good morning, america. wildfire emergency. a massive blaze exploding outside yosemite, right at the height of tourist season, forcing an entire town and summer vacationers to evacuate. images captured on this firefighter's helmet cam, showing the flames now threatening the park. more than 20,000 acres scorched. the race to get it under control. system failure. the gop effort to repeal obamacare dies in the senate, a blow to president trump. but he's inviting all republican senators to the white house today, one last stab to close the deal. >> i don't think it's dead, no. but i'm certainly disappointed. repeal. >> can trump save his signature campaign promise? what will it mean for your health care? air rage. a heated fight on board, forcing a jetblue flight to turn around.

>> reporter: good morning, robin, just an incredible scene. the fire raging. down the mountain. houses right in its path. this morning, the fight continues to slow this wildfire and save hundreds of homes. overnight, an entire town evacuated. more than 1400 firefighters battling a 54,000-acre fire. threatening 1500 structures, including homes, destroying at least eight and damaging another. forcing thousands to flee the mountain town of mariposa. a chopper pilot capturing this footage on his helmet cam, showing the magnitude of this fire. just miles from yosemite national park. clouds of smoke and flame seen for miles. the fire jumping highways, forcing several major roads to close. >> no power for those staying in the lodges and camping tonight. >> reporter: knocking out power, forcing visitors to the national park to turn around during its busiest time of year.

these photos showing how the park filled with smoke in just four hours. overnight, the governor declaring a state of emergency. the fire just 5% contained. >> i haven't seen these conditions in a long time. it's a wind-driven, slope-driven, fuel-driven fire. >> reporter: adding to the challenge, the fire's rapidly changing conditions, keeping firefighters on the move. >> i don't think we can emphasize enough how erratic and active the activity is. >> reporter: there's a lot fueling this fire. after years of drought, record rainfall adding new growth. there's also a dead tree crisis because of those conditions, one fire official has said, he hasn't seen a fire behave this way in at least 20 years. robin? >> thank you. for more, to ginger. impressive images. this is a time lapse showing how far up into the atmosphere some of those clouds reached. this is early in the week. now, watch what's going to happen. we have red flag warnings in place. we put on the moisture, and the dry.

less than 10% humidity for so many folks. through nevada. even northern utah. all right up against that moisture in the south from those tropical waves of moisture that come in and give you the monsoon flow. that's going to form thunderstorms. with that comes dry lightning. meaning the rain doesn't make it to the ground. just lightning that starts more fires. we'll get the latest from washington where the gop effort to repeal obamacare looks dead this morning. but the senate majority leader mitch mcconnell says he'll still hold a repeal vote next week. and the president has invited all republican senators to the white house for lunch this afternoon. he's going to take one last shot at changing their minds. this comes as he faces new questions about a second meeting with president putin at the g-20 summit. a one-on-one talk the white house failed to disclose. for more let's bring in our senior white house correspondent cecilia vega. good morning, cecilia. >> reporter: hi, george. good morning to you. before he was elected president,

trump said no one knows the system better than him, and that he alone can fix it. he's learning it's not that easy. as this morning, one of his signature campaign promises is on the verge of collapse. president trump today hoping for one last shot. a senior white house official tells abc news, it was president trump's idea to invite republican senators for lunch. a white house field trip where the "art of the deal" president hopes he'll get a chance to make a face-to-face appeal and convince his party to repeal and replace obamacare. >> i don't think it's dead, no. but i'm certainly disappointed. >> reporter: but on capitol hill, the signature campaign promise all but dead. >> seven years i have been hearing repeal and replace from congress. when we finally get a chance to repeal and replace, they don't take advantage of it, so that's disappointing. >> reporter: disappointed, but so far, not blaming republicans who were divided from the start. >> it would be nice to have democrat support. but really they're obstructionists. they have no ideas. >> reporter: mitch mcconnell in defeat. >> it's pretty clear that there

