>> this is abc 7 mornings. today is sunday, august 27th. good morning and thanks so much for joining us. i'm chris nguyen. let's start with the first look at the forecast. here's lisa argen tracking live doppler 7. >> hey, chris, the difference between yesterday morning and this morning, the lack of fog, we're warmer, so we're going to finish hotter this afternoon. here's live doppler 7. probably not what you wanted to hear, but the san mateo coast has a little bit of fog, but visibility not an issue. clear in many locations, and we are warmer, 6 to 13 degrees warmer from concord to antioch. even san francisco is warmer. so we have a spare the air alert for the entire bay area, but santa clara valley having the worst air quality. the air quality will decrease throughout the day. 61 in oakland. it is 57 in gilroy. so a nice cooldown for you. and looking at sfo, peninsula numbers climbing through the 80s today, maybe even 90s again for you in redwood city.

and we're looking at 65 in concord and livermore. so that was our east bay hills shot, mt. diablo, temperatures climbing through the 90s by noontime. 106 in our inland east bay. and we will be almost as hot tomorrow. so a bit of a relief throughout the middle of the week. but don't get used to it. more heat comes into play as we welcome in september. chris? >> lisa, thank you. this morning, san francisco police are calling the city safe after officers helped prevent two right wing protests from happening. the focus moves to berkeley where an anti marxist rally is planned this afternoon, but yesterday thousands of people turned out in san francisco to promote an anti hate message. abc 7 news has a roundup of the protests. >> reporter: the fencing and barricades went up and heavily armed police were on the streets and rooftops. san francisco was ready. >> i'm very proud of how we have communicated and how we have responded to the will of the people to get out and express

themselves, but do so peacefully. >> you're here because the racists aren't. >> reporter: earlier, counter protesters chanted in unison as word spread the right wing organizer of the patriot prayer rally didn't show up. at alamo square for a scheduled event. this after cancelling the crissy field rally too. >> i'm not here to fight them. i just want them to see that i am a queer white woman who is not here to take their crap. >> reporter: but not everyone had the same plan. some were ready for a confrontation. at alamo square, there was one arrest, and police had to push the crowd back. one person was detained after jumping a barricade, while one group dispersed. another grew. hundreds marched through the castro and eventually arrived at civic center plaza, joining a second group for the peace, love and understanding rally. >> we wanted to show up, but also show up in a place that would be safe for our family. >> reporter: children played and families gathered for the shared

message. which the mayor supported while continuing to denounce the patriot prayer rally. >> if people want to have a stage in san francisco, they had better have a message that contributes to people's lives. rather than find ways to hurt them. >> reporter: in san francisco, lisa amine ga legion, abc 7 news. protesters marched through the mission district yesterday. sky 7 was over the crowd as they staged a die-in at 21st and mission. after briefly blocking the intersection, they continued through the neighborhood. a group also burned a pinata that was designed to look like president trump. 6:03 is our time. the counter protesters were in the odd position of demonstrating against something that didn't happen. that's because the leader of patriot prayer called off the official rally, but he did show up and meet with his supporters. as abc 7 news reporter tiffany wilson tells us, saturday did not turn out the way joey gibson planned. >> i'm just a rookie. i don't really know what i'm doing. i'm working, trying to learn and

grow. >> reporter: the leader of patriot prayer started the day with kyle chapman, known as based stickman. chapman was charged with a felony. he posted a $135,000 bail through facebook live, the two men explained why the rally at crissy field was cancelled. >> they set the rally up on crissy field, to where there would be the highest chance of violent interaction between our people and the counter protesters. >> reporter: security concerns also caused gibson to cancel the backup rally at alamo square. then he held a news conference in pacifica. he blamed the media and politicians for misrepresenting the patriot prayer movement. >> to call us white supremacy made san francisco more dangerous. and you have a mayor who says we're hateful and violent. >> reporter: two hours later, gibson arrived at crissy field, were several dozen prayer supporters were waiting. he left as tensions mounted between a few members of the crowd and counter protesters.

