past the pass, you are at the limit all the way into the dublin pleasanton area. an alert for this weekend, labor day, no b.a.r.t. service between fruitvale and west oakland this weekend. there with ilbe buses in place, doing track maintenance. >> thank you. on to developing news now. tropical storm harvey is forecasted to drop substantial amounts of rain on louisiana. this after making landfall again early this morning. >> and officials say the death toll has now increased to at least 11. evacuations continue in southeast texas with more than 10,000 rescues in the houston area alone. >> harvey has soaked some areas around houston with more than 50 inches of rain. that is nearly a u.s. record for a tropical storm. >> didn't expect this much water to fall. this is houston, we're used to weather like this, but i believe this is a little more than we expected. >> also just learned that the largest refinery in the nation near houston is being shut down right now. that means gas prices across the

country are expected to rise another 10 to 20 cents. on a related note just in to our live desk, we got new video a few moments ago from houston. this time a different type of devastation. stores have been turned upside down by looters. houston police say they have arrested 14 alleged looters. that has prompted houston's mayor sylvester turner to order a curfew that runs from midnight to 5:00 a.m. it was announced last night, enforced throughout these overnight hours. the police chief of houston has said anyone who violates the kerr view will be stopped, questioned, searched, and arrested. houston's district attorney says convicted looters face stiffer penalties during a crisis, anywhere from five years to life in prison. as the waters recede, we could see more images like this one as people get desperate, though. back to you. >> thank you. more assistance from the bay area about to leave for texas. >> the salvation army is sending

a crew to help people affected by the flooding. matt keller is live in hayward. good morning, matt. >> reporter: natasha, the bay area is helping out in a lot of different ways. you have those rescue teams that are headed there to help with the search. and you also have organizations like the salvation army that are going there to help. everyone wants to help. and this is a commitment. the people who are leaving here from the salvation army this morning are going to be gone for about two weeks. different kinds of help are needed. the three people, captain john kelly, captain randy clark, and major sheryl clark are from the hayward and antioch corps. they'll head to texas to provide emotional and spiritual care where disaster teams are located. the three are familiar with working in emergency disaster areas. >> it's just incredible, and sometimes the only thing you can do is give them a hug and let them cry on your shoulder or listen to them. >> the salvation army has more than 50 mobile kitchens

to texas. they have served thousands of meals. reporting live in hayward, matt keller, abc 7 news. >> thank you. more developing news out of texas. these cute puppies are getting a second chance with rescue organizations across america thanks to livermore based wings of rescue. it's flying cats and dogs out of the harvey ravaged area to make room for hundreds of four-legged refugees. cornell bernard got a first-hand look at the operation. >> we're here with a lot of amazing dogs that are going to be on today's flight. >> a four-legged rescue mission for dozens of dogs and cats in san antonio, texas. these animals on their way to morris town, new jersey, where they'll get new homes. since hurricane harvey hit, volunteers from livermore-based wings of rescue have been helping to clear animal shelters from central and south texas to louisiana. >> the pets we're flying out, these are dogs and cats that no one is coming for. they have been in the shelter system. they don't have homes.

>> the charity's founder, cindy smith, a pilot herself, says more than 200 dogs and dozens of cats are getting a second chance with rescue organizations across the country. to help the smallest refugees of harvey. >> we make room for the pets who have been displaced so they can be safe, be fed, get veterinary care until they're reunited with their families. >> room is what texas shelters need desperately. >> i hear they're taking in 100 dogs a day. >> occasionally smith will fly animal rescue missions herself, but now relies on larger cargo flights. those flights not cheap, costing $20,000 per trip. private donations are keeping the flights going. >> what do you think about your wings of rescue flight? those lucky dogs and cats arrived in new jersey tuesday night. more wings of rescue flights scheduled this week. in livermore, cornell bernard, abc7 news. >> all those animals i just want to take into my home. >> i know. >> and the victims of hurricane

