this is northbound 238. not impacting the main line. just impacting the off ramp to east 14th. in the castro valley area as you head to 880. semi lost control this morning, flipped over. that is blocking part of that off ramp right now. it does sound like it's going to be a couple hours until we get that fully back open. we're looking okay right now. not seeing delays in the area. a quick check of the bay bridge toll plaza. a stack up on the cash lanes. left-hand side wide open. we'll take a look at drive times in less than ten. >> a big overhaul coming to market street in san francisco, including a ban on private cars and uber and lyft. >> this is a big deal. that ban is going to extend from 10th street all the way to the embarcadero. tiffany wilson live for us in san francisco. tiffany. >> reporter: good morning, reggie. that ban is just one of the changes, whether you're walking, biking, or taking transit, big changes are coming to market street. after years of debate, city officials have finally agreed on plans to change the way this

corridor works. the better market street project will affect market street between the embarcadero and octavia street. officials have agreed to restrict all private car traffic, including uber and lyft from 10th street east to the embarcadero. new bike lanes will be adding and then delivery trucks and taxis can use the curb lane while muni will have exclusive use of the inside lanes. the goal is to improve muni's speeds, increase safety for everyone, and update the overall aesthetic of the market street corridor. construction is estimated at $604 million. the city has not announced where most of the money will come from, but it already has about $100 million in funding to get started. now, construction is expected to begin at the very end of next year, and it will be conducted in about six different phases. live in san francisco, tiffany wilson, abc 7 news.

>> thank you, tiffany. speaking of uber and lyft, they're both supporting a bill to reduce the number of hurdles drivers to have clear to work in cities across the state. right now, current law requires ride hailing drivers to obtain business licenses. the l.a. times reports few cities enforce those laws. a state senate bill would allow drivers to obtain one license issued by the city they live. the bill needs to pass more hurdles before becoming law. good morning, everyone. here at the live desk, just getting these images of an emergency landing that opened in oklahoma after several people had breathing problems from a strange smell inside the cabin. the plane took off from southern california. the jetblue flight was flying from long beach to ft. lauderdale in florida. made the emergency stop around midnight. officials tell our colleagues at abc news in oklahoma city the bizarre odor was coming from the cockpit. at this point, unclear if those

five victims are hospitalized. an investigation is under way right now to figure out what went wrong and where that smell is coming from. i'll continue tracking this story. reggie. >> thanks. republicans in congress are saying the fight to repeal and replace obamacare isn't over yet. this time, they plan to reach out to democrats to make that happen, even if it means going against the president. maggie is in washington. >> reporter: days after the republican effort to repeal and replace obamacare crumbled in the senate, now, a new hope. >> we have a lot of bipartisan discussions going on right now. more than we've had in months. >> both sides are calling for a solution. with republican senator lamar alexander and democratic senator patty murray teaming up. saying they want to see federal payments to insurers that help millions of low and moderate income americans afford coverage continue for at least another year. but president trump has threatened just the opposite. tweeting, if a new health care bill is not approved quickly, bailouts end very soon.

some senators now ignoring those threats from the president. >> for now, what we need is stability in the marketplace and those payments contribute to that. so i would hope he would continue to make them. >> some senators warn without the stability and an effort to fix what's wrong with the 2010 health care law, consumers could face an increase in their premiums and a shrinking number of insurance carriers. maggie ruly, abc news, washington. if you use cover california to buy health inshrps, you could pay more next year. insurance premiums are going up 12.5% in the new year. covered california provides coverage to about 1.5 million people. the majority of them receive subsidies that lower premiums under the affordable care president trump has promised to stop funding those subsidies. >> san jose residents who say they were accused of lighting off fireworks is

fining people without sufficient proof. officials say citations were based on whether neighbors sent in photos or video. at least two people reported it at a certain address and if the reporting party is willing to testify. amy spoke to the fire marshal to tell him they have the wrong house. >> he said if people report you in the online system, they don't need photo or video. that's enough for us to consider you guilty. and i almost couldn't speak. >> she must now pay the $500 fine to appeal. she thinks she should be able to appeal without paying a fine. we spoke to her councilman, he said he'll be willing to look into whether changes should be made. >> the minerva fire is burning a forest area outside of the town of quincy. it's burned more than 1300 acres of forest.

they have over 800 fifrs on the fire line. fire engines are stations around quincy for structure protection. no buildings have burned so far, and an air quality advisory is in effect. >> caltrans says it has a plan to reopen a stretch of highway 1 closed by a massive mudslide. crews will build a new road over the slide at mud creek just south of big sur. they say the road will be stabilized using rocks, netting, berms, and other equipment. it dumped more than 5 million cubic yards of debris into the road and ocean. caltrans says it may take a year to reopen the route. the possibility of heat adversely affecting your weather is going to be extended. it was supposed to end at 9:00. now the weather service says we'll keep it around until 9:00 tomorrow evening. it's above about 1,000 feet, areas still in the 70s and 80s this morning. so we're not really cooling off much. for the rest of us, still going to be hot, especially inland.

requirements. no more algebra. a new policy will allow students to take courses other than intermediate algebra to satisfy general math requirements. the new rule starts in the fall of 2018 for students not majoring in math or science related fields. proponents say college level algebra is the biggest berea for earning a degree. >> kanye west claims the insu r insurers have not paid him the nearly $10 million he's due. he canceled several scheduled concerts last year. first, he cancelled after his wife was robbed. later, he canceled the remainder of his tour after he was put in the hospital for undisclosed reasons. >> the silicon valley business journal says the number came to light in a federal ruling allowing more plaintiffs to join the class action lawsuit.