are not 50 republicans at the moment to vote at the moment for a replacement for obamacare. >> reporter: but the senate majority leader is not backing down yet. he's now planning to hold a vote early next week to simply repeal, rather than replace, obamacare. that move has democrats pouncing. >> to go forward with repeal again without replacing is not only insanity, it is a disservice to the american people. >> reporter: even some republicans are already protesting. >> we should not repeal without a replacement. and -- just an indefinite hold on this -- just creates more chaos and confusion. >> reporter: now, president trump also said it will be a lot easier to let obamacare fail. and if that happens, the blame would fall squarely on democrats. but, again, he's hoping for one last shot to change minds here today as he invited every gop senator here to the white house. to talk about health care, george. >> this is coming as the president is facing new questions now about the second

meeting he had with vladimir putin at the g-20 summit. one report that it lasted up to an hour at that dinner. the white house had not disclosed it previously. >> reporter: we just learned about this meeting yesterday. the white house is trying to downplay it. i'm being told it is a social setting. with all g-20 leaders. at one point during the dinner, the president decided to walk over to the first lady to talk to her. she was seated next to vladimir putin. the president did this with other leaders, not just putin. he communicated however using russia's translator. the president is tweeting, this morning, calling this story sick, saying even a dinner arranged for top 20 leaders in germany is made to look sinister. but, george, here's the deal. we may never know what really happened inside the dinner. it was the president. there were no other aides inside this dinner at the g-20.

let's talk to senator rand paul, one of the key votes against the senate health care plan. senator paul, thank you for joining us this morning. >> sure. >> you're calling the defeat of the plan a victory for conservatives. this has been a seven-year promise to repeal and replace obamacare. you have control of the senate. you have control of the house. you have the white house right now. obamacare is in place. how is this a victory for conservatives? >> what i'm calling a victory is not the defeat of the plan. what i'm calling a victory is that we will get to vote on a clean repeal. i have been advocating a repeal. all of it. we're going to get a vote on a partial repeal. that's a victory because i wasn't in favor of an insurance company bailout. the previous bill had about $180 billion to give to insurance companies. look, insurance companies have gotten rich on obamacare. they used to make $6 billion a year. they're up to $15 billion. we should not be giving taxpayer money to insurance companies. i objected to that. i'm in favor of and will vote to go to the clean repeal that is being proposed now. >> senator, as you know, there are not the votes now for the clean repeal. back in january, you warned against repealing without a replacement.

you said it would risk the blame for the continuing unraveling of obamacare. >> i still favor a replacement. at the same time. but what we discovered is that republicans don't agree on replacement. my idea of replacement is letting people join co-ops and letting people get the discounts and leverage by joining a big group. one thing i will recommend to the president, if i see him today, is i believe he can unilaterally legalize these buying groups through the department of labor. there's a special law was passed in the '70s, the erisa law, we think he has the discretion to legalize this. if this breaks down in congress, i think there's one enormous thing president trump can do on his own, and that is to let anybody in the country get out of the individual market where the death spiral is and get into an association so that they can get better pricing. >> i know you want to see the president today. "the new york times" is reporting he's annoyed with you. he was upset with your grandstanding to defeat the senate bill.

>> i think the president and i have a good relationship. i have been one of his strongest defenders. i will continue to defend him against mainstream media attacks. but on issues of substance like health care, he knows where i'm coming from. i've been here since i ran for office. i was at the first tea parties saying that obamacare was a mistake, and we should repeal it, the whole thing. i always wanted to replace it. still do. want to replace it with freedom, competition, legalize inexpensive insurance. i just don't want another big government program. i'm also fearful, both politically and from the point of view of policy, that if we keep parts of obamacare in place that the republican plan will fail. i'm wanting republicans to be saved from themselves. if they take over health care and pass something that resembles obamacare and doesn't work, then we will own a terrible and tragic health care system. i don't think republicans ought to own this thing. i agree with the president, obamacare is a disaster. >> senators, our viewers, as you

