that gives you an idea of what we're playing with and how dangerous it's going to be. it all starts with the wind. look at the wind, blowing the wrong direction, if you want to see the sea breeze and the marine layer come on in. we're blowing from land to ocean. that's always a hotter wind. here's a look from mt. tamalpais. no clouds out there. temperatures very comfortable this morning, mid 50s to upper 50s. in the mid to upper 60s from noon to 4:00 around the bay. those are cooler temperatures at the coast, and then it bay are the middle temperatures, and then 58 to 102 inland. it's going to feel much different when you head home than when you're heading to work or school this morning. be prepared. here'sal .isex definitely neede today, mike, as you're getting dressed. we are looking great so far on the richmond side of the richmond-san rafael bridge. we have three vehicled heading westbound on 580. we are looking at typical light volume so far this morning and then it is a spare the air day

today so mass transit a great option. if that doesn't work for you, carpooling as well. 32 b.a.r.t. trains in service, no delays. and ace one no delays. we'll check on the central valley commute in a few minutes. i want to get you a breaking news update on the reported explosion at a chemical plant in crosby, texas, that hospitalized ten deputies. authorities now say they were monitoring the situation, that it was not an explosion. and that instead, it was a planned and very controlled release of chemicals. in a press conference they held just minutes ago, officials said when the chemicals were released, they made a pop inside of the containers where they were released. the sheriff's department says their officers were taken to the hospital as a precaution and the chemicals are not toxic. again, those explosions were something that they expected.

so there was still a big plume in the air. they said moments ago they don't think the public is at any risk, that everything went as they wanted it to. which is why folks in the area were evacuated to begin with. the plant was shut down this past weekend. >> all right, yes caw, thanks for the information. >> with harvey on their minds, climate change was a big topic at a town hall meeting with jaky speier. constituents couldn't help but worry about possible climate change effects in the area. she's wondering if the catastrophic flooding in texas will change some minds. >> it will be interesting to see what happens after hurricane harvey and whether or not some of the republican members in texas find that maybe there's some truth to this. >> speier says it's more important than ever for california to continue taking the lead in climate change legislation. one easy way to give is through abc's day of giving

pumping in here. i'm actually wearing a jacket. it's nice and cool in here. you really have to be prepared for the heat because the heat is coming. today, we've got a heat advisory that's going into effect. and then tonight, the excessive heat warning goes into effect. it lasts until monday night. boy, is it going to get hot. here in morgan hill and other inland spots, you can see temperatures reach 110 degrees on saturday. pg&e says it has a plan and will dedicate all available resources to the heat storm response. they also say you should be prepared just in case the power goes out. make sure you have flashlights, radios, and fresh batteries. and it may be critical to get to a place with power and air conditioning like where i'm at at morgan hill at the centennial recreation center. for more information on cooler centers in your area, you can go to our website, abc7news.com. meanwhile, i'm doing to make sure i stay cool in here this morning. back to you in the studio. >> i say the next time we see you, you're going down the water slide. it's a challenge, matt. we'll see you soon.

>> 5:04. developing news in the east bay. police need your help identifying a woman accused of posing as a bank customer and stealing cash. they posted these photos of the suspect on its facebook page. in the photo, she's wearing glasses and a hat. the woman is accused of withdrawing a large sum of money from the west america bank in livermore on june 21st. police say she gained access to victims' accounts by using a fake driver's license. they also say she did the same thing at other banks, including one in walnut creek. if you recognize here, call police. a dog's owner is demanding answers after her neighbor's two dogs came into her yard and mauled her met to dooth. surveillance cameras show the dogs attacking her dog daisy. the owners of the dogs have not contacted her, and they also haven't told san jose animal services the location of the dog. >> is it okay that they could attack another person or animal before they get taken?

