>> let's get up and get going. this is abc 7 mornings. >> today is saturday, august 26. good morning and thanks so much for joining us. i'm chris nguyen. starts start with a first look at the forecast. here is meteorologist lisa argen she's tracking live doppler 7 for us. >> good morning to you. our marine layer has shrunk, it is below 1,000 feet, but where we have it we're looking at some dense fog with mist and drizzle mainly along the golden gate bridge and a few areas inland where we talked about the reduced visibility a moment ago, overall we are looking at light winds and a big area of high pressure beginning to build and that's going to allow for temperatures to warm quickly. 60s from liver more to brentwood and mountain view, higher elevations around loss cad dose around 70 degrees.

compared to yesterday we have 3 to 5 degrees warmer from san jose to liver more. you may have noticed the 40s in the north bay, that is 2 degrees cooler. with the rapidly warming temperatures the air quality goes down and our east bay and south bay due to the ozone accumulating near the surface and heat illnesses are possible. we are looking at excessive heat warning today, the higher elevatio elevations, north bay, east bay, santa cruz mountains at 11:00. tomorrow it's a heat advisory. we will talk about the hurricane in texas and have your full accuweather forecast coming up. breaking news out of southeast texas where hurricane harvey has made landfall. we have some dramatic images to share with you this morning. winds of up to 110 miles per hour took apart this building in the town of aransas pass. harvey has been down graded to a category 1 storm. president trump has declared texas a major disaster making it now eligible for federal aid. to put things into perspective, texas is going to get the same

amount of rain that we had all winter long but just over a few days. stay with abc 7 news for the latest on hurricane harvey. coming up, we will take you live to texas for another update on the situation there and what eve vac uees are facing right now. now to our other top story this morning, a controversial rally in san francisco has been canceled. organizers of the patriot prayer rally scheduled for crissy field announced their plans to cancel due to safety concerns. instead, the group plans to hold a press conference today at alamo square park. abc 7 news reporter landy rivera has more. >> it's been a busy few weeks for the city of san francisco as it plans security ahead of a right wing rally called patriot prayer. in less than 24 hours before the planned event at crissy field, organizers called it off citing safety concerns. instead they will attend a berkeley rally on sunday. >> berkeley is a better situation because we don't feel

like we're walking into a trap. it's wide open, it's an open field. >> however, patriot prayer is taking their message to alamo square for a press conference. >> they're going to come up here in this park two blocks from my house and call it a news conference. we never had a news conference up here. you know what that's about. that's just another smoke screen. it's easy to see through them. >> not even overthinking it, just really like inappropriate and not the place for it. >> the mayor, police chief and other city leaders assured an francis cans that public safety is a top priority. >> no one is going home. no one is taking a vacation or thinking that this weekend is a free weekend. we will all be ready. >> they say contingency plans are in place to deal with changes but officials urge citizens to not engage with the right wing group. >> what i would tell people is don't feed into it. don't feed into it. you know, we have to be ready as

a city. >> ready to stand up for what this city is all about, tolerance and acceptance. in san francisco, landy rivera, abc 7 news. also in the news this morning the organizer of that anti-maxist rally scheduled tomorrow in berkeley is telling the public to stay away. katie utehs explains why that dee was made. >> we are not fooled by this. we're calling on everyone, mobilize double-time now. >> reporter: the group by any means necessary says they are still all in to protest sunday this after the anti-marksism event organizer put out a note urging people not to attend. amber cummings says, i stress do not attend this rally, please. this rally will take place but it will be me alone attending. no one else, please. the city has denied a permit request for the event saying the application was incomplete. >> berkeley is the one that is still going on, but amber

cummings is the only one that's going to be at the rally. requests that nobody else come but here. >> reporter: the confusion doesn't alter the city's hand says the mayor's office, they're operating as if there will be protesters in the park on sunday. bam organizer makes no promises of remaining peaceful. >> bam is committed to making sure that we can protect this community in whatever ways are necessary. >> reporter: berkeley police released a long list of banned items, it includes weapons and anything that could be used as a weapon as seen in past park confrontations. in berkeley, katie utehs, abc 7 news. time is 6:05. happening today, a memorial service for a newly minted oakland fireman who was shot and killed in an unprovoked attack. nine days ago 30-year-old jake walter was shot after enjoying a night out with friends in san jose. one man has been arrested and charged with his murder. the public memorial service will be held this morning at 11:00 at

