feet. this is one of the reasons why we're going to have difficulties. we'll give you the minute-by-minute look in a second. we're starting off in the low to mid 60s this morning. low to mid 70s from noon to 4:00 in the bay and inland. low 60s at the coast, and 63 to 71 at 7:00. the lack of sunshine for aal hours, even though it's not going to be totality here, means we'll be cooler than average. >> good morning. we have had just a problem for over an hour now in the fairfield area. the good news is we just got the all clear from chp. this was a five-car collision, westbound 80 before you get to suisun valley road. a full hour we have had at least one lane down. at one point, we had three lanes down. we have some hefty backup that really is going to take a while to unwind. seven miles of backup between vacaville and the cordelia area. i'll talk about options in a few minutes. >> thank you. well, these are the fashion statement of the summer, and nearly impossible to get your hands on. we finally get to use our

eclipse glasses this morning. >> i don't know why we're still looking at the traffic maps. >> i'm not going to look at anything. how about that? i'll keep myself in the dark. >> we want to see matt keller who is live frus at nasa ames research center. do you have your glasses ready to go, matt? >> reporter: i don't. ynl going to be here at nasa where they're going to provide the glasses for me. they also have videos inside. they'll have live feeds from very cool stuff so we can see the solar eclipse here. nothing cooler than looking up in the sky today with those glasses on and being able to see that partial solar eclipse. nasa ames is hosting the viewing party. the starts at 8:00 a.m., along with having eclipse glasses available, they'll show the view from high altitude balloons, satellit satellites, and specifically and specially made telescopes. the public event registration is at capacity and registration is closed. but chabot space and science center in oakland is also

holding a viewing party. about 1,000 people are expected there. the advice, show up early and good luck getting eclipse glasses if you don't already have them. >> sold out everywhere. i have been calling other local institutions, libraries, you know, amazon's been getting orders as well that are cancelled. >> the eclipse glasses will besary for viewing the three-quarters eclipse sun in the bay area. another way to do it, and we figured it out, is to get your phone and then you have it on the selfie mode so it's facing toward you. then you can see the solar eclipse in your phone. and that way, you don't damage your eyes because you definitely do not want to look directly at the sun during the partial solar eclipse in the bay area. back to you in the studio. >> such a good idea. thank you. mike, are we going to get a chance to see anything here in the bay area? >> it all depends on where you are, reggie. that's the way it's going to go. it starts at 9:01 with most of us chowdy, and it ends at 11:37.

let's start in the south bay, 10:13 this morning, i think most of us will be clear. it will be clearing from 9:00 up to 10:15. as we get towards our peak at 10:15, you should be clearing out. however, the peninsula from about redwood city southward, mostly clear, but as you head north, you can see a lot more cloud cover. the white to the gray, that's where it's darkest. notice, the lighter white means there will be breaks. there will be breaks as we head to 10:15 in downtown, but it won't be a plot. at the coast, we're socked in. napa valley good in the north bay. however, around santa rosa and petaluma, clouds will linger. the east bay shore to san leandro, pretty cloudy. we'll be clear inland by 10:15. there you go. natasha. >> all right. people are going to have to leave work and drive someplace, mike. if you missed out on the eclipse glasses which are a must if you're checking this out, you can go to abc7news.com because we have a way to make your own

viewer with items you probably have around the house right at abc7 news will have coverage of the eclipse including local reports beginning this morning at 10:00 anchored by david muir. >> it's 6:05. a search is under way for ten missing sailors after the navy destroyer they were on collided with a merchant ship. uss mccain was on its way to a routine visit in singapore when this happened. five sailors were hurt. it led to flooding in nearby compartments. this is the second navy destroyer to collide with a vessel in the pacific in two months. >> a creative plan to house the homeless is now being dramatically scaled back. the original goal was to crate villages using these tiny homes. in 99 potential sites across the city. there was some community backlash, and now the city has imposed stiffer restrictions for