reiterated the program continues to be under review. >> developing news in berkeley where one of the protesters arrested in last weekend's clashes was officially charged. the 22-year-old appeared in court yesterday, charged with assaulting and obstructing an officer, who said she threw an apple at him and used her dog to try to evade arrest. 13 people were arrested on sunday. the alameda county district attorney's office tells the chronicle, all of the clashes at berkeley protests this year including ones back in march and april, remain under investigation. all right, reggie asked and i'm sure about 800,000 people are wondering in san francisco just how hot is it going to get? 68 today. 75 tomorrow. you can see the 80s for friday and saturday. our hottest days. then we'll taper back to the 70s for sunday, monday, and tuesday. temperatures above average thursday all the way through at least tuesday. our average high is about 70. record highs are possible in the south bay. that 107 friday, record high. 106 saturday, record high.

now become missing themselves. they have not been seen since monday afternoon. in fact, the wife of one of those missing men says they jumped into the water to avoid electrocution. seven volunteers were on a small boat in the greens bayou area. i want to note this is not particularly video of that area or of these rescuers, but this is the type of situation they're dealing with, the flooded streets and roadways. the wife told reporters that those men were trying to avoid hitting a power pole, an electrical pole, and three of the seven men on the boat were found yesterday morning clinging to some nearby trees. right now, those other men are not -- have not been found. the three men who were indeed rescued, they are hospitalized, and they're also being treated for burns. unclear what conditions the other men, if they're found, might be in. we're going to keep tracking the story and i'll bring you the latest as soon as we get any information. >> hard to hear that people who are trying to help others are

now needing help themselves. okay, jess, thanks. >> now to a developing situation in north korea where its state-run newspaper is now showing these images of yesterday's launch over japan. the u.n. security counci has voted unanimously to condemn this test. members are demanding pyongyang stop all future launches. china is also calling for talks saying this situation is approaching a crisis. north korea vowing to continue these missile launches. senator diane feinstein went toe to toe with a tough crowd. hundreds showed up to town hall meeting in san francisco last night, and they strongly urged feinstein to oppose the president and his policies more aggressively. she told her constituents the president's decision to pardon controversial arizona sheriff joe arpaio was, quote, a stupid thing to do. she also said americans would much rather send money to harvey victims than build a wall

here's a look at sfo. enjoy today. mostly cloudy. 57 there right now. in fact, below to average highs for today. getting good sleep now because the next couple nights it's going to be difficult if you don't have air conditioning, and record warm temperatures. that's the reason why. three or four days in a row in the south bay of record highs. remember the thunderstorms we talked about in the sierra, getting active already this morning. unfortunately, this is moveling away from us and not bringing us much needed rain. dry and sunny in the south bay, 83 at san jose, 89 in los gatos. on the peninsula, the warm spots, palo alto and redwood city. 64 at half moon bay. 67 to 69 in downtown and south san francisco. sausalito in between at 68. 62 to 64, your north bay beaches. as you move inland, temperatures in the mid to upper 80s until you get up around lakeport, 101. an early sign of warmth there. we have mid to upper 70s along the east bay shore. then we have upper 80s to mid

90s through most of the north bay. let's see what you'll be sleeping in tonight. temperatures around 54 in santa rosa to 60 in san jose. a lot more 60s and 70s the next couple nights. even 80s in our hills. so the fire danger is going to creep up this weekend also. as those temperatures, look at that, from thursday all the way to tuesday. more than 100. inland, 80s and 90s around the bay. even 70s and possibly 80s at the coast friday and saturday. what do you think about that, sue? >> heading to the beach. go west, my friend. here we go to the bay bridge. we just watched the chp clear a traffic break. they had all traffic stopped on the westhand side, maybe to clear debris. we weren't quite sure what this stoppage was all about, but they have now picked that up and traffic is flowing, but a little busy for 5:21 in the morning. hopefully that will recover before you get up and head towards the city. behind the metering lights, yes, we still are seeing a little bit of a backup now. the cash paying lanes seem to be

