morning. >> happening today, work finally begans to repair a year-old sinkhole breaking the bank in one town. drivers in moraga have suffered delays since the sinkhole opened last year. part of the job includes replacing an eight-foot culvert under the busy intersection. moraga has already spent millions on the sinkhole, which has forced town leaders to declare a fiscal emergency. two lanes will be closed until october. and a key road in contra costa county will be closed for the next three months starting this morning. it's going to shut down at 7:00 creek road. so crews can work on storm related repairs. a detour has been set up for locals only through the march creek detention facility. when repairs are done, there will be retaining walls, new drainage and a new water main. >> we're learning more this morning about the victims caught in deadly flash flooding at a

popular arizona swimming spot. nine people died, including two children. they were all members of the same family there to celebrate a birthday. here's elizabth her. >> with crews in the air and search dogs on the ground, rescue and recovery operations stretching into day three in central arizona. >> our trail is blocked off because of this. >> this woman caught the frightening scene on her cell phone as a flash flood sent water, debris, and mud rushing down a mountain into the river below. >> there's the son over there and the mom's in the water. >> eyewitnesses say dozens of swimmers caught off guard held on to whatever they could to stay alive. >> finally got rescuers on site. >> four people were rescued and flown to hospitals with hypothermia. >> one of the witnesses said he looked up and saw a wall of water coming toward him. >> that wall of water so powerful, authorities confirm so far, at least nine people,

including two children, were killed. >> i have been with the sheriff's office 13 years, and this is worst flash flood accident we've had. >> when it rains up here, it really pours, and it knocks down trees. >> the floods triggered by torrential rains in the area pounding this waterfront restaurant and uprooting trees in nearby neighborhoods. unfortunately for the same area and across arizona, the danger isn't over yet, with new flash flood watches in effect through this evening. abc news, new york. the u.s. coast guard has released video o in the bay. a child and two adults were safely brought to shore after their boat capsized saturday evening. the video shows a coast guard rescue swimmer to the boat to tend to the victims. one gave a thembes up to his rescuers after being brought to shore. a kayaker is credited for

helping them by letting them hold on to his kayak while he called 911. 4:32. happening today, b.a.r.t. is launching a pilot program for a clipper card only. the entrance will be near alston way east. while you'll have to have a clipper card to get in, you'll still be able to use a paper ticket to get out. b.a.r.t. will use it to gauge interest in the clipper card only entrances. >> the city of oakland is facing new controversy as a report shows 80% of firefighters warnings about unsafe buildings have gone unchecked for years. according to our media partner the bay area news group, firefighters have flagged 879 properties for potential safety risks since 2011. inspector have not visited 615 of those sites for follow-up checks. oakland's fire chief blames a lack of staffing. this follows last year's ghost ship fire which killed 36

people. t thewarehouse had been illegally converted into living spaces. >> oakland is expected to talk about proposals to ease restrictions for marijuana businesses. they want to sell vacant properties to marijuana operators and she wants to change zoning codes to make it easier to get permits. this is part of an effort to implement an equity program passed by the city council in march. >> the state legislature is set to vote on extending california's controversial cap and trade law. that puts a limit on carbon emissions and requires polluters to get expensive permits to release greenhouse gases. governor brown said it's critical when president trump is fighting back from fighting global warming. some environmentalists say they don't like that the cap and trade law allows polluters like refineries to keep releasing greenhouse gases. okay, unfortunately, we have

a fay tally investigation under way in south san francisco this morning. i just got good news, though. we have two lanes back open on southbound 101 in the brisbane area at oyster point. two left lanes are open. two right lanes are closed for at least an hour. this was a car versus pedestrian situation. happened a little after 3:00 this morning. sounds like the person driving the vehicle hit something. they weren't sure what it was, and they called chp. unfortunately, that was a person. that investigation under way for likely quite some time. matt keller is on the scene and we're working on getting the latest from him as soon as possible. in the meantime, significant delays once again. southbound 880 between 23rd and 29th in oakland area, we have road work that has all lanes closed until 5:00 this morning. already seeing that decent backup. we had the backup go all the way to 980 on friday with this similar closure. stick to 580 and these early morning hours. we should have a couple lanes closed even after the 5:00 a.m. cutoff. keeping a close eye on both of those issues.