a strong police presence, including officers in riot gear, helped maintain control. gibson says he is still undecided about his plans for berkeley. >> we've got to take care of each other. we don't want people to die. >> reporter: in san francisco, tiffany wilson, abc 7 news. again, berkeley is preparing for an anti marxist rally scheduled for today, even though the organizer is asking people not to attend. abc 7 news was in civic center park as workers set up barricades. the rally's organizer has urged people to stay away, fearing violent confrontations. a counter protest is scheduled at the park later today. people gathered there yesterday, calling for peace. ♪ leaders from several faiths led people in songs and prayers. they hope their message helps reduce potential tensions. as a massive crowd of protesters gathered at san francisco city hall, abc 7 news let people know immediately with a push alert from the abc 7 news app.

we also have live video. download the app for free and enable push alerts for instant news updates. time is approaching 6:06. the piedmont city council will hold a special meeting tomorrow to remove its mayor from his position. mayor jeff wyler has come under fire in the past week for his comments and posts on facebook. a member of the piedmont community claims wyler posted facebook statements, such as "black lives matter encourages cop-killing" and "transgenders are mentally ill." "the east bay times" who reported the story could not verify the statements. council members add the city has been swamped with calls expressing outrage over wyler's alleged comments. developing "news now" from texas where tropical storm harvey sits above the southeast coast. communities are drenched and we know at least two people are dead. abc's natasha barrett joins always live from houston with the latest. natasha, i know you're from houston. it's been a tough weekend for people who live there.

>> reporter: it sure has. and you know, it's not letting up. we are getting a little break from the rain right now. but the strong winds are starting up again, chris. so we're in for it for the next couple of days. and i also heard this. people who can't get rescued from their homes, they're taking it into their own hands, using air mattresses to float to safety. southeast texas under water in houston a flash flood emergency, man holes overflowing, streets turned into lakes. nearly impossible to drive through. the city's mayor urging residents to stay home. >> the streets are treacherous. it makes absolutely no sense for anyone to be out on the road, unless it's an emergency. >> reporter: these people rescued from an apartment complex, dozens more in desperate need of help. >> how many we got coming? >> reporter: the storm packing a punch. >> i'm melancholy. i can't believe this is happening. and i have no apartment. my apartment was decimated.

>> reporter: rockport, where harvey came ashore, a mangled ghost town. roofs ripped off homes and buildings. boats destroyed. >> the wind was probably, i don't know, 100-plus, maybe 130, 140. there was a couple of times when it was probably going faster than that. >> reporter: in austin, an eerie scene. the skate capital under a cloud of darkness. shelters set up for those in need. texas governor greg abbott lending a hand. >> we will take care of our fellow texans. but we do it as a team. >> reporter: right now about 70,000 people are without power. that number is growing as we speak. and more than 1,000 people have called police for help. but first responders can't get to them, as i said before. so that's becoming a real problem. and one of the saddest pieces of news to pass on, a mother and her child were found dead inside their car, submerged in

floodwaters. reporting live from houston, natasha barrett, abc 7 news. chris, back to you. >> natasha, you have been talking to a lot of your neighbors. are you feeling a sense of resilience, despite all that has happened? >> reporter: you know, i mentioned before yesterday, in my neighborhood, a tornado tore through southwest of houston and a suburb. and 55 people lost the roofs to their homes, just collapsed. and people have been just talking to each other on facebook and saying, hey, anybody that needs to stay in my house, they don't know each other and are having people stay in their home. so they're just -- it is -- it is nice to see everybody coming together at this time, because, you know, all we have are each other. a lot of times the firefighters, the police, can't get to you because these roads are flooded. almost all the highways here are flooded, filled with water. people can't get around. >> and you mentioned the damage. how has communication been from the city, as well as first

