already. welcome to thursday, august 31st. a lot to get to, heat, traffic issues, and jess, you're tracking breaking news. >> we mentioned the phone bank because they still really need your help in texas. we have breaking news happening in texas. the city of beaumont has lost its entire water supply because of the floodwaters that are causing a river to flood the city's pump station. they lost their first and secondary water source. residents have been without water for the past few hours. this is affecting about 118,000 people. right now, they're trying to make some repairs. they're hoping to have some temporary fix. this is indefinite at this point. time table very flimsy. they have to wait for the waters to recede in order to make a full repair. we'll have more about harvey as the newscast continues. breaking news at a chemical plant. first, we want to check our local big story, the heat that's coming in. hi, mike. >> hey, jessica.

hey, everybody. we have a trifecta, heat, we will have poor air quality and a high fire danger. it all starts with the winds that are calm or blowing off shore from the land, and that is a warmer wind, and that's a wind that does not allow us to exhaust our pollution. that's one of the reasons why we're going to have poor air quality and we're going to get worse and spread over the weekend. 12-hour day planner, in the mid 50s to upper 50s, very comfortable this morning, but look at that. nearly 20 to 50 degrees warmer by 4:00. alexis. >> that is going to be a major temperature change for a lot of folks today. right now, we're doing okay for the bay bridge commute. we're encouraging you to carpool or take mass trance as it is a spare the air day. things have definitely filled in. the metering lights on since about 5:25 this morning. so far, drive times not looking too bad. highway 4 to the maze, 20 minutes for you. 14 the rest of the way across the bay bridge into san francisco. and southbound 101, san francisco to sfo, in the green at nine minutes. if you're trying to take

b.a.r.t. to sfo, we have lingering delays from a switching issue. i'll talk more about that coming up next. >> today is the start of one of the biggest heat waves of the year. >> pg&e, of course, gearing up to respond to possible outages. matt keller live for us in morgan hill where it's expected to be 100 degrees today. hi, matt. >> reporter: going to be hot here today, reggie and natasha. right now, it's relatively cool, in the mid 50s right now in morgan hill, according to my accuweather app. as you come here to the centennial recreation center, you're going to boo able to cool off. check out all the cool stuff, a water slide, a lap pool, and a place for the kids to splash around. this is a great place to stay cool. people are heading to work, air conditioning there. i talked to one woman about what her problem will be tonight. >> the evening is the challenge because our house does not cool off on the second floor, even with the ac. so sleeping downstairs, opening all the windows, hoping the time goes by fast.

situation in texas. at least 31 deaths are blamed on the storm. about a third of houston still covered in water according to the texas military. houston's police chief says they have received up to 70,000 calls for help. an estimated 30,000 to 40,000 homes have been lost, and it's possible that number could go way up. it is still too soon to determine the final economic impact. but texas governor greg abbott says the state made nee more than $125 billion in federal support for damages. >> and reggie, i do have another breaking news update coming in out of texas. the chemical plant explosion overnight in crosby, texas, two explosions were heard. several officers were patrolling the area. they were hospitalized. i just learned that 8 of 15 deputies have been released from the hospital. seven others are still being evaluated at this time. also new, seems there's some confusion on the severity of the explosions. the chemical plant company saying there were two explosions and a fire.

meanwhile, they said the explosions were expected, they were monitoring the situation and that the chemical reaction caused a popping noise inside the containers where they're stored. this is not reportedly a threto the public, although regardless, the homes around the plant were evacuated before any of this degan. the plant was shut down over the weekend. in preparation for all of this. that's the good news there. >> thank you. with harvey on their minds, climate change was a big topic at a town hall meeting with congresswoman jackie speier. we were at the san francisco zoo yesterday where constituents couldn't help but worry about possible climate change effects here in the bay area. speier says she and her fellow democrats are facing an uphill battle, but she's wondering if the catastrophic flooding in texas may change minds. >> interesting to see what happens after hurricane harvey and whether or not some of the republican members in texas find that maybe there's some truth to

knowledges to stay ahead of any threat as it evolves. we'll have more on the u.s. show of force at 6:30. >> new developments out of piedmont where jeff we'll will step down from the city council on tuesday. he resigned over backlash for what many felt were offensive facebook posts. two piedmont residents read a few of the posts. they included statements like, quote, black lives matter encourages cop killings. and quote, transgenders are mentally ill. >> developing news in the east bay. police need your help id'ing a woman accused of posing as a bank customer and stealing cash. they posted these photos on the facebook page. in the picture, she's wearing a hat and glasses. she's accused of withdrawing a large sum of money frame the west america bank on june 21st. she gained access to victims' accounts by yuzing a fake drivers license. they also said she did the same

