a.m., the sun is starting to come up. we have headlights in the northbound direction of 101, taillights heading south. this is the 880 overcrossing. traffic is at the limit in that part of town. across town to 280, looking good, too. snaking your way from san jose up towards cupertino. the 17/880 overcrossing for about a nine-minute drive. we'll come back with that mass transit promise in just a few. okay, we want to begin this hour with developing news. tropical storm harvey forecasted to drop substantial amounts of rain on louisiana after making landfall again early this morning. an official says the death toll has climbed to at least 11. evacuations continue in southeast texas, with more than 10,000 rescues in the houston area alone. harvey has soaked some areas around houston with more than 50 inches of rain, which is nearly a u.s. record for a tropical

storm. we have also just learned that the largest refinery in the nation near houston is being shut down right now, meaning gas prices across the country are expected to rise another 10 to 20 cents, which is certainly going to impact everyone across the nation. i want to bring in mike nicco because you have been watching the storm closely. especially as it gets closer to and now hitting louisiana. they're going to be dealing with substantial rain, too. >> absolutely. a lot of refineries along the i-10 corridor also, in lake charles at the center of the circulation, as you can see, and the outer bands, this is what i popped up here, about an inch and a quarter to an inch and a third per hour. this is the border, you can see the border between the two areas, texas and also louisiana right there. and that's where we're going to be dealing with as far as the heavy rain in that area. let's take a quick look at what's going to happen as far as the bigger picture. you can see the rain moving up into alabama right now. and as we're going to show you in a second, alabama was

possibly going to see flooding also. my main concern moving forward will be alabama, arkansas, mississippi, tennessee, right there in the mississippi river valley, and then heading up towards the ohio river valley. that's where we could see some flooding. we're definitely not going to see a repeat of houston. that would take months to years to recover. >> just staggering, but it's going to affect a ton of people across the united states. okay, thanks, mike. >> natasha, back to you. >> we're tracking the looting situatio we know some of the stores in houston have been turned upside down. police say at least 14 people have been arrested so far, and houston's mayor has ordered a curfew between midnight and 5:00 a.m. the police chief said everyone who loots will be stopped, questioned, and arrested. they face stiffer penalties in a crisis, it could be from five years to life in prison. >> we have been telling you about how crews from the bay area have been helping out in houston and other parts of texas. now another crew is heading down there this morning.

>> the salvation army sending a crew to help people affected by the flooding. matt keller live for us in hayward. good morning, matt. >> the bay area is helping out in so many different ways. whether it's those rescue teams from our local fire departments salvation army. everyone wants to help out. and this is a commitment. the group that is leaving the salvation army this morning is going to be gone for about two weeks. different kinds of help are needed. the three people, captain john kelly, captain randy clark, and major sheryl clark are from the hayward and antioch corps. they'll provide emotional and spiritual care, where salvation army disaster services teams are located. the three are familiar with working in emergency disaster areas. >> people are evacuated out of their homes. they can't take anything with them. and then they are stationed at a shelter. and left not knowing anything. not knowing if they have anything left. it's just a complete devastating

situation for them. >> the salvation army has more than 50 mobile kitchens deployed to texas. they serve thousands of meals. the crew from here scheduled to be in texas through september 12th. reporting live in hayward, matt keller, abc7 news. >> thank you so much, matt. take a look at this off-roading park outside of houston helping rescue people stranded by the flooding. they're using monster trucks and other cars, even jet skis. they're posting this on their facebook page right now. telling people to call them if they need any help. >> a livermore based organization is helping move pets from animal shelters in texas and louisiana. yesterday, wings of rescue flew 100 dogs out of san antonio to new jersey. the goal here is to make more room in the animal shelters because hundreds of pets are being displaced by the flooding. they're going to be housed in the shelters until they can be reunited with their families. the victims of hurricane harvey need your help, and cash donations are the best way to do

