making news in america this morning, tracking hurricane irma. the storm is growing stronger. now packing winds of 145 miles per hour as it heads toward islands in the caribbean. plus, see how people are preparing in florida. and phasing out daca. the trump administration is expected to end the program today. but the fallout has already started with attorneys general planning to sue the white house. we're live in washington. people are picking up the pieces after harvey with massive piles of debris now lining the streets, and scientists say the ground in houston is now lower because of the weight of all that water. plus, a bird strikes a plane causing a flame to shoot from the engine.

the new video just in. good tuesday morning to you. i'm nick watt in for kendis gibson. >> and i'm diane macedo. it appears another very powerful hurricane is on a collision course with the u.s. >> irma is growing stronger as it barrels across the northern caribbean toward florida. it will move into the northern leeward islands including st. martin later today. there's a hurricane warning in effect for the u.s. and british virgin islands as well as puerto rico. most of the projections for irma show it impacting florida late saturday. this morning, workers at florida grocery stores are restocking as residents get a head start on hurricane irma. >> water, batteries, flashlights, the essentials. >> i think right now it's a little bit too early to tell, but it's a good time to be prepared. >> reporter: at this miami home depot, generators are in high demand, and the plywood to board up windows is sold out.

>> for the weekend we had a spike in sales in our batteries, our lanterns, our generators and our plywood. >> reporter: governor rick scott has issued a state of emergency as irma barrels through the caribbean with possible landfall in south florida. overnight on twitter scott said he spoke with president trump who offered the full resources of the federal government. also in its sights, puerto rico where hurricane warnings are already posted. the storm is expected to hit there tomorrow, and abc's linzie janis is there. >> reporter: the national guard has been activated. schools have been closed and workers across this island have been ordered to cut their day short so they can get ready. >> reporter: in the u.s. virgin islands fema is sending supplies in giant containers and the coast guard has already evacuated 60 people. airlines are also preparing with most carriers waiving fees for flight changes in the caribbean. american airlines is also preemptively canceling flights from miami to st. kitts and st. martin starting today and cruise ships are rerouting to dodge the storm.

and for now those ships shouldn't have too hard of a time going around the storm. >> it's moving at a pretty straight path. accuweather's paul williams has the details. >> good morning. continuing to track irma, irma is expected to continue to plow away north of the antilles early in the week and then later in the week we're expecting it to curve to the north of espanola as well as haiti and then begin toing it a good chunk of the bahamas guided by this high pressure system. now, here's the latest on the tracking we're expecting. we're looking to upgrade it to a category 4 then down to a category 3 as it begins to march through the bahamas. i'm accuweather meteorologist paul williams. >> paul, thanks. and we'll have more weather in a moment. first today the trump administration is expected to keep a campaign promise by announcing the end of the daca program. >> the decision could upend the lives of 800,000 young immigrants who came to the u.s. illegally as children. abc's janai norman joins us live with the details. good morning, janai. >> reporter: good morning. as you guys know, this has been an unanswered question looming for hundreds of thousands of

immigrants. they're the so-called d.r.e.a.m.ers who only know life in the united states but may not be able to stay. hundreds of thousands of d.r.e.a.m.ers waking up to a tough reality. president trump expected to announce he will end the program offering protections to the only life they know, one in the united states. >> this is where i grew up. this is where i made my friends. >> we don't have to be looked at as d.r.e.a.m.ers specifically but human beings. >> reporter: the so-called d.r.e.a.m.ers, young immigrants brought to the u.s. as children. white house officials telling abc news the president will likely phase out the deferred action for childhood arrivals or daca. the program put in place by president obama to give young immigrants legal status now stands to be stripped away by trump who campaigned promising to be tough on immigration. >> i will immediately terminate president obama's illegal executive order on immigration immediately. >> reporter: after taking office president trump seeming to

soften his tone. >> they shouldn't be very worried. they are here illegally. they shouldn't be very worried. i do have a big heart. we're going to take care of everybody. >> reporter: just last week saying -- >> we love the d.r.e.a.m.ers. we love everybody. >> reporter: offering that optimism amid a call from 66 mayors in 29 states to keep daca and an open letter from hundreds of major business leaders like facebook, apple, amazon and google encouraging president trump to preserve the program. >> if this happens tomorrow or in six months, it will be -- it will be devastating for the economy. >> reporter: and plans to phase out daca would send the issue to congress to figure out a long-term legislative solution. and already attorneys general in washington state and new york are threatening to sue the white house if president trump cancels that program. diane and nick. >> janai norman, thank you very much. and north korea may soon be hit with the toughest sanctions yet. that comes after the country's latest nuclear tests. u.n. ambassador nikki haley told leaders at an emergency u.n. security council meeting that

