everybody back mainly in the 50s, 60s, and 70s by 7:00. we'll talk more about that heat coming up. how about the commute this morning? >> we have one hot spot in the east bay. overnight road work on southbound 880 and all traffic is forced off at 23rd avenue just briefly and then you get right back on southbound 880, but boy, pretty decent backup if you're heading through in the early morning hours. you want to take 580 instead. cruising along at 64 miles per hour. down to 2 miles per hour approaching the construction closure. we're supposed to get a couple lanes open at 5:00 a.m. we'll take a look at drive times coming up in less than ten. >> thank you. protests are expected today as two oakland police officers who reportedly mishandled the department's sexual misconduct case are set to be honored. a report ordered by the department's federal court monitor found opd's investigation of its own officers to be wholly inadequate. according to the east bay express. ronald holmgren and john lewis were two of the top brass involved in the mishandling of the investigation involving a teenager named jasmine abuslin.

new oakland police chief ann kirkpatrick named them to her command staff, effective july 1st. >> the man convicted of the massacre at oakland's oikos university is set to be sentenced today. he entered a no contest plea in may and was found guilty of seven counts of murder with special circumstances and three counts of attempted premeditated murder. in april of 2012, he went to his former school, shot and killed seven people. he'll be sentenced to seven consecutive terms of life in prison without the possibility of parole. plus another 271 years to life in prison. >> now, to that air canada close call at sfo. we're hearing the pilots made the decision to go around the airport and attempt a new landing before the sfo tower ordered them to do so. it happened on friday night as the flight from toronto was trying to land here in the bay area. the pilot mistook the taxiway for the runway and came as close as 100 feet from two other jetliners. that's according to the full preliminary report from the canadian transportation safety

board released yesterday. after landing safely, the air canada pilots were asked to call sfo traffic control to discuss what happened. >> a 51-year-old man is in serious condition after being assaulted while walking in san francisco's south of market neighborhood. police say the victim was on howard street near spear on wednesday afternoon when he was approached by a man who started yelling at him. investigators say victim did not know what the man was yelling about. authorities say the victim was then punched at least two times by the attacker who got away. >> as president trump returns from his trip abroad, he is tweeting about the new health care bill this morning, say, quote, republican senators are working hard to get their failed obamacare replacement approved. i will be at my desk, pen in hand. with that new bill is seeing new signs of trouble. republicans are facing opposition from members of their own party. the new draft still does not have the support to pass. it keeps some obamacare taxes on the wealthy. it also puts aside $70 billion that could help some americans cover high premiums. still in the bill are those deep

cuts to medicaid. initially projected to be nearly $800 billion. you'll find a full rundown of the new health care bill on our website, abc7news.com. richmond is the latest city to adopt a safe exchange zone for internet based transactions. since december, police say they have seen five robberies, two thefts, and nine victims in reported internet exchanges by people buying and selling things off craigslist, so the department has designated two parking stalls in the police station parking lot as a community exchange zone now. it's well lit, always someday surveillance and visible from the front doors of the station. >> we're hearing from the victim of a package theft in the south bay. you're watching it right here. see this lady. she's going to walk up to that porch and casually take the package and take off. but as abc news reporter shows you, what happens next is what makes the story unique. >> a surveillance camera at heidi's house on tulip road shows a woman walk up to the front door, grab a package and take it back to an suv at the

curb. heidi came driving up the street just in time to see it for herself around 5:45 wednesday. >> my first thought was honk the horn, stop, get them to stop for a second so i could get a clear photo. >> heidi did get pictures of the suv and license plate, all the while screaming at the woman and man behind the wheel. then she realized the thieves were yelling at each other. >> put it back, put it back. go run it back there, because she sees us. and the lady in the back seat starts yelling, i'm not going to do that. you figure it out. this is your idea. >> the couple tossed the package from the window and sped away. neighbors are upset by the crime but happy with how things turned out. >> great that she was able to do it without getting hurt. you never know with a thief or criminal what they might do. >> san jose police say video evidence is always helpful and heidi's could help solve other cases if not her own. >> i just hope that they learned their lesson and that they don't go around stealing. and then i also hope that other people who think of stealing

