good morning. i'm lynda lopez in for diana macedo. >> and i'm kendis gibson. hurricane harvey gaining strength overnight. texas residents are already feeling the effects of harvey. it could make landfall as early as this friday evening but could linger for several days, bringing potentially deadly floods. an hours-long hostage standoff is over at a restaurant in charleston, south carolina. police say a disgruntled former employee killed the executive chef at virginia's and also took a hostage. the ordeal ended when police shot the suspect. presidential adviser and son-in-law jared kushner trying to revive the middle east peace talks. he met separately with the israeli prime minister netanyahu and the palestinian leader, abbas. the white house calling those meetings productive. and the massachusetts woman who was the sole winner of the

$750 million powerball jackpot says she isn't entirely sure what she'll do with all that money. she's quit her job. she says she'll pay off her car, and she's going to hide in bed until the heat is off. good plan. those are some of our top stories on this friday, august 25th. >> announcer: from abc news, this is "world news now." and we do say good morning to you, everybody, on this friday, just one day after the 25th anniversary of hurricane andrew's landfall, another potentially deadly and powerful hurricane is heading to the u.s. coastline. >> hurricane harvey's landfall could come as early as tonight, but you can see on the radar its effects are being felt already all over the gulf coast. >> so, harvey could bring as much as 3 feet of rain to some areas as far inland as san antonio. that's about 200 miles inland, by the way, and its storm surge could reach 6 to 12 feet. huge waves and dangerous surf and rip currents are also

expected as well as winds up to 125 miles an hour. >> residents, of course, taking the threat seriously, boarding up windows, buying non perishable food, and in many cases, gassing up and getting out. >> they're talking about 15 inches of rain. that's a lot of flooding. there's nowhere for 15 inches to go when you've got a 6-foot tide. >> i am very respectful of storm potential and tend not to take it lightly. >> i'm going to evacuate. this is a serious storm, and i think everybody needs to pay attention. >> this is the line to get gas. absolute insanity over this hurricane. >> i'm scared, so i'm going to do everything that i can to protect our little place down here and hope and pray for the best. >> there's no more water. there's no more bread. the bread's already running out as well. so, it's getting empty in there. >> yeah, as you can imagine, those are plenty of scenes that

are going to be happening all across the gulf coast this morning as that storm prepares to hit. the governor of louisiana has now also declared a state of emergency, by the way, for the entire state. rain expected to start in louisiana sunday, a day after texas. and these are the images coming in from corpus christi right now. a little wet, as you can tell there. >> yes, even though we're hours and hours away from landfall, still they're starting to feel those outer bands coming in. you were mentioning before about the oil and gas prices might really be hit because we have so much of the oil refineries that are right in that direct path. >> yeah, quite a few refineries are right there, about 20 refineries there, and many of the stations that are out there in the gulf coast have been evacuated. but this is a major concern. not only are the winds a major concern, but also the flooding forecast there. plenty of areas could get well over 10 inches of rain by monday. >> so, many people very smartly and safely evacuating. >> and we should mention that the president did speak with the governor of texas overnight to get the very latest on the

situation there, and the president in the meantime is picking a new fight with the leaders of his own party, vowing to force a government shutdown unless congress comes up with funding to pay for a border wall. >> but what about his repeated promises on the campaign trail that mexico would be footing the bill for that wall? that's exactly what abc's jonathan karl did his best to find out. >> reporter: president trump is in a war of words with his own party, threatening a government shutdown if republican leaders don't come up with the money to pay for his biggest campaign promise, the wall on the mexican border. during the campaign, the president promised over and over again that mexico, not u.s. taxpayers, would pay for the wall. >> and who's going to pay for the wall? >> reporter: back in january, the president softened on that, telling david u.s. taxpayers would pay it first. >> are you going to direct u.s. funds to pay for this wall? will american taxpayers pay for the wall? >> we're going to be starting those negotiations relatively soon, and we will be in a form

reimbursed by mexico, which will pay -- >> so, they'll pay us back. >> absolutely, 100%. >> reporter: but this week he threatened to shut down the government if congress doesn't pay for it. >> the obstructionist democrats would like us not to do it, but believe me, we have to close down our government. we're building that wall. >> sir, the president promised over and over again during the campaign that mexico would pay for the wall, so why is he now threatening a government shutdown if congress won't pay for it? >> look, the president's committed to making sure this gets done. >> why is he threatening a shutdown over paying for it? i mean, again, he said over and over again, he talks about the campaign, over and over again, he said mexico's going to pay for the wall. >> once again, the president's committed to making sure this happens and we're going to push forward. >> reporter: but the white house press secretary refused to repeat the president's threat to shut down the government, all this as the president's relationship with republican leaders is in something of a free fall. two weeks ago it was republican senate leader mitch mcconnell publicly airing his

