sequoia suv. >> happening today, california could take a big step toward resuming executions. the state supreme court will issue a ruling on a lawsuit challenging the constitutionality of proposition 66. the measure sets a five-year limit on death penalty appeals. right now, they can take decades. opponents say speeding up the process could send innocent people to their deaths. california's last execution was in 2006, and there are about 750 inmates on san quentin's death row right now. >> a san francisco lawyer is now representing the google engineer fired over his controversial memo. army dillon worked for the republican national committee. she represented two groups fighting uc berkeley to get ann coulter to speak on campus earlier this year. google says it fired james damore because he violated the

company's code of conduct. she's reaching out to other workers. >> it's 4:43. the south bay is dealing with the widening debate over historic statues linked to violence and racism. abc 7 news was at san jose city hall where people are upset over a statue of christopher columbus. a group has started an online petition to get the statue relocated. they say a man responsible for the genocide of native americans should not be glorified at city hall. >> happening today, proceeded from the taylor street market will be donated to the oakland firefighters fund. two off-duty firefighters were shot. one victim, jake walter, died. to help the victims' families, they pledge to donate all revenue they will make tonight and next thursday. running over the golden gate bridge is one of the reasons so many people do the san francisco

marathon. now that iconic part of the race is in some question. the bridge's board of directors will consider a proposal to stop closing one side of the bridge to traffic. remember, we saw that this year during the race. organizers of the san francisco marathon and half marathon may have to reroute the course or limit runners on where they can go. one option could be to create a protective barrier to separate the runners from the traffic alongside them. something else i'm tracking here at the live desk this morning, the deadly typhoon in asia. at least 12 people are dead this morning after the typhoon struck the southern coast of china. more than 150 others are injured. the storm flooded streets in hong kong and macao. it's the most powerful typhoon to hit the area in more than half a century. meanwhile, closer to home, a tropical storm gaining strength in the gulf of mexico. it could turn into a hurricane by the time it makes lafrl.

abc news reporter janay norman has the latest on the preparations in texas. >> good morning. there are a lot of empty store shelves in texas this morning as people are gearing up ahead of the storm. meanwhile, others are preparing to leave home as evacuations begin later today. south texas is bracing for a beating. the coastline is in the sights of tropical storm harvey, expected to make landfall this weekend. forecasters say harvey could develop into a weak hurricane by the time it slams the south. bringing with it a 4 to 6-foot storm surge along the coast, but even more worrisome, harvey is expected to unload up to 20 inches of rain and not just a burst of showers and flash flooding but a long duration event, possibly up to 72 hours of heavy rain and high tides. >> we need people to be aware. >> people who live in low-lying areas are urged to get to higher ground. evacuations begin today, but many people started stocking up last night. water, food, and batteries now

in short supply in many stores. and along the coastline, people are stockpiling sandbags getting ready for the storm surge. >> with predictions up to 20 inches of rain in the area, that could be a problem for us going into the weekend. >> the governor in texas has already declared a state of emergency in 30 counties ahead of the storm making landfall. janay norman. abc news, august. >> go back about 12 hours ago and it was just a tropical depression with winds around 35 miles per hour and it's accelerating the northwest. so that means it's over that warm ocean water. see how organized it got while we were sleeping? now, 45-mile-per-hour winds heading to the north at 10 miles per hour. here's the latest, you can see it slamming right around corpus christi saturday morning with 85-mile-per-hour winds. so that's even faster than the models were predicting last night when we went to bed. inland flooding, absolutely the biggest threat with this storm as it's going to sit and spin

collided with an oil tanker earlier in the week. the cause of the crash still under investigation this morning. the white house is moving forward with president trump's ban on transgender members of the military. the "wall street journal" reports a white house memo directs the pentagon to deny admitting transgender people and it orders an end to spending on medical treatment for those currently spending. the report says the new policy will give james matting discretion on whether to kick a transgender person out. 4:43 now. oakland detect frbs are asking for the public's health in solving a double murder. shots rang out at a block party just over a year ago. terrance mccraryjure and craig fisher cooks both died. fletcher cooks was defending his girlfriend when he was attacked and shot. mcqueary was hit by a stray dullt. there were about 300 people at the party and police believe

the naacp wants to meet with the national football league about former 49ers quarterback colin kaepernick. organizers call this protest outside the league's headquarters in new york yesterday a united we stand rally. kaepernick ignited a national debate when he refused to stand for the national anthem before games last year. so far, none of the nfl's teams have signed kaepernick. several rights leaders are accusing the league of avoiding him because of his opinions on race. >> we're getting the first glimpse of a space suit that may be used by future spacex