the scottish rights center on lakeside drive in oakland. in breaking news we're getting a closer look at the damage being caused by hurricane harvey. the storm made landfall in southeast texas overnight. let's go live to natasha barrett in houston where the torrential rain and fierce winds are taking their toll. good morning to you. >> reporter: good morning, chris. we are seeing really a little bit of everything. you can see the wind, the rain, we've had thunder, we've had lightning and tornadoes. hurricane harvey is a category 1 now, it rain landfall as a cat 4, but as you can see the wind, this is off and on happening the last hour or so. hurricane harvey still has a lot in store for the city of houston. hurricane harvey roaring on to the gulf coast. >> the best way i can describe it is a tin can being kicked down the road. >> reporter: the strongest in the u.s. in more than a decade. >> this is not anything that's going to be a quick one and done.

we're not measuring in inches of rain, we're measuring in feet of rain. >> reporter: residents of texas, mississippi and louisiana getting hit the hardest. rockport, texas, right in its path, trees tossed on to roads, buildings destroyed, emergency crews facing difficulties responding to the damage. >> i fear we're going to really see some severe damage. we haven't been able to get out and see what we've got going, but it's not looking good. >> reporter: the mayor there urging those who stayed behind to write their name and social security number on their arms with a sharpie. residents of corpus christi under a voluntary evacuation order. winds so powerful they blew off this highway sign. >> it's a constant how will out there. you hear the wind, you don't hear the rain even though the rain is going on, but the wind is definitely going, you can hear the boards on the house shaking. >> winds so fierce they rattled the ceiling tiles at our a fill i can't k.a. in taft, texas, a tree branch through this woman's house.

pleading with residents who didn't evacuate to have a plan. >> they need to be prepared to be without power and maybe have inadequate access to food and supplies for a couple of days. >> reporter: all right. let's talk about damage now. about 20 to 25 minutes from where i'm standing just southwest of houston in the town of missouri city we are hearing that a possible tornado touched down and a roof on a family home collapsed. we don't know about injuries yet. and as daylight is just coming here, sun is just coming up, emergency officials are able to get out here in houston and four hours south from here in corpus christi where harvey really did a lot more damage to see what is going on and to figure out who needs what. a lot of people without power. we are talking thousands and we hear that number could increase. for now reporting live from houston, natasha barrett, abc 7 news. back to you. >> natasha barrett from our abc sister station in houston.

good morning. time is 6:12 on this saturday. thanks for choosing abc 12 news to start your day. we're giving you a live look from the east bay hills camera this morning. there are parts of fog throughout the bay area. we will get a check of the exclusive accuweather forecast in a little bit. while much of the nation is focused on hurricane harvey president trump made a controversial move, he pardoned former arizona sheriff joe arpaio. abc 7 news reporter katie marzullo has reaction from the south bay. >> reporter: the chair of la raza round table in san jose said he was saddened that president trump pardoned former arizona sheriff joe arpaio.

joe arpaio was disobeying a judge's order by continuing immigration patrols that involved racial profiling. >> trump is very racist and joe arpaio and a lot of the congressmen that are in congress and senate they are as much a racist as he is. >> president trump tweeted, i'm pleased to inform you that i have just granted a full pardon to 85-year-old american patriot sheriff joe arpaio. he kept arizona safe. arpaio thanked the president on twitter and in a radio interview with abc news. >> well, i appreciate the president's pardon. very humbled that he did that. he loves law enforcement. i was with him from day one two years ago in phoenix at the first rally and i've always said pardon or no pardon i will stick with him as long as he's the president. >> the pardon did not come as a surprise, president trump hinted at his decision in a speech in phoenix earlier in the week. >> i will make a prediction, i