kim jong-un appears to have renewed his threat against guam this morning. north korea state media says monday's missile launch was, quote, a meaningful prelude to containing guam. guam is not changing its threat level. the u.n. security council demanding pyongyang to stop all future launches. china also calling for talks between the u.s. and north korea, saying the situation is approaching a crisis. also, this is brand-new. only minutes ago, president trump tweeted about the developing situation saying, quote, the u.s. has been talking to north korea and paying them extortion money for 25 years. talking is not the answer. and just yesterday, he had said all options are on the table. north korea has vowed to continue its missile launches. we'll continue tracking this story. back to you. >> thank you. senator dianne feinstein went toe to toe with a tough crowd. hundreds showed up to a town hall meeting in san francisco last night, and they strongly urged her to oppose the president and his policies more

car. >> today, samsung expected to officially announce its new wearables. they're set to be fitness focuses. one of the new devices has already leaked, revealing a slightly refreshed design and souped up water resistance. these come amid speculation apple is planning its own wearable upgrades. apple is expected to introduce a new apple watch at next month's iphone event. >> sticker shock for residents after the city signs off on a new garbage contract. they approved a 15-year contract last night. according to the press democrat, the new deal calls for rate increases starting at 58% for most residential customers and some businesses may see their bills go up by more than 200%. the city is looking at ways to reduce rates for low-income customers and seniors. officials say the new contract which starts next year will reduce the amount of garbage sent to the county landfill. >> the city of berkeley wants to go how you feel about full pay for workers taking parental pay.

a town hall is scheduled for next month to hear input on a new ordinance that could bring 100% paid family leave to the city. right now, new parents get paid 55% of their salary by the state. if this is approved, berkeley's ordinance would require businesses with at least 25 employees to supplement the state's payment so workers get full wages for up to six weeks. san francisco already has a similar program in place. the town hall is set for september 30th at the south branch library. chp officers in contra costa county rescued this injured bobcat from the side of the road. someone called yesterday afternoon to report the animal near crockett boulevard. the chp took the bobcat to lindsey wildlife experience in walnut creek so that hopefully it can be brought back to fullness. >> absolutely. hard to see with the camouflage there. i'm glad they spotted him. >> i was thinking the same thing. he's pretty well hidden there. let's hope he does make a full recovery or she.

truck versus a big rig blocking the fourth lane from the left. that's why you're seeing traffic stacked up. commuter lanes are getting by better. but expect delays on northbound 101. >> we want to start this half hour with another look at houston. there were water rescues throughout the night. water continues to rise. and things are frankly not much better this morning. in fact, official rescue crews are on the ground as well as civilians helping out in any place they can. some places saw more than 51 inches of rain. we're going to check in again with abc reporter maggie rulli in houston. you have been covering this for quite some time. what's the difference today? >> jessica, good morning. it's a huge difference today. there's sunshine, something we really haven't seen here since this weekend. but even though the weather does appear to be clearing up, harvey has been such a devastating and slow moving storm that

unfortunately the flood waters here remain catastrophic. america's fourth largest city is at a standstill. reeling from the 100 trillion gallons of water harvey left behind. first responders and volunteers alike are racing against rising flood waters. >> what can i do for my neighbor? everything else goes out the window. >> more than 13,000 people have been rescued so far. but the calls for help just keep coming in. >> don't give up on us. seek the higher ground. we will get to you. >> those rescued are often left with the damp clothes on their back and anything they could grab. shelters are beyond capacity. the houston convention center with 10,000 taking shelter inside. nearly doubled their limit. now, the nrg center will open its doors to thousands more. the community's now relying on each other, and the kindness of thousands of strangers who have kept the donations pouring in. houston's mayor says the main

involved in the crash and the other fled the scene. chp still trying to find the driver of that car that drove away. >> this morning, highway patrol at golden gate bridge officials are monitoring a threat by a conservative group to block traffic into san francisco. here's a live look at the bridge and anti-communist facebook group is calling on supporters to march to the bridge around 9:00 a.m. the group claims it will not let traffic into the city until the city agrees to classify the anti-fascist group antifa as a terrorist organization. the bridge district says no one has applied for a permit. it's unclear if anyone is actually going to get involved. we checked this morning and no one is listed as interested or going to attend on the facebook page that they are setting up. and that page, by the way, only has 12 followers. >> in newark, a man says he was stopped at a red light when two strangers got in his car and ordered him to drive at gunpoint. police are now asking for your help. take a look at the sketch of one of the suspects involved in the armed robbery and kidnapping. the victim said he stopped at a red light on cedar boulevard and

