officials in california are investigating after nine people were left stranded on a monorail. the train broke down at the gilroy gardens theme park outside san jose. six adults and three children were trapped above the park for about 90 minutes, but rescuers did manage to remove them all safely. the monorail will remain closed as they determine the cause. they believe it may have been a electrical issue. so what do you think of this police tactic. spanish police see a man brandishing a large knife. this happens at the border crossing there. before he could hurt anyone, watch the man in the center. that cop distracts him. and then boom. >> wow! >> that large, plastic barricade. hitting the suspect. >> it's effective. >> it is effective. he didn't get shot. he was shouting "god is great" in arabic, believed to be a moroccan citizen. there was only one minor injury there.

it worked. closer to home. cincinnati police are looking for whoever shot a driver on a downtown freeway ramp. it shattered the drive's side window before hitting the driver. the vehicle crashed into another. the driver was the only person injured. he is not expected to survive. police have not made any arrests and are not sure where the shooter was located. now to another scary incident on the roads. this one played out in houston right in front of a family on their way to dinner. >> the driver in front of them appeared to be completely out of control. and that's when the father took action. here's clayton sandell. >> on the wrong side of the road. >> reporter: alejandro fernandez knew something was wrong when this white mustang, already damaged in another crash nearly hits him. >> we decided to turn around, start following him. >> reporter: hernandez calls 911 but stays close, following the driver into this houston parking lot.

recusing himself. from the russian probe this past spring. he hasn't spoken to the president in days. in one of his sharpest attacks, the president stated that sessions has taken a weak stance on hillary clinton's crimes. the president is not saying whether he will fire sessions, but he is not ruling it out either. >> he should not have recused himself. almost immediately after he took office. and if he was going to recuse himself, he should have told me prior to taking office. and i would have quite simply picked somebody else. i'm very disappointed with the attorney general, but we will see what happens. time will tell. time will tell. >> there was a time when they seemed like bffs on the campaign trail. sessions was the first to endorse candidate trump. republicans in congress are coming to sessions' defense, including lindsey graham who called the president's tweet highly inappropriate.

police outside boston are investigating a deadly collision between a pickup truck and commuter train. a 78-year-old man was driving that truck. witnesses say he drove right through a railroad security gate which was down at the time of the crash. the man was pronounced dead on the scene. no one on the train was hurt. and federal investigators are still not sure why a woman stopped her suv on the train tracks in new york. causing a deadly accident there. a commuter train hit brody's train near five years ago. brody and five passengers were killed. investigators say the train engineer was not at fault and the warning system at the crossing was working properly. but brody's husband is suing the engineer and the railroad. >> it's the job of the signage to make sure that in all conditions you know where you are. >> after the collision, nearly 350 feet of electrified third rail pierced right through the train's front car, killing five people on board.

the pope's top financial adviser has made his first court appearance on sex charges in his native australia. he was surrounded by media as he arrived in melbourne. he's charged with sexually abusing multiple people years ago. he didn't say anything during today's brief court appearance, and pell hasn't entered a plea. he plans to plead not guilty at a future court date. and more than a dozen people are dead in monsoons in india. more than 24,000 villages have been evacuated. look at these scenes we're getting from overnight. there have been several building collapses, rescues. including one building collapse here in mumbai in the suburb. at least 17 are dead there alone. building collapses are common during monsoon season in asia. and france is asking its neighbors' help in fighting wildfires.

findings of the degenerative disease on football players. >> they're much higher than would be expected if we did all the nfl players, but they do say this disease is more common than we anticipated. it's common. >> reporter: first, a close look at the numbers. 99% of the brains of deceased nfl players, 110 of 111 men tested positive. all were suspected of having the brain damage. 91% of college players, and 21% high school. >> they went through the protocol and everything. good thing is i was fine. >> reporter: at malden catholic high school, kids who play this sport steeped in tradition are learning new tackling techniques. >> we practice a rugby style tackle which is safer and keeps the head out of the play. >> reporter: matched with new technology. >> we bought tackling rings so you're not tackling another player, a product called shadow man which has harnesses as well.

