good morning, bay area. let's get up and get going. >> this is abc 7 mornings. today is saturday, august 26. good morning and thanks so much for joining us, i'm chris nguyen. we are off to a mild and foggy start throughout part of lisa argen. lisa argen is tracking the radar. >> we have not only the fog but it is compressed. that means high pressure is building in and we're looking at rapidly warming temperatures for excessive heat inland today. low to mid 60s right now, mountain view and san jose we are in the low 50s from half-moon bay with a quarter mile visibility. look at the golden gate bridge, you can see the fog, mist and drizzle below, but we will get

sunshine at our beaches. 63 liver more and a spare the air alert today as the air quality goes down. in our east bay and the santa clara valley. we will looking at an excessive heat warning interest 11:00 today through 9:00 p.m. monday night. this is the higher elevations of the diablo range, the santa cruz mountains. highs reaching from 95 to 108 degrees. so we will talk in detail about your neighborhood and a look at how long this is going to last and of course the hurricanes. chris. lisa, thank you. this morning hurricane harvey is traveling north towards the city of houston, residents are expecting major flash flooding. we will have the latest on the situation there coming up in a live report. but first happening today, organizers behind the patriot prayer rally have canceled their plans to meet at crissy field. the conservative group made the announcement on facebook citing safety concerns. instead they were planning to hold a press conference this afternoon at alamo square.

cornell bernard joins us live in san francisco where city officials are very concerned. a lot of questions on who is going to show up at that park. you have late breaking details for us. >> reporter: chris, we have a lot happening here at alamo square. we have just learned from park police that alamo square is closing to the public right now. chain linked fence is being put up all around this giant park, an attempt perhaps from allowing a planned news conference by a protest group from happening here later today. as you can see police are out in force outside of this chain linked fence. in a moment they will be asking people not to enter this park. now, the right wing group patriot prayer announced on facebook friday it was canceling a planned rally at crissy field today, citing safety concerns. instead the group says it will hold a news conference here at alamo square. we don't know what that news conference will cover, but we do

know the group says it wants to attend a rally in berkeley tomorrow, even though organizers for that event telling people not to come. meantime -- >> two blocks from my house and call it a news conference. we never had a news conference up here. you know what that's about. that's just another smoke screen, you know. it's easy to see through. >> reporter: the chain linked fence went up early this morning, all around the park, an attempt to close the park and it looks like that is what is happening right now. mayor lee said in a news conference yesterday that security plans for crissy field have not changed, those security plans will be moved here to alamo square and we're seeing that right now. park rangers say they will be allowing people to leave the park shortly, but we are thinking here in the next hour, in fact, people are being turned away right now. people are being turned away

new this morning firefighters are mopping up a grass fire in the oakland hills. flames broke out just before 11:00 last night at grizz lee peek. officials say the fire began 200 feet down a hillside but thanks to sparse vegetation crews had little trouble keeping it to just one acre. an arson investigation is under way. in val low, firefighters used a rope rescue so bring an injured pair glider up a steep hill. this happened near blue rock springs and saint jons mine road. first responders found the man suffering from significant injuries rmt they were able to use hopes to get him up and into a basket. they carried him to an air air a balance. hurricane harvey is slowly moving up southeast texas this morning, drenching cities and blowing the roofs off buildings. now in the full light of day residents are coming to terms

with what harvey has already done and what it could possibly do in the coming hours. natasha barrett joins us live from houston with the at the latest. good morning to you. >> reporter: chris, good morning. and, you know, the most devastating news is coming to light as we get daylight out here in houston. about 25 minutes southwest of houston in a city called missouri city, that suburb, we're learning that more than 50 homes do not have a roof. 55 homes had roof collapses now emergency officials are out there right now trying to assess if anybody was hurt and as for hurricane harvey, yes, he has been downgraded, but he is not ton yet. hurricane harvey roaring on to the gulf coast. >> the best way i can describe it is a tin can being kicked down the road. >> the strongest in the u.s. in more than a decade. >> this is not anything that's going to be a quick one and done. we're not measuring in inches of rain we're measuring in feet of

rain. >> residents of texas, mississippi and louisiana getting hit the hardest, rockport, texas, right in its path, trees tossed on to roads, buildings destroyed, emergency crews facing difficulties responding to the damage. >> i fear we're going to really see some severe damage. we haven't been able to get out and see what we've got going, but it's not looking good. >> reporter: the mayor there urging those who stayed behind to write their name and social security number on their arms with a sharpie. residents of corpus christi under a voluntary evacuation order. winds so powerful they blew off this highway sign. >> it's a constant howell out there. you hear the rain you don't hear the rain going on. the wind is definitely going, you can hear the boards on the house shaking. >> reporter: winds so tiers they rattled the ceiling tiles at our affiliate. a tree branch fell through this woman's room. the governor activating 1300 members of the national guard and pleading with residents who

