all of us back in the 60s and 70s by 7:00. now, the string of below average temperatures has to end, i'll let you know when coming up. >> we have one new issue in the milpitas area. if you're traveling westbound on 237, just getting word of a three-vehicle collision. that is blocking the center lane right now. westbound 237, right around north 1st street. not sure about injuries yet, but we have multiple emergency crews on the way to the scene. you're slow from 880, a tough spot to have anything blocking if that is there for long. we'll check on that again in about ten minutes. right now, checking off the bay bridge toll plaza. hearing an update on a collision just before the toll booths. sounds like it's very minor. one of the vehicles already drove off, and the metering lights are on and our spider friend is there, too. this breaking news coming in, a 16-year-old girl is missing in marin county. i want you to stop and take a look here at your screens. we do have a photo of her. tweeted out by the marin county sheriff's department.

they are looking for this girl. she's 16-year-old sarah jane tang. they sent out those tweets moments ago. missing in the mt. tamalpais area. search and rescue crews are out there right now. they are looking for her. tang was last seen wearing her lowell high school gray sweatshirt, as you see in this picture. she was last seen yesterday. we have put out a call for more information, and we will update you as soon as we hear back. >> thank you. on to developing news now. japan and south korea vowing strong reaction if north korea goes through with its threat to launch ballistic missiles towards guam. yesterday, the north said its plan would likely be finalized in the next week or so. north korea also dismissed threats from president trump as a, quote, load of nonsense. earlier this week, the president said if north korea makes any more threats towards the u.s., it will be met with, quote, fire and fury like the world has never seen. those statements apparently caught some of his own inner circle off guard. >> the nuclear threats were a big topic at a town hall meeting

charged with three felonies and one misdemeanor. b.a.r.t. police say he was on an east bay train last week when he hit someone with bolt cutters. two days later, high punched someone in the face for no reason. and a person claimed there was a third instant that did not hurt anyone. >> san francisco mayor ed lee is set to honor the first responders of the u.p.s. shooting. on june 14th, u.p.s. driver jimmy lam opened fire in petrero hill. three were killed. police say lam killed himself when confronted by responding officers. >> a 2-year-old boy is in the custody of child protective services while authorities try to figure out if it's safe to return to his family. abc7 news was at the woods apartment complex in san jose where a woman walking at 3:00 in the morning discovered the child wandering alone yesterday. he was blocks away from home, covered in dirt. he only was wearing a diaper. the woman called security. >> went down there and i saw a

baby. and she was like, i just found him over here. he was like, mom, dad, mom, dad, in spanish. >> the child's guardian noticed that he was missing, contacted police hours after he had been found. investigators say it's still unclear how long that boy was outside. happening today, final preparations for the biggest concert weekend of the year, outside lands. >> metallica, lorde, and about a quarter million of their friends will descend on colden gate park very soon. tiffany wilson is there a little earlier than the rest. hi, tiffany. >> reporter: that's right, reggie. i'm trying something called fashionably early. it's very cool. you get front row for everything. tomorrow, actually kicked off the tenth anniversary of the outside lands festival. it is huge. about 225,000 people are expected to swarm the park for a chance to sway to the music and saver some culinary delights. along with dozens of bands, outside lands includes some 80 bay area restaurants, 40

transverse and 36th avenue to vehicles for pretty much the entire weekend from this point on until about sunday night. starting tonight at 8:00 p.m., vehicle access to the park will be very restricted. you'll still be able to walk in and ride your bike in, but you will not be able to take your vehicle in. mass transit, a great option. muni subway service will remain open. they have been doing the testing for the last several weekends. not going to happen this weekend because of the festival. you can take buses as well. n. judah, s. fulton, fulton, that's providing service, and we can take the shuttle all three days from bell graham civic auditorium. that's going to cost a fee, but it's better than driving yourself. that's the last resort. there's going to be extremely limited parking. >> one more thing, lady gaga saturday night around at&t park. >> oh, boy. double whammy. >> a lot going on. >> thanks for the heads-up. >> going easy on thieves the way east bay mud is cutting those

you can see it looks a little misty, drizzly around the golden gate bridge. hi, everybody. if you're on the bay, it's going to be breezy north of the bay bridge in the afternoon hours. exercising, nothing extreme today, not even the sunshine. and becoming breezy at the coast, also late this afternoon. look at these temperatures today. we're running around 64 in san francisco. 78 in san jose. 84 in santa rosa. about 84 in concord also. but notice, not much changes the next couple days as we head into the weekend. take a look at the rest of the weekend, even cooler weather. but we will rebound and get some summer heat coming up in my accuweather seven-day forecast. >> taking a look at the roads this morning, i want to head back to the milpitas area. westbound 237. right around north 1st street. don't have a lot of details but three vehicles involved in a collision. we still have the second lane from the left blocked. heavy traffic from 880, and i know at least one emergency crew showed up and they left already,