think he's going to be just fine. okay? >> san francisco district attorney george gascon a former police chief in mess is a, arizona, said he fought arpaio's tactics in the latino community. he said by granting this pardon the president of these united states has emboldened white nationalists and made a mockery of the rule of law. in san jose, katie marzullo, abc 7 news. this morning the white house is dealing with another high profile departure. counterterrorism adviser sebastian gore can a has left his post. he says he resigned but a white house official would only say he no longer works there. this comes a week after chief strategist steve bannon also resigned. the u.s. military has officially been given the green light to ban transgender people from serving. president trump signed a memo directing the military to stop recruiting transgender troops. it also bans the department of defense from using its resources

to provide medical treatment to transgender individuals. the decision has outraged some california lawmakers. >> donald trump is a bigot and he talked a good game during the election that he was going to support and protect the lbgt community and he was lying. >> there are many reasons why you could be disqualified for being in the military, gender dysphoria has really high rates of suicide and the military is a very stressful job. >> the new guidance gives the pentagon six months to determine if there are any circumstances in which openly transgender troops can continue to serve. >> the silicon valley pride festival kicks off today in downtown san jose but the celebration does come with some concerns, that's because of recent terror events around the world. some are worried about their safety, but say they won't be to pd from celebrating. spreading a message of hope and love. i'm not only expecting the lbgtq community to come out and

celebrate who we are, but also our allies. >> the preparations are under way, many are bracing for a busy weekend in san jose. >> you get goose bumps, the energy is so positive and it's so good you get goose bumps and i have them already. >> plaza caesar chavez will play host in the silicon valley pride festival, a two day event. local tech companies such as netflix will have representatives marching in the parade on sunday. >> more than ever it's totally worthwhile showing up and make sure that people see us. >> but in light of recent terror events including charlottesville and barcelona, some are questioning if they will be safe at the parade. san jose police say they've been preparing. law enforcement working with organizers to ensure the safety of the public. >> everyone could come here, have a good time, enjoy themselves and feel like they could be safe knowing that we are around, ready for, you know -- for anything. >> volunteers have also been

going through deescalation training to service peace ames if such a response is needed. >> we have to keep up the fight. now is not the time to sit back and rest on our laurels because we have no laurels to rest on, so the fight continues. >> a chance for this community to unite as one. the festival tickets can be purchased to the entrance on market street. now your accuweather forecast with lisa argen. >> good saturday morning. if you're anywhere along the coast or some of our valleys here we do have some dense fog. this will last throughout the next couple of hours and then visibility will begin to improve. let's get you updated on hurricane harvey, satellite and radar imagery shows the circulation of the storm. came on shore as a category 4, it's weakened to a 1 but that really is meaningless because it's going to continue to have the steering mechanisms in the upper elevations be at opposing forces so that means that this will continue to meander for re

days and days. look at the rainfall as it spreads out through houston, corpus christi, through sunday we have winds up to 60 miles an hour, 50 mile an hour winds, we are also not only concerned about the winds here, but the storm surge and the excessive rain. you probably heard we are looking at anywhere from 3 to pos three three and a half feet of rain, over 16 1/2 inches already over victoria, texas, which it will continue to move away from victoria, moving towards houston. here are some of the isolated rainfall amounts. the storm is perhaps forecasted to move back over the water and then back in creating more problems here. so speaking of problems, this was a night shot a minute ago with all the fog here, we are looking at temperatures in the 50s, san francisco, 62 in oakland and at the airport you can see the low cloud deck being compressed by a big ridge of high pressure that continues to push into the bay area from the east and as that does we're

going to see the marine layer almost disappear and the temperatures soar quickly. 60 liver more right now, another look outside where you can see the low deck of fog here. so our highlights, then, temperatures soaring inland, it's a spare the air alert today and the heat continues into next week. so here is a look at our advisories. we are looking at an excessive heat warning today. that's in pink. the higher elevations of the north bay, the east bay, the diablo range, the santa cruz mountains and this is where the temperatures will climb today. tomorrow in the orange, we are looking at the heat advisory. that's for our inland valleys, but already today numbers will be close to 100 degrees. let's take a look at the highs in the south bay, 99 in morgan hill, 88 santa clara on the peninsula well into the 80s but we do have the low clouds and fog offshore. half-moon bay in the upper 60s, looking at 72 downtown. in the north bay 90 santa rosa, 97 calistoga and east way is a warming up but you will be a

