have a great good morning, america. happening right now. state of emergency. a massive hurricane is barreling toward texas. winds already topping 100 miles an hour. the biggest storm to hit the u.s. in more than a decade. heavy rain, lightning already moving in. harvey gaining strength and threatening millions in its path. mandatory evacuations in effect. the mad scramble to get out this morning. >> as they say, get out of dodge. >> people panicking over food and water and hours' long lines for gas. >> absolute insanity over this hurricane. >> babies airlifted out of hospitals to safety. we are live in the storm zone as millions brace for the major hurricane. powerball dream. the hospital worker and mother of two now the luckiest person in america striking it rich on that massive jackpot. she's already said good-bye to her job. >> i called and told them i will not be coming back.

>> it is expected to make landfall as a category three hurk. winds up to 120 miles an hour, could be even higher. it is the strongest storm to make landfall in over a decade. the first major hurricane to hit texas in 18 years and it could bring historic rainfall. we are already seeing evacuations. >> yeah, it is a major threat to this population there in the texas coast and we have team coverage all across the storm zone. ginger is tracking the very latest from right here in times square. good morning, ginger. >> good morning to you, amy and george and good morning, everyone. this is a giant storm. especially for you in the united states. can you see it here, the radar, the lashing outer bands to the southeast texas coast, lightning already moving in from houston to victoria to corpus christi waking up this morning. this storm has started. in less than 24 hours it will make landfall. that's why we see hurricane warnings on the map. of course, you've got tropical storm warnings that extend all the way west to san antonio and austin and a flash flood watch. the number one issue is going to

be rainfall and deadly or potentially deadly flooding. even san antonio and austin could see 10 to 20 inches of rain. locally some places will see close to 3 feet. this is a lot of rain happening over the next five days or so. the wind speeds especially in this red zone, 110 miles per hour or higher as it makes landfall. matt gutman is right there in corpus christi. matt, they are saying places could be uninhabitable for weeks or even months. >> reporter: that's right, ginger, that storm could cut off water and power and we're already starting to feel the outer bands of hurricane harvey just whipping us with wind and rain. check this out. we're at low tide right now and already this bay is filling up. the water lapping over the sea wall here. all of this creating a turbo-charged sense of urgency here in texas. with hurricane harvey's outer bands already lashing the gulf coast this morning a mass exodus is under way. traffic piling up on freeways. >> as they say, get out of dodge.

>> reporter: in many counties evacuation is mandatory. tens of thousands of texans ordered to flee. the goliath storm is growing covering much of the gulf coast in this image from the international space station and this is the view from inside the storm. a hurricane hunter plowing through its center. the storm forecast to dump a biblical deluge of up to three feet of rain. after news that the storm exploded in size, residents in corpus christi besieging this hardware store. >> these people are here buying plywood, plank after plank of plywood. the line just to get to the cashier is 20 minutes long. residents not taking it lightly. >> i'm 65 now and i don't want to die at 65. >> reporter: in some areas like houston panic as people scour for supplies. >> there's no more water. there's no more bread. the bread is already running out as well. >> reporter: lines for gas, wood and sand snaking around the block, some over three hours long.

>> this is the line to get gas, absolute insanity over this hurricane. >> reporter: those in harvey's path battening down the hatches as officials in an already inundated new orleans contemplate a full evacuation of the city. the impact of the storm may be felt nationwide. gulf refineries produce about 45% of the country's oil and one-third of the country's refineries are directly in the hurricane's path with hundreds of oil rigs dotting the coast. ginger has been talking about the storage surge. i want to give you a sense of massive volume of water. initially they predicted a four to six foot storm surge. now they're talking about 12 feet plus high tide and on top of that there will be 20-foot wave easily inundating this part