might imagine, are intensely interested in this. getting a lot of questions on facebook. more on this subject more than any other. here's the one coming in more than any other. why can't we all have the health care program that they, the senators and congressmen, have? we're getting that question again and again and again. >> yeah, and i think it comes from a misconception that some of the media have promoted. we're actually stuck with obamacare. my family, we hate what we have. we used to be on the federal employee plan. but we are on obamacare. it's a misconception that we're not on obamacare. we have obamacare. it's terrible. my wife and i spend hours on the phone trying to get the insurance companies to pay for anything. we're just like every american, very, very frustrated with the insurance system. >> senator paul, thank you. >> thank you. >> robin? now to new developments overnight in that fatal police shooting in minnesota. a bride-to-be killed after she called 911 for help.

now, one of the officers who was there on the scene is revealing new details about what happened. abc's linsey davis is in minneapolis with more. good morning, linsey. >> reporter: good morning to you, robin. we know that justine damond made that 911 call on saturday night. we know police responded to that call. today, we're expecting to get a transcription of that call once her family gets to see it first. late tuesday, investigators revealed new details from an interview with the officer driving the vehicle that justine damond was standing beside when she was killed. two officers responded to her 911 call saturday night. reporting a possible assault outside. we're now learning the officer who fired the shot, mohamed noor, has declined to be interviewed. >> it's frustrating to have some of the picture but not all of it. we cannot compel officer noor to make a statement by law. but i wish that he would make that statement. >> reporter: but matthew

harrity, who was driving the police car, answered questions. saying they drove south in the alley in search of a suspect. they were startled by a loud noise. and then damond approached the window. noor fired through the window. according to a minneapolis tv station, harrity was stunned when his partner opened fire. it is still unclear just why the officers' body cameras were not rolling. and while the police chief has been in contact with her team over the last few days, she has been out of state on a personal strip she now plans to cut short, returning to minneapolis today. overnight, the australian prime minister joined the chorus of people demanding answers. in the death of justine damond. >> how can a woman out in the street in her pajamas seeking assistance from the police be shot like that? it is a shocking killing. >> reporter: what's unique about

this case is, the district attorney says he does not plan to give the case to a grand jury to decide whether or not to prosecute the officer. he says it's a determination he'll make himself. robin? >> all right, linsey, thank you. we're going to bring in dan abrams, you have been following this very closely. we heard what the mayor said about the police officer who shot justine. but he can't be compelled to make a statement? >> he's got a fifth amendment right just like anybody else. to invoke that right to say, i'm not going to testify. he's clearly being looked at in the context of a criminal investigation, and it is his right not to testify. the problem with that, of course, is that it looks terrible, right? >> sure. >> in connection with an investigation into a police shooting, when the officer says i'm going to invoke my fifth amendment right against self-incrimination, i'm not going to talk. i'm not going to testify, you know, they're going to lead to a lot of questions. >> there's still questions about why the body cams were not turned on.

>> i think it's pretty clear this ended up being a violation of their policy there. meaning, they're supposed to turn on the body cams. these are things you have to turn on and off, right? so they're supposed to turn them on, either when there is criminal activity, or, before the use of force. now, expect that the officers would say, look, we were just patrolling. and if that other officer's testimony is accurate, which is he suddenly hears a loud sound, and then there's a shot, they may say we didn't have time to take that action to turn it on. they are supposed to turn them on as soon as it is safe to do so. >> because, even if you turn it on, doesn't it go back in time in recording? >> correct. 30 seconds. it goes back 30 seconds. it should have recorded the 30 seconds prior to the time that they turn it on, as well. that would have been invaluable evidence in the context of this investigation. and you can tell that everyone involved in the investigation is frustrated that they don't have that. >> all right, more to come. thank you, dan.