so hope fall that means it's not very serious. westbound 580, tracy to dublin, just under an hour. southbound 680, looking okay at 19. and northbound 85, 101 to cupertino, great at 16 minutes. >> thank you. east bay mud officials could soon ease penalties for people who stole water during the drought. our media partner the east bay times reports the board narrowly approved a plan to reduce fined for water theft crimes. fines for first-time offenders would drop from $1,000 to $200. officials say 94% of residential customers who got fined since 2015 tampered with their water meters to resume service after they got cut off for not paying their bills. a final vote on that ordinance change is set for september 12th. >> the eclipse is coming, but the drama is unfolding right down here on earth. the way one hotel may be cashing in on the event. >> can a photo editing app be racist? the outrage building over a popular tool. >> as we head to break, we leave

welcome back. we're just getting word of a scary situation at mineta san jose airport overnight. two workers had to be hospitalized for carbon monoxide exposure. the airport tells abc7 news the workers were using a gasoline-powered saw in the lower level of terminal a. you can see it here in the photo. they say the workers started

have, headaches, light headedness, and shortness of breath. it happened around 2:00 this morning, but the photo just got e-mailed to me from the airport. they say they have now ventilated that particular area, that this area was not open to the public. you can see that the work was going on there. well, the passengers and other employees there were never in danger. so the airport seems to be secure at this point. no word on how the employees are doing that were hospitalized. we'll keep you updated as soon as new information coming in. natasha. >> jess, thank you. >> a new report shows people will likely have fewer choices and bigger premiums for obamacare in 2018. the number of insurance carriers that will participate next year has dropped to an average of just under five. in 2015, the average was almost seven carriers. researchers say more insurers are uncertain about what possible changes the trump white house will bring to the program in the near future. >> new this morning, consumer reports no longer recommending

four microsof surface laptops or tablets. recent reliability surveys, some owners reported their devices froze or shut down. others said they had problems starting up. based on the data, consumer reports predicts 25% of microsoft tablets and laptops will present problems within two years of ownership. microsoft says these findings don't accurately reflect surface owners' true experiences. >> a massachusetts mom left her daughter with her niece and a friend for a few minutes to shower. what happened next led to criminal charges. the following video may be difficult to watch. police say the baby-sitter put the 7-month-old girl in thehe d. momets later, they do remove the baby unharmed. the mom said they were just joking around and didn't mean to hurt the child, but still, police arrested the juveniles. >> this is a lesson my niece will learn to be careful who you leave your children with. you can't trust anyone, not even

your own family. >> the mom says her niece is no longer allowed to baby sit or see her daughter. >> a popular photo editing app has deleted a controversial feature critics say is racist. they allow users to alter their appearance with black, indian, caucasian, and asian filters. they call them disturbing and very race. . they promised to take down those filters. >> the solar eclipse of the century is now less than two weeks away. one family could be out thousands of dollars after the hotel they booked to see that event is demanding they pay more money. arlene jenkins says a hotel in idaho falls is in the path of totality. for months, rooms at the hotel have been booked solid. jenkins says she knew that would happen. that's why she booked a room nearly three years ago at the rate of $140 a fight. she says everything was good to go until the hotel owner called her to raise the rate to $200. and then this week, another call and another increase.

bay. let's take you down to state route 237. on the westbound side before you get to north 1st street, we had a three-vehicle collision. it's cleared from the boards. it looks like that's no longer in the left center lane. a bit of a slowdown from 880, but it's starting to thin out as you get closer to the crash location. also have a new problem on the countercommute side of 80 before you get to central avenue. approaching el cerrito. we have a collision involving a vehicle that ended up facing the wrong way in the center lane. it does sound high like they're in clearing stages right now, and maybe a little onlooker delay on the westbound side. we'll check out the drive time around 6:30. >> thank you. the ordinary. we don't have any incidents along that stretch. then a quick check of drive times too. westbound 80, highway 4 to the maze, in the yellow. 13 across the bay bridge, and sothbound 101, can't guarantee your flights won't be delayed, but getting there will be okay. >> we are still tracking that breaking news in marin county. a teenage girl is right now missing in the mt. tamalpais area. 16-year-old sarah jane tang was last seen yesterday wearing a gray lowell high school sweatshirt. this photo tweeted out by the marin county sheriff's department. the marin county mountain rescue team is out there right now looking for her. that's a team which specializes in wilderness rescues, often deployed when there's a missing backpacker or hiker. unclear right now if this teenager was out there alone or perhaps someone else was out there with her when she disappeared. if you know anything about where tang may be, call police