of corpus christi, texas. george? >> okay, matt, thanks very much. that storm surge and of course the heavy rain likely to cause major flooding across the coast and to rob marciano with more on that, our senior meteorologist in freeport. >> hey, good morning, george. they're very concerned about that storm surge here, 50, 60 miles south of houston as this water continues to pile up. you can see the waves crashing, protecting this harbor inland that's had tankers and freighters servicing oil refineries. levies around there are certainly worried about the hazard. let's talk about the storm surge. low pressure as it deepens will lift up the gulf of mexico but it's the wind that takes the water and it pushes towards the shoreline, eventually overtaking anything in its path, people, property, in some cases homes. we expect here five, maybe ten feet of that surge. what they're also worried about is the potential for this to be a multi-day event like tropical

storm allison, a tropical storm in 2001 that had 30 to 40 inches of rainfall across houston and that took $9 billion in damages, dozens of fatalities and thousands were left homeless so they're worried about that. it's not always the wind. it's often the water and the way of heavy storm surge that's the biggest threat and we're worried about that. george? >> thanks very much. harvey is causing travel delays. 83% of flights to corpus christi already canceled overnight. most flights in and out of houston not expected to be affected until tonight and major airlines are waiving cancellation fees for people traveling through the storm's path. and as we told you, thousands of evacuating trying to make it out before it hits and abc's eva pilgrim is there at the evacuation center in san antonio, texas, which took in more than 25,000 after hurricane katrina back in 2005. good morning, eva. >> reporter: staging happening right here in san antonio, amy.

we are seeing emergency responders, charter buses gathering here at the at&t center. san antonio is a state and federally designated evacuation center. tens of thousands are heading here as they get out of harvey's way. there are 40,000 plus hotel rooms and they're working to get warehouses and schools ready for that influx of people. we are expecting a lot of rain here, concerns of flooding as all those people head this way. amy? >> eva pilgrim, thank you. let's turn to the head of fema, brock long in washington, d.c. brock, i want to get fema's perspective. how serious is the situation at this moment? >> very serious. unfortunately, the storm is currently strengthening and pressure is dropping forecast to be a major landfalling hurricane which means this would be the first major landfalling hurricane we've had since 2005. right now citizens have been asked to evacuate. their window to evacuate, that

is closing very rapidly. >> brock, how confident are you that the infrastructure is in place to prevent a major disaster? you mentioned the last time this area, especially the louisiana coast faced something like this was 2005, katrina. >> let me set expectations. texas is about to get hit by a major hurricane so there's going to be damage. not only are you going to see large scale storm surge damage, but we're also going to see over the next three to five days a significant amount of rainfall which is going to cause a gait amount of inland flooding so there's going to be damage. now, fema is already positioned inside both states of texas as well as louisiana. >> brock, what is your biggest concern, your biggest fear with this storm? >> right now it's the life safety mission. i'm afraid people may not be taking this storm seriously. they may not be heeding the warning and, again, that window to evacuate is coming to a close. >> all right. brock long, thank you so much for your time this morning. we know you've got a busy weekend ahead. >> thank you.

boy, people have got to get out of there. we just heard brock long talk about that dangerous flooding. let's go to ginger for more. >> george, after it hits early tomorrow morning and makes landfall, usually a storm dies out. this one will start to decrease in intensity, but watch this. it makes a u-turn and goes right back toward the gulf of mexico feeding off warm wears. look at tuesday into wednesday, we are still talking about harvey sitting over southeast texas and this is where we end up getting two high pressure systems, these blocking kind of situations where it's sandwiching all that moisture between. there are no steering mechanisms to help get this storm out. and that's why we're talking about up to 35 inches of rain in southwest louisiana in that 6 to 12-inch rain including new orleans. it's all going to be happening as we head into next week. this is going to be a storm we talk about, unfortunately, for at least the next seven days. george and amy. >> incredible. ginger, thank you. in preparation for the storm this morning a powerful image from the storm zone. some of the most vulnerable hospital patients have already

been evacuated from a hospital right there in corpus christi. they include ten critically ill babies seen here being med flighted to an intensive care unit. that's in north texas. doctors say they are doing all they can before harvey hits, fearing a prolonged power outage during the storm, so it's certainly comforting to see all of those little ones getting to safety. >> it sure is. you are know, president trump is monitoring the hurricane with a call overnight to the governor of texas. as he's ready for a showdown with his own party over a government shutdown. jon karl is with us and, jon, you're reporting that the president may be close to a big change in immigration. >> reporter: a big and controversial change, george. with a government shutdown looming white house officials tell abc news that the president is seriously considering ending a program that provides legal status to hundreds of thousands of undocumented immigrants who came to the united states as children. the move the president is considering would put nearly