flowing better as are the carpool lanes, but the fast trackers, not so much. but not too terrible. we'll see when the metering lights get turned on. out of the central valley, you are slowing from tracy up and over the altamont pass for about a 35-minute drive into dublin pleasanton. we'll check on the metering lights in a few. >> thank you. the city of berkeley wants to know how you feel about full pay for workers taking parental leave. the east bay express reports a town hall is scheduled to hear input on a new ordinance that could bring 100% paid family leave to the city. right now, new parents get paid 55% of their salary by the state. if approved, berkeley's new ordinance would require businesses with at least 25 employees to supplement the state's payments so worker receive full wages up to six weeks. san francisco already has a similar program in place. the town hall is set for september 30th at the south branch library. >> up next, the seven things you need to know as you start your day. >> plus, did he or didn't he?

when the ground suddenly gave way. you can see his right leg trapped there. three firefighters had to pull him out of the hole. he was taken to the hospital, but he does not have any serious injuries. >> i was going to sink into the floor, i didn't know what was happening. i was scared. it was pretty creepy. i just wanted to get out. >> well, after they got him free, workers started to repair this hole, five inches wide, two feet deep. so just the right size for a leg. it's not clear what caused this. officials say the initial investigation of water mains and sewers indicated everything was operating the way it was supposed to. >> i would have panicked because i'm sure there are cars coming toward him? >> absolutely, yeah. >> i'm glad he's all right. we'll be back with another 90 full minutes of news. >> also, school leaders make a late-night decision in the battle to split an east bay school district. reggie, you just mentioned harvey. i'm working on getting new images as they continue pouring in to our live desk.

houston, a new sight for many of us we haven't seen in days. unfortunately, while the weather is clearing up, harvey was such a disastrous slow-moving storm that the water levels here remain catastrophic. america's fourth largest city is at a standstill. reeling from the 100 trillion gallons of water harvey left behind. first responders and volunteers alike are racing against rising floodwaters. >> what can i do for my neighbor? everything else goes out the window. you know, it's just about helping your neighbor. >> more than 13,000 people have been rescued so far. many plucked from their roofs, desperately clinging to coast guard baskets. but the calls for help keep coming in. >> i hate to think that there are people in these houses. >> reporter: at least 1,000 people are still in urgent need of help. >> don't give up on us. seek the higher ground. we will get to you. >> reporter: linda was trapped in her car on the highway for two days. >> all i can say is there are

angels out here. >> those rescued often left with only the damp clothe on their back and anything they could grab. shelters are beyond capacity. the houston convention center with 10,000 taking shelter inside, nearly double their limit. now the nrg center will open its doors to thousands more. with harvey moving on, there's the fear of what's left to find once the water begins to recede. authorities confirm harvey has taken the lives of at least 11 people, with many more unaccounted for. >> it's been a nightmare just waiting. >> the communities now relying on each other and the kindness of thousands of strangers who have kept the donations pouring in. houston's mayor says the main focus today remains on rescues and safety. he did put a mandatory curfew in place here in houston between midnight and 5:00 a.m. and says it will go on indefinitely. in houston texas, abc 7 news.

>> okay, maggie, thank you. i also want to show you this coming in to our live desk. video you have to see from houston. a bowling alley being used as a makeshift shelter. we knew this building was being used, but this is really our first look inside. it's incredible to see, something that ordinarily wouldn't be used as a shelter, but residents there are desperate. reports of 50 to 60 people using the building. you see some folks actually sleeping on the alleys themselves. this is happening in port arthur, texas, east of houston. unclear how many people are in there. and how they gained access inside the building. it's not an official shelter. also unclear if they will be moved soon or if perhaps supplies will be brought there. reggie. >> thanks. lakewood church in houston is now helping people seek shelter. critics say it took too long for one of the largest congregations in the country to pitch in. this morning, joel osteen is responding, explaining why his megachurch didn't immediately open its doors to desperate