5:12. we're hearing from the editor of a skateboarding magazine who needed staples in his head after this incident at the unpermitted street race that happened near dolores park. >> i was flying down the side and i hit a reflector. >> we caught up with jake phelps. as you can see, he's recovering in the hospital after the hard fall he took on tuesday night. he wasn't the only one. a skateboarder collided with an officer and flipped over a patrol car. as officers arrived to try to

get the injured help, the crowd started throwing things at them. phelps says that cops reacted too quickly. >> i think they overreacted. they don't really understand skateboarders want to go down hills. the hill was smooth. >> he did say that he understands police have to maintain law and order. police were investigating their response and checking body cams. >> san jose police hope someone can identify this man. police say that suspect took a case of beer at the 7-eleven on white road when the clerk chased after them, other people started beating the clerk. the victim ran back inside. other suspects went into the store as well and took more items before leaving in a large back four-door sedacand a white four-door sedan. this happened in february, but investigators are releasing this now because they still haven't id'd him. but police have identified the woman accused of using a fake $100 bill at a school bake sale. this is 41-year-old michelle

arrest the suspect, a 17-year-old. palo alto police say a man in his 60s was sitting on a bench when a teen hit him in the face with something and then grabbed his phone. after police got the suspect, they found the phone in some bushes. >> this morning, two airlines are raising ticket prices for the first time in more than two years. american airlines and delta are both announcing price hikes. delta expects fares will go up as much as 4.5% in the quarter. the money is needed to cover the costs of fuel and labor. >> cash is king again. americans appear to be putting more cash in their checking accounts and leaving it there. a bank research company says about $2 trillion is sitting in checking accounts right now. the average checking account has about $3600. at the same time, retail and auto sales have been sluggish. finance experts think people are reluctant to spend. >> we were in union square for the 54th annual bell ringing contest.

she is in the hospital. so are the two children. the children's father was killed in the accident. that's william goldman, or bill. he was a professor at usf. and the grandson of philanthropist richard and rhoda goldman. they're descendants of the levi strauss family. his plane went down shortly after takeoff at the airport. the fire chief says the three survivors all have severe to critical injuries. the children, george and marie, are grade school age. they were taken to oakland children's hospital. the faa and the ntsb are here. they will be investigating this crash. live just outside of sonoma, amy hollyfield, abc 7 news. >> thank you. accusations of pushing, fainting, someone even had to be escorted out. all of this at a planning commission meeting in san francisco. >> people got heated over a proposed marijuana dispensary headed up by oakland's former

mayor. janine is live in the sunset district. janine. >> reporter: natasha, we are here at the proposed site of the medical marijuana dispensary. it's right here, and it was approved last night. and that comes as a huge disappointment to some of the residents who live here. now, sheriff's deputies had to calm down the crowd that showed up to the planning commission meeting last night in the city. the commission voted to allow a medical marijuana dispensary to operate. it will be the first one to open on the west side. former oakland mayor jean kwan and her physician husband will be running the dispensary. she spoke just before the decision was made. >> it's a controversy, and probably a year from now, when more doctors start prescribing to seniors, this would have been less of an issue. >> crime is going up. traffic accidents is going up. insurance is going up. morality is going down. >> those who live in the

neighborhood oppose the dispensary because they say it's bad for the children. nearby schools, and many in the elderly chinese community, but dispensary advocates insist the underserved community in the sunset district will benefit. the decision, though, it can still be appealed by the board of supervisors. reporting live from san francisco, abc 7 news. >> thank you. happening today, divers back out to search for a missing san mateo county man's car. abc 7 news was in montara as drivers revealed a wheel. they also found a fuel tank lodged in the rocks. a possible car crash is a new theory in the disappearance of the 22-year-old. he went missing on his way to work more than a month ago. if it is moss' car, volunteers think this is where he may have flown off the pavement. a small chunk is missing from the low stone wall that separates the winding road from the rocky cliffs. >> the trial is supposed to begin today for the man accused of killing kate steinle, and there's a good chance it is going to be delayed. the judge is expected to assign