location and that has drastically reduced the number of potential sites to just four. this according to our news partner, the mercury news. city council members will discuss the four sites at their meeting next tuesday. >> several students at san jose state university will by staging a sit-in, protesting the return of professor lewis aptekar. he was put on leave last year after investigators found he sexually harassed a student. several students in the courses juan him to be replaced. aptekar's attorney claimed third party investigators cleared his client of wrongdoing. >> a search for five members of a helicopter crew that went down into the ocean. searchers have recovered significant debris from the helicopter. >> the u.s. and south korea begin joint military exercises amid heightened tensions with north korea. the annual exercise is mostly computer based. it will, though, involve 17,000

u.s. troops. north korea conducted its fifth nuclear test following last year's exercise. it's not clear if it will take action during this week's exercise. >> a south florida uber driver is suing the company for the right to carry a gun. jose says his rights are being infringed upon because he's not able to lawfully carry his firearm. san francisco-based uber has a policy that bans drivers and passengers from carrying firearms even if they are legally licensed to do so. he says he doesn't feel safe behind the wheel. the question is whether state and federal laws favor independent contractors like uber drivers. uber has no comment on the suit. >> why a man charged with not paying his b.a.r.t. fare ended up with much more than a ticket. >> a sinkhole opens up on the road, and what happens after had people holding their breath. here's a live look outside at 6:07. you know what? this would be a good place to see the eclipse this morning, right? i just climb to the top of mt.

when it come up and by the time we see it when the clouds roll back. that's the key. the clouds will roll back in the flnd, east bay, and north bay as the eclipse is beginning at 9:00. temperatures 58 right now in daly city. everybody else in the low to mid 60s on the peninsula, and pretty much everywhere else until you get to santa rosa and los gatos at 57 degrees. livermore valley unified school district, cloudy and 62. sunny and warm. 80 at 3:00. bring the hoodie home. here's a quick look at your activity planner. breezy, king tides today, and if you're exercise, the sunshine will be strong in the afternoon hours. >> good morning. it turns out we had six vehicles involved in this crash in the fairfield area. and boy, it's clear now, but it's going to take a while to bounce back. check out this backup that stretches for 7 1/2, maybe 8 miles at this point. your best bet is to head south through fairfield and take cordelia road for an alternate.

that's going to save you some time. typically, the route takes you 18 minutes. it's at about 50 right now and we're looking around a 35-minute drive if you take the detour. looking foggy on the san mateo bridge, westbound 92 looking pretty typical. really, that westbound 80 through fairfield is the slowest stretch now. we'll check on drive times at 6:20. >> you can find out more about the impact of construction on caltrain's electrification project this week. rail crossing signal and communication equipment will have to boo relocated. foundation work will affect traffic when it begins in about three months. >> first oregon, and now possibly california. the prosal that could bring a big change to state i.d. cards. >> he won millions by c when i look at you, i look back on my life and know what it was for. what if i struggled... whatf i sacrificed... and what if i swore i'd succeed... so you could wake up one day

to the bay area where they turned themselves in to authorities just over two weeks ago. from the live desk this morning, the big ben bell in london tolled for the last time london tolled for the last time for quite a while. it stopped this morning to protect workers during a four-year, $38 million restoration project. it includes repairs of the queen elizabeth tower which houses big ben. big ben has been stopped several times since it first sounded in 1859. the current restoration project will mark the longest period of silence for the bell, however, it's still going to sound on special occasions like new year's eve. >> an iowa man who pulled off one of the biggest lottery scams in decades will be sentenced tomorrow. former lottery security director eddy tipton admitted to creating a program to allow him to predict winning numbers.

as a result, he raked in $2 million from several state lotteries. this is video of him attempting his final scam in 2015. he's facing a 25-year prison sentence. as part of his plea deal, he must repay all of his ill-gotten gains. >> a new bill would present a third option on state documents including driver's licenses and birth certificates. under current law, someone who wants to change their gender for a state i.d. document has to have a gender certification from a licensed position. well, this new bill would eliminate the mandatory medical verification. a man arrested for not paying his b.a.r.t. fare got much more than a ticket. b.a.r.t. police caught the man this weekend at the fruitvale station in oakland. he turned out to have a $20,000 warrant on suspicion of identity theft. b.a.r.t. police arrested him, took him to jail. officers have been cracking down on fare cheaters. they cost b.a.r.t. an estimated $25 million a year.