didn't evacuate to have a plan. >> they need to be prepared to be without power and maybe have inadequate access to food and supplies for a couple of days. >>. >> reporter: right now it looks are pretty peaceful in houston it's not even raining where i'm standing but that doesn't mean anything, that's because local meteorologists, local officials say the big concern is with harvey coming back, hovering over houston and all that rain coming down has to go somewhere and in houston we're flat so that can mean flooding. that is a big concern out here. chris, back to you. >> natasha, we've been checking the feeds from houston. it appears that drivers are staying off of local roadways. that's certainly a good sign. what can you tell us about power outages in the area? >> reporter: last check it was more than 300,000 people without power and that number is probably going to grow because

though it's calm right now the winds are expected to pick back up so you know what that means, we are going to have more damage out here and that means more people without electricity possibly. >> natasha barrett from our abc sister station in houston, thanks for that live update. we appreciate it. it's best to be prepared before disaster strikes, that's where the halls yen neighborhood association in berkeley is offering free emergency preparation classes today, the event is from 10:00 a.m. until noon. professionals will provide first aid training and speech survival skills. meteorologist lisa argen is here tracking the accuweather weather. we could see trim digits. >> we were in the 40s in the north bay, we are out of the 40s, well into the 60s in our east bay valleys. excessive heat warping for the higher elevations even with this fog. we will have temperature swings from the 60s at the coast to up to 102 inland.

while much of the nation is focused on hurricane harvey, president trump made a controversial move. he pardoned former arizona sheriff joe arpaio. abc 7 news reporter katie marzullo has the story from the south bay. >> reporter: the chair of la razaound tab in snk said he was saddened that president trump pardoned joe arpaio. >> i would have been behind bars a long time ago. >> reporter: joe arpaio was convicted of disobeying a judges order that involved racial profiling. >> trump is very racist and joe arpaio and a lot of the wongs men that are in congress and senate, they are as much a racist as he is. >> reporter: president trump tweeted, i am pleased to inform you that i have just granted a full pardon to 85-year-old american patriot sheriff joe arpaio. he kept arizona safe. arpaio thanked the president on twitter and in a radio interview with abc news. >> well, i appreciate the

president's pardon. they humbled that he did that. he loves law enforcement. i was with him from day one two years ago in phoenix at the first rally and i always said pardon or no pardon, i will stick with him as long as he is the president. >> reporter: the pardon did not come as a surprise. president trump hinted at his decision in a speech in phoenix earlier in the week. >> i will make a prediction, i think he's going to be just fine. okay? >> reporter: san francisco district attorney george gascon a former police chief in mess say, arizona, said he fought arpaio's tactics in a latino community. he said in a statement by granting this pardon it the president of the united states has emboldned white nationalists and made a mockery of the rule of law. in san jose katie marzullo, abc 7 news. this morning the white house is dealing with another high profile departure. counterterrorism adviser sebastian gorka has left his

post. he says he resigned, but a white house official would only say he no longer works there. the this comes a week after chief strategist steve bannon also resigned. in alameda county the fate of a controversial law enforcement training exercise remaining up in the air. a task force charged with recommending whether the urban shield training exercise should go forward failed to vote on the issue yesterday. it's been put off until late next month. the sheriff's office says it is critical but critics say tths harmful to people of color. >> you see the harm and danger that it has on our communities. it is based on racist stereotyping. >> there is no doubt in my mind that we are better prepared to respond to any type of major mass casualty incident here in the bay area and elsewhere as a result of the collaboration that takes place during urban shield exercises. >> urban shield is funded by a $5 million grant by the department of homeland security. s.w.a.t. teams from the bay area, across the country around around the world participate in

p 8:15 is our time. the u.s. military has officially been given the green light to ban transgender people interest serving. president trump signed a memo directing the military to stop recruiting transgender troops. it also bans the department of defense from using its resources to provide medical treatment to transgender individuals. the decision has outraged some california lawmakers. >> donald trump is a bigot and he talked a good game during the election that he was going to support and protect the lbgt community and he was lying. >> there are many reasons why you can be disqualified for being in the military. gender dysphoria has really high rates of suicide and the military is a very stressful job. >> the new guidance gives the pent gone six months to determine if there are any circumstances in which transgender troops can continue to serve. happening today, the silicon valley pride festival kicks off