the case to another courtroom. steinle was shot two years ago while walking with her dad on pier 14. lopez sanchez told abc 7 news he found a gun, picked it up, and fired it by accident. lopez sanchez's immigration status touched off a national debate about sanctuary city laws. he had been deported five times before steinle was killed. lopez sanchez has pleaded not guilty to murder charges. >> santa clara county deputies are trying to fiengd out why a man shot and killed his roommate. the shooting happened yesterday morning in saratoga at a home on bucknell road. the 57-year-old suspect called police, admitting he had shot his female roommate. they found the 60-year-old victim inside of the home. she was taken to the hospital where she died. the suspect remains in custody this morning. >> concard police are trying to determine if there are more possible victims of a man arrested for molesting a child at a laundromat. police say this man, 60-year-old jose chavez, assaulted the child on tuesday. investigators say the incident was caught on surveillance

camera at that laundromat on monument boulevard. the child's grandmother called 911. hours later, an officer recognized chavez at a nearby shopping center and arrested him. >> new details in the case of four young men who went missing in pennsylvania. 20-year-old cosmo dinardo has confessed to killing them. a source says he killed the men after feeling cheated or threatened in a dug dreel. he then reportedly burned the bodies at his family farm. so far, just one body has been identified. dinardo agreed to plead guilty to four counts of first degree murder in exchange, prosecutors will not be seeking the death penalty. >> president trump is now heading back from paris after celebrating bastille day. mr. trump and first lady melania trump sat alongside emanuel macron and his wife at this morning's parade, but the president can't shake the russia controversy. yesterday, he was asked about his son's meeting with the russian lawyer. according to e-mails, donald trump jr. thought the woman was a government lawyer.

president trump sees it differently. >> my son is a wonderful young man. he took a meeting with a russian lawyer. not a government lawyer but a russian lawyer. nothing came of the meeting. and i think it's a meeting that most people in politics probably would have taken. >> and a moment sticking out for many. president trump's comment about the french first lady's figure. mr. trump told her, quote, you're in such good shape. beautiful. >> an update right now on a deadly attack in jerusalem overnight. we have just learned that the palestinian president moahmoud abbas has called the israeli prime minister, benjamin netanyahu, to condemn the attack, which is a big deal. the two leaders reportedly talk about restoring calm in the area where this happened near one of the world's holiest sites.

two israeli police officers were killed by three palestinians overnight. the attackers were young. two of them 19. the third one only 29 years old. right now, friday prayers are canceled in israel for the first time in decades. natasha. >> thank you. another setback for president trump's travel ban. a federal judge in hawaii has expanded the definition of a close relative, meaning immigrants now have more options to bring family members that they can use to apply for new visas into the u.s. the list now includes grandparents, grandkids, uncles, aunts, nieces, and nephews. the trump administration limited it to parents, husbands, wiechbs, sons and daughters and brothers and sisters. it applies to immigrants from six muslim majority countries. >> the state senate is expected to vote on extending california's cap and trade laws. governor brown says it may be the most important vote of their lives. >> this cap and trade system along with our other policies is putting california in a place of creating all these jobs. and china is going to try to

in brentwood. you may need the air conditioner. it's a friday evening. give yourself a break, come home to a nice, comfortable house. the next couple days, find creative ways to stay cool or head to the coast where the 60s are. monday, tuesday, and wednesday, temperatures back to average. we have been tracking fog together. tell me your side of the story. >> pretty dense in the north bay. mike went through the visibility levels. i have the layer on top of our traffic maps so you really can see, especially on the 101 corridor if you're coming down through santa rosa, petaluma, you could come into some visibility issues there. so far, we're still in the green, looking at our traffic flows. wee not seeing yellow or red this morning so it's not causing major delays, but just slow down and drive for conditions and here's a live look at san rafael, southbound 101 starting to fill in, and here, the fog lingering around the tree tops. not really an issue at the road surface level. quick check of mass transit. a heads-up for this weekend. caltrain will have a service change in effect as of tomorrow for their weekend service.