to encourage private business participation in technology advancements and talk to leaders in the tech community. it will be his first official visit to silicon valley as secretary of defense. >> google's ceo addressing his employees today. >> this follows that memo from a now fired employee saying women don't have the biological makeup to succeed in silicon valley. matt keller live frus from google's headquarters. matt. >> reporter: reggie, sundar pichai is going to address his employees to talk about diversity at google. he called for this town hall after this controversial memo was released. the person behind that memo, a software engineer, has already spoken out. james damore spoke with conservative youtubee about his firing. he criticized the initiatives and argued biological differences between men and women are behind the gender pay gap in tech. >> we want to make it more accessible to women, then maybe

for example cooperativeness, which is higher in women than men, we should make the workplace a place where you can thrive if you're cooperatative. >> google fired damore after his post went viral saying they advanced harmful gender stereotypes in our workplace. now he says he's considering suing his former company and filing an official complaint with the labor relations board. i reached out to google. they said the town hall meeting will not be open to the media. matt keller, abc7 news. >> thank you. 6:34. just adding to google's issues, a san francisco law firm is planning to sue the tech giant for pay bias. an attorney says nearly 70 female employees have come forward. >> women have experienced sex harassment. there have been comments about their looks. they have been shown cell phone images that they didn't want to see. they have been told that women can't perform engineering jobs. >> well, the labor department

actually reviewed pay roll records and says it did find a systematic problem of google underpaying women. google says it disagrees with the conclusion and says it has no gender pay gap. >> oakland police are investigating after a person was killed. so far, homicide detectives will only say that person died while a crime was being committed. the victim died on rich street around 12:30 yesterday afternoon. police have not released any details about any of the people or the cars linked to that case. >> new details federal investigators say a bomb threat at a north bay high school is now linked to two international investigations. according to court documents, a man with dual u.s. and israeli citizenship was hired by an unidentified person to threaten the high school in march. the bomb threat forced nearly 1600 students and staff to evacuate. investigators believe the same man is also behind more than 200 threats targeting jewish community centers this year. this morning, he's in jail in israel awaiting extradition to

the u.s. >> an east bay high school football team is scrambling to replace more than $10,000 worth of stolen equipment. helmets and other items vanished in mid-july at washington high school in fremont. the burglary only came to light this week, though. the gym was unlocked during a construction project so crews could get in and out of the building. the helmets alone are worth $300 apiece. >> this morning, blee in san rafael need your help in identifying a man accused of groebing a jogger. >> investigators say he grabbed a woman in pickle weed park in june. the woman says the man came up behind her at least three times. she managed to fight back and get away. a witness took a picture of this man. unfortunately, his face is turned from the camera. if anyone has information, contact san rafael police. >> a major deadline is looming for apartment and condo buildings in san francisco. owners of 1300 soft story buildings need to make improvements to keep them from collapsing in an earthquake, but nearly 40% have not filed for

permits and that deadline is looming september 15th. >> if you don't do any retrofitting at all, the chances of a collapse are like 1 in 4. if you do minimal retrofitting, that statistic changes to about 1 in 35. >> soft story buildings have garages or large openings on the ground floor. retro fits normally cost between $100,000 and $400,000. >> chinatown businesses are taking a hit during a major subway project. and construction delays are making it even worse. the muni metro station in washington and stockton streets is now slated to open in 2019. that's a whole year later than planned. the construction zone is taking up valuable parking spots. people around town say it's putting longtime merchants out of business. sfmta says business owners have complained about the lack of parking and loading zones. >> initially went in there thinking we were going to add three or four. after working with staff, we added about 12 new parking

spaces to help them do their business on a day-to-day basis. >> city officials say they plan to give the most impacted stores a one-time hardship payment, and that could happen this fall. abandoned shopping carts litter bus stops and sidewalks in novato. that's why city council is considering new regulations for businesses who have the carts. the proposal required carts to be labeled with the owner's name, address, and phone number in case they're lost. businesses with more than ten carts would need a plan to keep track of them. they could be fined if the carts are not collected in a timely manner. the devastation is beginning down in mexico because of franklin. let's take you there and show you what's going on with the clouds over the last 12 hours or so. and you can see it did intensify and once it hit mainland and ran into the mountains, the winds are down to 40 miles per hour. now it's up to 15 inches of rain that's going to fall that's going to cause the flooding and the mudslides as we head