welcome back. moment ago, we just got the results of a new poll on president trump. it says most americans have a simple message for him. that is, stop tweeting. the poll was done by abc news and "the washington post." here are the numbers. it found 70% of people say he's acted in an unprengsal manner since taking office. 68% do not see him as a positive role model, and 67% disapprove of his use of twitter. also, in this poll, more than half of the respondents said his conduct is simply damaging to the presidency. >> thank you. take a look at this dramatic video of this house boat on fire. this happened as it was being refueled on shasta lake on saturday. flames engulfed the boat. it happened in just minutes. employees at the marina undocked

>> we're getting our first look at what is left behind after last week's raging fire that tore through a high rise in honolulu. soaked floors and singed walls are what some residents returned home to over the weekend with the fire alarm still blaring. the fire started friday afternoon in the marco polo condominium complex that killed three people. there were no sprinklers in the high rise because in honolulu they're not required in buildings built before 1974. >> hollywood paying tribute to martin landau. he shot to fate in north by northwest. many people remember him best as one of the stars of the 1960s tv show "mission impossible." he appears alongside his wife, barbara bane. in 1969, he turned down the role of star trek's mr. spock. he won the oscar for best sporting actor in the film "ed wood." he died from unexpeced complications saturday at ucla medical center. >> movie lovers are always

tonight. better sleeping weather. seasonal temperatures most of the week and then another warming trend coming this coming weekend. here's a look at live doppler 7. look at the lack of cloud cover out there. it's clear everywhere. let's move on and talk about your microclimates in the south bay, a ginormous spread, 82 in milpitas, san jose, 88. low to mid 90s in los gatos, morgan hill, and gilroy. on the peninsula today, 84 in redwood city for 73 in millbrae. cloud cover will be late arriving to the coast. all before the sun sets. mid to upper 60s for you. to near 70 in downtown and south san francisco. 73 in sausalito. jump to 85 in san rafael. look at these 90s around santa rosa. cloverdale, and lake port. we'll have mid to upper 70s for most of the east bay shore. 76 at oakland, 80 at fremont. inland, 93 at san ramon to 98 in brentwood. sure, not the 100s, but it's still hot.

here's a look at tonight's temperatures, cloud cover coming back, 51 to 59. my seven-day forecast, the heat breaks tomorrow. seasonal temperatures wednesday, thursday, and friday, and then 80s and 90s away from the coast saturday and sunday. back to you. >> thank you. right now, we want to get back to the fatal accident alexis just mentioned on highway 101. >> matt keller is there at the scene in south san francisco. matt. >> reporter: reggie and natasha, i want to show you what's happening right now on southbound 101. traffic is slow in that direction. two lanes, though, are now open. three lanes remain blocked. i'm standing on the oyster point boulevard on-ramp to southbound 101. this is san francisco police department. they have blocked off this on-ramp. it's now closed. as we walk over here, you can get an idea of where they're doing the investigation and how long this backup is. that is where the investigation is being conducted right now by the chp. and the chp did tell me the driver who was driving for a ride hailing service like uber or lyft said he hit something

here on southbound 101. the driver kept going and dropped off his passenger. came back to the scene to try to find out what he hit. it turns out it was a person. driver eventually called 91 wrun. the body was found south of the oyster point boulevard on-ramp in south san francisco. driver ended up going all the way back to san francisco's hall of justice where he met up with a chp officer there. the chp officer says the driver is in shock and is having trouble making sense of what happened out here. no word on the identity of the victim or if this driver could face charges. they're expecting it to be at least another hour for this investigation. reporting live in south san francisco, matt keller, abc 7 news. >> we'll check with you throughout the morning. thank you. possible new early warning sign for alzheimer's disease. the simple change in speech that doctors may start looking out for. >> a soldier's act wins over a lot of hearts. the photo that is now a reminder about the importance of small acts of kindness. >> a couple gets engaged during a garth brooks concert.

it's 4:52 now. there's a new study that suggests changes of speech may signal uly signs of alzheimer's. scientists found more pausers and filler words like um, ah, and you know, signaled early signs of possible mental decline. researchers do warn a lot of people say um and have trouble quickly recalling names as they get older. it doesn't necessarily always mean trouble is on the way. they say speech analysis may be a new way to screen people for
