xes. when after three decades that payment fails to arrive in the city treasury -- >> state law is very strict. if people fail to pay their property taxes for more than five years, we must offer the property for auction. >> reporter: that is what happened in 2015. real estate investor chang and his partner won the auction and the street with a bid of just more than $90,000. james spoke with us today while on vacation in boca raton, florida. >> i like to say there's a price for everything. but obviously at the moment we are really looking to hold on to this. property like this doesn't come along very often. >> reporter: it's not so simple. residents here say they never got a bill from the city. instead, they say the city was sending a bill to an accountant who stopped representing them in the 1980s. how could they ever know? >> there should have been notice to the residents. >> we mailed to the address of

record. so it is always the property owner's responsibility to keep their information up to date. >> reporter: now the homeowners will appeal to the board of supervisors. and mr. chang may start to charge them to park on what used to be their own private street. >> we're just completely flabbergasted. >> reporter: who isn't. in san francisco, wayne freedman, abc 7 news. san francisco police say arrests have been made in last month's fatal shooting of a san francisco man at a popular viewpoint. police say 71-year-old edward french was robbed of a camera that then shot to death on twin peaks just before 8:00 in the morning on july the 16th. witnesses report hearing a single gunshot, and then seeing go suspects, a man and woman, run to a vehicle and drive off. so far,iceave not release any information on the suspects in custody. just hours after police shared photos of a man wanted in two violent attacks on b.a.r.t., police took him into custody. 42-year-old mario washington is

accused of beating a man with a bolt cutter on thursday. then on saturday, punching another man in the face. both attacks were unprovoked. police released surveillance photos of the suspect this morning, and hours later an off-duty fire inspector spotted him. >> people watching the news and getting a description and the photo, within two and a half hours, we had somebody in the city of oakland locate him and call it in to the police. >> police say they expect to see more officers patrolling b.a.r.t. trains. new developments in a sensational murder case out of chicago, with bay area connections. these two men, one a professor at northwestern, and the other an oxford university employee are accused of murder. both turned themselves in to police on friday. today, the professor made his first court appearance in alameda county. abc 7 news reporter melanie woodrow is outside the hall of justice in dublin for the latest. >> reporter: la tham waived

extradition and he'll be headed back to chicago in the last couple of weeks. this is where his closest friends and family are. today we saw some of them in court gesturing towards him in support. northwestern university professor windham latham is one of two men accused of stabbing 26-year-old cosmetologist trenton cornell to death. they described a horrific crime scene after receiving an anonymous 911 call. latham appeared alongside his attorney in a dublin courtroom today. >> i don't know any of the facts. anyone who claims they do is a fool. >> reporter: andrew warren, an employee from england also facing murder charges, fled to the bay area, where they turned themselves in friday night. warren in san francisco, and latham in oakland. latham waived extradition today. >> dr. latham will be headed back to chicago in the next couple of weeks. >> reporter: before his surrender, latham sent a video

to family and friends apologizing for the murder saying, it's the biggest mistake of my life. they made a $1,000 donation to a wisconsin public library in cornell's name. the attorney has been inundated from calls and family saying he is a kind and gentle soul. >> hopefully the case comes out as it should in the courtroom, and that the speculation and rumors stop so that this man can get a fair trial. >> reporter: in a statement the cornell family said given the nature of how our son suffered and died, we're hopeful that the judge will deny bail for both suspects. in dublin, melanie woodrow, abc 7 news. a woman whose quick action led to two children being freed, allegedly held in sexual servitude, says she's no hero. the woman reported seeing a man on a southwest airlines flight heading to san jose july 31st,

send text messages about the children. she took a picture of the texts and alerted flight attendants. police arrested the man, 56-year-old michael keller of tacoma, washington, as soon as the plane landed. and later alerted 50-year-old gale burnworth also of tacoma. the woman said, quote, i'm being labeled as a hero. i don't need a bunch of attention. i'm just so thankful the kids are safe. fire investigators in berkeley are trying to figure out what sparked a small grass fire off of interstate 80. cell phone video taken minutes after it started, shows flames racing up the hillside on the gilman street off-ramp. it started just after 2:00 this afternoon. here's the view from sky 7. smoke blew across the freeway, slowing down traffic. you can see the off-ramp shut down as firefighters worked to get the fire under control, and

control any hot spots. no one was hurt. hard as it is to believe, a new school is just around the corner now. students from one south san francisco school are returning to an unfinished campus four years after construction started. this is a story that abc 7 news reporter leeann melendez has been following closely. >> reporter: buri buri elementary -- >> at one point i called it a mount buri over there because of the mountain of dirt that was there a couple of years back before they leveled it off. >> reporter: a construction fully completed by 2016, is still looking like this. unfinished buildings and heavy equipment moving quickly to try to meet yet another deadline. >> it's just frustrating. you want to get your blood pressure up, you just look out the front window. >> reporter: that's when on top of the construction noise, parents start lining up to pick up their kids on one of the busiest streets in the neighborhood.

