good morning, i'm diane macedo. >> i'm kendis gibson. our headlines on "world news now." president trump is turning up the heat on north korea, saying his comment about fire and fury may not have been tough enough. he is issuing a new warning after north korea issues a new plan to strike guam. we have details and full coverage ahead. and the president stunned many in the u.s. foreign service community by thanking russia for expelling more than 750 american diplomats. the president said the move will save the u.s. a lot of money. there is no official reaction to trump's comments from the secretary of state. >> and get ready to say good-bye to dozens of applebee's and ihop restaurants. up to 160 combined in the u.s. could be closing, but more could be opening outside the u.s. and lottery fans are snapping up tickets as quick as they can.

hoping to cash in on two giant jackpots this weekend. both top $300 million. those are our top stories on this friday, august 11th. from abc news, this is "world news now." >> be a lucky weekend. chances of winning both, one in a gazillion as jack says. one and never? >> one in don't even think about it. >> we'll get to that later in the show. we begin this half hour with president trump releasing a new wave of threats against north korea. >> the president says that his warning of fire and fury may have not been tough enough. tensions escalated further after north korea announced specific plans to launch four missiles over japan and into the sea miles away from the u.s. territory of guam. >> the president is warning that kim jong un will face a u.s. response like none other. >> let's see what he does with

guam. he does something in guam, it will be an event the likes of which nobody's seen before, what will happen in north korea. >> the president is also criticizing his predecessors for not dealing with the nuclear threat from north korea. >> he said it's about time someone stuck up for the people of the united states and other countries. >> okay. so north korea is, as you know, threatening to launch that strike near guam, which, and they say in the middle of this month. and it would take just minutes to hit its target. >> so far there are no signs that either side is preparing for war, but the u.s. missile defense system is standing by. abc's jim avila reports from the south korean capital of seoul. >> reporter: all eyes on guam after that highly specific threat. the north koreans claiming in days they'll have a plan to launch four missiles into the ocean 20 miles from the island, a launch that would put those missiles on american soil in 14 minutes.

>> they would fly this missile towards guam, but over japan, over highly-populated parts of japan, which will be very, very provocative. >> reporter: the island, home to 160,000 american civilians and 7,000 u.s. forces on two u.s. military bases. making it a key launching point for any potential military strike. b-1 bombers regularly take off on practice runs. >> the military presence here, i'm pretty sure we're safe. >> reporter: u.s. officials say there's no visible military escalation on either side in response to the heated rhetoric. but for the u.s. and allies, there are several lines of defense at the ready. here in neighboring south korea, nearly 30,000 u.s. troops. these patriot missiles ready to shoot down any short-range missiles. the u.s. could try to stop a longer-range missile like the time north korea could launch

toward guam from several u.s. navy ships in the region. the last line of defense, the thaad antimissile defense system. in test, it has a 100% success rate, but it has never been tested with four missiles at once. a preemptive strike could be on the table in the next six to 12 months if sanctions do not work and if kim jong un continues to make progress on a nuclear-tipped missile a senior official tells abc news. but any retaliatory strike on north korea could be catastrophic. millions of civilians in seoul miles from the border could be targeted by north korea's artillery and more than 80,000 u.s. troops in the region could also be in the crosshairs. >> a preemptive attack would no doubt lead to a broader war, and the human toll would be horrific. >> reporter: the people here say they're immune to all the things they hear from the north because they hear it so often. but what's bothering them this time is that they're hearing it from the united states. almost everybody on the street you talk to can recite donald

trump's words, fire and fury, and it worries them. jim avila, abc news, seoul. >> and president trump is meeting with nikki haley as members of his cabinet express hope for a diplomatic solution with north korea. >> for more on what the president has on tap for food today and some of his other remarks raising eyebrows, we turn to arlette saenz. who is he blaming for the situation? >> yesterday he was starting to blame his predecessor, saying bill clinton was weak and infective when it came to north korea, and then he claims that president obama didn't even want to talk about north korea. we do know that president obama specifically warned president trump about north korea and the threat they posed during that oval office meeting. the obama administration hasn't responded to that, but there is a former spokesperson at the nsc

saying that the president's deflecting blame on his predecessors, because he has no strategy to de-escalate the situation himself. >> what's international reaction so far? >> there's a mixed reaction. we have folks over in germany and new zealand who have expressed frustration with the president's rhetoric. but then you have people like prime minister malcolm turnbull of australia. he spoke with vice president pence yesterday and he's been one of the people in the forefront coming out saying that they will come to the u.s. defense and step in if north korea does decide to strike guam. japan is also offering their services, and we know the u.s. is working closely with south korea as well. we're going to switch gears to another super power. in russia, this has caught some attention yesterday. the president thanked vladimir putin for kicking out hundreds of u.s. diplomats from russia. why? and what's the reaction? >> so the president said that he was thankful to putin for making this decision, because it's going to save the u.s. money,

that they needed to cut costs. there's actually no proof that it would save the u.s. any money. >> they're going to be on the u.s. payroll when they come out. >> and people in the state department currently serving and former diplomats are showing frustration, they said it's saddening that the president would make such a comment. some people were saying oh, maybe he was joking. there's one former ambassador that says if you are being generous, the president is showing putin he isn't bothered by this. >> you can't fire me, i quit! >> i'm leaving russia because i want to. arlette, thank you. it was a lengthy press conference the president had yesterday. a lot of heaines coming out. and we should also comment about the transgender service member ban. he would be doing the military great favor by instituting such a ban. he revealed that the pentagon is working on it. the new secretary of the navy said anyone who wants to serve in the military and meets all the requirements should be able

to do so. and we have an update this morning to a disturbing incident that took place in london. the jogger you see here, appearing to shove a woman to the ground in front of an upcoming bus was arrested. he was released pending further inquiries, but police shared that video to try to get help in locating that person. and police outside new york city are looking into the death of a high school football player during a conditioning drill. investigators say 16-year-old joshua maletto died when a log fell on his head. he and his teammates were carrying that log when it drop or shifted. the drill is potentially dangerous. >> quite honestly, i can see this happening if it's not done correctly, because accidents happen. and during football practice, during the summer, they don't have pads on. helmets, i don't remember. when doing it right, not really

while the president doubled down on his threats to north korea, he did leave the door open to potential negotiations, but that message is really overshadowed by his aggressive rhetoric of the one of the people leading the diplomatic push is nikki haley. she'll be meeting with president trump at bedminster later today. >> besides googling where is guam, another popular search has been what sort of military capabilities do we have in guam? >> there's two u.s. military bases in guam, which makes it a key point for launching a potential strike. b-1 bombers practice there regularly. now u.s. officials are saying there hasn't been a visible escalation of military activities on the north korean or u.s. side, but there are several lines of defense. in south korea, they have patriot missiles they can fire at short-range missiles. u.s. navy ships in the region that can target longer-range missiles and the final line of defense is in guam, where they have the thaad anti-missile defense system.