800,000 undocumented immigrants in danger of being deported. they are known as d.r.e.a.m.ers people who came into the united states illegally as children. president obama gave them legal status. back in january president trump told abc they had little to fear. >> they shouldn't be very worried. they are here illegally. they shouldn't be very worried. i do have a big heart. >> reporter: but now several conservative states are threatening to sue to end the program. and white house officials say the president is seriously considering giving in rather than defending the program in court. the move comes as president trump is threatening a government shutdown unless congress provides funds to pay for his wall on the mexican border. during the campaign, of course, trump promised that mexico would pay for the wall. >> and i will have mexico pay for that wall. who's going to pay for the wall? [ chanting "mexico" ] >> 100%. >> why is he threatening a government shutdown if congress won't pay for it? >> the president is committed to making sure this gets done.

>> again, he said over and over again, talked about the campaign over and over again and said mexico will pay for the wall. >> once again, the president is committed to making sure this happens and we're going to push forward. >> reporter: "snl's weekend update" ridiculed the president's new hard line on congress paying for the wall. >> what do we want? [ chanting "the wall" ] >> who's going to pay for it? [ chanting "mexico" ] >> that's right, you, the american taxpayer. >> reporter: the president appears to be gearing up for a fight with the republican leaders. on thursday he blasted senate leader mitch mcconnell over the senate's failure to repeal obamacare, tweeting, he failed. that should never have happened. he also took aim at both mcconnell and house speaker paul ryan over the looming budget battle calling it a mess. the shutdown threat is real, george. republicans on capitol hill acknowledge that it is virtually impossible to get the votes to pay for the wall in the upcoming budget negotiations. that means either the president backs down or there is a

shutdown and white house officials insist he has no intention of backing down. >> yeah, and, we're seeing a sustained campaign by the president against leaders of his own party. "the wall street journal" says it looks as if he's filing for divorce from congressional republicans but doesn't seem to make sense. he needs them more than ever now. it's almost as if he's trying to lay blame because he's worried something is not going to get done. >> reporter: he absolutely cannot get any of his agenda through without those republican leaders leading the way because, george, the president has done virtually nothing to reach out to democrats so he's certainly not going to get help from them. he needs mitch mcconnell, you could argue more than mitch mcconnell needs him. >> on another front the president's top economic adviser gary cohn has been under some pressure to resign since charlottesville and now he's spoken out for the first time. >> reporter: yeah, this is an extraordinary interview with "the financial times." i want to readexcerpts, from it, george. he says, this administration can and must do better in consistently and unequivocally condemning these groups, these

hate groups, and do everything we can to heal the divisions that exist in our communities. he is taking issue with the president's response to charlottesville and then on the issue of whether or not he would resign, he says this, i have come under enormous pressure both to resign and to remain in my current position. as a patriotic american i am reluctant to leave my post but then he adds, i also feel compelled to voice my distress over the events of the past two weeks. so extraordinary criticism from the president's top economic adviser here at the white house. >> yeah, the president himself said on tuesday night that his words on charlottesville were perfect. jon karl, thanks very much. much more sunday on "this week." amy. >> all right, george, we turn now to the country's latest multimillionaire mavis wanczyk, quickly coming forward to claim her prize after wednesday night's powerball drawing. it topped out at more than $758 million but mavis opted for that lump sum of over 480 million, meaning she will walk away with $336 million after taxes and