we'll have you back in a bit. let's go to amy with the morning's other top stories. a startling headline. this is truly a horrific one. a 10-year-old boy from miami appears to be among the nation's youngest victims of the nation's opioid epidemic. atton banks died from a mix of exposure to fentanyl and heroin. it may have been on a towel at the pool. they're asking the public for help figuring out the source of the drug. and there's more bad news for chipotle today. the chain temporarily shut down a restaurant in virginia. the stock dropped 4% on tuesday. and a new york family is demanding an apology from jetblue claiming the airline kicked them off a flight for no reason. the couple traveling with three children says a flight attendant asked them to get off the plane in ft. lauderdale after words were exchanged with another passenger who complained about

their 1-year-old kicking the back of the chair. and in southern california, an explosive scene. look at that. two mylar balloons got loose and then hit powerlines and caused a power outage in long beach. and there will not be a donald/hillary rematch after all. social media was in a frenzy when it appeared tropical storm don in the atlantic just as tropical storm hilary fizzled in the pacific. if you hear meteorologists say that don is not a threat to the u.s. or that hilary is a depression, it's not a political statement. just smile and nod. just smile and nod. >> sort of leaning in and leaning out. thanks, amy. let's go back to ginger.

and president trump has invited all republican senators to the white house for a lunch this afternoon, hoping to change minds about the gop effort to repeal and replace the affordable care act. right now, we begin with that big hearing for o.j. simpson. he faces a nevada parole board tomorrow. that board has the power to set him free after nine years. matt gutman is on the scene at lovelock prison. >> reporter: good morning, george. the victim of the armed robbery telling us overnight he'll testify in that parole hearing, but on o.j. simpson's behalf. all bets are simpson will get paroled. and perhaps in anticipation of that, prison officials say simpson has lost weight and gotten into great shape. new details this morning about o.j.'s simpson's upcoming parole hearing, which could set him free after nine years here. it's not uncommon to have a victim present. what seems to be uncommon is

that the victim is speaking on simpson's behalf. >> that's kind of what we're expecting. >> reporter: simpson was convicted of a botched robbery. in 2007. it was an attempt, simpson said, to get back his personal memorabilia. one which instead got him up to a 33-year sentence. we last saw him four years ago. at his 2013 hearing. >> i haven't had one incident sin here. >> reporter: we expect to hear from a now 70-year-old simpson. the hearing will be streamed live to the public. he'll have a few family members inside along with his lawyer and that victim, bruce fromong, who tells abc news he'll speak in support of simpson. craig arnett got to see simpson regularly as a prison guard. would you say that he's a model prisoner? >> yeah.

he's still an inmate, but not a problem child. >> reporter: his reportedly impeccable conduct in prison will be considered. what do you think his chances are of getting probation? >> i think he has a strong chance of getting out. i think he hasn't really been a problem in prison. he's probably got a good chance of getting out. >> reporter: that parole board consisting of six commissioners, will also consider the risk to society should he be released. le needs a majority vote, 4 of the 6 to vote for his release to be granted parole. in 1995, he was famously acquitted in the brutal slayings of his ex-wife, nicole brown, and her friend, ron goldman. a case the parole board is supposed to ignore. now, if he's paroled, he won't be released from prison until october 1st. he has a number of things going for him. his age, an unblemished prison record, the testimony of his

victim. he won't be out of legal trouble. the goldman family telling us they'll continue to hound simpson for the $33 million settlement they won against him in that civil suit back in 1997. george? >> matt, thanks. let's bring in our legal team. dan abrams. nancy grace. the consensus is he'll get paroled? >> likely. they have literally 11 factors they consider. they score it. plus one, minus one. o.j. simpson was already granted parole on 5 of the 12. everyone now believes that if you take what the parole board did previously. you think about the fact that o.j. simpson still hasn't had problems in prison, he'll probably get parole. but he's o.j. simpson. and there's that factor out there that remains. meaning, the fact that the world knows about the murder case. knows that he was found responsible in the civil case. it shouldn't matter. the question is going to be, does it?