little bit cooler by the water in berkeley at 79 degrees, 86 hayward, 88 union city. check out the highs today inland, 101 concord, 100 liver more. the good news with this is the accuweather seven-day forecast shows the coast saying relatively cool. that means temperatures will stay in the upper 60s to around 70. tomorrow the warmest day at our beaches. around 90 around the bay. look at the triple digits. numbers want to come down tuesday and wednesday, but they will come right back up as we head into september. so a very hot week ahead. >> sometimes i feel like i never know what to expect with our weather in the summer. >> yeah, it's very true. we have everything. >> lisa, thank you. just ahead, the hottest ticket in town may be a pass to an ice cream museum. we will tell you what's planned just for san francisco.

when you think of museums you might think paintings or sculptures not ice cream and sprinkles, but a trendy museum concept that's been taking the nation by storm is coming to san francisco. abc 7 news anchor reggie aqui has more. >> reporter: the museum of ice cream is coming to san francisco tickets just went on sale and if you want to go it's already too late, they sold out so fast, which is too bad because here in

sf they're bringing a special exhibit they tell me it's going to be about psychedelic rainbow unicorns, i don't know what that means but it sounds amazing. it's a museum that opened in los angeles and also new york and you can see that you can swim in a pool of sprinkles, 100 million of them, and take other instagramable moments, also eat actual ice cream from local sf shops. okay. so am i overhyping the hype for all of this? well, just ask some of my coworkers who i talked to this morning. >> god is shining on us today. >> what do you mean? >> i'm buying tickets to the museum of ice cream. i'm like shaking. >> what did you say? >> tickets are no longer available. >> what is happening? >> i got tickets to the museum of ice cream, i'm going by myself on thursday at 2:00. and it's amazing. i'm so excited. >> that's so exciting for you. >> it's a miracle. >> she paid $40 to go to this point. it costs $25 to go to sf moma,

but then again they don't have a sea of sprinkles, though, does it? have fun. >> sometime now is 6:25. in alameda county the fate of a controversial law enforcement training exercise remains up in the air. a task force charged with recommending whether the urban shield training exercise should go forward failed to vote on the issue yesterday. it's now been put off until late next month. the sheriff's office says the training is valuable but critics call it police mill after zags and say it's harmful to people of color. >> you see the harm and danger it has in on our communities, it is based on racist stereotyping. >> there is no doubt in my mind that we are better prepared to respond to any type of major mass casualty incident in the bay area and elsewhere as a result of the collaboration that takes place during urban shield exercises. >> urban shield is funded by a $5 million grant from the department of homeland security. s.w.a.t. teams from the bay

you. i'm chris nguyen. we're starting this half hour with a quick look at the weather. here is meteorologist lisa argen, she's tracking the conditions where you live. >> we are a myriad of conditions from fog at the coast to rapidly warming temperatures inland. a live look outside from mt. tam and you can see how pretty this is, with the city in the background there. 53 in the city, 60 mountain view, 62 san jose and at the coast dense fog, three-quarters of a mile visibility at 51 degrees. so what about this shot, they just keep getting better and better, from sutro you can see the sun in the distance and also the city and fog in between. the marine layer is getting compressed, high pressure buildings in, temperatures warm rapidly. look at that 49 in santa rosa. cool there, with 60 in liver more. the 24 hour temperature change, we are 5 degrees warmer antioch and liver more and cooler by 5 degrees at half-moon bay. here is the fog all the way extending into petaluma and napa, and we will look for a spare the air alert today with the air quality going down certainly in our east bay as the temperatures rise, the santa