we're going to start off this hour with president trump surrounding himself with cheering supporters following a victory on health care. >> the president held a boisterous rally in youngstown, ohio where he ticked off his accomplishments and claimed that no other president had done anywhere near what he's done in his first six months in office. and after explosive tweets about his attorney general, he bragged about his ability to be presidential. >> sometimes they say, he doesn't act presidential. and i say, hey, look, great schools. smart guy. it's so easy to act presidential. but that's not going to get it done. with the exception of the late, great abraham lincoln, i can be more presidential than any

president that's ever held this office. that i can tell you. >> let that soak in for a second there. so the president there, with the humblebrag. he didn't voice his displeasure with the attorney general at the rally, but have no doubt it's still there. >> the president unleashed an unprecedented attack on sessions, one of his earliest supporters, but he still won't say if sessions' days are numbered. abc's jonathan karl has more. >> reporter: in the rose garden, he refused to say whether he would fire his attorney general. >> i'm very disappointed with the attorney general, but we'll see what happens. time will tell. time will tell. >> reporter: the president is seething from jeff sessions' recusing himself from the russia investigation. he was asked why he is letting the attorney general twist in the wind. >> he should not have recused himself. almost immediately after he took office. and if he was going to recuse

himself, he should have told me prior to taking office, and i would have quite simply picked somebody else. >> reporter: it's an incredible turn of events. >> we need to make america great again! >> reporter: sessions was the first senator to endorse candidate donald trump. arguably, the most important endorsement of his entire campaign. trump spoke glowingly of him even before the endorsement. >> we have a great politician here. we have a man here who really, he is the one person i sought his counsel. because he's been so spot-on. he's so highly respected. has anybody ever heard of senator jeff sessions? huh? >> reporter: sessions became the first person trump picked for his cabinet. in his confirmation hearing, he reassured senators he knew an attorney general had to be independent. >> he or she must be willing to tell the president or other top official if no, if he or they overreach.

he or she cannot be a mere rubber stamp. >> reporter: but in march, when sessions announced he was recusing himself from the russia probe, white house aides say the president exploded in anger. and in may, following the appointment of robert mueller, the president exploded at sessions again. the attorney general offered his resignation, but it was not accepted. now the president's anger is boiling over again. he's called session beleaguered. tweeting sessions has taken a very weak position on hillary clinton crimes. it's an odd attack for the president, shortly after the inauguration, he told david he hoped for an end to the clinton investigation. >> do you think america is done hearing about investigations into hillary clinton? >> i just don't know. i hope so. from my standpoint, we want to move on to the future. >> reporter: while the president tweeted about clinton, he made it clear he's still upset about the attorney general's decision to recuse himself from the russia probe. >> i think that's a bad thing

not for the president but for the presidency. >> reporter: some of the president's closest aides thought he was on the verge of firing sessions. one person who intervened was former speaker of the house newt gingrich, a long time adviser nd friend, was here at the white house, and he urged him not to fire sessions. jonathan karl, abc news, the white house. president trump's former campaign chairman will no longer be testifying in public today before the senate judiciary committee. paul manafort had been called by the committee to answer questions about a meeting with russians in trump tower last june. but instead, manafort and donald trump jr. have agreed to hand over documents and provide testimony in private at a later date. manafort met behind closed doors with staff from a different senate committee yesterday and jared kushner was interviewed about last year's election by house investigators. that was his second straight day of meetings on capitol hill.

and the house has overwhe overwhelmingly approved a package of bills bringing sanctions against russia. it's unclear if the senate will act on the measure before the august recess. trump officials originally said the president would sign the bill. but they've since backed away from that. the senate has voted down a plan to repeal and replace obamacare. just hours after john mccain made that triumphant return to capitol hill. following, of course, surgery for a brain tumor. they killed the comprehensive gop bill which was crafted in secrecy. but the fight is not over yet. republican leaders are facing a tougher task of passing individual amendments to accomplish the same goal and they may eventually be forced to work with democrats, which is what mccain urged them to do. after casting a critical vote in favor of starting debate. >> all we've managed to do is make more popular a policy that wasn't very popular when we started trying to get rid of it. i voted for the motion to

