together. the rarity of different industry, environmental groups, political parties coming together to find the solution. >> reporter: ab398 passed the assembly and senate last week. today with great fanfare governor brown signed the cap and trade extension in the same spot where then governor arnold schwarzenegger signed original climate change bill in 2006 on treasure island with san francisco as a backdrop. cap and trade requires companies to buy companies to release greenhouse gases to reduce carbon emissions. >> clhina is copying this plan. ontario is coming in, washington and oregon. i believe other states in the east coast will follow. >> reporter: there were critiques aim eed squarely at washington. >> it shows also that the rest of the world that america did not drop out of the paris agreement. there's only one man that dropped out. america did not drop out. >> reporter: republican leaders in washington opposed california

cap and trade as another tax on business but former governor schwarzenegger cited statistics that under cap and trade california has created the lion's share of new job, restored open space, planted trees and supported zero emission vehicles. california is on target to hit its 2020 goal and with the new extension is pledging to cut emissions by another 40% by 2030. california senator has joined other democrats this trying to ban a pesticide in a challenge to the trump administration. this follows the epa denying. chemical and several other firms make that chemical. some researchers believe it damages the brains of children. president trump has vowed to roll back many environmental laws seen as harmful to business. a supervisor has introduced

a bill to make san francisco the first city in the united states to blame flame it will reduce risks of brain damage and lower cancer rates. the furniture industry has lobbied against such laws. the faa is investigating battery flight. flight 1536 had just landed when the lithium battery c c c c c cc warriors star draymond green is used to be in the spotlight but it's not the kind of press he wants. he's accused of assault and battery of a couple suing over an alleged fight in michigan

last year. >> reporter: the civil lawsuit was filed today in superior court in alameda county. the plaintiffs held a news conference in their attorney's office this morning saying they have been humiliated and threatened since the incident just over a year ago. they are still haunted by their run in with draymond green. they describe the star as a bul bully. he was a michigan state football player when he ran into green at an east lansing restaurant last july. he says green bumped him and refused to apologize. when the two met again the next night, he claims in his lawsuit that draymond slapped him. >> i think about what happened with draymond every day. i still feel his hand on my jaw. there are thiegts when i wake up

crying. >> reporter: green was arrested on charges later reduced to a noise infraction. his girlfriend claims one of the men with green choked her. mark jay spears, senior nba writer for espn calls this legal case a money grab. >> to say a former football player is mental lly anguished from getting a slap is ridiculous to me. sounds like somebody is trying to get paycheck. >> reporter: spears said he told him he's leaving everything in the hands of his lawyer. green's representative released a statement saying draymond looks forward to clearing up the misinformation put forth today. the attorney for the couple is asking for a jury trial. >> the filing of this lawsuit was a last resort. mr. green has refused to accept responsibility for his conduct. >> reporter: the suit does not specify a damage amount.

they could to distract them from me and that's what caused his fatal wounds. >> reporter: nelson's fiance died here at the intersection of emerson and adaline street. painted circle marks the spot and near is sidewalk, a garden, a living memorial to him. now that memory may be threatened by a development project in the works. nelson and neighbors are concerned about the proposed development. >> they're going to destroy this whole garden for this site. we've been asking them, please, don't do that. >> this serves a greater service for the community that's bigger than myself and his story. i believe this garden needs to be preserved in its entirety. >> reporter: the developer is opening to acknowledging the victim with plaque. plans are not finalized. there were some strong leads, even rewards offered but the

some really troubling findings about cte, the debilitating brain disease that's been linked to football players that experience blows to the head. the largest study has some wondering what more needs to be done to keep players safe even at the high school level. abc 7 news reporter chris nguyen has more from san jose. >> reporter: at cherry park and san jose, a football work out for kids of all ages. >> new equipment, new studies and technology for protecting our kids which is every parent's goal. >> reporter: there's some concern over safety. a new report found cte, a debilitating brain disease that can cause memory loss in nearly 90% of the brains donated by football players who experience concussions and troubling symptoms before they died. the findings are dramatic but not entirely surprising. >> i think it is very concerning

and it should be very concerning. hopefully help us talk more seriously about these injuries instead of just pushing them off to the side. >> reporter: coaches with the san jose head squad, a youth football organization welcome the study which looked at 202 players ranging from the pros to athletes at the high school level saying it's important to be educated. they've been adjusting their preparation approach to games and practices as more research comes out on concussions and cte. >> now we're able to teach the kids, when you're coming up to make a tackle, make sure your head up and you're making the play with your shoulder. >> reporter: this study is still a good start. >> i don't think fear is the answer. i don't think you should be afraid. if you are, hmaybe it's not tim for you to play. you can't go into a sport, little boys, being afraid. just be smart. >> reporter: the more informed parents are, the better.

she was a pillar in church and her community. house republicans are setting up a showdown on capital hill over net neutrality. lawmakers sent a letter to the ceo of several tech companies and internet service providers including facebook, google, netflix, comcast and at&t. they are being asked to testify as the fcc is in the process of preeling rules preventing internet providers from speetding up, lowing down or blocking content or websites. the hearing is scheduled for september 7th. president trump says apple ceo tim cook has committed to building three big plants in the united states. the president did not elaborate on where the plants would be or when they would be built. apple has declined to comment. the heads of two major bay area tech companies are at odds over artificial intelligence.