frustrations. >> our new president has, of course, not been in this line of work before and i think had excessive expectations. >> reporter: that prompted an irate phone call to mcconnell from the president with the president shouting profanities into the phone. the two men have not spoken since. the president hammered mcconnell on twitter for the senate's failure to repeal obamacare, tweeting "he failed! that should never have happened." white house officials have tried to turn the temperature down on the president's shutdown threat, but it is hard to see how republican leaders can deliver the votes to pay for the wall, and that means either the president has to back down or there will be a shutdown. jonathan karl, abc news, the white house. defense secretary jim mattis is accusing russia of menacing europe and trying to redraw international borders by using force. during a meeting in kiev with ukraine's president, secretary mattis also insisted that the u.s. stands firmly with that country against russia, and he

reaffirmed that the white house will not accept moscow's annexation of ukraine's crimea region. iraqi forces are making gains against isis in the city of tal afar. on thursday, they seized five more villages on the eastern and southern outskirts of the city. the city is one of the last remaining strongholds for the militants. this follows the recapture of mosul after a nearly year-long campaign. the navy has suspended its search-and-rescue operations for nine missing sailors. that's after the "uss john s. mccain" collided near singapore. ten sailors were initially missing after the collision. one body was found in the ship. they're still searching the flooded areas inside the destroyer. the identities of those missing have been released, ranging in ages from 20 to 39 and hail from eight states. five injured sailors have been released from the hospital. radio host and emmy award-winning actor jay thomas has lost his battle with cancer. his agent says thomas died yesterday at his home in santa

barbara, california. thomas' tv work included "mork & mindy" and "cheers" and he won two emmys for playing a talk show host on "murphy brown." jay thomas was 60 years old and leaves behind a wife and three adult sons. now to another passing, but this isn't necessarily a sad story. a philadelphia eagles fan did not let cancer take away his sense of humor. >> jeffrey rigel of new jersey passed away last week. he had been a eagles season ticket holder for 30 years but never saw the eagles get a super bowl title. >> so in a parting shot for the club, regel asked for eight philadelphia eagles players as pallbearers so the team could let him down one last time. eight buddies did the honors instead, dressed in eagles jerseys there. >> oh, my gosh, that is really a sense of humor to the end. >> absolutely to the end. i don't know if he's going to be able to -- is there going to be a championship this year, tony? >> maybe he can help. >> our sole eagles fan.

some powerful winds, the storm gaining strength in the overnight hours. >> that's right. we're not expecting landfall until later tonight, friday night, but some of those outer bands starting to affect the area. >> and it will be a system that will be bothering the gulf coast there for several days. we're going to move on, though. in the meantime, a newly released video is sparking outrage among many. >> it shows a high school freshman at a cheerleading camp. it's almost hard to watch. she's crying out in pain, being forced to do splits. >> this morning her mother is speaking out. here's abc's clayton sandell. >> reporter: in this video that is hard to watch, the cheering is replaced by a lot of pleading. that is freshman cheerleader ali wakefield. her mother says this video shows her daughter being forced into the splits, held down by the coach, ozel williams. >> i saw girls being tortured to the point where their screams and cries sounded like a serial killer had come after them. >> reporter: the video was recorded in june at a cheer camp at east high school in denver.

>> it didn't feel right. somebody had attacked my little girl, and people sat around and let it happen and nobody stopped them, and she was begging him to stop and he kept doing it anyway. >> stop! >> reporter: the school district has now placed williams and several other staffers on leave, including the school principal, assistant principal, and assistant cheer coach, saying, "we absolutely prohibit any practices that place our students' physical and mental health in jeopardy. we do not and will not allow any situation in which a student is forced to perform an activity or exercise beyond the point at which they express their desire to stop." and now denver police tell us they are involved. they have seen the video and they have assigned child abuse detectives to investigate. clayton sandell, abc news, denver. well, people who are cross-eyed or have severe acne or fewer than 20 teeth need not apply to be teachers in iran. >> so, the republic's education department has released a long list of physical conditions that

elmo and his furry buddy, grover, traveled to a refugee camp in jordan to meet with some of the kids who now call that place home. >> elmo realized when he was there that all kids are pretty much the same. you know, we have differences, like elmo has red fur, and they don't have red fur, but we like to have fun together. >> reporter: did you think the children that you met over there were sad? >> well, you know, elmo thought that, yeah, maybe some of the kids over there were sad, but elmo tried to do his best to cheer them up and make them smile. >> reporter: sesame workshop and the irc are building local learning centers in the camps, making home visits, too. >> education is a haven for people who have lost everything. and for children, it gives them just an ounce of normality that can give them the chance to rebuild their lives. >> reporter: and they're producing a new version of "sesame street" in arabic, aimed at reaching children in syria, iraq, lebanon and jordan, especially the refugee kids.