mr. patrick swayze. >> and that lift. >> the lift. yeah. filmed in north carolina. >> very nice. >> how about that? >> fun fact. >> a couple hours west of charlotte. >> north carolina will not be on the path of totality. south is, i think greenville. >> i think it goes through asheville and into greenville and down into charleston. pretty close. so there's knowledge about the eclipse. let's see if we can do more. hi, everybody. here's a look at walnut creek. everybody is going east. go east. but you see, you're pretty cloudy. this is an area that's going to be clearing as the eclipse gets going. and by 10:15, when we hit our max, this is one of those areas that should be completely cleared out. at the beginning, it's going to start off gray. let's talk about that. slow sunshine and mild. let's start with our temperatures. and the areas that are darkest, that's where the clouds will be thickest. then they'll get brighter and brighter. that's where they'll become

lighter and lighter. by 10:15, most of the south bay is clearing out. we'll be in the upper 70s to low 80s this afternoon. mid 80s around gilroy and morgan hill. mostly sunny, partly cloudy to mostly sunny conditions from munten view to redwood city and then cloudy from san mateo, millbrae, over towards the coast at 10:15. look at san francisco. 10:15. still pretty cloudy. probably no breaks in the cloud cover at all. mid to upper 60s this afternoon. now, in the napa valley, we should be cleared out by 10:15. look at everywhere else. still a lot of cloud cover. san rafael could be cleared out also. the farther south you go, the more likely you'll see the eclipse. fremont, but notice everybody else, increasing cloud cover. and by 10:15, our inland east bay neighborhoods will be cleared out. this afternoon, the low to mid 80s. my seven-day forecast, we're going to see pretty much the same conditions tomorrow and wednesday. maybe a couple degrees warmer into thursday, and then more summer like weather with 90s

inland. even a few 80s popping around the bay for the weekend. alixs. >> sounds good. and so far, we're looking pretty good for the morning commute. definitely starting to see an increase in volume in several areas including out of tracy. six miles per hour, 14 miles per hour, westbound 205 to 580 as you approach altamont pass. we have not had blocking issues. that's just our typical volumes as we get into the school year that are returning. a quick check of the bay bridge toll plaza. the metering rights on just about an hour ago at 5:24 this morning. we have our normal delay through the maze as well, and this is not a normal drive time, unfortunately, our biggest issue was westbound 80. a crash before suisun valley road. that has cleared, however, if you're traveling on the stretch between vacaville and cordelia, it's going to take you 45 minutes. normally that's 18 minutes. if you cut down using surface roads, that will save you a few, but just expect delays in general if you're heading through that stretch. we'll take a closer look at the

china is getting ready to relaunch the world's fastest bullet train. the trains will service the route from beijing to shanghai. they'll make the 777 mile journey in 4:32 minutes. they cut back the speed following a deadly crash. since then, crews have laid more than 12,000 mails of high-speed rail. they're hoping to add another 6200 miles by 2020. it's time to ask finney. and bruce has a question about buying or renting a home. >> he spoke to us at our ask finney event. michael finney has your answer. >> sorry about that video. we'll hopefully get tatthat to .

here just after 10:15 this morning. then for the next hour and a half, it will move east, wowing millions of people along the way. the wait is finally over. for the great american eclipse. >> this is a life changing experience. >> from oregon. >> thas was going to be one of the prime locations. >> to south character. >> put a pitch for charleston because we're the last place, also the best place to see it. >> all eyes protected by those essential eclipse glasses, turning upward today. for this long anticipated celestial show. >> not until august 21st, 2017, will another eclipse be visible from north america. that's 38 years from now. >> while the last total solar eclipse in the mainland u.s. was in 1979 -- >> look, there it is. >> -- its been nearly 100 years since a total eclipse crossed from coast to coast. >> once in a lifetime event here, you know. >> people from every state and around the world celebrating.

