jumping in the ocean without realizing what was lurking nearby. good morning to you all. i'm diane macedo. >> and i'm kenneth moton in for kendis gibson. the storm that was once hurricane harvey is on the move tearing a new path of destruction through the south. >> the storm spawned a reported tornado in western alabama damaging several buildings. at least four people have been injured. >> the torrential rain flooded streets in the memphis area where a tv reporter stopped reporting the news to rescue this woman there stranded in her car. >> some voluntary evacuations were also issued in nashville. the storm is now moving northeast through kentucky. more flash flood watches have been issued. in the southeast part of texas more people are trapped in floodwaters and more evacuations have been ordered as the city of beaumont faces a second day without its water supply because the pumps are flooded. the military is now rushing in

fresh water to the nearly 120,000 residents there. even rushing in the water has been difficult because of the floods. and over in houston the mayor says his city is drying out finally and is once again open for business, but the death toll has now risen to at least 39. >> storm damage is expected to top $108 billion. and there's a risk of more explosions at a nearby chemical plant. abc's elizabeth hur is in houston with the latest. good morning, elizabeth. >> reporter: well, kenneth and diane, good morning to you, and, yes, as you guys mentioned, here in houston the mayor says this city is almost dry. but that is not the case for all of texas. in fact, where we are this shelter, they're getting ready to house more flood victims from other regions. harvey still wreaking havoc in east texas. this in beaumont where helicopters are the only way rescuers can get to the families stranded in their flooded homes and evacuate some 200 other patients from a local hospital. >> i checked this one.

i'm going to check this one. >> reporter: in the city of vidor volunteers are using boats and the army rescue trucks to get people to higher ground. >> i never thought it would happen to me. it always happens to somebody else but never to you, and now it is. >> reporter: and in crosby, fire at a chemical plant has residents within a mile and a half still unable to return home with officials warning me fires ar but in other hard hit areas where harvey has come and gone, cleanup now under way. >> i had the opportunity to do an aerial view of the city of houston today. >> reporter: the houston mayor says this city is turning the corner with help from countless volunteers including olympic gold medalist simone biles. >> i think everyone wants to just give back as much as possible because volunteering helps, giving blood helps, anything that we can do, we want to try to help. >> reporter: and this morning

across texas we are told more than 30,000 people are still in shelters, and fema officials say the work has begun to get them out of these shelters and into hotels but still no time line as to when those residents can return home, that is, if they even have a home to return to. diane and kenneth. >> the storm has moved on but still so much work left to be done there. elizabeth hur live in houston for us, thanks, elizabeth. flooding from harvey has slowed operations at two main gulf coast pipelines and that's created a temporary gas shortage triggering long lines at stations in texas and new price hikes across the country. according to aaa gas prices are now at a two-year high. the energy department has released 500,000 barrels of crude oil from an emergency stockpile to try to prevent prices from spiking even further and the epa has issued fuel waivers in dozens of states to ease concerns about supply shortages. and the coast guard is conducting flyovers to check for possible damage to its port facilities along the gulf coast. officials say inspectors are looking for potential navigational obstructions or oil

spills that could affect operations. president trump heads to houston tomorrow. he's also pledged $1 million of his own money to the storm relief effort. >> the vice president also just got a firsthand look at some of the devastation there. abc's emily rau has more on his visit. emily, good morning. >> reporter: vice president pence chipping in to help in a flood-ravaged neighborhood in rockport, texas, hauling away branches and hugging hurricane victims outside a battered church. >> you've inspired the nation by your resilience and by your courage. and we just came here to commend you and to encourage you. >> reporter: that message one many say president trump should have offered himself when he visited texas on tuesday. instead focusing primarily on state and local officials and first responders. ♪ god bless america >> reporter: after praying with victims, abc's jon karl asking vice president pence about the president's threat to shut down

the government if he doesn't get funding for his border wall, a move that would almost certainly impact the recovery effort. >> is he going to put that threat to the side now and concentrate on rebuilding here? >> president trump's made it clear, very clear that we're going to keep our promise to the american people. we've seen great progress -- >> even if that means pushing for a shutdown? >> facing illegal immigration on our southern border and enforcing our laws and the president made it clear we'll stand firm. the priority right now for president trump and for this administration is these families. >> reporter: so vice president pence not ruling out a shutdown there. president trump will be back in texas saturday morning, this time meeting with some of the victims of the storm and seeing the damage. diane and kenneth. >> and abc news will have complete coverage of the president's visit this weekend. thank you, emily rau, in washington. well, state and federal authorities have formed a task force to investigate and prosecute illegal activity related to hurricane harvey. those crimes include price

