we have a high pressure system continuing to provide the steering mechanism for this storm. irma is expected to move toward the windward islands and transition by late in the workweek. we're watching for flooding rain, damaging winds in excess of 75-mile-per-hour winds and along with dangerous seas. now, keep in mind, we're looking for this transition weather, into the bahamas, wednesday night going into thursday. and then for friday going into monday we'll see whether irma will track over florida or begin to kiss along the east coast. on the west coast, it's a problem of heat. major heat persists. record challenges. as far as the highs are concerned, poor air quality because of smoke and elevated fire danger. nick, diane? montana's governor is expecting this to be a challenging week as crews battle a number of wildfires. one is 85% contained.

another in the northwestern part of the state forced the evacuation of a popular tourist spot in glacier national park. and the la tuna fire near los angeles is about 30% contained. cooler weather and rain helped cool it down. there's no active fire left, but he warns stronger winds could revive the flames. the la tuna fire burned about 7,000 acres over the weekend, the largest in the city's history. and north korea may soon be hit with the toughest sanctions yet, following its latest nuclear test. u.n. ambassador nikki haley told those gathered for a u.n. security council meeting that kim jong-un is begging for war. american intelligence officials are confident the north is telling the truth when it claimed to detonate a hydrogen bomb, far more powerful than those dropped on hiroshima and nagasaki. >> they've stepped up from a basic atomic weapon to a complex thermonuclear device.

intelligence analysts believe it's between five and eight times stronger than the bomb that the u.s. dropped on hiroshima at the end of world war ii. it's the consistent progress they've made in both their missile program and nuclear weapons. theoretically, he now has the ability to hit most of the united states with a thermonuclear weapon, but more concerning is how no matter what the u.s. seems to do, he doesn't slow down. in short, kim is wing and the rest of the world is losing. >> and south korea says it's seeing evidence that the north may be ready to test another intercontinental ballistic missile. china and russia are calling for new negotiations. texas officials meanwhile say more than 60 people have died due to harvey and its flooding. but some of the high water that hasn't receded yet isn't because of the storm. and that has some residents angry and seeking help. abc's victor oquendo has the details. >> reporter: the army corps of engineers starting to ease the flow of water from the swollen reservoirs, but it's too late for thousands of homes in its

path. in fact, many under water. >> it could be like this for another four, five, six weeks. >> reporter: more than a month. >> absolutely, more than a month. >> reporter: 85% of residents of houston don't have flood insurance. homeowners like bill and nina cotton flooded by that reservoir. >> there's thousands of people that don't have flood insurance, and we were told you don't need any because you're not in a flood plane. >> reporter: they had hours to evacuate, carrying their 97-year-old mother to safety. fema now paying for this hotel room. but the cottons are hoping the city will help pay for them to rebuild. where the water has receded they're salvaging what they can and starting over. but it's a long road ahead. >> we appreciate the prayers, we really do. but what we need is assistance so people can get the necessities just to live. >> reporter: as for the city of beaumont, texas, it's a city of 120,000 people. and the water pumps are flooded. all weekend, they had to bring

in bottled water by air and by ground. they also brought until temporary pump, but that water is not safe to drink. there's no word on when the permanent pumps will be back up and running. victor oquendo, abc news. a protest against uber caused a massive traffic jam in chile. taxi drivers say uber is endangering their livelihood. a tourist had a heart attack and died after getting caught up in the chaos. and to a health alert this morning, a new study is reviving the debate over whether prostate cancer screening saves lives. whether it creates more stress for patients. the latest research shows screening does lower the risk of death from prostate cancer by as much as one third. it was determined to be most effective for black men and those who lost a parent, sibling or child to the disease. and it looks like it's okay for expectant moms to talk on the phone as much as they want

the nation's capital. >> it's a collection of abandoned ships holding clues to american history. here's abc's serena marshall. >> reporter: on this peaceful stretch of the potomac, 30 miles from the hustle of washington, d.c. lies the largest ship graveyard in the western hemisphere. this is mallows bay, home to more than 180 vessels, decaying in the shallow waters, some more than three centuries old. many of them wooden steamships interest the first world war. >> the boats were built really quickly, in the span of two years. there was a massive national push to build this fleet of ships in world war i. but by the time they completed them, the war was over. so the ships were sold and eventually scrapped. >> reporter: obsolete, they were burned in 1925 and left here, creating the ghost fleets of mallows bay. when the tide goes down, the ships lurking beneath the surface rise. there we go.