abc's gio benitez is at the massachusetts lottery headquarters with more on this very happy story, gio. >> reporter: it is, indeed, amy. good morning to you. she now has so much money she's worth more than the gdp of some small countries and this morning she's just trying to make sense of it all. this morning, the biggest single ticket jackpot winner in history is a 53-year-old mother of two who's already quit her job at the medical center she's worked at for 32 years. >> i have called them and told them i will not be coming back. >> reporter: mavis wanczyk decided to take the lump sum and after taxes that's $336 million. >> today as i'm driving here i'm still like, this is not true. this can't be. and then now it's like, ah, i am a winner, and ah, i'm scared. >> reporter: well, she's still not as rich as oprah whose net worth is equal to $3.1 billion but close to celine dion, beyonce and barbara streisand

and surveillance passes taylor swift's $280 million. it's unusual to hear from a winner so quickly after a drawing, especially in massachusetts, a state that allows winners to claim a jackpot anonymously through a trust. she said she just wanted to get it over with. after all, going against conventional wisdom works for her. >> my numbers were basically random like maybe with our birthdays maybe one from here, one from there. >> reporter: ignoring common advice about not picking numbers based on birthdays because those numbers only go up to 31 but powerballs go up to 69. luckily for her it worked out. the highest number in her winning combination was 26. and she says the first thing she's going to do is pay off her car but other than that she's got no plans. she says she's just too overwhelmed. >> gio, thanks for reminding people not to listen to our advice about the lottery. >> you can pick whatever numbers you want apparently.

this beach as water continues to climb up here. this situation has really escalated in just a couple of days and people have made a run at the grocery stores for food and water and gasoline too as they head out as the evacuation order continues to climb. a multi-day event potentially. once this thing comes to shore with the wind and storm surge tonight, we're looking at rainfall that could last days on end. states of emergency for texas and louisiana and a strong warning from the national weather service saying that parts of the texas coastline could be uninhabitable for weeks. george and amy? >> rob, thanks very much. there is still time to evacuate for those watching. we turn to new details in the natalee holloway investigation. dna results on the human remains recently found in aruba could they belong to the young woman who disappeared more than 12 years ago? abc's linsey davis is here with more on that story. good morning, linsey. >> good morning, amy. this grisly discovery could be a major development. in a case that made headlines certainly around the world.

after more than a decade natalee holloway's parents may finally be on the eve of closure in the case of their young daughter who went to aruba to celebrate her high school graduation and never came back. this morning a possible development that may finally help solve the 12-year mystery. preliminary dna tests reportedly show newly discovered remains in the search for natalee holloway are from a caucasian person of european descent matching the profile of the missing 18-year-old who was declared dead in 2012. >> her body was right here. >> reporter: these dna results come after bones were found, a new discovery based on a tip from a former roommate of a friend of joran van der sloot, a prime suspect in the case. the investigation is part of a six-part docu-series on the oxygen channel, "the disappearance of natalee holloway." according to oxygen.com dna results to conclusively determine whether the bone fragments belong to holloway are expected by next month. >> why would van der sloot in '05 know about this spot? >> good question.

>> reporter: holloway disappeared in 2005 while on a high school trip to aruba. joran van der sloot was the man last seen with natalee after a night of drinking before she disappeared. the 30-year-old is currently serving time in a peruvian jail for killing a different woman. many say natalee's parents were victims of a botched investigation from the start by aruban authorities. now natalee's father dave says he won't give up on finding the truth and getting justice for his daughter as he told abc's juju chang. >> if the dna test is positive, where do you put that? in your mind, in your heart? >> it will be the end of a long, long journey. but we're not there yet. >> reporter: his 18-month investigation with private detective t.j. ward is chronicled in the series. >> what we're doing is building a criminal case against him. >> reporter: now the prosecutor in aruba disputes the investigator's findings and told a reporter last week even if the