proceed to allow debate to continue and amendments be offered. i will not vote for this bill as it is today. it's a shell of a bill right now. we all know that. >> mccain speaking for about 15 minutes and was greeted by a standing ovation by members of both parties. he spoke railing against tribal politics that's stalling legislation and told fellow senators that they are not the president's subordinates. and breaking overnight. a man is under arrest in las vegas in an armed hostage situation. police say suspect william ethridge stole $19,000 from a vegas strip bank. he took a teller hostage and carjacked a married couple and all four drove off. the hostages escaped at a nearby motorcycle dealership. he was caught trying to buy a bike with the stolen cash. no one was hurt. apple will reportedly build three big manufacturing plants in the u.s.

this is according to president trump in an interview "the wall street journal." there was no comment from apple. the president didn't say where the plants would be located or when they would be built. he criticized apple during the campaign for making its iphones and other devices in china. and the lyft ride service is testing something called taco mode. on request, it will take customers to a taco bell takeout window. taco mode is an option on the lyft app complete with a menu. it's good between the hours of 9:00 p.m. and 2:00 a.m. and customers get a free taco and souvenirs. it is being tested the next two weekends in a los angeles suburb. >> 9:00 p.m., that's too early. >> that is a little early. but hey, the 2:00 a.m. >> yo, taco bell. >> yeah. coming up. i don't know spanish. >> yes, i want -- >> oh. >> you accidentally got it

the iberostar resort, they have no records of adulterated or seized alcohol there. authorities are trying to find the people behind the video of the group of men accused of dragging a shark behind a boat. the group appears to have been caught with the shark by its tail fin. the video was sent to a miami man who is a self-described shark hunter. he described the images disturbing. >> i've been doing this for 40 years and never seen anything close to that kind of disrespect to an animal. there's no sportsman-like conduct with these guys. they just want to kill something. they want to display it on their facebook. get more followers. it's a horrible act. >> the men also sent still pictures of the shark's remains.

nightmare. i predict they will have a lot of problems. >> the president taking a victory lap after the senate voted to narrowly voted to move forward with the health care reform effort. senator john mccain flew all the way from arizona just days after his cancer diagnosis. but he also gave his colleagues an earful. abc's mary bruce was there. >> reporter: senator john mccain touched down in washington just in time. less than a week after being diagnosed with brain cancer, mccain swooping in to cast a critical vote on health care. his wife cindy by his side, a scar visible above his left eye. on the senate floor, mccain was welcomed back with a massive standing ovation. his colleagues waiting. after seven years of promises and months of planning, it was down to the wire. with mccain, the republicans narrowly voted to begin debate on obamacare. mccain cast his vote and then he spoke his mind.

for 15 minutes, he railed against the dysfunction in washington. >> let's trust each other. let's return to regular order. we're getting nothing done, my friends. we're getting nothing done. >> reporter: it was classic john mccain, holding nothing back. >> stop listening to the bombastic loud mouths on the radio and television and internet. to hell them with them! >> reporter: vote to begin debate is an important step. >> and the motion is agreed to. >> reporter: but there's still a very long way to go before republicans agree on a plan to repeal and replace obamacare. mccain made it clear that what's on the table isn't good enough. >> i will not vote for this bill as it is today. it's a shell of a bill right now. we all know that. >> reporter: he's urging members to change their ways, for the

parties to come up for a solution together. do you plan to heed his advice? >> some members are more partisan than others. there are a lot of things we have done and will continue to do on a bipartisan basis. regretfully, the issue of health care has not fallen into that category on either side. >> reporter: now the real work begins. republicans have agreed to debate, but that's where the agreement ends. they are still struggling to come up with a health care bill they can agree on. and what that solution looks like still remains unclear. mary bruce, abc news, capitol hill. >> the next 72 hours will be crucial. attorney jeff sessions is not stepping down. despite a barrage of attacks from president trump. he has not spoken to the president in several days but has no plans to resign. the president says he is very disappointed in sessions for recusing himself from the russia investigation and that sessions

had taken a weak position on hillary clinton crime and leakers. but the president is refusing to say if he plans to fire sessions. we're getting more reaction this morning following the president's speech on monday to the boy scouts jamboree. the organization is trying to distance itself from comments which many on social media say were too political, something presidents in the past have avoided when speaking to scouts. >> who the hell wants to speak about politics when i'm in front of the boy scouts? just a question, did president obama ever come to a jamboree? the answer is no. and, but we'll be back. >> former president obama did address the scouts by video in 2010. in his speech, president trump also joked about firing members of his cabinet, including tom price and said hillary clinton didn't work hard enough during the election. the boy scouts released a statement. here it is.

