capitol hill. >> reporter: as protesters brought the heat outside -- senate republicans' efforts to repeal and replace the affordable care act boiled over. they're vote failing 49-51. senator john mccain joining two other senate republicans voting against the so-called skinny repeal bill. senate majority leader mitch mcconnell not hiding his dejection. >> yes, this is a disappointment. a disappointment, indeed. >> reporter: skinny repeal would have left 16 million people uninsured over the next decade and could have raised premiums by 20%. even before the bill came to the floor, some republicans argued this bill should not become law. >> the skinny bill as policy is a disaster. the skinny bill as a replacement for obamacare is a fraud. >> reporter: senate democratic

leader chuck schumer said it was time for the senate to turn the page and work together. >> i would say to my dear friend, the majority leader, we're not celebrating. we are relieved. >> reporter: ally rogan, abc news, the capitol. >> our thanks to ally who staid up all night to work on that story. it was susan collins of maine and lisa murkowski of alaska who voted against it. the other two republicans i should say. president trump will have on his desk new sanctions against russia. sources say the president is likely to sign that bill which received final approval from the senate yesterday. the officials waffled whether it would be signed into law. the bill also includes limits on the president's ability to ease or lift the sanctions. jeff sessions is speaking out for the first time since president trump launched a series of blistering attacks against him. >> sessions is standing by his decision to recuse himself from the russian probe.

a move that angered the president. but his loyalty appears unshaken as he continues to praise his boss. >> well, it's kind of hurtful. but the president of the united states is a strong leader. he is determined to move this country in the direction he believes it needs to go to make us great again. and he is -- has had a lot of criticisms. and he's steadfastly determined to get his job done. and he wants all of us to do our jobs. that's what i intend to do. i talked to experts in the department of justice, people who have trained in that. i'm confident i made the right decision, a decision that's consistent for the rule of law. and attorney general who doesn't follow the law is not very effective in leading the department of justice. i serve at the pleasure of the president. if he wants to make a change, he can certainly do so. and i would be glad to yield in that circumstance. i believe that i understand his mission. i understand his goals. that's why i supported him for

president. >> the attorney general there. in the meantime, the oval office is looking more like an mma octagon. a war is raging inside the white house with some of the president's closest aides facing off. the communications director, anthony scaramucci, fired off an attack filled with expletives against the chief of staff, reince priebus, implying he leaked information to the media. he told "the new yorker" that priebus is a paranoid schizophrenic. a suburban indianapolis police lieutenant is dead after responding to a car crash. lieutenant allen was shot several times as he approached an overturned vehicle. a witness says the shooter was upside down in the car. the two people inside that car were taken to the hospital. allen was officer of the year in 2015. and president trump

yesterday presented the medal of valor to five first responders in connection with the congressional baseball shooting. those honored included the two u.s. capitol police officers who were injured in the shooting. the president said the five officers, three men and two women were, quote, real heroes, whose courageous action under fire saved so many lives. a massive power outage has hit the outer banks at the height of the summer tourist season. as many as 10,000 people has been ordered to leave the island by noon today. the power outage was caused by a construction mishap. people have been posting photos to social media how they are coping in interesting ways, i would say. there with the neons. good move. >> i like the creativity. there's a big change in the tech world, by the way. for more than two decades, intel has been the leading microchipmaker in the world. now, samsung is the king of the semiconductor world. intel had $14.4 billion in

one of the injured was a rescuer who was burned by fuel. the two injured passengers were trapped inside the plane. the third managed to get out. turning our focus overseas and to the last isis stronghold in syria. u.s.-backed forces are battling to retake the city of raqqah. >> the u.n. says more than 200,000 civilians have fled their homes around raqqah just since april. we go into the heart of that war-ravaged city with ian pannell. >> reporter: the city of raqqah has known little but war for four years. it shows the scars of the battles fought here. first came the brutal dictatorship of the assad regime. then, isis. since this war began, millions of syrians have fled, into neighboring countries and further to europe. creating one of the biggest humanitarian crises of this century.

and the exodus continues. this is a camp outside raqqah where families come for aid, homeless, hungry and afraid. >> reporter: just take a look at these people here. all of them have lost their homes. this is what they're left with. after days on the road, they have this to eat. tomatoes, chilies, a little bit of falafel. all of them, have a single bag of possessions. they don't know what the future holds. all of them, are angry, at years of occupation and oppression. what's your message to everyone fighting in this country? to the syrian regime? to isis? to the americans and the coalition? what do you want them to do?

