knocks the drink over, and he's out the door with it. i got to start over, get new software, have to get a new computer. and i think starbucks owes me that. >> you think you're safe inside, right? on july 18th, two customers got their laptops stolen inside this starbucks. they say they're working with local authorities on both investigations. adding the safety of customers and employees is their top priority. two more bay area men facing uncertain future this morning. the undocumented immigrants were arrested by immigration agents thursday in hayward. they're being held for deportation. the men both have american-born children and have lived in the u.s. for more than a decade. two other undocumented men were picked up in may. our media partner, the marin ij, reports one of the men's attorneys blames the policies of the trump administration. >> developing news out of woug where the white house is pushing lawmakers to resume efforts to repeal and replace obamacare, and now president trump is

indicating he's ready to cut off payments to insurance companies starting tomorrow. certain parts of the health care system would likely collapse if the payments stop, and that would force congress to act. house minority leader nancy pelosi believes president trump is taking the wrong approach. >> when the president went into office, there really was an opportunity to say you have -- you don't like this, how would you do this? but instead, they said, well, we're repealing the whole thing, 22 million people off. costs will go up, benefits will go down. that's not a way to go down a path. >> pelosi said she's willing with work with republicans on some issues including cost sharing reduction payments will continue. >> california senator dianne feinstein siz the president phases major opposition to the idea he might fire jeff sessions and special counsel robb robert mueller. she responded to the reports that mr. trump might remove the

general from homeland security. unlike mr. sessions who has recused himself, a new attorney general could fire special counsel robert mueller who is spearheading the fbi russia investigation. >> i think there has been sufficient opposition for the president not to do so. unless, of course, what he really intends is to end up firing mueller. which could well be the beginning of the end of his presidency. >> senator feinstein also addressed north korea's development of intercontinental ballistic missiles. she said it's a clear and present danger to the u.s. and points out the danger of isolated a country. >> a couple in concord used their camera to fight crime. when a man pointed a gun at them, they poibed their camera and took pictures. police say the couple was headed to the store on saturday when clinton kimburke drove by and

aimed his weapon at them. investigators arrested him thanks to their photos. officers say while this worked in this case, they do not suggest putting yourself in harm's way just to snap a picture. well, heads-up for commuters. big changes coming for people who use the alameda harbor bay ferry terminal. >> these are parking changes. when this waw first announced, commuters were pretty angry. tiffany wilson is live at the terminal. good morning, tiffany. >> reporter: good morning. yes, commuters were upset, and for good reason. they're used to parking here for free, but big changes are coming tomorrow. that's because commuters here have been parking on residential streets, but starting tomorrow, they will need a permit to do so. there's about 250 spaces available at the terminal parking lot, but that is not enough to meet demand. on weekdays, about 100 cars park on nearby streets. local neighborhoods, they were upset and frustrated so they approved a new program that requires cars and drivers to get

a permit to park for longer than four hours. so that means somebody who is taking the ferry to go into work and then coming home more than four hours later, well, they could return to find a ticket tacked to their windshield. ferry officials want to emphasize that there are four other ways to get to the ferry. you can take a free bus, the ac transit line 21. you can bike, walk, or you can get dropped off. but again, you can expect the drivers are going to be frustrated when they realize this all goes into effect tomorrow, and they do need to find other ways so they don't get that ticket. live in alameda, tiffany wilson, abc7 news. >> thank you. developing news now. the north bay's smart commuter train is on track for a critical extension before the system even opens to the public. >> the chronicle reports it will open a link from downtown san rafael to the larkspur ferry terminal. smart has been letting the

public ride test trains between santa rosa and san rafael. system hopes to finally open once it receives final approval from regulators. >> relief for residents torwanted by airport noise for years, especially along the peninsula. the faa is considering several ways to reduce noise by planes flying into sfo. the chronicle obtained a copy of the report and outlined several possible solutions including a new flight path for incoming planes. the route would enable aircraft to descend in a quieter air power setting. also option include keeping arrivals and departures away from noise sensitive areas overnight. it's also evaluating other ideas from the public. >> facebook has shut down an artificial intelligence program after two botts began communicating with one another in a language they created and humans couldn't understand. this according to online reports. the bots developed code words to make things more efficient.