remains are proven to be holloway's they would not be admissible as evidence since aruban authorities were not involved in their collection. episode two airs on saturday, august 26th at 9:00 p.m. on oxygen so within the next two weeks we should know if these remains are natalee's. >> all right. thank you so much, we appreciate it. we move on to this weekend's big showdown in las vegas. a live look at the t-mobile arena where floyd mayweather is going to take on ufc champion conor mcgregor tomorrow night. the payoff is huge, the hype couldn't be higher and t.j. holmes has the story. >> good morning, george. these are absolutely the two biggest stars in fighting and they arguably have the biggest mouths and the biggest personalities but that translates into them being big draws and that means big money. this is expected to be the most watched pay-per-view fight in history but why now is a group of concerned doctors saying it should not be taking place? highly anticipated much hyped sports spectacle. in one corner the outspoken irish star of the ufc conor mcgregor. >> i mean, not only am i going to beat him i'm going to beat him under the specific rule sets that he has -- that favor him. >> reporter: a mixed martial artist heralded for his ability to wrestle and throw elbows. in the other corner a guy who's only thrown punches his career, floyd mayweather, 49-0 and considered the greatest boxer of his generation. >> get it right now. you can get it right now. >> reporter: the fight could bring in as much as $700 million. but many in the medical community question whether the fight should even be taking place. though mcgregor is a mixed martial arts star this will be his first professional boxing match and this morning more than 100 ringside doctors are expressing surprise the fight was even sanctioned in the first place citing fears someone could get seriously hurt by putting a boxing novice in the ring against an all-time great boxer.

social media when you see some of this stuff? >> i don't like to go on it after i see that for a little because i don't really like people saying negative things to each other. >> i don't like witnessing that type of stuff. that makes me feel like critical if something happens to that person. it makes me feel bad because i was there. >> reporter: they don't have the answers to make it stop. is it going to go away? >> probably not. they don't care because you can't see them face-to-face so they're not going to stop. they're just going to keep typing. >> now, the disturbing thing in many cases some kids aren't asking to be roasted. they essentially have kids ganging up on them in this whole group mentality and everybody, those insults just keep coming and keep coming. >> so disturbing. let's bring in psychiatrist dr. gail saltz for more. i want to follow up. you talked to them. what surprised you most about this kind of bullying? >> that it's so prevalent. right? it's just accepted behavior in a lot of ways and talked to kids before and they say sometimes the bullies are called out and

the people will gang up on the bully but sometimes in these they say it's kind of this spiral effect to where, that kid is insulting him and now it's okay for me and it keeps coming at one kid. you're inviting the entire internet to come pick on you. >> gail, what was most surprising to me, the teens are asking for this or wanting to be roasted. why would that be the case? >> it's a self-destructive behavior like other self-destructive behaviors like teens cutting or using drugs. and so usually underlying self-destruction is the feeling that i deserve it somehow so often underlying depression or anxiety or there may be a group who feels so left out of things, so on the fringe and shunned, they would rather be the target than be not in at all. >> negative attention. >> negative attention better than no attention which of course it isn't. >> what do the parents have to say about this? >> right now we're catching up. the kids were almost laughing at me using the term roasting looking at an adult. like you don't know what you're talking about. what do you know about roasting? parents can't keep up. the kids are always ahead of us. >> it's so true.

>> and what should parents do in this case, gail? if your kid is being roasted or if your child is roasting someone else. >> both categories as you're bringing up it's moving so fast so parents have to monitor and need the passwords and look at what is going on to stay abreast of what's going on and communicate openly with their kids about whatever is going on, i will not ream you out, i will help you. let's talk about what's going on so there's that open communication. but if they are the ones who are being the victims let's say, then you need to look for that underlying cause. is depression or anxiety going on? get them help. if they're the ones doing the bullying you need to teach empathy and say imagine you're standing in the shoes of the person receiving this. what does that feel like? yeah, that's why we don't want to do it. and there need to be consequences. parents have stopped doing this. you need consequences for bullying. so whether that's you remove the computer and access for some period of time or i think more importantly make it right.
