do stick around for "good morning america." making news in america this friday morning, the widening terror investigation following the deadly attack in barcelona. police overnight taking down several suspects. they say they were involved in a second attack. one of europe's great cities on edge right now. and police in spain have several men in custody accused of starting the violence. the number of arrests has risen overnight. we'll tell you what we're learning about the man accused of renting the van used in that attack. also, president trump courting controversy over the future of confederate monuments and statues calling them beautiful. that has some republican senators sharpening their criticism. and caught on camera, a police car smashing into another vehicle during a high-speed chase. we'll tell you why that officer is now facing charges.

and we do say good morning on what's turning out to be a very busy friday. we're going to start with that breaking news, and there has been another arrest in the terror attacks in spain. >> authorities say the suspect was captured about 50 miles north of barcelona. the arrest came hours after a raid in the resort city of cambrils where five suspected terrorists were killed. authorities say those suspects rammed a police vehicle before hitting a group of pedestrians while wearing fake bomb belts. six people were hurt. and officials are connecting the cambrils incident to the attack in barcelona. a moment of silence there today honors the 13 people killed and more than 100 others injured when a van sped into crowds of pedestrians. this morning we know an american is among the victims. >> and the world is showing its support. both one world trade center in new york and paris' eiffel tower are lit in honor of barcelona. >> so, the barcelona attack left a horrific scene on the streets of spain's second largest city. >> we have a live look at the la

ramblas district in barcelona less than 24 hours ago. it was filled with victims, first responders and police trying to find the people responsible. this normally a huge, bustling part of spain. abc's james longman has more. [ sirens ] >> reporter: an all too familiar scene with terror striking another major european city. the dead and injured lining the streets. first responders racing to the scene while others flee from the carnage. >> oh, my god. >> reporter: the attackers using an increasingly common tactic, turing a vehicle into a weapon of slaughter. the assault left 13 dead and more than 100 injured. south of barcelona police killed another group of alleged terrorists in what they're calling a related attack. the attack began just before 5:00 p.m. on la ramblas, an iconic boulevard and a popular tourist destination in the heart of barcelona. >> it happened in an instant. there was just this white van just shooting -- just driving on the road. it's surreal. it's difficult to explain. >> reporter: the van mowing down

pedestrians at what witnesses guessed was 50 miles an hour. >> when i saw it he was traveling at high speed just sort of knocking -- there were people flying into the air. [ speaking a foreign language ] >> translator: i saw a ton of people screaming. you could hear the van. seeing all the bodies there by la ramblas, it was like, i don't know, horrific. >> reporter: the van careening down this path in red for more than a thousand feet before coming to a halt. the front of the van smashed. we are right at the point where that van mounted the sidewalk. you can see debris there on the floor, discarded clothes. it came up here all the way down this street. people taking shelter running into stores and restaurants. this woman and her family found sanctuary in a shoe store. >> i saw the people running and we stay in this store. >> reporter: police on foot, guns drawn combing the streets in search of the assailants. >> translator: this is clearly a terrorist attack intended to

kill as many people as possible. >> reporter: i'm james longman in barcelona. >> and isis is claiming responsibility for the attack. we're also learning more about one of the three suspects under arrest. >> yeah, a man from the north african country of morocco is accused of renting the van that was used in the attack. here's abc's chief investigative correspondent brian ross. >> reporter: police are calling the 28-year-old moroccan born driss oukabir one of three suspected terrorists whose activities they are right now trying to unravel. authorities say he recently traveled to morocco arriving back in spain just last sunday and then rented the van used in the attack, but police say he was not behind the wheel. driss oukabir's facebook page shows him as a skinny kid at the beach listening to rap music and he recently shared this anti-semitic video in praise of the nazis described as true heroes. the barcelona attack comes straight out of the isis playbook. the terrorist group has urged its followers to carry out