in downtown san jose. the lbgt community and its supporters say they're ready to celebrate diversity and conclusion where the two day event will take place. many silicon valley tech companies plan to take part in sunday's pride parade including netflix. festival tickets can be purchased at the entrance. now your accuweather forecast with lisa argen. >> good saturday morning. we do have fog at the coast, it is dense in spots, visibility has been reduced, but we are looking at the marine layer being compressed by a big area of high pressure that's building in allowing for heat not only today, excessive heat warnings, a heat advisory tomorrow and triple digit heat for much of the workweek ahead so less than a quarter mile visibility petaluma and half-moon bay. let's take you down to texas where it looks as though the eyewall is less impressive but really now the flooding is beginning. we are getting big time problems with over 17 inches of rain near victoria, texas.

you can see the outer rain bands now into houston. so we are looking at days and days of rain, this moved ashore as a category 4, now it's a category 1 with winds of 75 miles an hour, it's moving to the north at 2, but that's the key, notice the movement. it moves with winds of 50 miles an hour and then by tomorrow morning it moves a little bit more, but it is essentially staying in the same spot. and because of that 7 million people could see 24 inches of rain. we are looking at some tornadoes here, some excessive rainfall as this system continues to inundate much of the texas coast. so we will be watching it closely for you and it's really an unfortunate situation as some of these towns may not even recover as this rain continues into next week. 5 degrees above where you were yesterday in liver more and san jose. cooler in noeft toe. we're looking at big changes today. we were in the upper 70s in santa cruz yesterday, about the same today. 64 in san jose right now with

sunshine, 58 in oakland, san francisco in the 50s and we had fog earlier at sfo, peninsula well into the 80s today, around stand nat joe, menlo park, it's going to be a warm day. 65 by the delta. look at all the fog here. we will get some sunshine at the coast. today looks to be the cooler day at the coast, tomorrow near 70. so temps soar this weekend, we are looking at a spare the air alert today and the heat continues into the week ahead. in fact, this is going to stick around for quite some time. we are looking at 90 today in san jose. 97 los gatos, we talked about the warm numbers into the 80s on the peninsula, upper 60s coast side, look for low 70s in san francisco, in the north bay, about 90 today in santa rosa, i hope you folks can get used to this because this warm weather will hold on. a little bit of a decrease in the middle of the today 100 pleasanton and liver

more. this excessive heat warning goes into effect today through monday with highs in the highlighted areas of the higher elevations from 95 to 108 degrees. so the accuweather seven-day forecast featuring triple digit heat for the next several days inn land, very warm around the bay, the coast stays pretty comfortable with fog coming back into play tomorrow and then perhaps a bit of relief on tuesday and wednesday but as we get into september, chris, it looks like the heat will continue to grip certainly our inland valleys. >> already looking forward to the cool town. thank you. just ahead, a hollywood actor wants to help artists in the bay area. find out how he plans to do it in richmond. also the hottest ticket in town may be a pass to a museum dedicated to all things ice cream. we will tell you what's planned just for s

joe a man of hollywood plans to build a mixed use development in the east bay. actor wendell pearce plans to build in the downtown main street corridor of richmond. pearce calls richmond an east bay jewel and provides him with the opportunity to collaborate with the arts community. the property will consist of retail and housing which he hopes will attract tech businesses to the city's core. >> when you think of museums, paintings and sculptures probably come to mind but a trendy museum concept taking the nation by storm is coming to san francisco. reggie aqui has the story. >> the museum of ice cream is

coming to san francisco, tickets just went on sale. if you want to go it's already too late. they sold out so fast, which is too bad because here in sf they're bringing a special exhibit they tell me it's going to be about psychedelic rainbow unicorns. i don't even know what that means but it sounds amazing. here is what this is all about. it's a museum that pd in los angeles and also new york. you can swim in a spool of sprinkles, 100 million of them and take other instagramable moments, also eat actual ice cream from local s.f. shops. okay. so am i overhyping the hype for all of this? well, just ask some of my coworkers who i talked to this morning. >> god is shining on us today. >> what do you mean? >> i'm buying tickets to the museum of ice cream. i'm like shaking. tickets are no longer available. ah. >> what is happening? >> i got tickets to the museum of ice cream i'm going by myself

