this just another reminder of the conditions we're facing this year. >> reporter: the governor declared state of emergency just days after the fire broke out and exploded in size. cal fire officials say the mountain terrain is making it difficult for fire crews to control it. >> if you have a fire that's established at the bottom of the hill, that fire will race to the top. >> reporter: fire personnel say the national guard was activated and bringing in more support. thousands are left without power and hundreds of power pole vs been damaged. >> we're still seeing some intermittent power outage that's still to be expected. >> reporter: the priority is to protect homes. almost a dozen helicopters are being utilized by crews to

contain the fire. hundreds are evacuating as the fire continues to spread. >> the plume of smoke can be seen blowing into nevada. >> thu thousands of firefighters are woorking the line. we have a look at what it means for crews. >> reporter: when thousands of homes are threatened by a massive wildfire and the whole town of mariposa is under evacuation orders, help is needed. dozens of firefighters from santa clara fire agencies answered the call and headed to the fire outside of yosemite. they face a stiffer challenge. >> you're talking about large stands of dead trees that will

never come back. big timber field source. >> reporter: 48 firefighters and ten engines from santa clara fire, san jose, mountain view, santa clara, morgan hill make up the three strike teams. the firefighters staying behind are working extra hard during fire season. >> we send 40 out. that leaves 40 spots at home that have to be filled. lots of time it's filled with overtime. people are working extra days. they are here back at home. >> reporter: base camp is where the firefighter will receive their assignments. >> spencer christian now with a closer look at the conditions firefighters are dealing with. >> larry, got to give you rather close up satellite view of the smoke. you can see the smoke is billowing from this fire being blown northward by the wind up toward bear valley and beyond

that. here is a look at current conditions near the fire. nearly 90 degrees. it's fairly low at 45%. wind is gusting at 11 miles an hour. as the smoke continues to rise from the fire, you can see it's reducing air quality, diminishing to the unhealthful level. that's not a good situation. back here in the bay area, we have much more favorable conditions that would not allow fires to develop or spread. it's not really hot anywhere in the bay area. we have a couple of inland locations. we have warm upcoming our way which could elevate concerns about fire. i'll give you a closer look at our forecast in a few minutes. thank you, spencer. we're following breaking news out of alameda county. man was shot to death while pushing a 3-month-old baby in a stroller. sky 7 is live over the scene.

this shooting happened just before 3:00 this afternoon. the man dieped died atdied atdd the baby is okay. it's not clear how the baby and the victim are connected. we'll continue to bring you updates here on abc 7 news and the app. antioch police are looking for four men who smashed and grab jewelry from a store a few hours ago. >> you're telling the us one person was hurt in this robbery. >> reporter: yes, that's right. the clerk inside who was alone was sprayed with pepper spray. he was transported by paramedics for a stinging to his eye. pretty rattled but he's going to be okay. still a lot of questions about the four robbers be p they were dressed the same but police aren't saying how. in the meantime the owner of the stores working with detectives

to offer any clues to help catch those robbers. >> tlahey're talking him and disable him by doing the pepper spray. >> reporter: police responded to an armed robbery around 11:00 a.m. inside ron's jewelry store. they say four male robbers attacked the clerk with pepper spray. the salesman was alone at the time. >> they were targeting certain value nl able items. looks pre-planned. >> reporter: they were last seen running to a silver infinity sedan. the store owner is checking the surveillance camera to see if it captured anything. it doesn't have any images of the crime. >> somebody who is so daring at 11:00 in the morning. >> reporter: the store employee was pretty frightened after what happened. the owner is glad no one else was hurt.

police in daily city have released these surveillance images of suspects of a berg larry. they are accused of stealing more than $1800 worth of clothing from victoria secret. it happened on july 14th. the two men and two women gold away in a gold 1997 nissan maxima. the santa clara jail is on lockdown after four inmates overdosed on an unknown drug. sky 7 was over the jail today. the inmates were taken to the medical center for treatment. all four are expected to survive. this is the latest in a string of issues including the beating death of a guard. an oakland man is behind bars in tennessee accused of running a brothel out of a home he rented on air b and b. police arrested travis young on monday following an undercover sting operation. a neighbor tipped off police afterwatching 31 men come and go

from the home since last friday. the couple who owned the house rented it out while on vacation. young is also accused of money laun laundering and marijuana possession. eight people are out of their homes after an overnight fire in walnut creek. officials say the cause is still under invesz gags. problems at this complex have been building for months. >> reporter: residents say the huge fire was scary but not a surprise. >> it's suspicious to me. >> reporter: people living in this condo complex say the woman and her boyfriend who were renting this unit have caused problems ever since they moved in last fall. >> dirty, filthy, always up late at night, making noise at night. here was a lot of traffic coming in and out. >> reporter: neighbors describe domestic violence, dog bites and many visits from the police department. >> just like yelling at people,

telling people not to snitch, using racial slurs just not okay. >> it's been a very hard burden to have to go this road with them because what happened to them is happening to our community. >> reporter: residents and the property manager say the tenants had just been evicted. hours later the fire started. >> they were supposed to be out yesterday. that's all we know. we feel sorry for the people below because they had a sad situation. >> reporter: eight people were displaced by the fire. that does not include the woman and her boyfriend. hear unit has fire damage. four other homes have smoke and water damage. it looks like the fire started in the bed room of that second floor unit. fair firefighters say the couple was not there when the fire sta started. they are talking to people trying to figure out how this fire started.