the boy scouts of america is wholly non-partisan and does not promote any one position, product, service or philosophy. it is a long-standing tradition and is in no way an endorsement of any political party or policies. a georgia couple plans to sue a day camp after their 5-year-old son drowned due to what they say was insane negligence. police say general ben died during an outing at a waterfall. he was later found a short distance away. >> my wife called me, said your boy's face down. >> they robbed us of his life. of his potential. >> camp cricket outside of atlanta was operating without a license and officials have shut it down. the boy wasn't wearing a life jacket, despite not knowing how to swim. and the family plans to sue,

quote every single person responsible for his death. and this shows an infant left behind by his father at a strip mall. it happened in northern california. police arrested the child's father after he was involved in a hit-and-run incident. he faces child endangerment and other charges. favorable weather conditions helped firefighters make some progress on the lodgepole fire. in eastern montana. it is now more than one-third contained. the preacher wildfire near reno, nevada has consumed nearly 5,000 acres. take a look at this video here. the mountainous terrain isn't the only problem facing firefighters. there are many mine shafts and washed out roads in that area. and many roads became raging rivers. even the signs put out to warn drivers were no match for the flash flooding.

and when the water was gone, it had left such a mess behind that many roads remained impassable. police in virginia say the identity of a former dallas cowboy's receiver was falsely used. lucky whitehead's agent says he wasn't in virginia at the time of the incident. police say the man who was arrested gave whitehead's name, date of birth and social security number. >> wow. >> they are now seeking that man's real identity. the cowboys are standing by their decision. let's move on to baseball and a valiant effort by one dad to try to catch a foul ball. it happened at the texas rangers game. >> dad dropped his drink while reaching for the ball, but he still cannot make the catch. you can see the ball bounce away.

officials in california are investigating after nine people were left stranded on a monorail. the train broke down at the gilroy gardens in san jose. they were trapped above the park for about 90 minutes, but rescuers did manage to remove them all safely. the monorail will remain closed as they determine the cause. they believe it may have been a electrical issue. what do you think of this police tactic? watch the man in the center. you see that cop distracts him. and then boom. >> wow! >> that large, plastic barricade. hitting the suspect. >> it's effective. >> it is effective. he didn't get shot. he was shouting "god is great" in arabic, believed to be a moroccan citizen. it worked.

cincinnati police are looking for whoever shot a driver on a downtown freeway ramp. it shattered the driver's side window before hitting the drive. the vehicle crashed into another. the driver was the only person injured. he is not expected to survive. police have not made any arrests and are not sure where the shooter was located. this played out in houston, right in front of a family on their way to dinner. >> the driver in front of them appeared to be completely out of control. and that's when the father took action. here's clayton sandell. >> on the wrong side of the road. >> reporter: alejandro fernandez knew something was wrong when this white mustang, already damaged in another crash nearly hits him. >> we decided to turn around, start following him. >> reporter: fernandez calls 911 but stays close, following the driver into this houston parking

lot. the must standing driver backs into a truck. he's trapped. that's when fernandez moves in to take the driver out. police don't recommend this sort of thing, but for fernandez -- >> one of my best friends died because of a drunk driver and i was thinking of this. >> reporter: according to court documents, this is the third time for this person to be driving under the influence and this is a felony. clayton sandell, abc news, denver. >> he may have saved someone's life. >> he absolutely probably did. he said, as you heard him say, it was because one of his best friends died in a drunk driving incident he decided to take action and followed him. police don't recommend this sort of thing. it worked out there. who knew that you can still make citizens arrests. >> houston police did say that that breathalyzer did prove the