worst coming in the evening. >> throughout florida, store shelves are bare. the most popular item is water, but there are also run on staples like bread and milk and one store was running low on wingnuts. >> and the latest forecast shows irma's possible path heading west, all of south florida is now included in the forecast with irma just south of florida on saturday evening as a category 4. we begin with abc's linzie janis in puerto rico. >> reporter: shelves across florida empty as irma takes aim at the u.s. >> if you wait until the last minute, there's nothing to be found, and it's like total chaos. >> reporter: after harvey, even hurricane veterans are preparing for the worst. >> our hearts are in houston right now, but our reality is here in key west. >> reporter: florida governor rick scott declaring a state of emergency and urging residents to get their disaster plan ready. a state of disaster already declared in puerto rico. plywood and batteries flying off shelves, before the storm hits here wednesday. the national guard has been

activated. schools have been closed and workers across this island have been ordered to cut their day short so they can get ready. american airlines adding flights to get tourists out of irma's path. and cruise ships rerouting to dodge the storm. fema at the ready. 400 people on stand by. giant containers stuffed with supplies delivered to the u.s. virgin islands. 60 people, including 20 children, already evacuated by the national guard. and now the 100,000 people who live there stuck. >> if you're here, you're here. >> reporter: greg and ashley and their two sons are from kansas and now live in st. croix. >> the worst thing that can happen is the roof gets ripped off. and you need to be prepared for flying debris, everything in your house to be completely soaked. >> reporter: their only choice? batten down the hatches. stock up on supplies and hope for the best. the red cross says it is no longer sending volunteers to texas from states that could be in irma's path.

as for fema, it already says it has manpower and supplies in place. linzie janis, abc news, san juan, puerto rico. >> and if you're flying to the caribbean today or tomorrow, be sure to check with your airline before heading to the airport. >> american, united, delta and southwest are all offering to change tickets without additional fee due to irma. american has canceled some flights between miami and the caribbean. more cancellations are likely. >> and florida officials are looking to combat another potential effect from the storm. the state attorney general has activated a hotline to report price gouging. and the law forbids price gouging during a state of emergency, which, of course, florida is in. and that law applies to everything from food to lumber but as we saw in texas, unfortunately, it still happens. with reports in texas of $20 gas and $99 cases of water. florida's trying to get ahead of that. they are also trying to get ahead of the storm. the path could differ. let's check in with accuweather and get the latest forecast.

>> good morning, nick, diane. we're expecting a category 4. that's what irma's expected to swirl into. as early as this morning, and then as we go into wednesday, we'll stay a category 4 and we're expecting it to downgrade to a category 3 as it goes to the bahamas. that doesn't mean it won't pack a wallop. we're still expecting it tuesday night into wednesday. dangerous seas and flooding and high winds. a category 3 is nothing to sneeze at, diane, nick. u.s. intelligence officials are now convinced that north korea did indeed detonate a powerful hydrogen bomb. and south korea says it's seeing evidence that the north may be preparing to test another intercontinental ballistic missile. after an emergency session of the u.n. security council, u.s. ambassador nikki haley is planning to introduce a draft resolution calling for the strongest possible sanction against kim jong-un. >> his abusive use of missiles

and his nuclear threats show that he is begging for war. war is never something the united states wants. we don't want it now. >> president trump spoke by phone to south korea's president, and they agreed to lift payload limits to allow south korea to build more powerful, non-nuclear ballistic missiles. russia and china, north korea's biggest trading partners are calling for restarting talks. and we're expected to find out today what will happen to 800,000 d.r.e.a.m.ers. young immigrants brought to the united states illegally as children and protected from deportation. protests erupted across the country as president trump prepares to end the dak da program with a six-month delay. leaving it to congress to come up with a legislative solution. the announcement will come today from attorney general jeff sessions. the president could still change his mind, but d.r.e.a.m.ers are bracing for the worst. >> i don't know what's going to happen later on or what could

happen with my mom. or she could be deported at any time. >> yeah, it does scare me, but at the same time, i can't let fear control me. i can't let fear mess me up. i just have to keep on fighting. and hope, i hope for the best. >> candidate trump had vowed to end daca, but after taking office, he said d.r.e.a.m.ers could rest easy. as part of the program, many d.r.e.a.m.ers came out of the shadows so the government knows exactly where 0 find them. texas authorities have raiseded death toll attributed to hurricane harvey. they now say more than 60 people have died to the storm and subsequent floods. fema also says in the southeast, the stormy has forced about 560,000 families to register for housing assistance. abc's elizabeth hur has more. >> reporter: homeowners cleaning out and debris piling up. >> all the furniture, mattresses, couches, all the wood, all that's gone. >> reporter: bob gardner losing just about everything he owned yet calling himself lucky, with neighbors helping neighbors in

bel-air, texas. >> the good thing is that we're safe. we have good neighbors that said please come over. help, you know, we're going to help you out. >> reporter: in west houston, thousands remain evacuated and power cut off and homes still flooded following the controlled release of two major reservoirs, but the army corps of engineers announcing starting monday night, the releases will be reduced. and residents downstream should see water levels dropping gradually. just outside houston, another sign of recovery. residents in the evacuation zone near the arkema chemical plant, allowed to return home monday, following a sucked if controlled burn at the site. in beaumont, repairs continue at the water plant, and while residents still don't have clean drinking water, water is flowing again. and back in houston, police officers pausing to salute one of their own, sergeant steve perez who drowned while driving into work during hurricane harvey.