mentioned a trifecta of trouble. here's the third part of that. high fire danger tonight at 9:00 through saturday at 8:00. up in our hills and mountainser above 1,000 feet. that's where the fire danger is going to be most prevalent. be careful in those areas. 50 in menlo park. low to mid 50s for the rest of the peninsula, and temperatures pretty much in the mid to upper 50s everywhere until santa rosa at 51, and in the hills, 71 in los gatos. here's today's forecast. 70s along the coast, san francisco, sausalito. 80s to near 90 around the bay. 90s to near 100 inland. quick look at tomorrow's forecast. it gets even hotter. i'll show you the weekend coming up next. here's alexis. >> okay, and wouldn't you know it, we have a pretty significant b.a.r.t. delay on a spare the air day, but we're starting to improve. we did have a major delay due to a switching problem at sfo, down to 20 minutes. i talked to b.a.r.t. and they're getting closer to just a

it's 6:15. a santa cruz restaurant has temporarily shut down follow agpolitical controversy. they accused roger grisby, the owner of chinese kwu sween, of contributing $500 to david duke's 2016 senate campaign. duke is the former imperial wizard of the kkk. the sign says it's closed of slanderous and mulialicious internet rumors. >> i'm shocked. if i knew he was contributing to hate organizations, i would not come to eat here. >> i think it's fortunate that he gave money to duke, but so what, lots of people do. it's not exactly a crime. i think it's unfortunate and immoral, but i will still eat here. >> the sign thanks customers for 38 years and indicates that the restaurant will reopen. >> developing news in castro

san francisco. mid to upper 70s. tonight's temperatures, 60s for the most part, a few 70s inland. and look at the orange 80s up in the hills. it will be even warmer saturday morning. that will springboard us to another near record high saturday. temperatures tumble a little sunday. you'll start to really notice the difference, but you have to wait until wednesday. >> oh, boy. okay. i am not ready for that. taking a look at the roads here this morning. we do have a new issue on the benicia bridge. on the countercommute side. not too much of a backup yet. northbound 680 at the 780 merge, two to three vehicles involved in this. the two right lanes are blocked now. emergency crews are on the scene, but they're saying they're having trouble moving the vehicles. it's not terrible at the moment, but i'm keeping a close eye on that one. quick check outside. here's southbound 680 through walnut creek, so things have filled in and slows down. no blocking issues for that stretch, and a quick check of drive times, westbound 580, just under an hour, 55 in the red. westbound 4, antioch to concord

gathering support. the disaster in houston and in texas and now louisiana is massive, and we're going to be doing relief operations, us and many other organizations for months and years to come. these resources will determine the long-term needs and help people get on the road to recovery. >> what are some of the long-term needs we have seen in the past that we could anticipate with hurricane harvey? >> housing support to vehicle support, infrastructure support. there's a number of things that donations could go to and it really depends on the community needs. it's something we'll work with the community to determine what the long-term needs are. first and foremost, we want to make sure everyone has safe shelter, warm food, and medical and emotional needs met. >> absolutely. so important because we're still seeing evacuations this morning. i heard some phone calls already, so people are up and already giving.

crosby chemical plant were chemical reactions. they're saying they were not explosions. 15 deputies were sent to the hospital. seven are still there right now. meanwhile, at least 31 people have died in texas from hurricane harvey. as i mentioned, 31 folks. more than 30,000 people have been forced from their homes, but much of houston still under water, still in crisis. abc news reporter maggie rulli is live in houston with the latest. hi, maggie. >> reporter: jessica, hello. as texas is slowly beginning to rebuild, there are more than 230 shelters like this one still open across the region. in some parts of houston, water rescues and recovery missions are still going around the clock. five days after hurricane harvey made landfall. now, with tropical depression, harvey continues to batter the gulf coast. >> that river inside, outside, upside, downside.