similar vehicle attacks, even providing details on the kinds of trucks to use. >> as isis suffers more defeats in iraq and syria, we can only expect to see more attacks. >> reporter: isis took responsibility for the deadly barcelona attack calling those involved soldiers of the islamic state. >> that report, of course, from brian ross, and there was worldwide condemnation of the attack in barcelona including from president trump. >> but another tweet from the president is also sparking some controversy. abc's emily rau joins us from washington with the details on that. good morning, emily. >> reporter: good morning, diane and kendis. president trump's first tweet about the attack on barcelona, spain, was pretty standard. it said, quote, the united states condemns the terror attack in barcelona, spain, and will do whatever is necessary to help. be tough and strong, we love you. but it's his second tweet that raised plenty of eyebrows. the president reviving a claim that he often made on the campaign trail saying study what general pershing of the united states did to terrorists when caught. there was no more radical

islamic terror for 35 years. now, that is a reference to a widely debunked story that in the early 1900s pershing had muslim rebels in the philippines killed with bullets dipped in pig's blood. it's controversial statements like that making some of the president's republican allies uneasy. republican senator from tennessee bob corker, for example, offering some harsh criticism yesterday. >> the president has not yet -- has not yet been able to demonstrate the stability nor some of the competence that he needs to demonstrate in order to be successful. >> we're at a point where there needs to be radical changes take place at the white house itself. it has to happen. >> i think our president needs to take stock of the role that he plays in our nation and move beyond himself, move way beyond himself.

>> as i said on -- >> reporter: and corker's criticism follows days of anger aimed at the president over his reaction to last weekend's violence in charlottesville, virginia. the president really not backing down in the debate over confederate monuments either. in a series of tweets trump called those statues beautiful and said it was sad to see their removal. kendis and diane. >> all right, that's abc's emily rah for us live from washington. thanks, emily. and speaking of one of those so-called beautiful statues, overnight another monument linked to the confederacy has been removed in maryland. workers carted away a statue of supreme court chief justice roger taney from the grounds of the statehouse in annapolis. taney was the author of the dred scott decision that upheld slavery and ruled that black people could never be citizens. three organizations have pulled events from president trump's mar-a-lago club in florida after his response to charlottesville. the american cancer society cited its commitment to diversity as the motive for dropping its plans.

the cleveland clinic also says it will now change venues. overnight financial markets are down, and the barcelona attack was just one of the reasons. they were following the u.s. markets, which is coming off its second worst day this year. experts say investors worldwide are worried about the problems in the trump administration. let's take a break now from that and take a look at your weather. well, one of the tropical storm systems in the atlantic ocean could be one of concern to the u.s. the weather forecasting models do show that it could reach the southeastern coast by sometime late next week. you see it there. we're at the beginning of the most active hurricane period and could translate into thunderstorms as well for all of the east coast today. likely to see some severe storms moving into the midwest. the air will get increasingly humid as the day goes on in some parts of the midwest.

if you look very carefully there in the middle, you'll see some traffic jams caused by next monday's total solar eclipse. it's the first solar eclipse in 38 years in the u.s., and it'll be visible along a long path from oregon to south carolina, and there are also lines at gas stations, and hotels have been sold out for months. the navy captain of the destroyer that collided with the container ship has now been

relieved of duty. seven sailors were killed in that accident off the coast of japan in june. several more were injured including the captain. the seventh fleet also relieved the "uss fitzgerald's" executive officer and its chief enlisted crew member. well, many schools and youth programs are having trouble fielding football teams. participation is dropping as more and more parents are worried, of course, about concussions. >> but doctors say parents should be worried about more than just football. abc's linsey davis has the story. >> reporter: researchers in the barrow neurological institute in arizona want parents to know concussions aren't limited to the gridiron. in a new survey conducted by the institute 85% of parents say they would permit their kids to participate in any contact sport. and while only two-thirds of parents say they would allow their child to play football, nine of ten parents said they were fine with letting their children take part in soccer even though soccer has the highest rates of concussion of any teen sport. >> the greatest rise of that participation is actually in girls' sports.