hurricane strength. a veteran police officer in georgia is out of a job after he was heard saying police officers, quote, only kill black people. >> cobb county lieutenant greg abbott announced his plans to retire as the police chief was announcing plans to fire him. abbott made that remark during a traffic stop when a white passenger said she was afraid to move her hands. >> i don't want to put my hands down. i'm really sorry. >> you are just -- >> no, no, no, i've just seen way too many videos of cops. >> but you're not black. remember, we only kill black people. yeah, we only kill black people, right? all the videos you've seen, have you seen white people get killed? >> no matter what context you try to take those comments in, the statements were inexcusable and inappropriate. and they're not indicative of the values that i'm trying to instill within the cobb county police department and that i believe the county holds. >> abbott spent nearly 30 years on the force. his lawyer says he was just trying to calm down that person he was speaking to. it's still not clear how his announcement of retirement will

affect his termination. vice president mike pence is expressing confidence in the president's pending decision on so-called d.r.e.a.m.ers, undocumented immigrants who were brought to the u.s. as children. he said the president will make the determination with, quote, a big heart. abc news reported the president was leaning toward ending the obama era daca program which protects them from depore trace and provides them with work permits. the trump administration is slashing funding designated to get more to sign up for obamacare. advertising to promote enrollment under the affordable care act will be cut from $100 million to 10 million. and the number of workers who guide consumers through the enrollment process will be reduced by 40%. democrats accuse the administration of trying to sabotage the health care system after failing to replace it. but the administration says the government hasn't benefited enough from obamacare advertising. the united states is forcing russia to close three diplomatic

those trucks stand about ten feet off the ground. >> wow, good work there. now, as stories of people helping each other emerge, we're learning more about one of the tragedies amid the storm. >> six people are dead after a van crashed as a family was trying to escape the floods. the driver survived and said he didn't want to cross a bridge but his father urged him to keep going. >> i couldn't see my mom. she was holding my dad. all i could see was the back of her head. and then i seen the water come across the front of the dash and then it started pouring in my window and my instincts just went, you can't get out until the van fills up. >> he said he hung on to a branch for more than an hour until help arrived. yesterday was the first time he was able to visit the scene. new video shows firefighters putting out flames by any means necessary. they responded to a fire by boat in houston. but the hydrant was under the floodwaters, so they took turns holding their breath and, get this, going underwater to connect the hose over and over

again. they were finally able to make the connection and put the fire out. the firefighters aren't the only ones going the extra mile. michele hayes' students came to her home to help her clear out the damage. she didn't call them. they just showed up on their own. hayes says this whole thing has been a nightmare. >> seeing the water at my son's mattress and having to tell my children to put on bathing suits and life jackets because we need to leave our home, something i see every time i look. >> the students have been a very welcome bright spot in all of this. hayes says even if the house is restored to perfect condition, she isn't sure she wants to stay. the house has become infested with mold and she says those memories, those she'll never be able to erase. this week first responders have made thousands of rescues in texas. but this video captures the moment some civilians rescue them. they were out searching when their boat flipped over. the officers were tossed into

the rushing floodwaters. but the good samaritans, they came along and saved them all. wow. another deadly danger lurking in the murky texas floodwaters. electrocution. so far at least three deaths may be linked to submerged power lines. >> authorities are now warning people to take extra care as they try to make their way through the floodwaters. a new threat in the floodwaters. andrew pasek returning to this houston neighborhood looking for his sister's cat stepped into his family's flooded yard unaware the water had been electrified. his mother says he used his last words to warn his friend shawn. it's a danger many displaced residents and rescue workers face as they make their way through the flooded streets on foot or by boat. two volunteer rescuers were reportedly killed and two more reportedly missing after their boat was electric tocuted by submerged power lines. these reporters from dailymail.com who were with them managed to survive after a harrowing 18 hours.

green mountain coffee. a judge is expected to announce today whether members of a now defunct penn state fraternity will now stand trial. they're charged in the death of 19-year-old timothy piazza. he died after a night of alleged hazing and heavy drinking. authorities say the fraternity brothers waited for hours before calling for help for piazza who fell several times. prosecutors urged the judge to send the case to trial. but the defense says this was a tragic accident and not criminal. wells fargo is facing more troubles from that fake bank account scandal.

good morning, it's friday. we are tracking breaking news in allegheny county. i believe we want to get to meteorologist first. >> let's take a look at the temperatures. it was going to be so much warmer this morning. you can feel it when you step outside. concorde at 71. and lock at san francisco. 1 degrees. our average high is 70. we're already warm r than we're supposed to be roigt now in san francisco. look up in the hills at 1800 feet. it's 83 degrees. that's where the heat is lurking. it's pretty nice in santa rosa. let's go through the heat advisory. it's for today and tomorrow.
