making news in america this morning, president trump is facing serious foreign challenges during his working vacation. north korea is expressing anger overnight after ing hit with new international sanctions and there is a new u.s. response to russia's diplomatic demands. plus, the vice president's strong response to a report about his own white house ambitions. what he's saying about a presidential run in 2020. we're live in washington. a powerful storm is barreling towards the east coast right now leaving behind damage from tornadoes and flooding. we have the forecast coming up. and chalk this up as a case of the mondays. the officer driving that car clearly forgetting something after stopping to get some gas.

we hope your monday morning is starting off on a better note. we're going to start off with north korea denouncing crippling new economic sanctions imposed by the international community. >> the united nations security council voted unanimously to punish the north over its nuclear program, but north korea firing back just moments ago vowing to take action. >> this morning secretary of state rex tillerson is making it clear the best way for kim jong-un to signal he's ready for talks is to halt the missile launches. abc's erielle reshef joins us with the latest. erielle, good morning. >> reporter: good morning, diane and kendis. china has traditionally been a lifeline for north korea, but in an unprecedented move, china voting with the rest of the u.n. security council to impose those historic sanctions signaling a major shift. secretary of state rex tillerson in the philippines doubling down on efforts to isolate an increasingly hostile north

korean regime. >> it is quite clear in terms of there being no daylight among the international community as to the expectation that north korea will take steps to achieve all of our objectives, which is a denuclearized korean peninsula. >> reporter: in a rare show of unanimity, the u.n. security council passing sweeping sanction, even china, a longtime ally of north korea, tacking on. >> this resolution is the single largest economic sanctions package ever leveled against the north korean regime. this is the most stringent set of sanctions on any country in a generation. >> reporter: the heavy-handed ban on coal and other north korean exports expected to deal a $1 billion blow. >> these sanctions will cut deep and in doing so will give the north korean leadership a taste of the deprivation they have chosen to inflict on the north korean people. >> reporter: president trump talking by phone to the south korean leader tweeting, just completed call with president

moon of south korea. very happy and impressed with the 15-0 united nations on north korean sanctions. north korean strong man kim jong-un ramping up rhetoric in recent months alarming the international community an prompting swift acti with the launch of two intercontinental ballistic missiles in just a month. and north korea has launched 11 missile tests since president trump took office. north korea responding to those sanctions overnight promising what they call righteous action. diane, kendis. >> that's erielle reshef for us live in washington. thanks, erielle. and secretary of state rex tillerson says the u.s. will respond by september 1st to russia's decision to dramatically reduce the american diplomatic staff. that's in moscow. tillerson said he asked the foreign minister several questions about the issue during a meeting in manila yesterday but he did not elaborate any further. >> and that meeting between tillerson and his russian counterpart was their first since congress approved new

sanctions to punish russia for election meddling. as special counsel robert mueller moves forward with his investigation, top presidential adviser kellyanne conway refused to say if the president will now commit to not firing mueller. in the meantime, as leaks continue to plague the administration, the justice department is looking to clarify its crackdown. >> the attorney general has been very clear and we're after the leakers, not the journalists. we're after the people who are committing crimes, and so we're going to devote the resources we need to identify who is responsible for those leaks and who has violated the law and hold them accountable. well, still the deputy attorney general left open the possibility that reporters could be investigated for breaking other unspecified laws. and the vice president mike pence is pushing back against a "new york times" report suggesting he is preparing for a possible bid for the white house in 2020 if president trump does not run. pence released a statement, a lengthy one, calling the story categorically false and absurd.

he said his team is focusing all efforts on advancing the president's agenda and seeing him re-elected. today the city of chicago is set to sue the department of justice over the agency's sanctuary city policies. mayor rahm emanuel says the doj's plan to withhold crime fighting money for those cities amounts to blackmail. conditions to receive the funds include allowing immigration agents access to local jails. emanuel says he won't let that happen. chicago will not let our police officers become political pawns in a debate. chicago will not let our residents have their fundamental rights isolated and violated, and chicago will never relinqui our status as a welcoming city. >> chicago received more than $3 million in federal grant money last year. emanuel calls the justice department's policy misguided. the search for three american marines missing off the coast of australia has shifted from rescue to recovery mode. 23 marines survived after their osprey crashed in the sea over the weekend while trying to land

during routine operations. one of the missing has been identified as benjamin cross. he was a resident of maine. the osprey, which lands like a helicopter but flies like an airplane, has been involved in a number of crashes. a massive cleanup effort is under way this morning in oklahoma after a powerful tornado tore a path through tulsa. the ef-2 tornado with winds topping 110 miles per hour reduced an entire strip mall to rubble and blew winds out of this 30-story high-rise, blew the windows out. the twister touched down so quickly that some areas didn't even have time to activate warning sirens. some 30 people were injured. none of those injuries reported as life-threatening. >> and that twister was spawned by a broader storm system that triggered dangerous flash floodi in kansas city and new orleans. those storms dumped up to ten inches of rain on new orleans flooding homes, turning streets into rivers and inundating

entire neighborhoods. some city residents overwhelmed by the flooding likened it to a mini katrina. meanwhile, that storm system is pushing into the ohio valley as it takes aim to the east coast. let's take a look, a little closer look at today's weather. >> good morning. bracing for strong storms throughout monday going into monday night. we have a low pressure system that's going to track its way throughout the mid-atlantic. it's going to impact boston, new york, philadelphia, down towards the d.c. area. we're looking for localized flash flooding as well as travel disruptions as a result of this. now, as far as the heaviest of thunderstorms really is going to target from d.c., richmond towards norfolk all the way down towards raleigh and reaching over towards greensboro and possibly towards asheville with damaging winds, flash flooding and hail. i'm accuweather meteorologist paul williams. and one more weather note to tell you about, tropical storm franklin has formed over the northwestern caribbean. franklin could become a hurricane before slamming into the eastern coast of mexico as

early as wednesday night. in the meantime, people across the region can expect to see flooding downpours. still ahead, the new recall affecting more than 500,000 trucks. and the bizarre case of a model who claims she was abducted and nearly sold as a sex slave. investigators trying to get to the bottom of her story. and taylor swift versus a former deejay. they are facing off in court starting today. see the photograph at the center of the case.