central avenue on monday afternoon. one of the men pointed a gun at his head. they got into the back of the car and ordered him to drive, taking all of his cash and then they ordered him to stop a couple miles later and got out of the car. >> new developments in contra costa county where over night the board of education decided not to approve a plan to create a new school district. members say the proposal to break up the mt. diablo unified school district and form a new one didn't meet all the criteria. supporters say the new district would help meet the needs of students. opponents are saying it would be made up of mostly white wealthy students. the state board of education will make the final decision. hi, there, everybody. let's talk about what's going to happen today, as school begins in new haven. new haven unified school district, about 58 at 7:00 this morning under cloudy conditions. 76 as we head towards a hazy and sunny afternoon. and just down the road in fremont unified school district, a bright day on the way after a

cloudy start. 58 degrees. hazy sunshine and 78 degrees. let's take a look at temperatures in the south bay. 55 in milpitas to about 60 in san jose. and temperatures running in the low to mid 50s in the north bay. here'saic loorx thursday, noon. tomorrow at noon until monday at 8:00. that's where temperatures could reach possibly 115. a lot of us in the 90s and 100s. excessive heat watch. if not record highs. that's going to tax the body. look at san francisco. reggie, i know you're paying attention. a touch of heat, average high is 70. smiling over there. friday and saturday, low to mid 80s. temperatures above average thursday all the way through next tuesday. but look at this. tomorrow, almost a record high in san jose. friday, a record high. saturday, a record high. sunday, a record high. monday, almost a record high. and tuesday, ooh, 96.

developing news now. the owner of a car restoration shop is trying to assess the damage caused by an early morning fire. >> san francisco firefighters saved the building but not before flames burned several classic cars. amy hollyfield is live for us this morning. amy. >> reporter: hi, reggie. you can see standing water inside this warehouse. and you can see the classic cars. on the outside, they look okay. it's tough to tell how much damage they really have. firefighters got this out in about an hour, about a half hour. they got the call at 1:23 this morning. the fire was out by 2:00 this morning. this is a classic car restoration business. one man who lives across the

plant will close until waters recede. port arthur on the border of texas and louisiana. harvey, now a tropical storm, made its second landfall near there. the motva closing followed several other big closures. at least 12 refineries in the area are offline right now, including an exxonmobil plant and a chevron plant that flooded overnight. if you're wondering, motva, by the way, sprys oil to companies like shell. >> developing news now. joel osteen, one of america's most popular preachers, is responding to criticism that his megachurch in houston was slow to help out the flood victims. lakewood church is now up and running, helping people seeking shelter. it's one of the largest congregations in the country. pastor osteen is talking to "good morning america" today, explaining why the 600,000 square foot facility didn't immediately open its doors to desperate evacuees. >> i don't know, i think somebody created that narrative that somehow we were high and dry. and none of that is true. this building, it was a safety

immigrants could end in less than a week. ten republican-led states have threatened legal action against president trump if he doesn't end the deferred action for childhood arrivals program otherwise known as daca. federal and local leaders are gearing up for a fight. senator kamala harris appeared in san jose yesterday saying she's co-sponsoring a bill to extened daca for another three years. >> the secretary of defense putting up a freeze on president trump's transgender military ban, at least for the time being. jim mattis says transgender troops will continue serving in the military while a panel of experts studies the issue. once that's done, he'll give his recommendation to the president. on friday, mr. trump announced the u.s. would not accept or allow transjendzer individuals to serve in the military. the white house said later mattis had the authority to decide what to do with those already serving. >> a wish coming true for a terminally ill san jose woman. she's going to get to see her mother one last time after a