>> will it matter, nancy? >> i'll tell you what will matter. several of the factors the parole board will be considering including the severity of crime and aggravating circumstances. those aggravating circumstances don't have to be convictions. and let me remind everybody, am i the only one that remembers that '97 jury that said he did commit double murder? that was a civil jury. it was a unanimous verdict. this parole board can consider that, as well. they can look at what that civil jury said. and that jury said that he cut the throat of his ex-wife and stabbed ron goldman 30 times. i mean, it's like -- you guys don't want to recognize the elephant in the room. a jury said he is a double killer. >> well, i read through the 11 factors that they can consider. i didn't see civil lawsuits being one of them. did i miss that one? >> it said aggravating factors and other evidence.

and not only that, when it refers to other crimes, it doesn't say convictions. >> so, when you read other crimes, you think it can be things he was accused of and acquitted of? >> listen, this is not a jury trial. this is a parole board. this is within their discretion. and again, he was sentenced to 9 to 34 years. he's done 9 years on a 33-year sentence? how can this parole board let him go if they have any con -- conscience at all? >> they have a lot of discretion and conscience does become a question. if you were able to compare him to being steve simpson not o.j. simpson. >> someone else that a civil jury said was guilty of double murder -- >> i just don't think they can start considering what a civil

good morning, cecilia. >> reporter: hey, george, good morning to you. on capitol hill, his signature pledge to repeal and replace obamacare this morning is all but dead. but the president is hoping to make one last-ditch attempt to change some minds here. to the white house, he has invited gop senators today for lunch to make a face-to-face appeal. but, so far, he's not blaming republicans for this failed attempt. he's calling democrats obstructionists. >> seven years i have been hearing repeal and replace from congress. when we finally get a chance to repeal and replace, they don't take advantage of it, so that's disappointing. >> reporter: this morning, the president is also speaking out about reports of a previously undisclosed meeting with vladimir putin. calling the story sick. it happened during a dinner at the g-20. white house sources say the president chatted with putin who was seated next to the first lady and that the president used a russian translator during their talk. the white house is disputing the claim that the meeting lasted for an hour.

but there were no aides inside this dinner. it is the president relaying the conversation to aides. also in our morning rundown, the battle over baby charlie gard's future. that's the infant on life support. the family is seeking more treatment for his rare genetic condition, meeting with an american surgeon. abc's james longman has the latest, joins us from london. good morning, james. >> reporter: good morning, robin. the wait is on this morning for just what that u.s. specialist and his colleagues have discovered. charlie has spent the last two days being assessed by this new team. it includes dr. michio hirano. from columbia university. they're trying to work out just how charlie could benefit from this experimental treatment in the united states. dr. hirano has said he believes there is a 10% chance that charlie's muscle strength could improve. this treatment is very new. so new, in fact, that animals haven't even been tested on it yet. but a child in baltimore has undergone a similar treatment. his condition improved slightly.

was -- but it has to be said. charlie's condition is a lot more severe. so, now, all the different chemical competing perspectives will be compiled into a report. tomorrow, that report goes to a judge to make his ruling. >> thank you, james. amy has the other story in the morning rundown. that wildfire burning near yosemite national park has now forced an entire town to evacuate. 4,000 people. hundreds of homes are at risk. some roads to yosemite are now closed. lights are flickering because the fire is threatening the power supply there as well. overnight, that fire was just 5% contained. new details now about the fatal police shooting of a bride-to-be in minneapolis who had called 911 to report a possible assault near her home. the partner of the officer accused of shooting justine damond says they were startled by a loud sound at the scene before damond approached their patrol car and officer mohamed noor fired out the window. noor has refused to be interviewed about that shooting. a transcript of the 911 call is expected out today.