this giant sinkhole outside tampa, florida, has claimed two more homes. six have now been condemned because of the massive crater. the hole is more than 250 feet

at its widest point. county officials expect to take another two weeks to try to stabilize it and then finally fill it. efforts to contain the hole have cost about $700,000 so far. a nationwide manhunt is ramping up for a suspected rapist who escaped from police in ohio. u.s. marshals and the fbi are part of the search for brandon powell. surveillance images show him handcuffed shortly before he overpowered a sheriff's deputy over the weekend. he got away with the deputy's gun and ammunition. the officer suffered minor injuries. and also in ohio, we're learning what may have caused that deadly accident at the state fair. excessive corrosion. the makers of the fireball ride say decay inside a support beam weakened the 18-year-old ride. tyler jarrell died from blunt force trauma injuries after the ride broke apart late last month, and seven people were also injured and four still hospitalized including one woman in a coma. the governor of minnesota is calling an explosion

at a mosque near minneapolis an act of terrorism. investigators say an improvised explosive device was thrown through a window just before worshippers gathered for prayer. the blast shattered windows and damaged an office but no one was hurt. the fbi has now joined the investigation. overseas, investigators hope a young model can shed more light on her apparent kidnapping. 20-year-old chloe ayling meets with police again tomorrow. she says she was drugged, handcuffed and involved into the trunk of a car and told police she was gointo be sold as a sex slave in an online auction. a polish national living in britain is now under arrest. and we have a consumer alert for you. gm is recalling thousands of trucks over a possible steering defect. the automaker says the vehicles may have a software problem that can cause them to lose their electric power steering assistance. more than 690,000 vehicles, model year 2014 chevrolet silverados and gmc sierra trucks are potentially affected by the issue.

possible in all of these cities right there. jury selection gets under way this morning in taylor swift's civil case against a former deejay she's accusing of sexual assault. >> and she's going to be there each day of the trial as she finds herself the target of a counter lawsuit. ♪ because you know we got bad blood ♪ >> reporter: bad blood between pop star taylor swift and a former radio deejay now suing each other in federal court. ♪ it all goes back to denver 2013, this photo obtained by tmz now a key piece of evidence showing swift then 23 backstage before her concert posing with deejay david mueller and his then girlfriend. swift claiming mueller's hand grabbed her back side inappropriately. mueller's radio station firing him and now he's suing for potentially $3 million in damages. but swift countersued for assault and battery claiming mueller took his hand and put it up my dress adding it was not an accident. it was completely intentional and caused the singer extreme

anxiety. and a jury of eight will be selected starting today and swift herself is expected at some point to ta t witness stand. a northwestern university professor is set to appear in court today after leading police on an intense eight-day national manhunt. professor wyndham lathem turned himself in to authorities in california on friday along with university of oxford finance officer andrew warren. they're expected to be extradited to chicago to face charges in the brutal murder of a 26-year-old hairdresser. lathem reportedly had a personal relationship with the victim. a new piece of video this morning of an off-duty border patrol agent in texas who is being hailed as a hero after saving the life of a teenage girl struggling in the backwash of a dam. adan sanchez says when he saw the girl going under, he didn't think twice. he just jumped in right there. the girl is safe and sound this morning. if you're feeling lucky this

we know but saying this, we know more words than he does. next "game of thrones" and as usual we have no major spoilers about last night's episode, rest assured, but we can say there was a very brief cameo appearance. >> take a look. so did you see that, the guy throwing that spear? well, it appears to take down a horse, was a super fan there, noah syndergaard. and you might recognize the name because he's also the new york mets pitcher whose nickname is thor because of his long blond hair. >> sintdsyndergaard walled his cameo a dream come true. he is the second celebrity to appear on the show this season. you may recall ed sheeran appeared as a singing soldier in the season premiere. maybe they should give noah a hammer since his nickname is thor insped of a spear. >> at least he didn't take us out of the scene like ed did. so golf's last major tournament of the year, the pga championship, starts this week in north carolina and in about 20 years you might see this little guy there.

two-alarm fire burned an apartment building in berkeley. >> this could have been so much worse if it wasn't for the actions of one brave neighbor. the fire started at 7:15 last night on addison street. inside the burning building was a man lying on the floor yelling for help. a man who lives in the building next door saw the smoke and ran to help that man get outside before rescuers managed to get there. >> started yelling for him, get up, get out. finally, he snapped out of it and came to. i said don't worry about your stuff, get up and get out. i felt like i had to get in there and help someone. so i did. >> wow, the victim was taken to the hospital. treated for burns. the red cross is helping residents of three units who were displaced by that fire. >> firefighters are expected to make a final sweep today at the grizzly fire in the east bay hills. 20 acres burned when the fire broke out wednesday afternoon. half of the fire was on oakland land, the other half on land owned by the lawrence berkeley national laboratory.