disguising a bomb as a small kitchen aplienls. >> 5:14 now. senior officials in washington say the u.s. could announce new sanctions against venezuela as early as today in response to an election held by nicolas maduro yesterday. voters there are deciding on a new assembly. it could rewrite the constitution. the election was internationally condemned and critics believe it will give maduro unlimited powers and president trump agreed saying it erodes any last sign of democracy in that country. venezuela exported more than $10 billion in oil to the u.s. last year and sanctions would likely hit that country very hard. developing news now. a manhunt under way to find the gunman who shot an american tourist in turks and caicos. this is the second in as many months. when michael jones and his family returned to their beachfront rental, two machked men forced their way in, overpowering the security guard on duty. jones, a prominent washington, d.c. attorney and georgetown law professor reportedly confronted one of the intruders who then

already. want to take you to the north bay. we have quite the change in information. initially, we had a crash reported, southbound 101. it's actually on the northbound side of the road. that's countercommute. it's blocking the three right lanes, though. sounds like a vehicle lost control and hit the guardrail. not much of a backup, but i'll keep my eye on that. bay bridge toll plaza starting to fill in. we should have the metering lights on some time in the next ten minutes or so. and a quick check of drive times. westbound 5 yathd, 47 minutes in the yellow. westbound 4, in the green at 14, and southbound 101, in the green at 17. >> thank you. at least nine people were hurt after a van slammed into a crowd of people dining at a restaurant in l.a. one person critically injured in yesterday's incident in midcity. in all, eight people were taken to the hospital. according to police, the van had been involved in an accident with another vehicle nearby when one blew a red light. the impact of the crash sent the vehicle careening into the crowd.

witnesses say the driver tried to run away but got caught. he faces felony hit-and-run charges. terrorism is not suspected. tesla's model 3 came out over the weekend, but what's also coming out are the steep prices for extra features. for example, if you want your model 3 and anything other than just basic black, like red, be prepared to fork over $1,000 extra dollars. 19-inch wheels will set you back $1500. an enhanced auto pilot which allows the car to keep pace with traffic and self-park is an extra $5,000. the model 3 starts at $35,000, about a third of the cost of tesla's previous cars. >> a fresno woman survives a risky pregnancy thanks to generous blood donors in san francisco. miracle baby nora born happy and healthy. it was touch and go. her mom had a condition that caused massive blood loss before and during an emergency c-section in june. she was 32 weeks pregnant when she was flown to san francisco

great. and northbound 280, also in the green at nine minutes. just got good news on the rollover crash in benicia. i'll update you up next. a popular breakfast spot in the south bay is not going to be open this morning after a turn into an unintentional drive-thru. >> a driver went right through the front of the los gatos cafe. >> what a mess. you can see the debris behind me. on the swak, you can see what the vehicle hit. the newspaper stand knocked to its side. a fire hidrnd now missing with pieces on the ground, and over here, this is the door to welcome people into the cafe, now lying on its side on the sidewalk, and out front, a piece of plywood where the door used to be, and another sign, a makeshift sign that says somebody mistook us for a 24-hour drive-thru restaurant. we apologize for any inconvenience. check out the video of the

vehicle behind all this damage. the red suv crashed into the los gatos cafe early sunday morning. driver taken to the hospital. she was stable. firefighters were on the scene checking out the structure. the entrance is severely damaged. the restaurant is usually open from 6:00 a.m. to 3:00 p.m. and is known for its big breakfasts. the speed limit is only 15 miles per hour on this stretch of north santa cruz avenue. no word on if speed, alcohol, or distracted driving playing a role in the crash, and here on the sign, we apologize for our convenience. our los gatos boulevard location is open for business. gives the address there. 15662 los gatos boulevard, tat opens at 6:00 this morning. >> thank you, matt. >> have you seen this train? it's brought joy to thousands of bay area kids over the years. >> who would steal this? the owners just heartbroken.