several new developments in our breaking news, police say they've killed five suspects in a second attack in spain. the suspects used a car to plow down pedestrians in the seaside town of cambrils. of course, this follows that van attack that took place in the heart of barcelona yesterday, and a third suspect was captured overnight just outside of the city of barcelona. now we've seen the same strategy of using vehicles as weapons in other european cities over the past year. abc news contributor and former fbi counterterrorism official steve gomez says it's a sign of a growing problem. >> isis essentially learned what al qaeda was failing in trying to get these attacks to be done in the u.s. and throughout europe. they realized that these terrorists were being caught because they were traveling internationally, and they were communicating with different people in other countries. the other side to it from the prevention side is city

officials, they have to have the proper barriers, things that are in place so cars can't access areas where there are big crowds. >> gomez also says law enforcement has to develop more human sources to find out what is being planned before it happens. a major medical alert this morning. a pill that could change the lives of millions suffering from peanut allergies. australian researchers have found promising results in a pill filled with probiotics and tiny amounts of peanuts. the study found 82% of children who took the pill for 18 months had smaller allergic reactions four years later. but the results are preliminary and only include a small group of participants. the maker of epipens have reached a major settlement in with the justice department. the $465 million deal resolves claims that drugmaker mylan overcharged the government for the emergency allergy medication for ten years. now, the revelation became the center of a firestorm over drug prices. now, federal and state lawmakers

say the settlement should be bigger. and we're now seeing the video that led to a florida deputy facing criminal charges. he is seen driving here at 104 miles per hour when he crashes into a smart car. now, the man in that smart car suffered a brain injury and a fractured skull. the deputy was pursuing a suspect, but investigators say he was ordered not to do that. his trial starts in ten days. he's charged with reckless driving. and this wasn't your ordinary pickup at the drive-through window of a miami burger king. the thief saw no one in the booth and pried open the locked window, and then you can see he takes the cash register and off he goes. gives it a good yank, disconnects the cable. runs off. hasn't been seen since. >> he knew what he was doing. time now for some preseason football. >> let's get the highlights from espn. good morning, america. i'm nicole. he's neil. he has the bad highlight, so he gets to go first. >> yeah, i have bad blake. listen, they're expecting big things out of bortles.

we confirmed one person has been detained after a shooting in san jose's japantown. >> two men were shot, one is dead. matt keller live for us at taylor and 8th. >> this still a very active scene. you can see police officers are continuing their investigation. they're cleging evidence and making sure that they talk to any witnesses that thee need to speak with. i'm also told they're doing a yard to yard search looking for additional suspects. that could take a few more hours. we want to show you video from earlier. this shooting happened around 9:30 last night. both men were taken to the hospital. one died, one survived and is now stable. a festival with food trucks and music was on taylor street from 5:00 to 9:00 last night. police are still investigating if the victims were attending the event before they were shot.

there are witnesses they're interviewing and looking for video. a procession took place after this. this is video of police and fire trucks on 280 at meridian avenue. and that was a big event and a lot of officers and firefighters out there on the scene for the procession early this morning. and we're told that this police investigation could take another couple hours. we're told it could last through the commute hours so you want to be aware of that if you're heading here through taylor street in japantown. in san jose, matt keller. >> we'll check in with you throughout the morning. >> developing news in the terror attack in barcelona, spain. we have learned a 14th person p>> we want to take a look at barcelona. police still looking for the driver of a truck that plowed through a crowd of pedestrians. a white truck swerved into a sidewalk full of pedestrians. tourists scattered running for cover as the panic spread.

>> everyone started to run, screaming from behind. they ran forward. >> it was scary not to know what's happening and see people running outside. >> the state department says one american was hurt in the attack, although the person has not been identified. more than 60 miles away, authorities say five terror suspects connected to the barcelona attack have been killed in a police shootout in a seaside resort. authorities say the suspect wearing fake bomb belts began plowing down people when they reached a populated area near the boardwalk. an officer was among the six people hurt. >> an east bay family searching for a relative missing after the barcelona terror attack. 43-year-old jared tucker was on vacation with his wife. the couple was walking through the area when they got separated. his brother-in-law said chaos struck and his wife had to leave. they're trying to get confirmation from the state
