deja vu for folks in walnut creek. hours after pg&e worked to open up a popular street, it gets shut down again. thanks for joining us. i'm jessica castro. kristen is off today. right now crews in walnut creek are fixing power lines for a second day in a row after two separate crashes. this is all happening on pleasant hill road between camino verde and houston. abc 7 news reporter amy hollyfield is live in walnut creek to explain the series of mishaps. aim? >> reporter: hi, jessica.

crews timely got their work done and made repairs by 5:30 this morning, but they made a key mistake so their work was torn down again, and look at this mess that we're now dealing with out here. one eastbound lane of pleasant hill road is closed. westbound traffic can't turn into this shopping center. police say the phone and cable lines were installed too low, so when a delivery truck pulled in this morning around 7:30 it hit the lines and brought them down again. this road closure happened so close to the other one, some drivers figured it was the same issue, not knowing that they had made the repairs from yesterday's crash. drivers tell us they were bummed to have to deal with detours here again today. >> this is a man through for a lot of people going around the hill instead of the freeway so it makes a big difference backing up traffic, yes. so if it's a close and session, it would be worse. school hasn't started yet which makes a difference for a lot parents. >> a look at the scene from

yesterday's crash when a car ran into a power pole. that brought down live wires and homes and businesses lost power. today's lines are phone and cable so the power is still on in the area. police aren't sure when all of this will be cleared up and completed, but everyone is hoping that this time the lines are installed and hung high enough so nothing will crash into them. reporting live in walnut creek, amy hollifold, abc 7 news. >> amy, thank you. right now we're tracking breaking international news out of london where baby charlie gard has passed away just days before his 1st birthday. a family spokesman made the announcement had a short time ago. his parents fought a lengthy legal battle to take their son to the u.s. for treatment. charlie was diagnosed with a rare disease. the hospital argued the baby should have been allowed to die with dignity. a judge ruled yesterday that charlie should be transferred to hospice and taken off life support after his parents and

hospital failed to agree on an end-of-life plan. a pentagon spokesperson has confirmed north korea has launched a ballistic missile. the launch was first reported this morning by japan. primes shinzo abe told reporters an item believed to be a missile may have landed in the sea off japan. abe has called a meeting of the national security council. a u.s. navy captain confirms a launch has been detect. he says the pentagon is assessing the situation and will have more information soon. and the abc 7 news app sent out a push alert this morning shortly after the missile launch. be the first to know when breaking news happens. download the abc 7 news app and be sure to enable the push alerts. now to developing news out of washington. a massive blow to the republican plan to repeal the affordable care act. this latest defeat comes as president trump arrives in new york this morning to continue his tough talk on immigration and gang violence. this is new video from air force one only moments ago. abc 7 news reporter janine

norman has more on the president's response and what went wrong with this latest health care bill. >> reporter: jessica, for seven years republicans promised they would undo president barack obama's signature health care law and for months planned how they would do it but in the end they couldn't garner enough votes for a win. a devastating and embarrassing defeat for republicans. >> the amendment is not agreed to. >> reporter: after seven years of promises, unable to make good on their vow to repeal and replace the affordable care act. >> this is, you know, clearly a disappointing moment. >> obviously we still -- we still came up shot, and i'm very disappointed. >> reporter: republicans' last-ditch effort to rewrite obamacare dead on the senate floor, 49-51 following just one vote short. >> the clerk will call the roll. >> reporter: vote began at 1:24 a.m. and moments later. >> mr. mccain. >> reporter: senator john mccain casting the decisive vote with a thumbs down landing the final

blow. in the senate chambers you could hear the shock. first gasps and then applause. the so-called skinny repeal bill would have eliminated only some parts of obamacare like the manda mandate that all americans have insurance but that could have left 16 million more americans uninsured over the next decade and cause premiums to spike by 20%. >> we are relieved that millions and millions of people who would have been so drastically hurt by the three proposals put forward will at least retain their health care. >> reporter: president trump responded with a tweet calling to let obamacare implode and then make a deal, but democrats and senate majority leader mitch mcconnell say it's time to move on. in washington, abcn, a santa clara county man is charged with breaking into a home and stealing a backpack.

several times were inside their home when they heard noises coming from the kitchen and found this man rummaging from their stuff. that's when wood took off with a backpack. luckily nearby homes had surveillance cameras and police were able to send out an alert and deputies later arrested him near warren beach. officers say this is a reminder of how valuable home surveillance can be when helping to catch criminals. happening now, the search is on for a missing south by a man last seen in his more on madden avenue in east san jose around 10:00 yesterday morning. the 76-year-old has been diagnosed with dementia. mora is 5'4" and weighs about 140 pounds. he was last seen wearing a black baseball cap with an l.a. logo on the front. a man is in custody after a standoff with police in san jose. he also reportedly set a building on fire. it happened around 11:30 last night in welch park.