the train was supposed to be a main attraction at the summer carnival yesterday. the owner says the trailer was in its usual spot in the company parking lot on saturday night in pleasant hill. when he got to work yesterday morning, it was just gone. >> why would you take a train that brings pleasure to thousands of kids? what's in it for you? you can't really sell it. it's kind of sticks out if you try to drive it anywhere. only goes 10 miles per hour. >> police have not been able to track down any witnesses or surveillance video. the owners are sharing pictures and information on social media. they're hoping to get this train back to where it belongs. >> police in the north bay are looking for the thieves who stole thousands of dollars worth of jewelry from a costco store. these photos show the smashed display cases that happened yesterday around 10:00 in the morning. that's when three thieves burst in, took the merchandise and got away in a black chevy with temporary license plates. the jaerl valued at about $50,000. novato police are now

investigating to see if this case is connected to other recent robberies at bay area costco stores. >> today, president trump hoping to hit the reset button with the start of his new chief of staff. homeland security secretary john kelly is going to take over the white house. kelly will replace reince priebus, hoping to bring order after a tumultuous six months in office for president trump. the president said kelly has done an incredible job so far in the department of homeland security. >> think he brought kelly in for the same reason he brings in successful businessman and he brings in other generals. he likes people who have accomplished things, who have been successful in other realms. >> meanwhile, president trump is expected to green light new sanctions against russia this week. the sanctions have already sparked retaliation by president vladimir putin who kicked hundreds of u.s. diplomats out of his country. bay area residents appear to be feeling anxious about what's going on domestically and abroad. abc7 news was at a town hall meeting hosted by ro khanna

where many constituents voiced their concerns about north korea's latest missile launch. he says he hopes general john kelly will restore dignity to the white house. >> very few people on the planet >> very few ho only support des activities. and that's what i see going on. >> i hope general kelly may restore some of that because that's a nonpartisan issue. that's just as an american citizen, i want to be able to look up to the white house and that feeling is missing. >> on his first day on the job today, general kelly will see his boss award the first medal of honor of his presidency. a 5-year-old antioch boy is at children's hospital in oakland after nearly drowning during a birthday party. neighbor lisa puckett shot this cell phone video of first responders tending to the boy at the summer set apartments yesterday afternoon. puckett heard the commotion and called for help. >> i was sitting outside on the porch right here, and i seen the little boy fall in the pool. then i seen his mother jump in the pool after him. and after they pulled the little

boy out, they started giving him cpr. and i called 911. >> the boy eventually regained consciousness and was air lifted to the hospital. a family members says he will be okay. >> controversial uc davis chancellor coming back to campus. she left during the pepper spraying incident that went viral in twou2011. she's going to return in the fall as professor of electrical and computer engineering. she's going to teach women and gender studies. university officials say she will be paid $318,000 for a nine-month contract. she resigned last august amid accusations of ethics violations. she's best known for being in charge during this infamous incident when campus police pepper sprayed occupy demonstrators in 2011. >> b.a.r.t. officials hope a campaign they launched will lower cell phone thefts. it encourages customers to protect their phones.

b.a.r.t. has displayed this poster, and they'll notice an increase in audio announcements. there have been 225 phone thefts so far this year. that's compared to 274 in all of last year. let's start off with temperatures in the east bay. 56 right now in richmond. 57 in oakland. alameda, arinda, and 60s around hayward and also union city. about 59 in fremont. warmest temperatures, antioch and brentwood. 64 and 66. los gatos and mountain view at 62. 55 in san francisco. novato, santa rosa at 63 right now. here's the way it looks at san mateo bridge, looking westbound on the road today, a little mist. especially the closer you are to san francisco and the coast. mild, speaking of those areas, to hot inland if you're taking mass transit. a small craft advisory north of the bay bridge, east of the golden bridge. 3:00 to 6:00, so a smaller window for southwest winds at 15 to 25 knots.

here's a look at the heat advisories starting today. they're all around us. except for over the water. tomorrow, all that heat marches towards the water, and all those areas you see in orange from 11:00 tomorrow morning to 9:00 wednesday, that is when we're going to have to be really careful and monitor ourselves. >> today, no need to worry about the air quality. by wednesday, though, east bay valleys and the south bay, some poor air quality going to develop. i'll have more on the heat in the seven-day forecast. let's see what alexis is working on this morning. >> hey, we're starting to get busy in the traffic department. i want to head back up to southbound 680 in benicia approaching the bridge. we have the rollover crash all clear on southbound 680 near lake herman road. the backup having a tough time bouncing back. we're well over four miles at this point and the speeds slow, too. 9 miles per hour, 8 yieps. it's a long way to go around, but not a lot of great alternates through this stretch. westbound 80 to 780 will get you