i walk with ibrahim and aziza through the dusty camp to their school. this is the arts center here. this one you did? it's a haven. you can feel it instantly. ibrahim's teacher tells me he's changed since he started coming to class here. then in this little school in lebanon so far from their homes, the children get a surprise visit. it's tong-tong! she's a visit from the local version of "sesame street" from nearby jordan. every part thought out, every aspect designed to teach with the local culture in mind. >> we also wanted to make sure that he looked afghan so afghan children can also see themselves when they see them on screen. so we looked at various fabrics and we looked at different outfits that little boys wear. >> reporter: the next project, a muppet for the refugees, all part of what's really a rescue effort. >> the great american story is

absolute insanity over this hurricane. >> reporter: in new orleans earlier this month, a summer squall flooded streets. there's now concern the city's pumps won't be able to keep up. >> we're in a more vulnerable space than we should be in. >> reporter: millions of people are likely to feel the direct impact of the storm, but the entire country could be affected. but also in the storm's path, some 20 refineries producing 4 million barrels of oil. it doesn't take a hurricane to wreak destruction. tropical storm alison in 2001 caused $5 billion in damage. matt gutman, abc news. >> and once again, that was a tropical storm. our thanks to matt. and while this is of major concern for the gulf coast, we'll have sustained winds of 100 miles an hour, really want to focus in on this map that matt talked about, the oil refineries. 45% of u.s. oil refineries are in the gulf coast, one-third of those are in the path of harvey right now.

some policy differences, but there are a lot of shared goals, that's what we're focussed on. >> the president's other line of attack is threatening to force a government shutdown unless congress votes funding for a border law. that's despite repeated campaign promises that mexico would pay for the wall. when questioned by abc's john karl about that apparent discrepancy, press secretary sarah sanders would only say that the president is committed to making sure the wall gets built. a hostage standoff in charleston, south carolina, has left one person dead during the lunchtime rush at a busy restaurant. police say a man fired -- a fired dishwasher returned looking for revenge. authorities say he shot and killed the executive chef. the gunman held one hostage, ordering everyone else to crawl out of the restaurant. the standoff ended about three hours later, after police shot the gunman. >> a man came up to the door in white, and i just went over to ask if everything was okay, if i could help him, and he locked the door and put a gun in my belly and told me to get on the floor. >> the hostage got out safely.

authorities say the gunman has a history of mental health issues. that restaurant, virginia's, is just blocks away from emanuel a.m.e. church, where nine black churchgoers were murdered two years ago. and florida has executed an inmate using a controversial drug for the first time. mark assay is the first white man executed in the state for killing a black man in decades. prosecutors say the 1987 double murder was racially motivated. the drug has been criticized, though, by some as being unproved in an execution. it replaces yet another controversial drug. and breaking overnight, a hearing scheduled today for the man accused of deliberately crash being his car into a crowd of protesters in charlottesville, virginia, has been delayed. on thursday, a judge agreed to a request by prosecutors and the attorney representing james fields to postpone that hearing until december 14th. charges against fields include second-degree murder and malicious wounding. heather heyer died during that august 12th attack.

19 others were injured. and a former volkswagen engineer will be sentenced today for his role in the diesel emissions scandal. james liang pleaded guilty earlier this month to misleading regulators and is cooperating with prosecutors. they're recommending a three-year prison sentence. the automaker installed secret software in vehicles in order to cheat on emissions tests. eight current and former executives have been charged so far. well, you can expect some suspensions after some bad behavior between the new york yankees and detroit tigers. it all started when detroit's michael fulmer hit new york's gary sanchez with that pitch. that led to the yanks' tommy kahnle firing one behind tigers star miguel cabrera, and then it was mayweather versus mcgregor. >> basically. >> on the baseball diamond. so the benches emptied again, after the yankees' pitcher fired a 98-mile-per-hour pitch off the

harvey's still well off the coast there. as a result, you may realize some schools and colleges in south texas have already started classes for the fall semester. >> right. >> others are just getting ready, but nearly all have canceled activities today. >> and houston public schools weren't even scheduled to resume classes until monday, but officials aren't taking any chances. with heavy rain forecast for after the hurricane, students and teachers are getting an extra day of summer vacation. >> we want to make sure that we have clear roads. and more than anything, with 216,000 students and 31,000 employees, we don't want to add that additional element to the transportation scene and have our emergency responders be complicated by even more people out on the road. so we want to make sure that our families have enough time to be able to take care of their families, so we decided to make that call early. >> and private and parochial schools in houston and its suburbs as well as colleges and universities in the area will also be closed on monday. there are no athletic activities scheduled throughout the

meetings were productive, but so far, there is no evidence of a breakthrough. several white national protests and counterprotests are scheduled for this weekend. one of the biggest rallies expected in san francisco on sunday. organizers of the freedom rally say it's for moderates, but some california politicians say it's a white supremacist event. now, they are worried about violence as several groups are planning counterprotests. and on the same day, on the other side of the country in knoxville, tennessee, white nationalists are protesting the possible removal of a confederate statue. well, amazon is set to deliver a gift to whole foods customers. the ecommerce giant finalizes its $13.7 billion buyout of the supermarket chain monday. once the deal is complete, amazon says it will cut prices on a number of staple items, including eggs, beef and bananas. amazon also has plans to offer discounts to prime members who shop at whole foods. well, the lives of hundreds of dogs were likely saved after they were air-lifted from puerto