>> port arthur desperate to escape the rain. >> i'm scared for my babies. >> even though the rain has stopped in houston, the floodwaters continue to rise. roughly 15,000 calls for help have poured in. officials now going door to door, marking bright orange cs on homes that are clear. those returning home to see the damage sift through their now waterlogged possessions. and homeowners who lost everything, it's estimated more than 80% of them don't have flood insurance. >> i'm okay. i'm just ready to go home. and i don't have a home because they're flooded out. >> last night, more than 30,000 people stayed at a shelter like this one, and there have been volunteers here throughout the night manning these tables. welcoming guests 24/7. in houston, texas, maggie rulli, abc7 news. >> okay, maggie, thank you. i have pulled mike in here to

the live desk, to ask you where this stands at this point, because we have seen so much of this storm really just linger in some parts. >> that's the key. it wasn't moving very quickly whatsoever the first several days. now it's starting to move a little faster. everyone wands to know where the center is, it's between monroe and vicksburg. and that's where it's going to sit for the next day or so. but then it's going to start moving up to the north and east. that's going to put places like the ohio river valley, you can see that stretching all the way up from the mississippi river valley into the ohio river valley. a secondary push here that's going to hit the south, and that's going to be the reason why we're seeing all of this flooding or the potential for it, nearly 5.7 million people under a flash flood watch. until the next 24 to 48 hours are over. jessica. >> the number of people this is going to affect. not as hard as houston, but in other areas, simply staggering. >> 4 to 8 inches of rain. nothing like what we saw before, but there will be localized

flooding. even though it's not going to be a tropical storm by the time it gets to cincinnati, it will continue raining to the northeast this weekend. we could have flight arrival delays everywhere the next couple days. >> thank you. >> and vice president mike pence on his way to texas. he boarded air force two at joint base andrews about an hour ago. pence, his wife, and several of president trump's cabinet members also making the trip, including rick perry. remember, he's a former governor of texas. the group will visit the corpus christi area, the point of initial landfall for hurricane harvey. take a look a some of the damage laura anthony found in a town in texas just outside of houston. this is a major interstate that goes in and out of the city. at least 150 yards of the median on the east texas freeway, which is highway 59, has been pushed aside by the floodwaters as if it were just a toy. transportation officials say crews have begun work to repair that damaged median. right now, they don't have an

nearly 70% more potentially unauthorized accounts than originally thought. a year ago, the bank reported more than 2 million accounts were opened without customers' permission. now it says that number is about 3.5 million. the accounts were opened from 2009 to 2016. wells fargo plans to pay out an additional $7 million in refunds to those impacted customers.rni everybody. let's focus on our weather and the heat. as reggie mentioned, cooler centers opening. i saw antioch, concord, and santa rosa so far. we'll keep an eye on that. i'll put it on social media along with our website. here's what we're dealing with today. heat advisory in the areas in the orange, our valleys, the excessive heat warning is up in our hills. the east bay hills and diablo range. look what happens tomorrow through monday when the hottest temperatures hit. everybody except for the coast and san francisco, excessively hot. that's why we have an excessive heat warning.

interesting on the roads. >> we started off really quiet and had a couple major issues. i want to take you back to one of those. we're in recovery mode, but it's one of those spots where it's tough to bounce back. southbound 880 past tennyson road. that sig alert is long gone, but we have heavy speeds approaching that. about 19 miles per hour, 20 miles per hour, just on the other side of 92, then yeah, it slows south of there at this point as well. that's just our typical delays starting to fill in. good news on the benicia bridge. we had a commute, countercommute crash on 680 on the northbound side right around the 780 merge, in the two right lanes. that has fully cleared. we got the all clear from chp just a couple minutes ago. and then san jose, 101 and 880, the only spot in the south bay that's slow, just the inbound side from the 280/680 merge to past 880, but most of the south bay is looking good. unfortunately, i'm hearing about a new crash involving a flipped dump truck on 680 in the fremont area. we'll check on that next.

but have no fear. it comes with a lot of heat behind it. abc7 news reporter matt keller is live where temperatures are supposed to reach 100 degrees today. look, he's inside. >> crazy might be a good way to describe the weather. you want to do your best to avoid the heat. we're at the cente centennialrectionerary center here in morgan hill. you can avoid the heat. instead of running outside, they have a gym where you can go inside and exercise. even better, they have this great pool area. they have a water slide, a lap pool in case you want to exercise or if you want to goof off and cool off. just make sure that you avoid the heat because that heat is coming. today, we've got a heat advisory, but tonight, the excessive heat warning goes into effect and lasts until monday night. boy, is it going to get hot. here, you can see temperatures reach 110 degrees and above on saturday. that means there is a real potential for heat related illnesses, especially for the