two years ago, we came to talk to parents on the first day of school. back then in 2015, not all of the classrooms were finished. today the district says it has been the largest and most expensive construction project to date. in addition, during the construction, the original general contractor was replaced. finding a new company took time. >> there was a big pile of metal sitting up here. it just sat there until they finally figured out how to get the second team in here, which is where they're at now. >> reporter: the district blames increasing construction costs in the bay area. it also says they've added to the project. what was estimated to cost $21 million in 2013, is now approximately $30 million. tomorrow night the district will meet with parents and neighbors again to discuss where they stand promising to be finished by december. in south san francisco, leeann melendez, abc 7 news.

b.a.r.t. is considering ways to ease congestion in eastern alameda county. here's a look at one product that would extend the dublin pleasantton line. the agency is asking for public input. today they got a blistering

response from a state lawmaker. carolyn tyler has the story. >> reporter: b.a.r.t. is the transportation of the bay area, carrying more than 400,000 commuters each day. for years, there's been talk about expanding the service to livermore. what's now being evaluated is a proposal to extend the rail line by 5 1/2 miles, down the middle of interstate i-580 from the pleasanton station from a new station 580 interchange. it will cost approximately $1.3 billion. way too much for a system that's already struggling. according to state senator scott weiner. >> parts of it are falling apart. to put a brand-new line that will suck a lot of resources up, it's just going to undermine the rest of the system. >> reporter: sky 7 flew over the

project area today. b.a.r.t. said the new line will provide an aordable effective transit link. but the agency's also exploring other options, including not going forward at all, or using express buses. >> there are a lot of people who have been waiting for b.a.r.t. to livermore. certainly opinions on both sides. >> reporter: two public meetings have been scheduled for later this month. carolyn tyler, abc 7 news. no action will be taken against a northern california sky diving company after a pair of deaths last year. a 25-year-old instructor from south korea and 18-year-old client died turn a tandem jump. the faa announced today there's no wrongdoing by the parachute center, but they found out the instructor was not officially certified. they can only cite the instructor, not the company, for that discrepancy.

the fbi is offering a $3,000 reward for information leading to the identification of the arrest and conviction of a bank robbery suspect. take a look. authorities are calling him the smiling face bandit because hoe's seen grinning in multiple surveillance photos. the man is suspected in six different robberies at wells fargo branches in san francisco between may 20th and this past saturday. the santa clara county fair just ended and the fairgrounds are empty. the land they say is underutilized and they want ideas on how to develop it. janine de le vega is here to tell us about some of the proposals here. janine? >> reporter: hi, dan. well, some call the fairgrounds just prime real estate. the county owns the land, but it's not being used the way some think it should be. >> we have so much cmunity potential. >> reporter: mary bartlett calls this parcel of land a gem. 150 acres, a lot of it

consisting of dirt lots, empty buildings and outdoor arena. four days out of the year it's used to hold the santa clara county fair. but the rest of the year it's rented out for weddings, and cultural events. they say the fairgrounds is underutilized. >> we would like to develop the back into community use things. whether it be more sports things, like paint ball and stuff that people could come to, or we do want to have park areas. >> reporter: for the last several years, the county has been trying to figure out how to redevelop the land for community use while still preserving the parcel used for the fair four days out of the year. ideas were submitted to the county this spring, but -- >> the proposals we got were, frankly, disappointing. some of them were very exciting. but only small, looking for small pieces of the property. >> reporter: some of the proposals included a go-kart area, farmers market, another for retail development and

sports fields. it required the county to chip in the cost. at this point the county does not want to subsidize private businesses. >> it takes somebody with vision and somebody with good business sense and a good track record. and maybe we didn't reach the right people. we tried. >> reporter: next week, the county's economic development director will tell the board of supervisors to deny all the proposals submitted. if the board agrees, the county may start the process all over again. in san jose, abc 7 news. you've heard about driverless cars. that's one thing. but how about pilotless planes. >> "7 on your side's" michael nney wh lots of questions about this. >> you comfortable with that idea? the pilotless plane is an idea that may not be ready for primetime just yet. 17% say they would fly in a pilotless plane. 54% of those surveyed say no way.

