martin. you can see flooding and damage already. also, just within the last hour by noaa, i want to show you another wild video here on my computer. i'm going to hit play, and you can see they flew over the massive storm yesterday. they just released this footage only a few moments ago. it is a spectacular view. you can really see the eye of the storm. and just how powerful it is. it's impressive. let's go ahead and shift things over here. and bring in mike and talk a little bit more about the storm, mike. it's so massive. >> yeah, a beautiful shot. at least my perspective from the hurricane hunters. that was where the fastest winds were, where the most damage will occur. you can see the pulling away right now from anguilla and heading over towards the virgin islands. let's take a look at what's going to happen as far as the winds. this is going to be a wind storm right now. not a flooding storm as much as it is a wind storm. so almost 100-mile-wide area,

winds greater than 110 miles per hour, and about 74 -- about 150 miles wide hurricane force winds, and about, look agthat, nearly 300 miles wide, we have 39-mile-per-hour winds or faster. this thing is going to nail the turks and caicos, and then look at this, jessica. this is a little different than what we talked about yesterday. we had key west in the bull's eye yesterday. now, it may go right up the heart of the peninsula there in florida. that's where we'll see a lot of flooding. >> sure, then we can see the entire state affected much like we saw with harvey in texas. thank you. >> you bet. all right, thank you guys. this is not something you want to hear ahead of irma. it appears fema is almost out of money. it could run out by friday if congress doesn't provide more funding this week. as of yesterday morning, fema had a little over $1 billion on hand. only half is immediately available for response and recovery efforts. a billion may sound like a lot, but when you consider fema had over $2 billion on thursday, you can see how the money goes

quickly. it calculates to about $155,000 a minute. >> these massive skyscrapers are the reason miami city officials are sending out an urgent warning this morning. they're telling those who live near construction sites these cranes are only built to withstand category 4 winds. irma i a category 5. cranes' arms are not tied down and must remain loose. that could pose a danger to nearby buildings. >> more local news. a parking lot at b.a.r.t.'s oakland coliseum is now off limits to cars. b.a.r.t. says the lot will become a 110-unit housing unit. the project will also include 1,000 feet of retail. the closed lot is surrounded by snell street and 70th and 71st avenue. it permanently closed yesterday. b.a.r.t. says the city is making street parking available to replace the spaces. >> first responders in san

francisco faced their own emergency during the weekend heat wave. according to the sf examiner, the city was so short on ambulances, it took over an hour to respond to some life-threatening calls. the department of public health says 60 people were hospitalized for heat related illness. patients waited more than 20 minutes for ambulances to arrive. dispatchered tapped ambulances in several nearby counties and sacramento for help. >> a new detail in the ongoing legal battle over a private street in san francisco's affluent presidio neighborhood because of unpaid property taxes. presidio terrace went up for auction in 2015. and a san jose couple scooped it up for $90,000. the homeowners association filed a suit challenging the sale of the street, afraid the owners may charge people for parking there. it's set a hearing now on november 28th at 3:00 p.m. to decide whether to rescind that sale. >> an outsider is threatening

people don't like, like check out this photo tweeted by the national weather service. that's smoke from all infires here in california, oregon, and washington, carried into the southern plains more than 1,000 miles away. i'm just waiting for my parents in atlanta in the next day or two to tell us they're seeing it there. i have already had friends in chicago and omaha saying thanks for the gorgeous sunrises and sunsets, but you can keep your smoky air. not much we can do about it. low to mid 60s along the east bay shore. pretty comfortable there. temperatures pretty much in the low to mid 60s, until you get to the south bay and the east bay, 59, novato, santa rosa, and pacifica. there you can see a little bit of the marine layer trying to make it into the east bay hills. breezy spots around the bay. yardwork, you can do it and not have to worry about the heat, and outdoors, a lot of clean air today. take a quick look around, and thunderstorms will be really prevalent around tahoe and yosemite today. >> things are starting to look better in the south bay.

