robber. the incident happened 8:00 yesterday morning. the suspect had a semiautomatic gun and took bottles of pills valued at more than $300. if you have any information, please call san ramon police. >> we're hearing from a passenger onboard an air canada jet that nearly landed on a taxiway at sfo where four other plains were sitting.

that passenger is dave jones, the state insurance commissioner. he said it was clear something was wrong. the pilot told there there was more traffic than usual and everything was fine. air traffic controllers ordered the air canada pilots to abort their landing as the jet missed one airliner by just 100 feet. in other words, it flew 100 feet above one of the other planes sitting below it. reporter kate larson used drone view 7 to demonstrate just how close that would be. u.s. and canadian officials are now investigating friday's incident. >> in today's "gma" first look, we're hearing from the mother who feared for her baby's life, sitting in a hot plane, stuck on the ground. we have the details. >> reporter: in this morning's "gma" first look, the mother who feared for her baby's life as he overheated on a delayed plane, speaking out in an abc news exclusive. >> it was extremely hot. everyone around me was complaining. >> she says that after a delay, the flight crew allowed her and owen off the plane to cool off.

fall on the smart train station now that $3.1 million in funding has been secured. $1.5 million of that is coming from a metropolitan transportation commission grant. the city will pay for the rest. the work will installing rail switches, electrical equipment and other gear. a date for the launch has not been announced but you can get free rides this week and next. >> in the east bay, caution, warning, and danger signs are going up in discovery bay after health officials detected harmful blue-green algae. inspectors began sampling the water after people started complaining. exposure can result in illness or death, but typically, it causes a rash or allergic reaction. it's important to follow the advisory signs. you may be able to put your feet in the water, but swimming near the algae can be dangerous. >> this morning, many people talking about peyton manning's joke about kevin durant during last night's espys. >> our gymnastics team was so

it will be short lived, mostly sunny and seasonal temperatures once again. foggy spots and cool tonight, and that warm to hot bay and inland weekend is still slated to kick in. so here's a look at today's temperatures. you can see some fog. petaluma, santa rosa, and some pushing across san francisco, trying to make it all the way towards hercules and down to san leandro and san mateo. by noon, back to the coast and holding on to the golden gate bridge for dear life and starts to come back in slowly at 5:00. temperatures topping out at 89 in concord. 90 in antioch and livermore and walnut creek. >> 83 in san jose, milpitas, 79. about 80 in sunnyvale. cupertino, 82. in the north bay, the breezes are back. sausalito, 67. napa and vonoto, 82. because of that. now, as we look on the peninsula, san mateo will be sunny and 75. cloudy in half moon bay at 61,

pacifica at 59. on the east bay, looking at a lot of sunshin. mild temperatures, 72 in oakland. hayward, 76, and fremont, 79. downtown san francisco is going to be about 66 once again. marina, 65. south san francisco, about 68. tonight's temperatures hanging around 51 to about 61 with more cloud cover out there. here's a look at my seven-day forecast. 60s at the coast this weekend, but low to mid 80s around the bay. 100s inland saturday and sunday. but about 4 to 10 degrees cooler by monday. back to average for tuesday and wednesday. >> that sounds good. i'm going to head back to napa where we have a big mess on state route 29. a mail truck flipped over. a semi. and that's blocking both northbound lanes. this is past tower road. we also got the new detail it took out a power pole, too, and we have hot wires down in the area, so not a great situation. the only good news coming out, just some minor injuries to the driver. the post master is on the way to the scene. we have a crew heading there, too. here's a live look at the bay bridge toll plaza.

no metering lights yet. should happen any minutes. also hearing of a disabled vehicle on the fremont off ramp once you make it into san francisco. a quick check of drive times, looking a little better. westbound 580 tracy to dublin, all we go, down to 58 minutes. that's improving from an earlier disabled vehicle. westbound 4, 15 minutes, and san rafael to san francisco, in the green. >> an iconic south bay deli is getting ready to shut its doors after more than 65 years in san jose. the owner of time deli says he's not happy about closing but he's facing a lawsuit for violations of the americans with disabilities act. a sacramento-based lawyer says the parking lot striping and some bathroom stalls do not meet the standards of the ada. the owner says he doesn't have the money so he has to close the deli on saturday. >> to pull permits to put this stuff in, this building has been here since 1949. it's going to take a lot of money to restructure, to redo a lot of things.