>> reporter: the u.s.-led air campaign uses drones and warplanes to target isis. but the militants often hide among civilians. human rights groups say ongoing air strikes in iraq and syria have taken the lives of thousands of innocents. this is what liberation from the hell of isis looks like for some. desperate to shed any reminder of their oppression. for men, that means cutting beards they had to grow long. for women, it's burning clothes they were forced to wear. but not everyone in this camp is now free. inside the camp, there's a separate section for isis brides. as we approach, we see a convoy of intelligence agents to question them. these are the women who came to

syria to marry the militants. you were born where? nadia was born in germany and traveled to syria to marry a man she met on facebook. she was an isis fighter. her family drove her away, after forcing her into an arrange marriage. she was looking for a way out. >> reporter: she claims she didn't know what isis was or how brutal it could be. like many isis brides, her future and her children's future is now in limbo. their babies have no passports, no country. this war has so many victims. people like christian, and fighters are driven to be on the front lines in what they see as a virtuous struggle. and the stakes are too great now to quit. what happens when the war against isis is over? do you see a time of peace? >> translator: yes, i believe there will be peace soon.

>> reporter: she was willing to sacrifice everything for that peace. and in the end, she did. just hours, after we left her on the streets of raqqah, she was killed with nine of her comrades. another day, another funeral, grief upon grief. but this time, it's her face on the coffin. sometimes bravery alone isn't enough. she died fighting isis for her homeland and for america. for "nightline," ian pannell, in raqqah, syria. >> a powerful report from ian. hopefully light at the end of the tunnel. the u.s.-supported syrian fighters have taken control of half of the city. >> american snipers on the frontline says it's not about revenge. but it's about justice. >> we'll be right back.

>> this is after communications director anthony scaramucci threatened to fire his entire team and blaming chief of staff reince priebus. scaramucci responded on twitter last night saying he sometimes uses colorful language. and he seemed to shift the blame to the reporter who interviewed him. abc's jonathan karl has more. >> reporter: the death stare. the portrait of a white house staff at war with itself. chief of staff reince priebus facing off against new communications director schiavocampo in the oval office. their relationship fraught from the start. priebus opposed scaramucci's appointment. on day one, scaramucci called him a dear and personal friend. >> we're a little like brothers where we rough each other up every once in a while. >> reporter: but that brotherly love took a dark turn. >> some brothers are like cain and abel. other brothers can fight and get along. i don't know if this is reparable or not. that will be up to the president.

>> reporter: now, scaramucci calls priebus quote, a bleeping paranoid schizophrenic. and threatens to fire the entire communications staff over leaks. they will all be fired by me. i fired one the other day. i have three or four i'll fire tomorrow. scaramucci seemed to suggest that priebus was doing the leaking. in light of the leak of my financial disclosure info, which is a felony, i will be contacting the fbi and the justice department. and he tagged priebus' twitter handle. he deleted the tweet. insisting he wasn't blaming the chief of staff. when two reporters disputed that, scaramucci issued a challenge on live television. >> they're making the assumption that it's him because journalists know who the leakers are. if reince wants to explain he is not a leaker, let him do that. >> reporter: the press secretary said the president likes to see his top aides spar with each other. >> the president enjoys healthy

competition and conversation. he sees that as such. >> reporter: priebus has been silent. nobody in the white house defending him. he's the second top official left twisting in the wind by the president. the other one, attorney general jeff sessions, who broke his silence on the president's attacks. >> you've seen the president's criticism of you, is it fair? >> it's kind of hurtful. but the president of the united states is a strong leader. he wants all of us to do our jobs. that's what i intend to do. >> reporter: they are already talking about who would replace priebus. and i can tell you some of the names near the top of that list, two are generals. general john kelley, now, the homeland security secretary. general keith kellogg, the chief of staff to the security council. also, mick mulvaneny. and i'm told that kellyanne conway is under consideration for chief of staff. jonathan karl, abc news, the white house.

from the white house to breaking news from capitol hill. the senate has voted down the so-called skinny repeal of obamacare. >> it made for high drama on the senate floor into the early morning hours of today. the bill would have rolled back the mandate that all americans have insurance. but that could leave 16 million americans uninsured over the next decade. it could raise some premiums by up to 20%. >> three republican senators, including john mccain, voted against the bill. in a statement, mccain says he believes that obamacare should be repealed and replaced, but urges the bill back to committee. >> the president tweeting his disappointment early this morning. the president said, 3 republicans and 48 democrats, let the american people down. more today. the pentagon says there's no ban on transgender people in the military for now, despite the president's announcement on twitter. a chairman of the joint chiefs says the white house needs to send the defense department any new rules. the top general and other

but the justice department under attorney general jeff sessions filed court papers saying the law does not apply to gays. venezuela, a nation under turmoil, two days before a vote that starts the process of rewriting its constitution. the security forces faced and fires on protesters in the streets of the capital caracas. look at the scene. some protesters feel it would create an authoratarian state. socialists president nicholas madura, says the vote is a choice between venezuela being a free country or a colony of the united states. and he has a blunt message for the president. >> mr. trump, go home. >> if you can't understand him, he said, mr. trump, go home. the political violence in venezuela has taken more than 100 lives since april. protests will be planned for this weekend.