researchers found injecting a form of zika slowed tumor growth significantly, expanding life spans. the study's co-author said public health concerns have to be addressed before clinical testing, but it's a step forward for strains of zika that could become a important tool. san francisco is setting aside funds for tenants who lived in a dungeon like basement. the sf examiner proposed the tenant assistance form for hazarding housing. investigators found 20 people living in the basemet of a laundromat in the mission earlier this year. it was an illegal fire trap with no windows and only one door. the property owner is now facing a lawsuit. >> a struggling cab company in san francisco has launched a go fund me campaign to keep it rolling. san francisco green cab was the first all-hybrid fleet in the city when it began in 2007. they say state regulations give

what's going on with my forecast. tomorrow will also be the coolest day. we'll start to clear out friday and warm a little bit. you'll notice the warmer weather, back to average sunday, then it gets hot. 70s at the coast. mid 80s around the bay, and mid to upper 90s inland sunday and monday. alexis. >> okay, we have a new problem in the east bay, and we actually just got a sig alert issued by chp. it sounds like this is going to be here for a while. this is in the san pablo area. westbound 80 just before you get to san pablo dam road, a crash involving a motorcycle. that is down in the hov lane. several other vehicles involved in this crash as well. we haven't gotten a total count, but the two left lanes are down. the hov lane, and then the left lane on the main line, starting to see things stack up towards highway 4. that's going to make the commute much more complicated. richmond parkway for an alternate if you're about to grab the keys and head out the door. quick update on muni. the five fulton line is rerouting due to a nonmuni crash. i saw pictures of this online. it is a rollover collision right

san pablo dam road. two left lanes are blocked. we don't have an estimate on when the lanes will reopen, and already starting to see the backup get really close to highway 4 in hercules. san pablo avenue if you want to head to the west to get around this, or athian way to get to san pablo dam road and reconnect with 80. i would recommend the surface streets to get around it. >> that breaking news, something we have been following all morning long. a man is dead right now. san jose police searching for the person who shot him. officers are still on the scene. it's been very active throughout the morning. that's where we find abc7 news reporter tiffany wilson. what's the latest? >> good morning, jessica. well, within just the past couple minutes, police have cleared the scene. as you mentioned, a man was shot and killed and the suspect involved in that shooting still on the run. i wantia to look at the sidewalk right behind me, though. that's where crime scene cleaners worked to clear up

where it appears the shooting occurred. the initial call was for shots fired at 9:09 last night. police found a man with gunshot wounds. he was rushed to the hospital where he later died. the suspect took off and is still on the run. police set up a wide perimeter, investigating and documenting evidence in the strip mall parking lot and the apartment building across the street. part of story road was also closed to traffic. now, we saw one driver miss the turnoff and end up driving the wrong way down the street. police reopened story road to drivers around 5:00 a.m., and then they cleared the entire scene here within just the past little bit. again, a man shot and killed and police still looking for the person responsible. live in san jose, tiffany wilson, abc7 news. >> thank you. >> maernl, in the north bay, chp investigating a deadly hit-and-run in san rafael. a man was found near the bus stop at lucas valley off-ramp at highway 101 after 8:30 last night. he was pronounced dead a short

time later. investigators say his injuries are consistent with being hit by a car but no vehicles stopped in the area. we're tracking hurricane irma as it hurled towards the peninsula. the category five storm is one of the strongest storms recorded in the atlantic in more than a decade. it's forecast to hit florida this weekend. governor rick scott is not taking any chances. he issued a state of emergency in all of his counties. all 67 of them. people living in low-lying areas are evacuating. >> a really big storm. they're really taking it serious this time. >> i'm going to board up the house and probably head north. >> government officials tell people not to rely on shelters which only provide basic needs. they suggest residents stay with friends and family outside of the evacuation zone. >> 6:33 now. the kremlin says russia will file a lawsuit following the u.s. decision to close russian diplomatic facilities in the u.s., including the russian consulate in san francisco. over the weekend, diplomats

packs up and moved out of the consulate. the state department tells kr s it is confident in its decision to shutter the facilities in the u.s. >> alameda is saying no thanks to a federal grant so it can maintain its position at a sanctuary city. east bay express reports city officials did not reapply for a grant that would have provided about $11,000 for the police department. under the trump administration, the grant application now requires cities to share immigration status. city manager and city attorney refused to do that. >> voters in san francisco will decide the fate on a ban on flavored tobacco products. they passed the measure in june. opponents have gathered enough signatures put it on the ballot. the rj reynolds tobacco company paid for most of the signature gathering campaign. supporters say flavored tobacco is heavily marketed to young people and minorities.