we're looking at not only visibility issues but the coast remaining comfortable today. quarter mile visibility from petaluma to half-moon bay. there is a look at mt. tam, 54 in the city, 64 san jose. from our tower camera the fog is shrinking, 54 in santa rosa, 65 by the delta, it was in the 40s this morning. spare the air alerts for today. you can count on it for tomorrow

with poor air quality in our inland east bay, the santa clara valley. a live look at the beach in santa cruz sunny and highs in the upper 70s. 50s still at the coast by noontime, into the mid 80s, by the afternoon well over 100 degrees inland and comfortable temperatures at the shoreline. that looks to be the case for much of the week ahead. i will talk about hurricane harvey coming up in just a few minutes. >> thank you. new details this morning, the city of san francisco has closed alamo square, that's where a conservative group was scheduled to hold a press conference in afternoon, it's the same group that canceled a planned rally at crissy field. cornell ber demand joins us live from alamo square. you have been in touch with san francisco police, there's so much going on this morning, what's the latest? >> reporter: one of san francisco's most popular parts virtually empty, it's kind of eerie, because alamo square park is closing to the public this morning. check it out.

chain linked fence all around this giant park. an attempt perhaps to prevent a planned news conference by a protest group from happening. as you can see police are standing by preventing people from entering this park. now, the right wing group patriot prayer announced on facebook on friday it was canceling a planned rally at crissy field today citing safety concerns, instead the group said it would hold a news conference at alamo square. we don't know what that news conference will cover but we do know the group says it wanted to attend a berkeley rally tomorrow instead, even though the organizers for that event telling people not to come. neighbors here at alamo square very upset this event is going to happen. the city says their security plans have not changed, all hands on deck to keep people safe. the police chief urges citizens not to engage with right wing groups. >> what i would tell people is don't feed into it.

don't feed into it. we have to be ready in the city. >> no one is going home. no one is taking a vacation or thinking that this weekend is a free weekend. we are all going to be ready. >> reporter: in the next half an hour they are going to be telling folks that are already in the park with their dogs or taking a run to leave and people will not be allowed to enter for the rest of the day. that's what we're hearing from park police and at least two san francisco police officers. i want to show you what one of the residents here, this is one of the painted lady homes, one of the most photographed sights here in san francisco, someone has put up this banner at the

topmost pinnacle of the house, love trumps hate. there are also other signs in the window, obviously a protest about this planned news conference happening today. whether or not it does go forward remains to be seen, but if groups show up here today they will not be allowed to enter the park. this story is changing by the minute. we will keep you updated. i'm cornell bernard, abc 7 news. also in the news this morning, the organizer of the anti-marxist valley scheduled for tomorrow in berkeley is now telling the public to stay away. abc 7 news reporter katie utehs explains why that decision was made. >> we are not fooled by this. we are calling on everyone, mobilize, double-time now. >> reporter: the group by any means necessary known as bam says they are still all in to protest sunday, this after the anti-markism event organizer put out a note urging people not to a tent.

amber cummings says, i stress do not attend this rally, please. this rally will take place but it will be me alone attending, no one else, please. the city has denied a permit request for the event saying the application was incomplete. >> berkeley is the one that is still going on, but amber cummings is the only one that is going to be at the rally. requests that nobody else come but her. >> reporter: the confusion doesn't alter the city's hand says the mayor's office they're operating as if there will be protesters in the park on sunday. bam organizer makes no promises of remaining peaceful. >> bam is committed to making sure that we can protect this community in whatever ways are necessary. >> reporter: berkeley police released a long list of banned items. it including weapons and anything that could be used as a weapon as seen in past park confrontations. in berkeley, katie utehs, abc 7 news. happening today, a memorial

service for a newly minted oakland fireman who was shot and killed in an unprovoked attack. nine days ago 30-year-old jake walter was shot after attending a concert in san jose. one man has been arrested and charged with his murder. the memorial service will be held at 11:00 at the scottish writhe center in oakland. developing news out of texas where hurricane harvey is still throwing heavy rain and high winds on the southeast coast. it's been downgraded to a category 1 storm but here a sample of how hard it's blowing here. you can see the winds tear the roof off a building. damage reports are limited so far but one area has gotten nearly 20 inches of rain today alone. nearly 300,000 customers remain without power. there is hurricane drama playing off offshore, thousands of stranded on cruise ships unable to return to galveston. ron claiborne has the story?