responders? >> reporter: you know, that's been good. they have been keeping us in the know, talking to people, actually the last time there was public outreach, they said don't go up in your attic. people have been rushing up to their attics, past the second floor, to get away from rising into the awarflood waters with children. and they said if you have to do that, get on your roofs, so we know you're there. and putting out that message to people here and there through social media, saying just wait for us, we're going to try to get there. now that it's daylight, they can actually see what they're dealing with, because in the darkness, you couldn't tell, as you know, a police officer how bad it would be for you to drive down the road. we had people driving the wrong way on the interstate, because one side would be flooded, the other wasn't. so you could imagine the kind of trouble that could lead to. so still telling everyone, if you don't have to travel, stay in your house. >> we'll continue to follow your updates on social media. natasha barrett from our abc sister station in houston. thank you. time now, 6:10.

meteorologist lisa argen is here tracking the bay area forecast. what a difference. rain there, and yet here we're breaking temperature records. >> that's right. excessive heat, shattered records yesterday. and we're starting out warmer. there is a little bit of fog from novato, the cool spot, 52. up to the upper 60s in san jose. so a 25, 26-degree spread this morning. we will be well over 100 degrees again today, and several more days of that. i'll have the details, next, in my accuweather seven-day forecast. >> lisa, thank you. first responders from across the bay area heading to the storm zone in texas. we'll have more about the invaluable rescue tool they're bringing with them. also, the state capital opens a unity center to celebrate diversity. why the mayor says it couldn't come at a better time. tv's number one daily viral video show. this weekend, hundreds celebrated the opening of a unity center in sacramento. it's located at the california museum. it's dedicated to the state's diverse group of people, customs and culture. the museum encourages visitors to take an interactive stance on hate and intolerance. the mayor of sacramento says he got involved with the idea early on in response to a wave of hate crimes in the area, dating back to the 1990s. >> we wanted a center, a unity center, where the tens of thousands of kids who come to the capital every year from around the state could walk across the street and have an experience that would affect their hearts and minds.

>> the mayor also says the timing of the center's opening couldn't be better, because of what's going on across the country. the center plans to host several discussions about civil rights. now to hurricane harvey. firefighters and paramedics are headed for texas to lend a helping hand in the wake of harvey, which has flooded homes and left dozens missing. we have the story. >> reporter: these firefighters from agencies all over the bay area are packing up and heading out on a 30-hour drive to texas. the 70-person task force activated by fema will provide support in the disaster zone of hurricane harvey. >> i suspect we will be doing some search and rescue operations in water-inundated areas. we'll also be providing mass health care. >> reporter: at a warehouse in oakland, they pack up food, medical supplies and life-saving equipment like saws and rope. task force 4 helped out in other

disasters, like 9/11 and hurricane katrina. one of the most important tools, canines. >> we'll take four dogs with us down there to help locate trapped victims, live victims, and any of the destruction. >> reporter: this is the first time 11-year-old keeno will be deployed. >> they're priceless. they can search an area much faster and more efficiently than any human r any scientific tool. >> reporter: firefighters could be in the hurricane zone for weeks. this is where they'll stay. they're bringing dozens of these shelters. this is where rescue teams will sleep. the tents are also used as medical clinics and for office space. >> pick that one up. >> reporter: the task force includes firefighters, doctors, paramedics and engineers to check for stability of damaged structures. elissa harrington, abc 7 news. 6:16 is our time. the border patrol has found a new illegal tunnel used to smuggle people from mexico into the u.s. the tunnel was found near the owe at a mesa crossing east of

san diego. border control agents discovered the tunnel after they encountered 23 chinese nationals and 7 mexican nationals that entered the country by using the passageway. it's now been shut down. authorities believe it was a branch of another tunnel that was discovered recently by the mexican government. an amtrak train hit and killed the driver of a pickup truck in rodeo. the collision happened at the railroad crossing at san pablo avenue and california street. a sacramento-bound capital corridor train hit the truck, which was stopped on the tracks. railroad police are investigating why the driver stopped. peninsula congresswoman jackie spear made a call for peace and unity during a field trip with some important constituents. spear took more than 100 school children to the rosie the riveter memorial in richmond to commemorate women's equality day. there she spoke of this weekend's protests and the deep divisions throughout the country. >> so this is a time for engagement. and that's what you're seeing throughout the bay area.