evacuees. the famous tv preacher talking about it on "good morning america." >> i don't know, i think somebody created that narrative that somehow we were high and dry. one of that is true. this building, there was a safety issue, and we took people in from the beginning. >> you steam be up and running, but any lessons learned from this? >> there always is, but sometimes when somebody is not in this situation where we had nobody in this facility. we were fearing it would flood. the last thing we would do is put people in it at the beginning. >> he said the church began taking people in as soon as the water receded. >> search and rescue teams from the bay area are putting their skills to the test, saving lives in texas. this photo tweeted out by oakland firefighters shows task force four deploying boats in the town of katy yesterday. oakland and alameda county firefighters drove from california to texas. a team of firefighters is in san antonio. >> as we heard, harvey is still

wreaking harvick along the gulf coast. mike, we just looked at the anniversary yesterday of katr a katrina, and now the folks in louisiana getting hit. >> thankfully it's on the wednesday side right now, not in new orleans yet, and it looks like the heaviest of the rain is going to fall in the western part, which still is going to cause flooding. unfortunately, the center looks like it's just over lake charles. if you look at the lower left-hand side of the screen, that's houston, and look how much drier it is, but it takes days for that water to accumulate and reach its destination, so more flooding is likely in that area. we talked about alabama the last couple days. there's the finger of moisture moving up that way. that's an area that's going to deal with possibly 4 to 8 inches of rain from mobile northward. also, the lower mississippi river valley into the ohio river valley. 4 to 6 inches of rain. there could be flooding around memphis and possibly up towards lexington, kentucky, and evansville, indiana, but nothing like what we saw in houston,

customs vintage speed shop. the owner restores classic cars. the fire here on van dyke avenue in the bay view district was called in at 1:23 this morning. firefighters kept it to a one-alarm fire and had it out by 2:00 a.m. no one was hurt, and all the firefighters are okay. they haven't released a possible cause of the fire. the damage looks like it is all inside the building. the owner isn't here yet to assess how much damage was done. we can see standing water inside the building. and the cars look like they might be okay, but we'll wait for the owner to give us the word on that. reporting live in san francisco, amy hollyfield, abc 7 news. >> thank you. new developments in contra costa county. overnight, the board of education decided not to approve a plan to create a new school district. members said that proposal to break up the mt. diablo unified school district and form a new one didn't meet all the criteria. supporters say the new district would help meet the needs of students. opponents say it would be made

criticism of the photo was, quote, ridiculous in light of the trump administration's actions. griffin criticized the pardon of forder arizona sheriff joe arpaio and the president's statements on the violence in charlottesville. griffin lost work and got death threats when the photo came out in june. >> a wish is coming true for a terminally ill san jose woman. she will get to see her mother one last time after a change of heart from the state department. we first told you about trin phan's dilemma on abc7 news at 6:00 last night. she has lung cancer and wants her mom to visit from vietnam one last time before she passed. the state department, though, turned down her mom's visa application several times. a petition drive on change.org collected 15,000 signatures in two weeks and zoe lofgren sent a letter to the president. the pressure pays off. the state department reversed course and approved the visa meaning trin's mom will be able to come to the u.s. pressure is mounting on state lawmakers to lower california's voting age from the current 18 to 17.

today. a little faster than yesterday, as you can see, the bay almost completely clear by noon. and a few more pockets of sunshine along the coast. let's see what it does to our temperatures down in the south bay. quite a range. we have near 80 in sunnyvale, cupertino, milpitas. 83 in san jose, to 92 in gilroy. 75 in santa cruz. low to upper 70s from 70 in millbrae to 78 in redwood city and palo alto on the peninsula. 64 at half moon bay. and the sunset down to 61 at pacifica along the coast. 67 in downtown san francisco. sausalito, gorgeous day, 68 degrees. but then about 83 to 88 through the north bay valleys until you get to lakeport at 101. along the east bay shore, mid to upper 70s. pretty nice there. as we head inland, a little warm. 89 in san ramon and pleasanton to low to upper 90s elsewhere. when you're going to be 110 to 112, that seems really nice to be in the 90s. look at oakland, our average high, 74. this is one of the warmer computer models. look at that spike on friday, in