a report released today by the swiss bank, ubs, predicted planes operated by remote control could be reality by 2025. remember, that's just eight years away. commercial flights without pilots could begin sometime after 2030. passengers can save as much as 11% a ticket if they boarded a plane without a pilot. what if you were offered unlimited paid time off from work. it's happening more and more in the corporate world. at least they say that's what they're offering. researchers at the university of iowa found more companies offering unlimited vacations these days. they include tech firms like netflix, linkedin and general electric, and also include lesser known companies. grub hub a big one in the bay area. employees don't seem to be abusing their privilege. they report some workers take less vacation than they did with a fixed amount of time off.

a lot of them take two or three extra days per year. east coast storms are stopping many vacation plans. however, the storms continue, there is a little bit of relief. major airlines are waiving change fees from the mid-atlantic and northeastern states. nearly 3,000 flights were delayed or canceled just today. because of continuing storms. problems were most severe at airports around new york, baltimore, and washington, d.c. major airlines, including united, delta and american are allowing one free change to tickets on certain flights to the storm regions. check with yr carrier to find out what they're offering and what their specific rules are all about. you've got to follow the rules. >> i like unlimited vacation. i'll see you in december. thanks, michael. take a look at this. this is a klm flight coming in for a landing in amsterdam. would you want to be on that? pretty scary.

the plane rocks from side to side as it comes closer to the runway. the pilot decides to abort. the boeing 777 circles around before positioning itself for another landing attempt. after a little more shaking left to right, the plane makes a successful landing. >> glad there was a pilot on this, not pilotless. >> much to the relief of the passengers onboard. 11% off if you board a flight without a pilot. it needs to be bigger than that. your accuweather forecast with sandhya patel. >> i wouldn't board that flight without a pilot, that's for sure. we have our typical fog along the coastline. but also, tracking a thunderstorm that has developed just north of the upper lake, clear lake area. so far, we have seen numerous lightning strikes just to the north of the region. definitely keep in mind that this stuff is moving southward. potential for it to reach lakeport area by 6:08 and 6:14

p.m. luckily the thunderstorms do contain rain. the only bad part about that rain is it's falling over a recently burned area, so flash flooding is possible. you don't want to see dry lightning around this time of year obviously because of fire danger runs high around this time. i do want to show you a live picture right now of the thunderstorms developing from the east bay hills camera. in the foreground we're also seeing some of the low clouds. here's a look at the temperatures. right now 63 degrees in san francisco. 75 in san jose. a live look from the kgo roof camera. it is a breezy view as you will notice. that's what's keeping you quite comfortable. temperatures, santa rosa 74. concord, you're at 82 degrees. now, here's a live picture from the east bay hills camera showing you the development of the thunderstorms. widespread low clouds and coastal drizzle tomorrow morning. slight warming expected around the mid to latter part of the work week. temperatures will tumble as we head into sunday, and monday. so some changes are ahead. they're going to be very minor

from day to day. i do want to show you our hourly planner, 12-hour planner for tuesday. morning overcast and drizzle. 50s, 60s at noontime. you'll see the sun bay and inland. low 60s to the upper 80s. temperatures very close to today's levels. and by evening those numbers will drop. tomorrow morning, notice the coverage of the low clouds and the fog. there will be drizzle during the morning commute which may create slippery roadways and once again we're looking at the potential for some thunderstorm development just north of the clear lake area. this is the same low pressure system that brought us the humidity if you recall, and the thunderstorms last week. it's still lingering off the northern california coast. tonight we do have a full moon. check it out, it's called the sturgeon moon. really nice tomorrow afternoon. lingering low clouds at the beaches. inland areas could see the sun.

most of you will be in the 60s to 80s range. so at or below normal for this time of year. quickly want to turn your attention to tropical storm franklin. it is approaching the yucatan peninsula as a tropical storm. expected to strengthen briefly. warnings are already up. so if your travel plans take you across this region over the next few days, keep in mind that it is going to strengthen to a category 1 hurricane as it moves over the water and impacting eastern part of mexico. if you have family and friends there. here's a look at the seven-day forecast. morning, gray and drizzle. sunshine for inland areas and bayside communities. low 60s to upper 80s. very little change on thursday, then the temperatures come back up again, low 90s inland, low to mid-60s for friday, saturday, coastside. sunday cooler. it continues on monday. good idea to download the accuweather app to keep track of the temperature changes. >> thanks. a little bird in california, that story next. at 5:30, on "world news"