as for these homeowners, they tell me repairing and restoring their homes could take up to a year and a half. and fema officials say they are now placing evacuees into temporary housing, but long-term plans are still being finalized. elizabeth hur, bel-air, texas. and eight people, one of them pregnant, were hurt after being hit by an suv during a block party in philadelphia. the suv tried to drive around the party. instead, it slammed into the crowd. the driver told police her brakes failed. none of the injuries are told to be life-threatening. the driver is expected to be charged with dui. and engineers are examining the university of oklahoma's football stadium after a woman was hit by falling concrete. it dropped about 20 feet and hit her on the ankle. saturday afternoon, the university is repairing the problem and determining what caused the concrete to fall. some coaches can only hope that they'll get the teamwork displayed by the university of louisville baseball team. take a look.

rescuers take to boats, helicopters and even jet skis. but also making their way to the front lines? drones. the response team deploying to the houston area last week. in missouri city, their eye in the sky, spotting structural damage to this building, forcing workers to evacuate. >> the roof was caving in. there were people in there working. >> reporter: the team also inspecting those critical levees protecting neighborhoods. >> and then we're taking that video and streaming it back to the emergency operations center allowing to me make the decisions that they need to make on the recovery efforts and where we go forward. >> reporter: these aircraft deployable in just minutes. more agile and up to 400 times cheaper than using a helicopter. outside of harvey, we found drones being used by firefighters who outfit them with thermal imaging cams. >> it's better information. and with better information comes better decisions. >> it's the next best thing to a fire hose. >> reporter: to show what it can do, i'm led into a fire training facility completely filled with smoke. that's me on the right. i crouch down in the corner,

playing a trapped victim. from the outside, there's no way for rescuers to know if anyone's inside. but a quick view with that thermal, and there i am. high-tech firefighting. that's the way to do it. our final scenario, search and rescue. in june, a drone spotting these two lost colorado hikers and their dog in two hours. and as night falls, i head into the woods, the drone delivering a kind of lifeline, a radio, with a glow stick attached for easy spotting. >> i have the walkie-talkie, i'm not hurt. >> we'll send a search team for you now. >> reporter: then something i never expected. they have a spot light on a drone. this is the kind of spot light you might expect from a helicopter. you found us! i can't believe it. gio benitez, abc news, new york. >> pretty cool. wonder if they picked gio up or if they just left him out there. >> that's very cool. >> well, now we know where you are.

i'm not talking about labor day, beyonce turned 36. and everyone from michelle obama to adele got in formation and celebrated. that's coming up on "the skinny" this tuesday, september 5th. from abc news, this is "world news now." good morning to you all. we begin this half hour with president trump poised to make good on a campaign promise to end the daca program. >> rallies were held across the country in support of the so-called d.r.e.a.m.ers, people allowed to remain in the country because they were brought here as children. the announcement will be delivered this morning by attorney general jeff sessions. abc's jonathan karl has more. >> woo! >> reporter: from chicago to miami, protesters out in support of the hundreds of thousands of young immigrants who may soon be stripped of their legal status. >> what do we want!

>> reporter: with a decision coming, white house officials tell abc news, the president is leaning towards phasing out daca. the program put in place by president obama to give legal status for the d.r.e.a.m.ers. undocumented immigrants who came to the u.s. as young children. there are nearly 800,000 of them. many in houston, including 15-year-old yazmin medrano, who talked to abc news as their family returned to their flooded home. >> my biggest fear is for us to get deported. for my family, all the hard work they have done to be thrown away and go back to how we were. >> reporter: as a candidate, donald trump vowed to end the program immediately. >> i will immediately terminate president obama's illegal executive order on immigration. immediately. >> reporter: but in his first interview in the white house, president trump told david, the d.r.e.a.m.ers would be taken

care of. >> they shouldn't be very worried. they are here illegally. they shouldn't be very worried. i do have a big heart. we're going to take care of everybody. >> so, mr. president, will they be allowed to stay? >> i'll tell you over the next four weeks. >> reporter: about seven months later, still no plan for the d.r.e.a.m.ers. >> we love the d.r.e.a.m.ers. we love everybody. thank you very much. >> reporter: back in houston where 15-year-old yazmin medrano and others await their fate, we asked mike pence as he toured the disaster zone. there are more than 20,000 d.r.e.a.m. here's in the state of texas that would lose this league status. is this really the time to do that? >> well, president trump has said all along that he's given very careful consideration to that issue. and when he makes that decision, as he likes to say, he'll make it with big heart. i know he will. >> reporter: there's bipartisan support in congress for