it will be a critical weekend in venezuela. over to malaysia, where the two women accused of killing the half-brother of north korea's leader were in court. they were seen on video smearing his face with a nerve agent. they said they were tricked into thinking it was for a tv show. a judge set a trial date for this october. both face the death penalty if convicted. here, many areas will be cleaning up from flash flooding this morning. cars were swept out of a bowling alley parking lot in alabama. but the bowling alley had little damage because of flood doors. dozens of people had to be rescued from homes and businesses. it will take days to clean this all up. and the storm systems have moved east with the heavy rains in the mid-atlantic region in the cross-hairs. there will be rain and wind into north carolina and delaware. a flash flood watch into washington, d.c., baltimore, and philadelphia. the jersey shore and cape cod may be into rough weather later today. a controversial study that

seems to indicate that e-cigarettes do help people quit smoking. there hasn't been a consensus before on the issues of vaping. the drop in smoking rates in the u.s. is attributed to high taxes and the anti-smoking ads. this new study finds about two-thirds of e-cigs users, try to quit smoking, compared to 40% of nonusers. the study was funded by the national institutes of health. and a hospital in connecticut conducted what may be the largest kidney exchange ever. it involved 18 patients and 9 kidneys. transplanted over a 2-month period in an exchange system. the relative that isn't compatible with a kidney pays it forward with a match with someone else. that increases the odds that a match can be found. interesting. nfl training camps are getting started. the new york giants reported to their preseason camp yesterday. >> giants head coach, ben macadoo, had special words for his players.

who voted against the skinny repeal. the others were lisa murkowski of alaska and susan collins of maine. the protesters made their voices known at the capitol before the vote was made. they got their way and obamacare remains the law of the land, at least for this morning. the bill failed despite late night cheerleading from the white house. >> trump tweeted his support late last night. saying go, republican senators, go. get there after waiting for seven years. give america great health care. that bill would have rolled back the mandate that all americans have insurance. the congressional budget office estimated it could have left 16 million more americans uninsured over the next decade and raised premiums up to 20%. supporters argued it would give people freedom of choice and make some health care plans more affordable. this has been a tough battle for the republicans because the opposition mainly is divided in

two completely separate camps. some that think all of these attempts to repeal cut too much. and others think it doesn't cut enough. >> it was fascinating to watch, to the point that c-span was trending on twitter. when was the last time you heard of that happening? and it was high drama. you had the vice president, who was there, coming in, around midnight, and he's only there when he has to cast a tie vote. >> right. this went down to the wire. >> to the wire. and one of the first indications it wasn't going to go, the republicans' way was when we noticed in that scene right there, the vice president was no longer presiding over the senate. and sitting in the chair. they knew they didn't have the votes at that point. >> all right. we'll continue to watch closely and see what the game plan is next for this effort. moving on to the house, now. that chamber has approved a downpayment for president trump's border wall. the $1.6 billion for the wall is

part of a much larger $788 billion budget for the pentagon. the entire bill is expected to face fierce opposition from democrats when it's considered in the fall. a bitter feud between president's top aides has spilled into public view. new white house communications director anthony scaramucci unloaded on the chief of staff, suggesting that reince priebus leaked information to the press. and he threatened to fire the entire communications staff over leaks. scaramucci slammed senior counselor steve bannon as being out for himself. and called priebus a paranoid schizophrenic. he recently said that he and priebus were like brothers. now, he has a different take. on that brotherly relationship. >> some brothers are like cain and abel. others can get along. i don't know if this is repairable or not. that's up to the president. >> you remember how cain and abel ended. the white house press secretary

says the president enjoys healthy competition between his aides. but she refused to say if he has confidence in priebus. scaramucci's interview was on the record. but he tweeted, i made a mistake in trusting a reporter, it won't happen again. the words of the communications director of the white house. jeff sessions has broken his silence following a barrage of attacks from president trump. sessions tells fox news that the president's criticism is kind of hurtful. but he praised the president as a strong leader. sessions traveled to el salvador as part of his effort to wipe out a violent gang. he intends to continue doing his job. lindsey graham warned if sessions is fired, there will be, quote, holy hell to pay. israeli troops at a holy site in jerusalem. more violence as palestinians