clara valley as well. so you should limit your driving, your outdoor activities. as you get set for your day notice all the fog here from the golden gate bridge. 40s and 50s and 60s this morning, mist and drizzle by noontime. we are getting sunnier at the coast, into the 80s inland and by the afternoon you are looking at that right, over 100 degrees inland. we have excessive heat warnings in effect today for the higher elevations and then a heat advisory going into effect tomorrow. i will have all the details with that and a look at the week ahead coming up. a lot going on. thank you. back to our breaking news out of texas where hurricane harvey is bringing a one-two punch of wind and rain to the southeastern coast. harvey made landfall overnight as a category 4 hurricane, it has been downgraded to a the could gore 1 but it's still packing a punch. hundreds of thousands of people are without power. officials won't know until later today the full extent of the damage. right now 20,000 passengers with trapped on a cruise ship outside

of galveston. people who tried to get out of the path of hurricane harvey were stuck in traffic jams, the airlines are offering waivers for changing flights and cruise ships as i just mentioned unable to dock at major texas ports. those are being battered by the storm. abc's victor after kend dough is in houston with the latest for us. >> reporter: a warning for corpus christi clear. >> in the strongest possible the low lying areas as they say get out of dodge. >> reporter: flights out of there canceled, about 130 flights canceled in the region in all, already about 160 reported delays in and out. the mad rush to get out with time running out. >> i do not have a backup plan. yeah. if i get stuck, i'm stuck. >> the situation, stranded, away from home, no electricity, flooding, we're not from here so good luck to you guys. >> reporter: major airlines saying they will waive change fees allowing passengers to

rebook travel in harvey's path at no cost. from the air to the sea the port of galveston a popular docking point for cruise ships now closed, four cruise ships with an estimated 20,000 passengers diverted, carnival saying three will remain a safe distance from the storm and will return the ships to galveston as soon as feasible. here in the bay area all flights to and from houston have been canceled and could be canceled into next week. change fees are being waived. 6:32 is our time. north korea launched three short range ballistic missiles into the sea of japan with one failing. military officials say that missile failed in flight, the other two missiles flew about 155 miles. the missiles posed no threat to the u.s. territory of guam where north korea had previously warned it would target. the trump administration is imposing new vankss on venezuela. a new executive order closes a number of financial loopholes that venezuela has been using to

sell off assets and raise money here in the united states. >> we view that this will have a significant impact and in no way do we want the american economy and the american financial markets to continue to finance these activities. >> the administration is trying to punish venezuelan president maduro. maduro has been cracking down on protests there while trying to consolidate his power. venezuela's foreign minister says the new sanctions are the worst aggressions in the last 200 years. a man armed with a life injured two british police officers outside buckingham palace yesterday. british officials say the man was seen behaving strangely in the palace mall, but two officers suffered minor arm injuries while attempt to go arrest him. the queen was not inside the palace at the time of the incident. the usda just gave uc davis a $4.5 million grant for strawberries. the money will help davis

the taylor family foundation and camp rar joe are dedicated to families with special needs. cheryl jennings has their story. >> reporter: you would never know that many of the kids in the summer camp session are profoundly deaf, but they are able to hear thanks to a tiny piece of technology called cochlear implant. you see the devices on the outside of the ears in different sizes and different styles. how old were you when you first had your implants? >> i got my right implant at 12 months about and my left at 24 months. >> i just put it over my ear like this and there is a magnet here and magnet inside to connect to my auditory nerve. >> ken levinson is president of the group that helps children with hearing loss. the deaf children at camp went to bien garton when they were little. >> we have kids from zero to three, the whole idea to teach

them how to listen and hear with technology and to teach them critical listening skills. and critical thinking skills. >> ken has a soak clear implant in each year now, but when he was a child his options were limited. >> i was lucky. i mean, i had a father who recognized the issue when i was small so he intervened right away, which is the whole idea. >> they tried the hearing aids for me and it didn't really work so well, so we got cochlear implants. sometimes people's kids work with just the hearing aids and sometimes they also have to do cochlear implants. >> bryce and his little brother brother were born death. >> these are rechargeable, the battery, this lasts about eight hours and then this is the magnet that is attached to his head. >> it's not easy for parents when they get the diagnosis. >> there's definitely a period of shock and then mourning because all the things that a first time parent reads about in terms of stages and milestones