these are our forecast features. it will be slightly cooler it will warm up on friday in most locations and warm the hot over the weekend especially in our inland areas. right now we're looking at 64 degrees at half-moon bay. low 70s across the bay. we got a couple of 90-degree readings. 91 at concord. 91 at fair field. on we go to overnight conditions. we'll see a little fog near the coast. not along the entire coastline. we'll see a patch or two. early morning low temperatures will be in the mid to upper 50s and tomorrow here is your 12-hour day planner. we'll start the day with some limited fog but it will be bright. it will get sun fnier and brighter. we'll be looking at temperatures around 60 on the coast. mid-70s around the bay. mid-80s inland and will start to cool down gradually in the evening hours. highs more specifically tomorrow will be 65. 85 up north at santa rosa. 79 down at san jose.

one of the biggest wildfires in the state is burning right outside yosemite national park. it's now more than 45,000 acres. it's doubled the size it was yesterday. it's only 7% contained. the fire has not yet reached yosemi yosemite. it's threatening power lines. eight buildings have been destr destroyed. laura anthony tweeted out this picture showing flames shooting 50 feet if the hour. at 5:00 she'll be live where there's mandatory evacuations. we have breaking news near hayward where a man walking a 3-month-old baby in a stroller was shot and killed. we'll have the latest on the search for the killer. that's coming up at 5:00. one of the incidents happened yesterday at 10:00 a.m. at mission and caesar. we'll get more on the story right now from kate larson who is standing by on that previous story that we were talking

about. >> reporter: well, one of the incidents, one of those crimes this week on buses in san francisco happened right here at mission and three men paint balled a bus while parked. when the driver got out, one of the suspects shot her several times in the body with paint balls. the bus driver is reportedly doing okay. then yesterday, abc 7 reporter reported on the assault and robbery of a bus rider by a large group of juveniles. leslie helped recover the from helpful witness. on sunday, the first of this week's incident at jackson and f filmore, two suspects with a knife and gun robbed two women

of their suitcases at a bus stop. >> they are higher trafficked areas. whether that be on the street, in a bus in areas where there's a lot of people, suspects take advantage of those situations. >> no one likes to see incidents like these. we try to learn from what's going around the region so we're prepared for what's happening in san francisco. >> reporter: the past three months we have reported on a number of similar assaults and robberies committed by large groups of teens on bart trains. they will not say if any of the crimes are related. they say they are working with other law enforcement agencies to examine all of these crime pattern. all of the buses are equipped with eight to ten cameras each. all the investigators are reviewing the footage from this week's crimes and trying to find any and all of those suspects.

fight a parking ticket if you didn't get the notices in the mail. it doesn't have a meter. >> you're pretty good standing, obviously. you have 21 days from the date the ticket was issued. if you never got the ticket, the date doesn't matter. you have two ways to dispute this. you can fill out a form and mail it in to the san francisco municipal san francisco agency and now you can contest the ticket to go online. you can submit photos and documents to prove while you're not responsible for paying that ticket. here is the main thing you want to do. do you have a picture of my license plait. they probably won't. >> joy asks i book add nonrefundable flight to rhode island in august. i received two separate notices about changes in aircraft, departure and a three-hour lay over. what rights do i have? >> every passenger situation is different. you're probably entitled to a refund. most airlines will be happy to

family and american housewife. stay with us for abc 7 news at 11:00. a bay area water agency is making plans to build its 11th reservoir to guard against future drought. it will be a ranch land not far from the san louis river. the project would serve silicon valley residents that cost $800 million. >> reporter: this ranch land spread over 12,000 acres is where they are thinking about building the dam and reservoir. the land is for sale for $21 million but the project will cost about 800 million. water officials are racing against the clock. >> august 14th is the deadline for entity such as ours entered in surface water projects like this one to submit an application to the california water commission to receive funding for the non-water supply

part of the project. >> reporter: the district has ten existing reservoirs but the capacity of this 11th one would be nearly the total of the five largest ones. >> it would require increase in rating over time, but what you have to do is compare that with other ways that we could meet water supply needs long term. >> reporter: the board is considering other options including share agreement with a reservoir. more conservation and recycled water. the sacramento base planning and conservation league is urging those options might be less costly. >> you have to look at the whole picture for your water district and not just look at additional storage as the only answer. these are all things that we push for over and over again that cost a lot less money. >> reporter: the project must face environmental review. >> a decision on potential proposition 1 funds for the

east bay while man has been shot to death while pushing a 3 moel -month-old baby in a stroller. >> thank you for joining us. deputies remain on the scene tonight. >> the shooting happened just before 3:00 on willow avenue at meek land avenue in the area known as cherry land. >> you just talked to investigators. >> reporter: the shooter is still at large at this hour. i'm going to step out of the way so you can see the crime scene. there are lots of sheriff deputies looking for surveillance footage working on trying to get a description of that shooter. we know man pushing a stroller around 3:00 was shot and killed. the shooter may have pulled up in car or may have walked up to the man, shot him and he died on scene. he was pushing a stroller with a baby inside. you can see disturbing images of that stroller tipped over. that baby is okay. it is in protective custody. we do not know whether it's a
