they will be met with fire and fury like the world has never seen. >> reporter: an unprecedented war of words with the rogue nation. >> fury and, frankly, power. >> reporter: as the north promises fierce retaliation for crippling u.n. security council sanctions. kim jong-un contemplating medium and long-range ballistic missile strikes on guam. the north korean threatening enveloping fire on the territory home to several key military installations. the governor there urging this message overnight attempting to reassure constituents. >> i'm working with homeland security, the rear admiral and the united states to ensure our safety. >> reporter: and world leaders reacting swiftly. the japanese and south korean government standing with the u.s. saying all options remain on the table. the escalating tensions made all the more alarming amid new revelations about north korea's nuclear capability. abc news confirming u.s. intelligence analysts believe the north can now produce a

miniaturized nuclear warhead. >> this is the most momentous day in his nuclear program. >> reporter: the news coming days after north korea test-fired a long-range ballistic missile capable of hitting the u.s. mainland. and u.s. intelligence officials now believe north korea may have as many as 60 nuclear weapons, far more than once thought. diane, kendis. >> and that's an alarming thing for many here in the u.s. erielle reshef, thank you. and senator john mccain was actually critical of the president's threats saying he overstates things. >> mccain was interviewed by a radio station in phoenix where he's still undergoing chemotherapy for brain cancer and he suggested the president's response could have been worse but advised that great leaders don't make threats unless they're ready to act. >> i take exception to the president's comments because you got to be sure that you can do what you say you're going to do. >> no reaction yet from secretary of state rex tillerson or u.n. ambassador nikki haley,

both of whom have been working to ease tensions diplomatically while turning up the pressure on north korea. >> and residents of guam about some 2,000 miles away from north korea appear to be a little rattled by the threat but officials there say they're well protected. >> as kim jong-un works to perfect more far-reaching weapon, the u.s. is preparing to block any missiles that might reach the continental united states. abc's arlette saenz has more on this. arlette, how worried do we need to be? >> reporter: good morning. north korea's production of a miniature nuclear warhead is another sign of how quickly the regime's nuclear program is accelerating. the question now, how can the u.s. stop a north korean missile from hitting the country? north korea's successful production of a miniaturized warhead to fit atop one of its missiles shows another sign the regime's nuclear program is moving faster than predicted. intelligence analysts have determined a north korean missile could reach at least the west coast but may be capable of going as far as new york and washington, d.c.

one option to interrupt a missile heading towards the u.s., something called a ground-based interceptor. the u.s. currently has 36 of these in place at bases in alaska and california. if u.s. radars were able to detect a missile launch by kim jong-un, missiles could be fired off into space and collide with the nuclear warhead. it's essentially like a bullet hitting a bullet and would stop the north korean missile from striking the u.s. back in may the u.s. successfully intercepted an intercontinental ballistic missile during a test of a ground-based intercept system in california. the success rate for those ground-based interceptors is around 50% but it's still one of the military's top options to prevent a missile from striking the u.s. diane and kendis. >> all right, arlette saenz, thank you. and president trump is also taking on a tough battle here at home vowing to fight the deadly open powder -- opioid epidemic. the president held a briefing along with health secretary tom

price promising to step up drug prosecutions, but he did not declare a national emergency over the opioid crisis despite a recommendation to do so from a commission he created. meanwhile, the trump campaign has turned over thousands of documents to the senate committee investigating russian election meddling and possible collusion. negotiations for donald trump jr. and paul manafort to testify in public are ongoing. we're following some breaking news from overseas right now where a manhunt is under way in france after a car struck several french soldiers. at least six soldiers were hit by the vehicle in a paris suburb where they patrolled. the injuries are not life-threatening. the mayor of that suburb moments ago calling this incident a deliberate attack. france is still under a state of emergency due to recent terror attacks. we're going to have the very latest on this on "good morning america." and also breaking overnight, rescuers are searching for survivors after a deadly earthquake in southwestern china. cameras captured the moment the quake struck. at least 13 people were killed and nearly 200 injured in the 6.5 quake. search and rescue efforts made difficult by a lack of power and

phone networks in that area. now, several tourists are among those victims. earlier this morning another earthquake rattled china. it was a 6.3 quake that struck the northwest region. this one near kazakhstan. at least three injuries reported. back here at home, a united airlines flight made an emergency landing in newark, new jersey. the flight headed from paris or to paris rather from chicago was reportedly diverted due to a shattered cockpit window. and there's no word yet on what caused that window to break. in other airline news right now, this time out of l.a.x., a computer issue causing flight delays on southwest airline flights in los angeles where the airline operates more than 130 daily flights. dozens of passengers were complaining overnight about the delays on social media. southwest is blaming it on a technology issue and apologized to passengers in a new statement. now let's take a look at your weather.

torrential rains across the south dumped up to 8 inches of rain on houston triggering flash flooding and dramatic water rescues including a father and two sons pushed and pulled to safety by some good samaritans. further south hurricane warnings have been posted for parts of eastern mexico now that tropical storm franklin has passed over the yucatan peninsula. and is back over open water. franklin could strengthen into a hurricane before making a second landfall early tomorrow morning. well, still ahead right here, potential problems with those new credit card security systems. plus, one of the most well-known hotels in the world is now facing some shocking allegations. we have new details from inside the plaza. and inside the house where the president grew up. now you can stay overnight there as well. a pair of would-be armed robbers got the surprise after a texas store owner and his son decided to fight back. as one suspect jumps over the counter the son grabs the man. his dad jumps in to help and use that guy to shield themselves from the other suspect. the attempted robbers did get away. police are still searching for those two, but luckily in this incident no one was hurt. police do not advise fighting against armed robbers in this way. to missouri now and the hunt for a suspect in the fatal shooting of a rookie cop. it is now over. ian mccarthy was arrested overnight after he was seen walk down a highway. mccarthy is charged with murder in the death of officer gary michael during a traffic stop over the weekend. >> an iconic new york hotel is facing accusations of endorsing a so-called rape culture. six current and former

female staffers have filed a lawsuit against the plaza hotel saying they've been subjected to sexual harassment and assault and they also accuse the hotel of punishing them for complaining. the hotel denies the charges and says such behavior would never be tolerated. now to those new high-tech chips on our credit and debit cards that were supposed to make them a little bit more secure. >> experts now say they're causing a brand-new hazard. here's abc's gio benitez. >> reporter: chip transactions are meant to make our cards more secure, and in most cases they do. but what if that tiny piece of technology goes missing. experts warn the chip in your credit card can fall out. this happened to reporter jason knowles of our abc station wls. >> and i didn't realize for days because i was still allowed to use my card at many places with wh i cled ase ey td me i had to get a brand-new card with an entirely new number. they said if someone found the chip on the ground, they could use it on another card. >> reporter: when it comes to