>> other nearby businesses also received complaints from attorney scon johnson. he's filed thousands of similar suits. the state's disabilities advocacy group says sometimes the only way to get ada compliance is through these individual suits. time deli will continue to cater and it says it will soon be opening a food truck. >> shark tank was at the caper center in oakland looking for those with perfect pitches. the sharks were holding a casting call there as part of a tour supporting minority entrepreneurs. the caper center for social impact aims to make entrepreneurship more diverse and inclusive. those hoping to land a spot on the show and get the national exposure and the funding that goes with it had 90 seconds to make their pitch. they included inserts for women's shoes to an app that lets you know where your favorite food truck is parked. >> did you kill it in there? >> we believe we did. we believe it. this guy, he's very -- he's amazing, so you know, he brings out the spirit. as a team.

lafayette circle was consumed by flames this morning. >> number two from the live desk, the body of one of four missing pennsylvania men has been identified overnight. the victim, finocciaro. the property owner's son is in custody. >> number three, we have a pretty big issue in napa county this morning. northbound state route 29, a flipped mail truck. that's blocking both northbound lanes. sounds like they're doing one-way traffic control. they're spliting the southbound lanes. traffic is getting by, but we are seeing delays. avoid the area if you can. >> number four, our steady pattern is about to be broken. you'll have to wait to the weekend before the real heat comes in. enjoy the next couple days of temperatures near average. >> number five, illinois dealing with record flooding in the suburbs north of chicago. it was caused by heavy rainfall this week, and local rivers are expected to continue to rise in the coming days. number six, a never before seen letter from madonna is

it is safe to say some of us are going to have a foggy commute this morning. take a look. yeah, the golden gate bridge somewhere in that soupy mix. >> yeah. we promise it's there. let's get to meteorologist mike nicco with more on your day's forecast. >> yeah, the golden gate is definitely going to be the worst off this morning. you can see a little fog developing around petaluma. two-mile visibility and four around santa rosa as i put the fog layer on live doppler 7. fog will go away pretty quickly. by noon, back to the coast. 50s there. 60s and 70s around the bay. 70s and 80s inland. as we go through the 12-hour day planner, warmest at 4:00. 60s and 70s around the bay. 80s and 90s inland. get ready for a real comfortable evening of 70s inland, 60s around the bay, and 50s along the coast into san francisco. i've got one more day of these comfortable conditions. it's going to get a little

difficult this weekend to be outside. i'll show you the newest numbers coming up. >> want to head back up to napa. not a lot of new information, but we are working to confirm with chp that we're splitting those southbound lanes, so one lane northbound, one lane southbound, due to the flipped mail truck blocking the northbound side of the road past tower road. not a huge delay right now, but certainly keeping an eye on that. a quick check of the bay bridge here. pretty heavy heading into san francisco, at least for this time of day. we have a disabled vehicle reported on the fremont street off ramp. that's slowing you down and we have the bay bridge metering lights on as of 5:22 this morning as well. we'll look at drive times in less than ten. that breaking news is happening in the east bay. where several businesses are gone after a massive fire destroyed a building. abc 7 news reporter amy hollyfield is live in lafayette with the latest update. amy. >> reporter: good morning, jessica. firefighters are keeping a close eye on this one. the fire is out but they're nowhere near ready to walk away

from this location quite yet. it was huge and hot. they just don't want it to flare up again. here's what it looked like. it was so big, firefighters say you could see it from highway 4 in pittsburg. that's about 15 miles away. they got the call just before midnight. when they got here, they found two buildings fully involved. this is a cluster of businesses, most of them personal pzs like a cpa and a salon. it also had an italianhink that the fire started. there is an apartment complex next door. everyone got out okay, but they say it was very scary. >> i was sleeping. i woke up to like an explosion. and i looked out my living room window. i saw a huge fireball come from the roof. i thought the roof was on fire. or it was a gunshot. then i went into my kitchen, and i saw nothing but flames through my window.