camping out, crowding small towns and causing major traffic jams. all to be in the path of totality. where the moon's 70-mile-wide shadow will cross parts of 14 states, turning day instantly into night for just a few unforgettable moments. >> when we're older, we'll be able to tell our kids. >> and this is last chance to see a solar eclipse in the u.s. until 2024. natasha and reggie. >> i saw a lot of people, marcie, who were camping out in central oregon. but i don't see a whole lot of people around you right now. what's going on? >> yeah, it is a much different story here. i think we have one group of people camped out on the beach here. a few people starting to come out to check things out. overall, here in this city, the crowds just didn't show up. they were expecting 100,000 people, but everyone we talked to has said this is actually the least busy weekend they have seen here in years.

so they don't know if it's the weather that scared people off or the talk of all the crowds, but some of the hotels are slashing their prices over the weekend, trying to encourage people to come out to the coast to witness this eclipse. >> the oregon coast is beautiful no matter what's going on, so hopefully they'll enjoy that. >> it looks soupy behind you. thanks so much. >> here, alexis, as you covered on the traffic impact here today, but we want to start with you, mike, because where do we have to go to see this? the that's the tricky part because it's getting worse. the marine layer is getting deeper. it's going to be longer for it to burn off today. and so here we go. at 10:15, this is when we hit our max of 75%. i think just in time, the south bay clears out just in time. but notice, places like santa cruz, not so much. it will be partly sunny on the peninsula and getting cloudier as you head up towards millbrae. notice the coast completely socked in. i think san francisco will be socked in at 10:15.

you may see a little bit of the end of the eclipse as we get towards 11:30. nama valley clearing out by 10:15. still parts around santa rosa and petaluma possibly partly sunny there. you will see the end of the eclipse along the east bay shore at 10:15. pretty cloudy all the way down to about hayward, possibly union city. south of that, it should be clear. and then our inland east bay neighborhoods will be clearing out as we head towards 10:15. you should see the 10:15 to 11:30 timeframe completely clear. you will definitely see the back half of it. it's going to be hard for any of us to see the beginning of the eclipse. i don't think any of us will. >> i have some pretty obvious driving tips here if you're going to be out and about today, whether you're trying to see the eclipse or trying to go about your normal routine. we have a partial eclipse in the bay area from 9:00 to 11:30. this should be obviouattention. do not attempt to watch the eclipse while you're driving.

we think distracted driving will be an issue across the country. you want to be careful. the maximum eclipse about 10:15. it's not going to be totally dark, but it will be darker. and all day today, just be on the lookout for distracted drivers. use caution, and distracted pedestrians. if you're on surface streets, a lot of folks not paying attention to where they're walking. could be walking in front of you looking at the sky. slow down, take it easy all day. >> thank you. there are more than 30 public eclipse viewing events happening around the bay area this morning. in oakland, you can head to the chabot space and science center. in san francisco, the exploratorium's event starts at 9:00, and in san jose, you can join other watchers at the hogue park. we'll have extensive coverage of the great american eclipse, including live local reports beginning this morning at 10:00, anchored by abc's david mure. >> breaking news out of

marseille, frantz, where a man drove a van into two bus stops. he's treated for psychological issues. one woman was killed, another hurt. there's no motive now. terrorism has not been ruled out. the suspect has not been identified. he's 35 years old. >> new developments in the spain terror attack. authorities have identified the man who drove a van into a crowd of people as eunice, a 22-year-old moroccan. a spanish newspaper has published images of what it says is him getting waw oin foot. the three images show a slim man wearing sunglasses walking through a market off las ramblas. he may now be in france. they say he's the last member of the 12-man terror cell behind the attack still on the loose. subsequent attack in a nearby town hours later killed 15 people and injured more than 120 others. this morning, condolence book will be available to sign at the spanish consulate in san francisco. >> this as more travelers are returning home to the bay area

from barcelona. amy hollyfield is live at the consulate this morning. amy. >> yeah, reggie, the book will be here for a couple days if people are interested in signing it. meanwhile, yes, people who were in barcelona, americans, are starting to return home. we saw some very happy reunions at oakland international airport yesterday. that is the only airport in the bay area that offers nonstop service to barcelona. one castro valley young man cut his trip short after the attack happened, much to the relief of his mother. >> absolutely relieved because i haven't slept in about two nights. so i'm just happy he's on california land. >> didn't really know what else could happen, there were news reports and sources we were getting there could be more attacks. >> one american was killed in the attack. jared tucker of lafayette, in the east bay. he was traveling with his wife. she is okay. if you want to let spain know