kim jong-un is begging for war. american intelligence officials are confident that the north was telling the truth when it claimed to detonate a hydrogen bomb far more powerful than the ones dropped on hiroshima and nagasaki. >> it's the consistent progress they've made in in both their missile program and their nuclear weapons. theoretically, he now has the ability to hit most of the united states with a thermonuclear weapon, but more concerning is how no matter what the u.s. seems to do, he doesn't slow down. >> reporter: and south korea says it's seeing evidence that the north may now be preparing to test another intercontinental ballistic missile. china and russia are calling for new negotiations. this morning vladimir putin condemned the north's latest test. and breaking overnight, a grim milestone on the road to recovery after hurricane harvey. officials in texas say the human cost, the death toll from the storm and its flooding is now more than 60. debris removal in many heavily damaged areas across houston is kicking into high gear and local

officials have made removing all the debris from flooded homes a top priority. the problem is there's just so much of it. meantime, in beaumont, texas, the national guard is still searching flooded neighborhoods for people stranded in their homes and working to repair the city's water treatment plant is moving forward but residents still cannot drink the tap water. and now let's take a closer look at your weather. a line of storms that's making its way east overnight. it stretches from nashville through the ohio valley and into central new york. it's also bringing heavy rain, strong winds, hail and isolated tornadoes. later today, it will hit the east coast stretching from maine to maryland. cities like new york, philadelphia and washington could get several inches of rain and break out the warmer clothes. the cold front moves through with temperatures much cooler than it has been in the last few days. get out that jacket.

the storm downed trees and power lines. and it flooded streets. no injuries were reported. that wet weather is helping crews get a handle on the largest wildfire in the history of los angeles. the la tuna fire has burned more than 7,000 acres and destroyed at least four homes. fire officials say there's no active fire left, but they do warn that high winds could start it up again. over in montana mandatory evacuation notices have been issued for at least 70 homes. families in the city of plains are being threatened by the sheep gap fire. the wildfire has doubled in size since saturday to nearly 10,000 acres. at least 20 wildfires affecting more than 500,000 acres are burning throughout the state. and a frightening scene at one of tokyo's main airports just this morning. flames were seen firing out of an engine on a japan airlines plane after takeoff bound for new york. the pilots reported a bird strike, which probably caused the flames. the plane with about 250 people on board returned to the airport safely.

partygoers. a pregnant woman and a 94-year-old are among those victims. and none of the injuries, though, are believed to be life-threatening. and the utah hospital where a nurse was arrested for protecting the rights of a patient has changed its policy. direct contact between nurses and police is now banned after dramatic video showed burn unit nurse alex wubbels aggressively handcuffed for refusing a salt lake city officer's request to draw blood from an unconscious patient. wubbels told abc's gio benitez she was just following her boss' orders. >> did you ever imagine when you went to nursing school, when you started that job saving lives that this would happen to you? >> i just wanted to help people. i never imagined that this would be where i ended up, but i can safely say that i think any nurse in this entire country would have done the exact same thing i did that day. >> now, the officer said he too was just obeying his boss' orders. that officer and his supervisor are now on paid administrative

we'll talk about temperatures and a big-time cooling trend coming up in the next few minutes. we'll look at the morning commute. >> we are off to a much busier start an yesterday. want to take down to the south bay around saun woman batista. we've got a serious crash on northbound 101 in the is just north of the state rout 156 interchange, we've got major injuries there. med vac chap chopper has landed on the scene. that should be taking off shortly. for now i'm not seeing a lot of backup in the area but expect some delays if you can avoid this stretch for probably the next 20 to 30 minutes i definitely recommend that. few other incidents to get to as well. next traffic update coming up in a couple of minutes. developing news in the south bay. parents are being warned to make alternate dropoff plans at one gilroy school because of a brush fire. it started off of ballybunion drive. cal fire says the cause is under

investigation. but neighbors tell them the fire was started by kids playing with fireworks. it's burned 100 acres and it's 10% contained. the fire's forced the closure of the tranche side. the kids at the middle school will with have to make other arrangements for pickup and dropoff today. we have news on a deadly crash in alameda county. a young woman died in that crash happened on the northbound side of i-60 i 680 around 9:30 last night. authoritiesay it appears the driver swerved to avoid a camper spell blocking the lane. her car rolled over then another car hit her. the accident blocked two lanes on the highway for hours overnight. police say they don't know how the camper shell ended up in the road. they are still investigating. new morning the chp is investigating a deadly train crash in redwood city. the train hit a voekz wagen

sedan. you see it flipped over crushed under the trab. chp says the car was heading westbound on buckingham when it crashed through a fence on to the tracks. no passengers were on the train. i'm keeping a class eye on that as well. we have that fap tality investigation underway with that incident involving that empty caltrain train that was kaulg hauling some equipment there. we're not sure if that's going to impact any of our caltrain schedules this morning. we're waiting for word back from them. it's really early in the morning we're not seeing an impact yet. but i'd avoid the area of buckingham and west berlin in the redwood city area. i'm not seeing any major problems on our streets but that's where that one continues. here's a live look at the bay bridge toll plaza we've got quite the backup in the cash lanes especially on the left-hand side expecting to be back at full volume. >> i know we had an extremely light day yesterday, today not going to be the case. let's