er this morning four cruise ships filled with passengers and crew are stuck at sea unable to return to texas because of harvey. carnival cruise lines say its ships are being held a safe distance offshore this morning. they are expected to make a stop in new orleans at some point later today to refuel and restock with food and water before returning to see. passengers will be able to dis em ba, in new orleans if they choose. the carnival cruise ship breeze scheduled to arrive in galveston on sunday spent the night in mexico, hoping to set sail this afternoon headed back home and the liberty of the seas has already started on its journey back to the u.s. a spokesman for royal caribbean saying they will return to galveston only when its safe to do so. that ship was also scheduled to dock there on sunday. ron clay bourne, abc news, new york. time is 8:35. still ahead on abc 7 morning. >> we've been going here every

year for a few years. >> we will take to you a special summer camp with some pretty awesome kids. but first here is a live look outside from our east bay hills camera, you can see that cloud cover lisa was me tim and charlie, 4th graders. 3rd graders today, they don't know how easy they've got it. their new gogurt tubes are easy open. those things used to be impossible. and p.e. consist of sitting around on mats. now everybody breathe. hippies. what are they gonna work on tomorrow? blinking? new ez open gogurt. kids never had it so easy.

program in the area. abc 7's cheryl jennings has their story. >> reporter: you would never know that many of the kids in the summer camp session are pro foundly deaf, but they are able to hear thanks to a tiny piece of technology called cochlear implant. you see the devices on the outside of the ears in different sizes and different styles. >> how old were you when you first had your implant? >> i got my right implant at 12 months about and my left at 24 months. >> this is what it looks like. i just put it over my ear like this and there is a mag in et here and magnet inside can eblngted to into i auditory nerve. >> ken levinson is president of weingarten hearing center. the deaf children at camp went to weingarten when they were little. >> we mostly have camps from zero to three, the whole idea to teach them how to listen and how

to hear with technology and teach them critical listening skills and critical thinking ask ills. >> ken has cochlear implant in each ear now, but when he was a child his options were limited. >> i was lucky, i had a father who recognized the issue when i was small so he intervened right away which is the whole idea. >> they tried the hearing aids for me and it didn't really work so well so we got cochlear implants. sometimes people's kids work with just the hearing aids and sometimes they also have to do cochlear implants. >> bryce and travis were born deaf and wear cochlear implants in each ear. >> these are rechargeable, this is the battery, this lasts about eight hours and then this is the mag yet, it's actually attached to his head. >> it's not easy for parents when they get the diagnosis. >> there is definitely a period of shock and mourning because all the things parents read about in terms of stainless and milestones and what to expect

every month in development, kind of took that what to expect book and threw it out. before he was implanted after a year of speech therapy and hearing aids he could say ah for up and ow for down and that was it. within a few months he was speaking sentences. >> how important is it for you to be able to hear? >> i'd say it's a big part of my life. >> i can play any sport, like i might -- it might fall off when i'm playing soccer and i can swim, i use an aqua gear and i swim. >> it feels like a disability a little bit because i have to take it off at night to charge it so i won't hear anything at night and that's different to me. >> some people choose not to get cochlear implants or use a high powered hearing aid or they can't so they have to sign. so for us we decided that we wanted to try to see if he could actually learn to listen and then hear and then speak. >> i think it's amazing how you can hear and not just him but

all the other kids here at camp to have the disability that he has. it's amazing how they can hear. >> when i'm at school everybody asks me what does deaf mean and how does gabe dostuff. and gabe it fearless, he does whatever he wants to do, he follows whatever his heart tells him to do. >> the taylor family foundation offers the camp for free for children with life altering conditions. >> they are all doing the same thing, feeling the same thing, yet they go to school in a very diverse setting and so they are not 20 cochlear implant kids at school, but there are 100 in this building when they're here. >> i've been going here every year for a few years and i've always had a lot of fun here. >> it's really fun. nice with a i to spend a vacation. >> i come from a place where there is not many deaf people so it's nice that once every year i can hang out with people who are deaf like me. >> these young people are moving

again. the good news is we are looking at temperatures staying comfortable at the coast even though the sea breeze doesn't look like it's much out there at all, we are going to be looking at the low clouds and fog coming back into play tomorrow and so that will allow for the fog to be situated right here once again. quarter mile visibility half-moon bay, napa at a half mile, numbers were in the 40s this morning with a taste of fall in the north bay. a quick look at harvey which continues to weaken, but it moved on short as a category 4, now it's a category 1. this is when the flooding is really getting dangerous because we are looking at over 17 inches in a town called victoria, rockport, the airport, has been really disseminated with a lot of the planes being tossed around. in houston we are looking at excessive rainfall through early next week. in review category 1 right now, by tonight 50 mile an hour winds, 45 mile an hour winds sunday morning and look what
