investigators believe the fire was started by a teenager using fireworks. it is one of 80 fires burning in the western united states. and the epa is monitoring an area of houston after high levels of a volatile organic compound was found, that is benzene. its source is believed to be the valero refining facility in the houston manchester neighborhood. it was flooded following hurricane harvey, limited exposure to the compound can cause dizziness, headaches and nausea. for some, hurricane harvey survivors, not only their homes are destroyed but they also lost their cars. >> now we're learning many car owners, even with insurance may not be covered. here's abc's kenneth moton in texas. >> reporter: after so many cars were swallowed and abandoned in harvey's floodwaters, this track was shut down, turned no a graveyard for thousands of damaged vehicles. >> we're just fortunate to have

the other side of the storm. down the line, impacts felt throughout the brahms. as we get through the weekend. the most likely scenario is that this will be impacting florida as a major hurricane. we'll be looking at impacts due to storm surge and the heavy rainfall. >> there's another storm following irma? how much do we know about tropical storm jose? >> we do know it is disorganized. but there is the potential it could become a hurricane. what it's going to do is take more of a northerly route, get out across the atlantic and stall out. something that bears watching but no immediate threat here. >> not a lot of good news there, but thank you, justin. the concern for today is the virgin islands and port rico. >> linzie janis is in san juan. >> reporter: with irma's eye bearing down on the caribbean, the last sandbags are being filled and the shelves cleared out. the hurricane could bring waves up to 23 feet. fishermen in antigua bringing

boats to safety. the time to prepare is over. the island first in line to feel effects. the airport shutting down with a prayer, may god protect us all. puerto rico also in irma's path. national weather service hasn't seen a storm of this magnitude in nearly 100 years. here in puerto rico, it is a race against time to prepare for irma. every hour counts. the governor saying the decisions we make in the coming hours could be the difference between life and death. americans matthew and rachel are on vacation here. they can't get a seat on a flight home before the hurricane hits. >> we have food, we have water. we froze water bottles, so we have extra water that way, and it keeps some of our food colder. flashlights, backup battery chargers. >> reporter: stranded travelers stuck with her family in the u.s. virgin islands.

>> i think we're going to hunker down here and hope for the best. >> reporter: the governor of puerto rico says the latest forecast shows the eye moving close to the islands. as for the leeward islands, they're expecting hurricane-force wind in the coming hours. linzie janis, abc news, san juan, puerto rico. and breaking overnight, a training mission involving an f-16 unit from the arizona national guard had a fatal end. it was flying over south eastern arizona when the crash took place, killing the pilot. it's not clear what caused the plane to go down. the air force is now investigating. a woman who was allegedly kidnapped by her ex-boyfriend in california is now back safely with her family. 52-year-old joseph hoetzel abducted his ex-girlfriend. she was abducted after she left work last friday.

he was arrested without incident last night in las vegas. she was left at a nevada hotel on monday. he is now charged with kidnapping and held on a $1 million bond. and a man who killed his wife after taking cold medicine didn't enter a plea. math u matthew phelps evdid not enter a plea while in court. he made a shocking 911 call, telling an operator, he fell asleep after taking the medicine, when he woke up, he found his wife stabbed to death. he'll be back in court at the end of this month. scientists think the potentially deadly zika virus may be able to save lives. zika could be a possible treatment for certain cancers in adults. now the virus causes neurological problems in babies by affecting stem cells, but doctors say the same quality could be effective in fighting brain cancers caused by stem cell mutations. and there's mixed news for ezekiel elliott as he fights a league-imposed suspension. an arbitrator has upheld the six-game ban, however, he will