that americans are thinking about them, the book will be here at the consulate here on suter street at franklin starting today and tomorrow from 10:00 to 1:00 on each day. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you. happening today, grief counsellors will be at skyline high school as students mourn the loss of a firefighter shot and killed in san hose. 30-year-old jake walter graduated from skyline. he was also an assistant baseball coach before leaving for the academy. police are still looking for the gun that was used to shoot walter and another firefighter thursday night. the firefighters were confronted by at least two men outside an event in the japantown neighborhood. the gunfire erupted without warning after a brief exchange of words. the wounded firefighter remains at santa clara valley medical center. >> on to developing news on a wildfire burning in yosemite. crews say it's grown to nearly five square miles. evacuation orders remain in

place for the tiny community. residence were ordered to clear out on saturday when flames came within 1 1/2 miles of the community. the wildfire has been burning for a week now. it's 10% contained this morning. well, i am going to show you what it's looking like up on top of mt. tam in just one second. you can see that it's going to be tough to see just about anywhere. let's talk back to school first. livermore valley joint unified school district. sunny, 82 by the afternoon hours. as we head into oakland, unified school district, cloudy this morning, sunny and breezy this afternoon. dress for 63 and 69. we have the san francisco unified school district. cloudy this morning, cool, 60. partly sunny by 3:00 and about 65. and finally, our last one, west contra costa unified school district, cloudy and 62 this morning. mostly sup a eand a breezy

afternoon. the sun is up, it's above the marine layer. on the roads today, cloudy to sunny. cool to warm if you're taking mass transit from san francisco to the suburbs and a small craft advisory if you're on the bay. we know at least through 9:00 nobody will be we looking up because they'll be looking to the cloud cover. starting at 9:00, the inland east bay and south bay that will start clearing out and eventually you'll see the eclipse by 10:15. >> and not seeing it in your vehicle. you want to pull over, be somewhere safe. >> don't use the sun roof. >> no, that's not what that was made for. sorry to break it to you. let's take you up to the fairfield stretch. this is where we have had our main trouble spot. westbound 80, before you get to suisun valley road. we have had crash involving six vehicles total. we had injuries as well. this took a full hour to clear. this happened just after 5:00 and we didn't get the all clear until after 6:00. we're still having a tough time

okay. let's not, you know, burn those retinas by looking real close here. there's a real reason you need to wear those solar eclipse glasses today. that's, of course, because of the solar eclipse. there's a lot of events going down today, including here at nasa ames. it starts at 8:00 a.m., along with having eclipse glasses available, they'll show views on televisions of the eclipse from balloons, satellites, and modified telescopes. the public event is at capacity and registration is closed. these are super popular. chabot space and science center is holding a viewing party. about 1,000 people are expected there. the advice, show up early and good luck getting eclipse glasses. they'll be necessary for viewing the eclipse. and the question, the whole safety issue about watching the eclipse overblown? they say no, it is not. you want to wear protection over your eyes.

weather going to be like. many of you are at workory school when the eclipse is going to happen. you're getting the answer behind us. >> a lot of disappointment today becuse i don't think any of us outside of maybe the napa valley will see the beginning of the eclipse. a lot of us will see the middle or the where we get to 75% towards the end of the eclipse. but the beginning of it, you have to be up. look at this, the marine layer keeps getting taller and taller. it's up to 2600 feet. you can barely see the sunrise from mt. tamalpais. morning sunshine eclipsed for many of us today. low clouds tonight. fog possible and a slow warming through the week. we have the small craft advisory, 1:00 to 9:00, very breezy in the areas in yellow. i overlaid the cloud cover on the map. this is at 10:15 in the morning. you can see the south bay does clear out for the most part by 10:15. mostly sunny there. some of that clearing will make it up to palo alto, possibly redwood city. north of there, pretty cloudy at 10:15, especially along the coast.