>> they're going to do the same thing, are they going to be able to escape? we want to find out where the dogs are at. >> one of our reporters tried speaking with the neighbors yesterday, but no one answered the door. and on to developing news out of santa cruz where political controversy has shut down a restaurant. >> the owner is accused of contributing to david duke's senate bid. he's the former imperial wizard of the ku klux klan. katie marzullo has that. >> i'm shocked. if i knew he was contributing to hate organizations, i would not come eat here. >> jason planned to eat at this chinese cuisine for his birthday. he didn't know it was closed until he arrived and read the sign in the widow. the restaurant is closed because of, quote, slanderous and malicious internet rumors. it's referring to an article which accused the owner of contributing $500 to david duke's 2016 senate campaign. duke is a former leader of the kkk.

week's council meeting >> new details on kaiser's plan to offer a medicare advantage plan in santa cruz county. the health care provider tells the sentinel that the plan is now on hold. earlier this year, kaiser opened three medical offices in the county and announced a plan for 65 and older was coming in 2018. a spokesperson says kaiser is now addressing operational considerations and regulatory requirements. >> we've got the trifecta. we have the heat. we've got poor air quality. and now we've got the high fire danger. red flag warning for all of our hills. starting at 9:00 this evening through saturday morning at 8:00. that means a very heightened alertness for the fire potential in these areas. you have to be careful if you're going to beout and about in these areas above 1,000 feet the next couple days. let's talk about temperatures.

now, normally, when we're going to hit 100 in the inland east bay neighborhoods, mt. diablo in the 80s, but it's 78. the air will be coming in and building throughout the day. that's why we're starting in places like san ramon, dublin, pleasanton at 55. but ending up nearly 50 degrees warmer than that in the low 100s. right now, it's 60 in walnut creek and concord. 63 in brentwood. most cities in the united states have about 20 degree spread from lows to highs. we'll have 50 today in some areas. gives you an idea just how dry it is outside. temperature 48 in novato to 70 in los gatos in the hills there. let's talk about temperatures today. 76 in san francisco. 84 in oakland. 92 in san jose. santa rosa, 97. 100s, they're out there. but then the 110 and higher comes in tomorrow. and it hangs around through saturday. i'll show you the rest of the weekend forecast in the microclimates for today coming up next. i'm not sure you want to see

city's pump station. residents have been without water for the past few hours. right now, repairs are being made. they're hoping to have a temporary fix some time soon, but they do have to wait for waters to recede to fully repair the plant, so the timetable very flimsy. i'll keep my eye on things. >> thanks, jess. >> houston texans star j.j. watt has been a leader in raising money for harvey relief efforts. >> now he's aiming for a new goal. t.j. holmes shows us how he's raising the bar. >> in this morning's "gma" first look, j.j. watt, star defender for the houston texans is taking to social media to raise money for hurricane harvey relief efforts. >> it's very tough to watch your city get hit by such a bad storm and not be there to help. >> starting with his own $100,000 donation on sunday, watt challenged his followers to match it and raised over half a million in less than a day. after tackling that goal, he raised the bar higher. >> i upped the goal to $1.5

from school. the teen is currently being held at a juvenile detention center. a judge is expected to decide whether he'll be tried as an adult. >> this is interesting video of a test near kauai. it shows a medium range ballistic missile shot out of the sky. it follows moves by north korea to demonstrate advances in its own technology. the navy will continue developing these technologies to staw ahead of any potential threat as it evolved. an interesting thing to see on vacation to hawaii. >> 5:16. senator john mccain set to return to washington. he will head back to the u.s. senate next week as congress begins a new legislative session. according to his office, he looks forward to continuing his work for the people of arizona and the nation. the 81-year-old who just had a birthday on tuesday has been receiving treatment for brain cancer since he was diagnosed in july. >> developing news in castro valley where tests show lead levels above the recommended

range at some schools. the castro valley unified school district sent a letter saying the water has turned off at stations where higher levels were present. the fixtures will be replaced and the water retested. >> new developments on a plan to lure retailers to a shine anew shopping center on midmarket street in san francisco. the site is located at 945 market. known as 6 by 6, in reference to the building being six floors near strixth street. the chronicle reports things are not exactly going as planned. the developer is having a hard time attracting the strong crop of stores, restaurants, and entertainment venues it hoped for. cypress equities is now wanting to confort two floors into offices. that would reduce the amount of retail in the building by 20%. >> california state park will hold a meeting to get the input on concessions on angel island. the public's input will help them plan the park's future