and love will win out. >> at the trip to the memorial, spear marked the end of the women's suffrage in the u.s. and said more work needs to be done to end the wage gap between women and men in the workplace. in walnut creek, a crowd gathered at civic park to form the words "end hate" in response to the events in charlottesville. the crowd wanted to fight divisiveness and speak out against hate. this is a look from an aerial view here. several hundred people took part in the event. happening today, hayward is having a party and big mike is hosting it. if you're from the east bay, you might recognize mike. he's well over 20 feet tall, and today he's turning 50. mike was popular long ago as one of the many urban roadside attractions in the area. he stood vigil outside a car wash and tire shop in hayward for decades, just a couple blocks away from the doggy diner. big mike's big birthday bash is from 10:00 to 5:00 near the

hayward airport. everyone is welcome for cake and a factory tour. in the north bay, high temperatures expected today have prompted officials to open a cooling center in santa rosa. the center will be open from 11:00 this morning until 6:00 tonight at the finley community center on west college avenue. officials say water will be available, and people can bring in food ready to eat as the kitchen will not be accessible. there will be free wi-fi, but no tv. and the only animals allowed inside are service animals. now, your accuweather forecast with lisa argen. >> good morning to you. our on shore flow keeps us cool at the coast but the heat advisory expanded throughout the entire bay here. you can see the fog from san mateo points south and i want to take you to texas were tropical storm harvey continues to be one of the worst disasters in u.s. history. you can see the reds and yellows here feeding in the sub tropical moisture, abundant moisture from the gulf of mexico. 80-degree dew points, so it just keeps coming in. where you are the darker shades here, this is where the rain

continues to cumulate. and we're not talking an inch an hour. we're talking two to three inches an hour. and we're not talking today or tomorrow. in through thursday and friday, where they have had over about 18, 19 inches in victor dwria, texas, and you're going to add an additional foot to 2 feet of rain. so this is just a disaster for these folks. it is really a rough situation, and as we come back live to walnut creek, you can see our air quality here is not so great. a spare the air alert continues, but temperatures are already very mild from san jose, 67. gilroy, you cooled off to 57. and it's 55, half moon bay. good morning, san francisco. 59 for you. and there our east bay hills camera, you can see a little bit of low clouds here. 58 in santa rosa. 54 in novato. napa, 60s. and livermore, very little wind, you have to be right at the coast to enjoy some relief. you'll get sunshine today. can you see the tower there? this is looking at from our tower camera at the golden gate bridge with all of the fog

there. so we are baking again inland today. mild at the coast, a 40-degree spread. the heat continues into next week. the coolest days will be tuesday and wednesday. so look at all the heat products we have for you. the heat advisory for the bay here in orange. and then the excessive heat warning for our inland valleys. this takes us into monday, and we're looking at mid 90s today for you in san jose. so a very warm afternoon for the silicon valley pride parade. so temperatures will be climbing through the 80s by noontime. mid 90s there. but you get further south, and it's 99 in morgan hill. how about 100 in gilroy. 94 in santa clara. and even by milipitas by the bay, low 90s. along the coast here, it's pretty nice. 75 in san francisco. looking at possibly more records today. and you can see the north bay here. wow, 101, santa rosa. good thing we have some of those cooling facilities for you. 98 today in vallejo. how about 90 san lady

fog, burying the golden gate bridge. it's 58 in santa rosa. a cool 54 in napa. so just about everyone has a heat advisory or excessive heat warning, except if you're right along the san mateo coast, where temperatures will be flirting with 70 degrees. so with tons of sun, we're looking at temperatures climbing through the 80s and 90s by noontime inland, and just as hot, maybe even a few degrees hotter today. but we will have the fog at the coast each and every day. just about. i'll explain and tell you when you can expect some relief in a few minutes. chris? >> lisa, thank you. this morning, there is a massive emergency response to tropical storm harvey. this is a view from the international space station just before the hurricane made landfall on friday. 1,000 people are taking part in search and rescue operations. we have more from austin. >> reporter: in texas, military