protect the d.r.e.a.m.ers. speaker of the house paul ryan among other leaders have come out to say that the program should be extended. but there's no guarantee congress will act. in fact, congress has brought this issue up before and failed to pass any protection for the d.r.e.a.m.ers. jonathan karl, abc news, the white house. congress is returning to work today with a long to-do list and facing a looming threat of a government shutdown. >> the house and senate will immediately start tackling tax reform and try to figure out how to keep the government from running out of money. they're taking on the tough task of finding a long-term solution to stabilize health insurance premiums and they'll also have to consider a harvey disaster relief bill. the trump administration wants lawmakers to raise the debt ceiling to free up nearly $8 billion for harvey funding. and officials say the death toll from harvey is up to 60 people. thousands of more people in west houston are still out of their homes because of flooding caused by the release of water from two reservoirs, and the volume of those released is now being reduced.

so water levels should begin dropping. fema says about 560,000 families have registered for housing assistance in areas affected by harvey. meantime in beaumont, texas, engineers are working to repair that city's water treatment plan as quickly as possible. water is flowing, but residents can't drink it yet. but there are some developments from the storm zone. a big gasoline pipeline that was cut off during harvey is scheduled to flow again today. and the nfl confirms that sunday's texans game against jacksonville will be played in houston. the team is dedicating this season to those affected by harvey. another powerful category 4 hurricane is bearing down on the u.s. >> irma is heading west to the caribbean and south florida is getting ready. the governor there has declared a state of emergency as residents stock up on necessities including generators and see those boards, to board

up windows. and most projections show a fairly straight line west and the storm hitting south florida on saturday. >> conditions will begin worsening much sooner in puerto rico and the virgin islands tomorrow afternoon with the worst impact in the evening. >> and overflight showed the cloud cover is thickening. at some point the clouds get so thick you can't see anything. but most projections do show irma hitting south florida. still, others show it heading up the east coast. >> accuweather's paul williams has the details. good morning, paul. >> good morning, nick, diane. well, we're expecting irma to get a little bit stronger, becomes a category 4 and staying a category 4, until she arrives right closing in on the bahamas. where she'll be downgraded to a category 3 according to early models. but things helping to pull it apart, it will be a category 3, but that's still a very dangerous storm. then we'll keep a close eye on the tracking, whether it moves over florida or threatens more so along the carolina coast.

to the west, there's a different story and different threat. major heat. we're looking at record highs challenged. poor air quality because of the smoke from the fires, and elevated fire danger. keep in mind, by midweek, we're looking for that stubborn high to continue to cause problems in the west. diane, nick? >> thanks a lot, paul. and mother nature is getting a handle on the largest fire in the history of los angeles. the la tuna fire has burned more than 7,000 acres and destroyed at least four homes. authorities say it's 30% contained. cooler temperatures and rain over the weekend helped slow down the flames and fire officials now say there's no active fire left. and classes will begin today at a christian private school in the minneapolis area, just a month after a gas explosion leveled part of its bidding killing two people. minnehaha academy is using a former college campus. parents and students got a preview of the temporary facility last night. the principal says getting it all ready in a month is a

miracle. arizona diamondbacks jamie martinez is now a member of an exclusive club. last night, against the large dodgers, martinez became the second player this season to hit four home runs in a single game. cincinnati's scooter janette did it june. but martinez is now one of 18 players to have hit four home runs in a game in major league history. the diamondbacks beat the dodgers 13- 0 by the way. school starting. baseball rosters expanding and here's another sign that it is fall. >> the pumpkin spice latte returns to starbucks this morning. it's the chain's most popular seasonal drink ever. and you can expect to see many other pumpkin flavored foods and beverages hitting store shelves. >> but the flavor is expected to have a challenger this year -- maple. analysts say sales of maple-flavored products are surging while pumpkin has peaked. dunkin' donuts has hedged its

we're looking at a crazy scene at an airport in moscow. security cameras show an allegedly drunk driver in that taxi, going over the curb, into a restricted area. >> and then some parking attendants tried to stop the taxi. one of the men ends up on the hood of the car, the driver refuses to stop and tries to throw him off by driving erratically, then, oh, my goodness. he gets to a toll barrier, and that didn't stand a chance. he is through it. a few hours later, the driver was found and arrested and is apparently facing years in prison. and a utah nurse is speaking out after police body cam captured her being arrested for refusing to draw blood from an unconscious patient. >> the video sparked outrage nationwide and now the nurse says the police must work to win back public confidence. here's abc's gio benitez. >> stop!