and what to expect and every month in development kind of took that what to expect book and threw that out. >> before he was implanted after a year of speech therapy and hearing aids he could make two sounds for words. then within a few months he was speaking sentences. >> how important is it for you to be able to hear? >> i'd say it's a big part of my life. >> i can play any sport just like i might -- it might fall off when i'm playing soccer and like in swim i use an aqua gear and i swim. it feels like a disability a little bit because i have to take it off at night to charge it so i won't hear anything at night and that's different to me. >> some people choose not to get cochlear implants or use a high powered hearing aids or they can't so they have to sign. so for us we decided that we wanted to try to see if he could actually learn to listen and then hear and then speak. >> i think it's amazing how you

can hear and not just him but all the other kids here at camp who have the disability that he has, it's amazing how they can hear. >> when i'm at school everybody asks me what does deaf mean and how does gabe do stuff, and gabe a fearless, he does whatever he wants to do, he follows whatever his heart tells him to do. >> the taylor family foundation offers camp aroyo for free for children with life altering conditions. >> they are all doing the same thing, feeling the same thing, yet they go to school in a very diverse setting and so they are not 20 cochlear implant kids at school, but there are 100 in this building when they're here. >> i've been going here every year for a few years and i've always had a lot of fun here. >> it's really fun. it's a nice way to spend vacation. >> i come from a place where there is not many deaf people so it's nice once every year i can hang out with people who are deaf like me. >> these young people are moving

into their futures with a little style and a lot of fun. cheryl jennings, abc 7 news. >> what a great group of kids. there are still some tickets left for this exclusive and intimate concert. for more information head over to our website abc7news.com. now your accuweather forecast with lisa argen. >> good morning, everyone. the picture doesn't really match the forecast. with the dense fog you're thinking, okay, typical summer day, but that's not the case. we're going to look at some excessive heat as we go through not only today, the rest of the weekend and into next week. so we are looking at problems with visibility, but check out the high temperatures for the week ahead in concord. we are looking at 101 today, how about 104 yesterday. we still have the low clouds and fog at the coast so it is going to be cooler, but check out what happens by the middle of the week. it looks like we are going to get a little bit of cool air in here by wednesday, then the

numbers come right back up, but it is a beautiful shot outside as we look at the sun coming up and the water, it is pretty flat here so we are not looking at a lot of wind out there and, in fact, temperatures around the bay area are running the gamut from the 40s up in santa rosa to the 60s in the south bay. visibility a quarter of a mile or less around petaluma, napa and along the shoreline here. so live doppler 7 taking you into the hurricane here, it's a category 1 with winds of 80 miles an hour. this is harvey, it moved on shore as a category 4, so even though it's weakened they are still looking at a really big storm surge and the rain which will continue to fall right into next week. so as it weakens it looks like it's going to move out back over the water and then move back in. so as we look at the 80 mile an hour winds today, the winds will decrease sunday, but look at the rain bands, they continue to move up through corpus christi and houston, victoria, texas has got anywhere from 16 1/2 inches

and more rain coming down now, that is in between here, and as we look at the forecast going into sunday, the bull's-eye continues to add more rain in some of the isolated spots up to 30 and 40 inches of rain into next wednesday. so unfortunately this thing is going to continue to bring the storm surge, the heavy rain for several days. a live look outside here from mt. tam and you will notice that the cloud deck is getting lower, it's compressing, 53 in san francisco, that means a warm up on the way, mountain view 60, 62 in san jose, even some mist and drizzle at the coast. 51 half-moon bay, another vantage point you can just see the tower here with temperatures all around the bay ranging from the cool 40s in the north bay, feeling like fog for a couple minutes here, and then looking at numbers in the 60s into the south bay. so temperatures soar, spare the air alert, the heat continues into next week and as we look at what to expect in terms of the fog, there's nothing today, but