facilities and operations. the new concession contract will continue existing angel island amenities including food service, tram tours, and recreational equipment rentals. that's at 6:00 p.m. hey, everyone. this just in, some good newses for all of you thrill ride lovers in the bay area. i want to show you new images we got from six flags this morning. a new roller coaster set to open at six flags dicovery what is called the harley quinn crazy coaster. the park ceo made an announ announceme announcement, the new coaster and water attractions will open spring of next year, which coincides with a new roller coaster opening up at its competitor, great america. as for the water park, the expansion would be the biggest in nearly a decade, called splash water island. >> and i'll see you there, jess. because i know you love a roller coaster. >> let's go over now to mike

nicco and a look at the weather. if you're going to the amusement park, it's going to be ridiculously hot. >> you'll want to find shade while you're standing in line or get in those water parks early because they're probably going be packed this weekend. here's a look from sutro tower. notice the difference compared to yesterday. no cloud cover out there. sunny today, large temperature jump. temperatures could jump from 20 to 50 degrees from the comfortable temperatures this morning to the dangerous heat developing this afternoon and the poor air quality that's going to last through the weekend. highs will slowly taper, looking warmer than average. 100 today, morgan hill. upper 80s to low 90s for most of the south bay. peninsula today, mid 80s to 90 degrees. cooler in millbrae, 78. look at this, 67 to about 70 along the coast today. mid to upper 70s in downtown south san francisco. and sausalito. low 70s, north bay coast.

about 20, 25 degrees warmer in the valleys. 92 at sonoma to about 97 at santa rosa. can't help but notice those, those 100s around lakeport, cloverdale, and ukiah. everybody else in the mid to upper 80s along the east bay shore. and inland, 102 to 105 from san ramon and pleasanton out to brentwood. it's going to be chilly compared to tomorrow and the next couple days when we're greater than 110. lows tonight get warmer. 61 in santa rosa and san rafael, to the 70s around antioch and livermore. let me show you the lows saturday morning. low 60s to near 80 degrees. we have that high fire danger in our hills during that time also. all right, san francisco, our hottest days, friday and saturday. tomorrow and saturday, at least mid 80s. maybe a little underdone there because look at the temperatures in oakland. upper 90s to low 90s friday into saturday. the rest of us, yeah, we'll be

in the 90s to 100s at the same time. in fact, 100s don't leave until we get to tuesday and wednesday and we're still in the mid to upper 90s. 80s around the bay and 60s at the coast. be careful tomorrow and saturday. that's the worst of it. >> i'll be glad when all of that is over. right now, we're doing okay to kick off the thursday morning commute. here's a live look outside. walnut creek, southbound 680 slowly starting to fill in. we're seeing folks tap the breaks, but no major problems. we have no blocking incidents. we really have not had any issues so far this morning, and the bay bridge toll plaza cruising along, no issues here either. we have a couple more minutes until the metering lights flip on. it's moving along better than average today. westbound 580, not too bad, starting to fill in, in the yellow at 46 minutes. westbound 4, antioch to concord in the green. and southbound 101, you're in the green. i have more information about the bart delay.

around the coast, the bay, 77 to 86. look at that jump inland. 58 to 88 to 102. a spare the air day. we'll talk about that and all our heat warnings coming up next. >> we have one new issue on the roads, on southbound 880 just past 92 before you get to alvarado niles road. we have a rollover crash. doesn't sound like we have injuries, but we have the far left lane blocked and that's stacking things up. emergency crews just arriving on the scene. a tough spot to have anything blocking. i will keep a close eye on that. in the meantime, bay bridge metering lights flipped on around 5:25 this morning. looking pretty typical. that's starting to back up through the maze. on top of these two spots, we do have a major b.a.r.t. delay around sfo. i'll talk about that in less than ten. >> thanks. harvey is continuing to wreak havoc that will likely make this one of the costliest storms in u.s. history. >> at least 31 people have died in texas. more than 30,000 people have