look at this. police found the man on the roof and smoke could be seen rights up from the building. the suspect demanded to speak with his kids before turning himself in, but he did surrender peacefully. no one was hurt. also in san jose, police are investigating what caused a driver to smash into a tree this morning. the crash happened just before 2:00 a.m. on burnal rod and highway 101. took crews 30 minutes to pull the driver out. he was taken to the hospital. no word yet on his condition. that cell phone in your hand, it's now safer than it's been in years. smartphone robberies have dropped 50% since 2013 in san francisco, according to district attorney george gascon. he credits the smartphone theft prevention act for the decline. the law was signed three years ago and went into effect in 2015. it requires all smartphones sold in california to be equipped with kill switch technology which can render stolen devices useless. the d.a. says robberies dropped an additional 22% from 2015 to

2016, soon after the law was implemented. air bean baah has just responded to a lawsuit filed by a new mexico woman who claims one of the services hosts sexually assaulted her. the woman filed a suit in san francisco superior court yesterday and she claims the host assaulted her in los angeles last year. her lawsuit accuses airbnb of creating, quote, a false sense of security for their rente and nailing to conduct background checks. the abhorrent behavior described has no place in our community and we will not tolerate it. happening today, the first model tesla 3s will be delivered to their new owners. elon musk posted this video on instagram showing cruise setting up for tonight's model 3 handover event at the fremont tesla plant. abc 7 news saw a car carrier full of brand new model threes leaving the fremont plan two

happening now. just about lunchtime. you're probably looking in your fridge wondering what to eat. how do garlic steak tacos with a side of garlic fries sound? maybe some garlic gelatto for dessert? abc 7 news reporter matt keller has the most difficult assignment at the gilroy garlic festival that just got started. hi, matt. how is it going? >> reporter: i don't have to think about what i'm going to eat, jessica. all garlic all day long. this is where they are prepping here in gourmet alley. they have, look at that, those bowls full of garlic bread, but the stars, of course, are the skillets. the big skillets.

the flames shoot up, and that's what the people came to see. people here are bringing their hats, their sunscreen. going to be a hot weekend but, of course, they also have to bring their appetites. the gilroy garlic festival is a family affair for steve janusz and his daughter ashley schaffner. they are calamari scampi chefs, or steve puts it -- >> the head pyro crazy. >> steve has been doing this for 37 of the 39 years the garlic festival has been in existent and he's earned the right to wear custom flame pants and a t-shirt that says hot legs. >> it's epic. part of the fun. got to get into it. >> bigger, better, bolder! 100,000 visitors are expected over the weekend. they will be able to say they have been there, done that and got the t-shirt. >> this is the new line. >> let's be honest. the big attraction is the food. the gourmet alley garlic fries. french fries, calamari, shrimp,

it's the last weekend of july. we have a slight break in that sidsling heat inland and this is why. here's the live doppler 7. low clouds and fog are banked up along the coast and there's a system to the north that will allow the temperatures to just i think stop in the mid-90s today inland. i know that's hot, but yesterday it was 99, concord and livermore. right now looking at mt. tam where you can see the fog and it's comfortable out there. 56, chilly in half moon bay. san francisco in the upper 50s. in the low 70s in san jose and 68 in mountianview with oakland checking in at 63. east bay, nice and sunny here. it's going to be a beautiful day. low 70s in santa rosa and right now in novato as well as the delta southwest at 18. when the southwest wind ramps up a little bit you're getting just enough delta cooling that i think some of the 80s will be a little bit slower to climb today. yesterday we had a northerly gradient that swept the fog out quickly and it brought the numbers soaring. here's a look at sutro.

attempts are slightly cooler today into saturday. the heat builds sunday into next week which begins the new month, and we'll look for still mild to warm weather along the coast and bay, and once again it looks like the coast is escaping from any big heat wave so the hour-by-hour forecast shows the low clouds and nothing cozying up to the san mateo cost and then tomorrow it's back along the north coast and pushing inland a bit. a couple of days where we'll enjoy temperate weather though you'll notice we're still above average in concord. we'll be looking at the mid-90s, maybe three or four degrees cooler today than yesterday. elsewhere in san jose, a little bit above average. july has been a warm month in general, and we'll continue to look for the heat to build in gilroy, but the hottest day looks to be sunday. the garlic festival today, low 90s and tomorrow about the same and sunday looks to be the warmest. other activities tomorrow night. the athletics looking at -- tonight, 67 degrees and by 10:00 it will still be on clear side