so i left. >> firefighters say the explosion sound was likely the propane tanks used for the restaurant outdoor heaters. firefighters heard a few go off while they were here. they don't know the cause yet. investigators were here, but the building was too hot to go inside. they'll take a look later on this morning. we're on lafayette circle just down from mt. diablo boulevard. next to lufiesta square. a popular area. this is a popular cut-through to get to mt. diablo boulevard. it will be closed this morning while their trucks are still here. reporting live in lafayette, amy hollyfield, abc 7 news. >> thank you. this is not the first time the shopping center has been hit by disaster. this is in january. a huge eucalyptus tree fell in the parking lot, crushing at least seven cars outside of an italian restaurant. people who live nearby say the tree was at least 85 years old. >> president trump in france commemorating bastille day while

under fire here at home. the president and first lady arrived in paris overnight. mr. trump will be the guest of honor at a bastille day parade to mark the 100th anniversary of america's entry into world war i. the president and french president emanuel macron, are holding a joint news conference this morning. abc news will carry it in a special report that should happen at 9:15. >> a bay area tennis coach accused of molesting students is due in court. he was arrested on monday and police say he molested two teenage boys for two years during private lessons at his richmond home. police are trying to determine if there are any other victims. in 2006, he was charged with molesting students while a tennis coach at mill valley's tamalpais high school. that case resulted in a hung jury. san francisco police are taking heat as they investigate a collision between a skateboarder and an officer during an unpermitted skate event near dolores park tuesday night. both the officer and the skater suffered shoulder injuries. some people say the officer appeared to stick his elbow in front of the skater, causing the

crash. it happened as police encountered resistance from the large crowd while trying to clear that event. >> there's a lot of information out there that we need to look at. there's a lot of video as well as we have body cam videos we still need to sort through. >> although there were no arrests, the investigation into the clash is ramps up. it came up at last night's police commission meeting. >> family and volunteers will be out searching for a man who went missing near the san mateo coast two months ago. 22-year-old richard moss was last seen on may 25th. he left his home to go to work and never returned. a woman actually found his aaa card at montara state beach where volunteers and divers will be searching this morning starting at 7:00. >> a lawyer says she's taking matters into her own hands to get justice for the families who lost loved ones in oakland's ghost ship fire. she's searching through the charred rubble looking for new evidence which can help their case and their lawsuit. tons of debris from the inferno

was transported to a lot near the oakland waterfront and a second location, a hangar at oakland international airport. it has sat there virtually untouched ever since. yesterday, the attorney and her crew of experts began sifting through the debris near the oakland waterfront for the first time. they'll also search the airport hangar. >> we're looking for any electrical wiring. we're looking for cameras that may have some photos on them. >> alexander is the lead attorney representing the families of 31 of the 36 people who died in the pire. she says the search will probably last the rest of the week. >> b.a.r.t.'s board of directors will be holding a different kind of meeting at the powell street station in san francisco. officials say they want board members understand first-hand passenger safety challenges facing downtown san francisco stations. especially with homelessness. the board will be accompanied by b.a.r.t.'s police chief for a walkthrough of the station at 9clerk 30 this morning. >> san francisco's planning commission will consider a

proposal by former mayor jean kwan and her husband to open a marijuana dispensary in the dwiktd. kwan and her husband want to open that dispensary, a traditional chinese medicine clinic, at 32nd and noriega. she has been a longtime advocate of medical marijuana. her husband has been prescribing the drug since 1996. >> a union of concerned scientists is out with a new map showing the impact of rising sea levels in the bay area. if you live anywhere near the bay, you want to take a look. these maps will give you an idea of not only where the water will rise but when. the news is alarming, especially for neighbors in alameda. >> by the end of the century, with a high scenario, alameda could see nearly 60% of its usable land chronically inundated, which means it would be flooding on average every other week. >> east palo alto is also in the cross hairs of climate change. researchers say the flooding we face will look a lot like this.

5:43. we're tracking developing news out of pennsylvania where investigators have identified a body found in connection with a mysterious disappearance of four young men. investigators are searching property in bucks county where the human remains of one of the victims waw found. that property belongs to the family of 20-year-old cosmo dinardo. he is a person of interest in the case. and was charged yesterday with stealing a car belonging to one of the missing men. dinardo is being held on $5

million bail. >> we're not done yet. this is a homicide, make no mistake about it. we just don't know how many homicides. >> investigators have not said anything about a motive, but the philadelphia inquirer reports one of the missing men went to high school with dinardo and two others met him when he was looking to sell marijuana. >> the personal data of 6 million verizon wireless customers was exposed, but the company says the information never got into the wrong hands. the only person who had access to the data was the security researcher who brought the leak to verizon's attention. they said it stemmed from a flb with a cloud server. >> revamping a program on how to deal with overbooked flights. united's image took a big hit after this image went viral of the kentucky doctor dragged because the flight was overbooked. now it's launching what it's calling flex scheduling. if it looks like a flight is