and a big parenting alert this morning. a retail chain that caters to young girls is pulling makeup off its shelves because it may contain asbestos. justice stores are no selling just shine shimmer is the name of the makeup. our raleigh station sent samples of just shine shimmer to a lab. it found asbestos and four toxic heavy metals. justice says it's committed to safety and has already launched an investigation. and finally, in case you didn't know, today is national hot dog day. but people in chicago are not being fooled by a stunt that ketchup maker heinz tried to pull off. people there follow a very strict no ketchup on hot dogs rule. apparently, this is like religion in chicago. heinz, well, thought they would be clever and come up with an alternative of chicago dog sauce. suspiciously described as containing red ripe tomatoes with a blend of spices. people turned to twitter slamming the marketing ploy. one person tweeted ketchup in chicago is for french fries and 5-year-olds. go away. i mean, i didn't know this. apparently this is what you put

"the new york times" citing a new report highlighting a very rare, extremely painful, and potentially life-threatening situation. paula faris is here with the

details. good morning, paula. >> good morning, robin. what we're talking about is a severe muscle trauma. a condition called rhabdomyolysis, or rhabdo. the woman we're about to speak to, her muscles hurt, she started vomiting. and her kidneys started to fail. all after taking her first spinning class. christina is a kindergarten teacher who's on her feet all day long. a two day a week gym goer. but when she took her first-ever spin class, she landed in the hospital. >> the class started out really, really fun. there was a lot of music. there was black lights. throughout the whole class, we were encouraged to keep going, and to not give up, give our all, give our best. >> reporter: the next day, she was in so much pain, she could barely stand. >> my muscles kept swelling and swelling. and then, eventually, i started vomiting. >> reporter: doctors diagnosed her with a rare condition called rhabdomyolysis. in which extreme exercise causes muscle tissue to break down and release toxins. she would require three weeks of life-saving dialysis.

>> appropriate exercise builds muscle. but when you overexert yourself, when you do something your body is not used to, when you go just too far, that can cause massive muscle break down. and that is rhabdomyolysis. >> reporter: most often associated with active-duty soldiers and heavy weightlifting, a recent report documents 42 cases of people developing rhabdo after taking their first spin class. >> is exercise a bad thing? absolutely not. it's important that when you start exercise, you break in early. you start easy. go to spin class. but start easy and build up. >> reporter: as for christina, she's made a full recovery. is working out again. and encouraging others to listen to their bodies. >> you know your body better than anyone else. if they tell you to push yourself and you don't think it feels good, listen. >> reporter: and we do want to stress again that this is extremely rare. authors of this report are calling for safety guidelines to the spinning industry.

they want the public to know when to increase intensity, to stay hydrated, and to know the signs and the symptoms of rhabdo. it's not an exercise you start out at full strength. maybe don't start at a 10. kind of crescendo your way up. >> and good instructors do that. when you're in their class. >> they certainly do. >> it's a crescendo. thank you, paula. we're joined by dr. sabrina strickland. she's a sports medicine specialist. you got me back in the game with my shoulder surgery. and, lara had a hip done there. we know you guys very well. this particular condition we have to stress, rare, rare, rare. because people are going to think, is spinning okay to do? of course it is, right? >> absolutely. i think it's all about how you go into any type of class. whether it's crossfit or spinning. you wouldn't go out and run a marathon the very first time. it's just a matter of taking it easy. one of the things about spinning which makes it so great, it's this herd mentality. i'm going to keep up.

but not on your first spin. or second. >> right. what are the symptoms for rhabdo? >> so, rhabdo, first of all, while you're working out, you're going to feel like you're starting to lose form. if you're working out too hard, you're going to start losing control. you won't be able to stand up on the bike and have the same kind of control. afterward, you're going to have real muscle pain. not soreness when you move around. real pain. your urine will be dark. >> because of the toxins? >> the toxins. i mean, basically, you're melting your muscle. it's degenerating or dissolving. that gets in your bloodstream. and it ends up in your urine and your urine should not be dark. >> a lot of us go to class. they're like, push it. go hard. when do you know when you're pushing it too hard or when you do need to exert yourself a little bit? what is that fine line? >> i think when you start any new exercise, whether it's running or spinning, you have to go easy on yourself in the beginning. when the instructor is saying go hard, that's for your third week or fourth week, when you're doing it two or three times a week. >> and also, just know your