been forced from their homes. so far, 190,000 people have registered for federal assistance with fema. >> the rain has largely subsided in houston and some of that water is receding in parts of the city, but much of the city is still under water and in crisis. maggie rulli is live in houston with our update. maggie. >> reporter: reggie, natasha, good morning. as texas slowly begins to rebuild, there are more than 230 shelters like this one still open throughout the state. in some parts of houston, water rescues and recovery missions are still going around the clock. five days after hurricane harvey made landfall. >> we've already made one dramatic rescue. now we're right back at it. >> now a tropical depression, harvey continues to batter the gulf coast. >> that river inside, outside, upside, downside. >> port arthur desperate to escape the rain. >> i'm scared for my babies.

>> even though the rain has stopped in houston, the flood waters continue to rise. roughly 15,000 calls for help have poured in. officials now going door to door, marking bright orange cs on homes that are clear. officials estimating up to 40,000 homes are destroyed in harris county alone. >> but 100,000 is certainly not out of the question. >> those returning home to see the damage sift through their now water logged possessions. >> this is in my blood. this is where i'm from. i'm not going. i'm not leaving. >> and homeowners who lost everything, it's estimated more than 80% of them don't have flood insurance. >> i'm okay. i'm just ready to go home. and i don't have a home because they're flooded out. >> relief efforts are now under way. the u.s. navy sending two ships to the gulf of mexico, and today, vice president mike pence will be in texas to see some of these relief efforts firsthand.

last night, more than 30,000 people slept in shelters like this one, and there have been volunteers here throughout the night, hundreds more showed up at the crack of dawn this morning, all here welcoming people 24/7. maggie rulli, abc7 news, houston texas. thank you so much, maggie. >> we're continuing to see incredible rescues like this one the u.s. navy posting this video as they save people in beaumont, texas, hoisting them up. the military is mobilizing its resources from across the nation to help. the governor has activated all 12,000 troops in the texas national guard. >> and here's some of the damage that one of our reporters, abc7 news reporter laura anthony, found in an area called umbel texas, which is just outside of houston. this is a major interstate that leads into the city. at least 150 yards of concrete, that median you see there, just got pushed aside by all the floodwaters. transportation officials say

from all of elementary school tomorrow because the school doesn't have any air conditioning. the paper is reporting that the district has let parents know they will bring recess inside during this heat, and that teachers will be doing what they can to keep the classrooms cool, like keeping the blinds drawn, the lights low, and allowing the kids to have water at their desks. eight schools in novato don't have air conditioning. now, one mom plans to meet with the principal here at olive elementary here today to talk about other ways they can keep the kids cool, and yet another mother says she's going to go even further. she's going to the school board meeting next week to demand air conditioning or in the very least, industrialized fans to keep the kids cool. amy hollyfield, abc7 news. >> thank you. and remember, you can download the abc7 news app for up to date temperatures and heat warnings where you live. >> santa clara county and san francisco are asking a federal judge to permanently block an executive order by president trump cutting off funding to sanctuary cities. the judge temporary blocked it

in april. the order cuts off money to communities that limit the cooperation of local police and jails with immigration agents. the trump administration argues sanctuary cities can be havens for crime. san francisco alone would be at risk of losing $2 billion a year if the judge reinstates the president's order. >> it's 5:36 happening today, the state supreme court is expected to issue a ruling on whether the public should have access to data from automated license readers. privacy advocates have raised concerns about the devices to determine if vehicles are linked to crimes. the court is going to rule on whether police and sheriff's departments have to disclose the data on the california public records act or whether that info falls under an exemption for records related to investigations. >> the california department of water resources is refuting claims by a professor that the oroville dam may be leaking. he issued a report saying the dam could breach because of persistent green wet spots. the dwr says the spots are