new details this morning on what police call a terrorist incident outside buckingham palace. it happened on friday. police have now arrested a second man on suspicion of involvement in terrorism. three officers were injured on friday as they arrested a 26-year-old man who drove up to a police car, then reached for a four-foot sword. no members of the royal family were inside the palace at the time of the incident. the top u.s. army commander in afghanistan is detailing some of the renewed steps in the war on terror. america's new strategy follows a speech by president trump saying that the u.s. would increase his presence in the war-torn nation. this reversed what the president hinted at to reduce the u.s. role after 16 years of fighting. it also changes the policy established by former president barack obama. >> so in the past, we've timed our presence on the calendar. now we're saying we're basing it on conditions on the ground. when we achieve certain conditions, then we will consider the next step.

>> right now the u.s. has 8,400 troops in afghanistan. some of the initial 3,900 troops being sent there will deploy immediately. president trump faces a new wave of controversy following his pardon of former arizona sheriff joe arpaio. the controversial law man was facing jail time for aggressive tactics against immigrants. the pardon has critics on both sides of the aisle. abc news reporter mary bruce has the story. >> reporter: as hurricane harvey was hitting texas, the president getting briefed. but also at the center of a political storm of his own making. first, friday evening, signing that directive implementing his ban on transgender individuals from serving in the military. then hours later, with little fanfare, the president pardoned controversial former arizona sheriff, joe arpaio. the 85-year-old was convicted of criminal contempt for ignoring a judge's order to stop using racial profiling to detain

latinos. he hadn't even been sentenced yet. >> i have fought on the front lines to prevent illegal immigration. >> reporter: but critics accuse him of blatant discrimination. immigration advocates and human rights groups reacted swiftly. >> i'm angry. what trump did today was pardon racism, white supremacy and okayed the terror that arpaio caused. >> reporter: in a statement, the white house praised arpaio's admiral service to the nation. john mccain says the president's pardon undermines his claim for the respect of rule of law. adding that arpaio has shown no remorse. on twitter, arpaio thanked the president for seeing my conviction for what it is, a political witch hunt. the timing of the president's move is raising eyebrows. senate democratic leader, chuck schumer, accusing him of using the cover of hurricane harvey to avoid scrutiny.

tweeting, so sad, so weak. mary bruce, abc news, washington. the families of two missing hikers hope a $10,000 reward helps find them one month after the couple vanished. 20-year-old rachel nguyen and 21-year-old joseph orbaso disappeared in the joshua tree national park. searchers found their car near the mays loop trail. >> if joseph and rachel can see or here this message, we want them to know we love them very much. if joseph and rachel are held against their will, and are captive in any way, please, we ask you to release them. >> trained dogs are also a part of the search efforts. teams have spent thousands of hours looking for nguyen and orbeso. investigators believe the two could be outside the national park. time now is 6:35. several people were detained during a rally for internet freedom in russia.

coast. and it takes you all the way down to the central coast, and southern california. so this is a northern california event where we have all of the heat. but, boy, still eyes are on texas where houston is just being buried with more rain. over 2 feet in some spots. rockport and victoria, particularly hard hit. this is a time lapse of the past three hours. the shading shows where the water is just piling up. we've got the gulf of mexico here. dew points at 80 degrees, and this system, which is at 45 miles per hour, the tropical storm is not moving. and it's going to stay here throughout the rest of the weekend, tomorrow, monday, tuesday, wednesday. this forecast model takes us into thursday, accumulated rainfall once again over 2 feet. and it continues to move to the east and north, slowly. so some forecast models said -- say before this is all done, they could get 60 inches in some parts from when this began to this upcoming friday. san francisco is at 59.