natural vegetation growth caused by rainfall. they say the spots have been there since before the lake was first filled in the '60s. >> palo alto police want you to taic a look at a photo of a robbery suspect. the tactic he is accused of using involving a car. this is the man inside a 7-eleven store. police believe he and another man waited in the car for a store employee who was going to make a bank deposit. the suspects rear ended the employee's car. when she got out to take a picture of the damage, as anyone would, the suspects grabbed her bank deposit and drove away. >> let's take a look at what's going on with what's left of harvey. you can see it's stretching out and spreading its influence from the lower mississippi river valley up into the ohio river valley. those areas in green you see, that entire way up to cincinnati and lexington, and louisville, and also around mobile and pensacola, alabama, flood

afternoon. that's almost unheard of. 60 in san jose. 59 in lafayette, and also in alameda. quick look at your commute planner. there's a few areas of fog, otherwise it's clear. mild to hot from san francisco to our suburbs today. and on the bay, bright sunshine. here's alexis. >> good morning. i've got a few more details on this crash in the hayward area. southbound 880, a rollover crash. now the two lanes blocked. the two left lanes, i should say. this is just past tennyson road. an update on the location. it doesn't sound like we have injuries, but boy, this is a tough spot. we have fire crews on the scene, emergency personnel are there, down to about 35 miles per hour and 12 miles per hour approaching. that is going to get worse before it gets better, and yeah, a rollover crash that takes a long time to clean up. it sounds like we have a fuel spill involved in that as well. on top of that, a major b.a.r.t. delay around sfo. this is mainly impacting trains into and out of the airport. but the official location between millbrae and san bruno, this is all due to a switching

low 70s for bodega bay and stinson beach. 92 at san rafael. 92 at sonoma. those are some of the cooler spots in the north bay valleys. 97 in santa rosa. 100 as you head up towards cloverdale and lakeport. along the east bay shore, 83 in berkeley to 90 in fremont to castro valley. and inland, where most people have air conditioners at least, 102 in san ramon to 105 in brentwood. not everybody has air conditioning in those neighborhoods. look at these temperatures tonight. 60s and 70s, but look at the oranges in our hills. that's where the 80s are going to be. and it's going to be even warmer saturday morning, from 62 at san rafael to 80 in antioch, with more 80s up in our hills. all right, so let's take a look at what's going to happen with my seven-day forecast. yes, it's jaw-dropping to see the temperatures friday and saturday inland. then you look at the bay and you're like, mid 90s there? that's pretty impressive too. even 80s at the coast, we'll finally get out of the 100s monday, back to the 90s, 80s, and 60s. those temperatures still, next week, warmer than average.

we had a major delay for b.a.r.t. right around sfo due to a switching problem. just got off the phone, now saying the delay 20 minutes, closer to ten minutes. trains are moving through the area. we have crews working on the switching issue but it's starting to get better. that's an improvement in last few minutes. also good news on southbound 880 past tennyson road. a sig alert, a rollover crash has been pushed off to the shoulder. that's the good news. the bad news, 9 miles per hour, 3 miles per hour approaching the crash seen. about a 5 to 6 miles per hour backup, and that's around an hour if you want to travel between castro valley and the fremont area, you're betting heading to mission boulevard. i know i promised a look at the bay bridge commute. you're still looking good. we'll head back there at 6:00. >> is there intelligent life somewhere else out there? uc berkeley scientists are on a team that may have found a sign of it. this animation shows 15 brief but powerful radio pulses that repeated from the same source

already. welcome to thursday, august 31st. a lot to get to, heat, traffic issues, and jess, you're tracking breaking news. >> we mentioned the phone bank because they still really need your help in texas. we have breaking news happening in texas. the city of beaumont has lost its entire water supply because of the floodwaters that are causing a river to flood the city's pump station. they lost their first and secondary water source. residents have been without water for the past few hours. this is affecting about 118,000 people. right now, they're trying to make some repairs. they're hoping to have some temporary fix. this is indefinite at this point. time table very flimsy. they have to wait for the waters to recede in order to make a full repair. we'll have more about harvey as the newscast continues. breaking news at a chemical plant. first, we want to check our local big story, the heat that's coming in.