>> new developments out of uc berkeley. conservative writer ben shapiro will speak on campus on thursday, but fewer people will be able to attend the event. reports that campus officials lowered the number of maximum seats from nearly 2,000 to 1,000. they say a balcony is closed for safety concerns. event organizers are criticizing the administration, saying it's an attempt to stop students from attending. >> calfire crews are reporting significant progress about against a wildfire in gilroy. it's now 45% contained. the fire has burned 100 acres since it started sunday evening near the eagle rdevelopment. neighbors say kids playing with fireworks started the fire. calfire, though, says it's still trying to determine the cause. more than 10,000 firefighters are battlin two dozen large wildfires in the state right now. one of the largest is the mission fire in the sierra national forest. mandatory evacuation orders are in place for 250 homes in madeira county. flames have scorched over 1,000

acreoffs land. the fire is just 8% contained. limited access and steep terrain is hampering the efforts there. there's also a potential for thunderstorms that could create erratic fire behavior. >> east bay police want you to look at this just released surveillance video. masked men armed with guns rushed into an emeryville target terrorizing shoppers. surveillance video shows the three men as they rushed in armed with the two guns. one person forced two store employees to store. they pushed in as employees were closing down the cash registers. emeryville police are trying to determine if the robbers hit other stores. >> the insurance institute for highway safety has given the toyota tacoma its highest rating after testing small pickups. the two-door and 4-door models earned good ratings. the nissan frontier was the worst performer.

all right, jessica and i have been looking at some of the video and photos coming out of the islands hit by irma, just devastating. amazing what these folks are living through. let's take a look at what's going on. live doppler 7 drilled down and moving away from anguilla and moving to the virgin islands where it will be in a couple hours. you can see the outer bands of the heavier thunderstorms pushing through san juan and most of puerto rico. puerto rico right now. category 5, 185-mile-per-hour winds. it's moving to the west-northwest at 16. storm surge and winds, the main threat out of this storm right now. it's going to barrel down on the turks and caicos, a direct hit with 160-mile-per-hour winds friday night. and then here's the difference. it's starting to move right up the heart of the florida peninsula, which is good for the keys but not good for miami and the entire eastern section, the atlantic side of florida. that will be the hardest hit due to this storm as it rolls right

up through the everglades by at least monday morning. check out the rain totals, when we wake up early sunday morning, already up to four inches of rain, possibly 8 to 16 inches of rain. and notice the lines, how they get progressively lighter as you head to the bay side of florida. let's talk about something a little calmer this morning. clouds and cooler. your school forecast. mid 66 for most of us. by 3:00, 68 at the coast, 77 around the bay, and 85 inland. if you're heading out right now in the south bay, 63 in los gatos to 67 in san jose. you'll notice those temperatures are pretty much that way everywhere. a little cooler this morning. that's good news there. i hear you may have good news about b.a.r.t. >> yeah. some exciting news for b.a.r.t. riders. one step closer to completing the berryessa extension project. starting today, b.a.r.t. will test trains on ten miles of new tracks in santa clara county. that starts at the warm springs station. the extension leads to two new stations.

one in milpitas and the other in berryessa. the trains won't carry any passengers yet. officials want to make sure the communications systems and software run smoothly and the testing phase will continue into next year. that's the good news this morning. the bad news, oh, boy, a sig alert this morning on westbound 80. we have a crash involving a harley motorcycle and about six other vehicles. westbound 80, just before you get to san pablo dam road, and that is blocking the two left lanes. it does soungd like we don't have major injuries and they're calling for tow trucks the scene, so that's a good sign to me. homefully we'll be able to get it pushed to the side fairly quickly. i want to show you what this is doing to our drive times. highway 80, one hour and one minute. 16 the rest of the way across the bay bridge, and southbound 101, san francisco to sfo, you look okay. in the green at ten minutes. one new issue popped up for the

we watch marches, rallies, and prayers across the bay area after the white house announced it's ending the daca program. >> amy hollyfield is live with what's next. >> reporter: good morning. in just a few minutes, a press conference is scheduled in washington. it's going to be led by democratic leader nancy pelosi. they're going to call on republicans to bring the d.r.e.a.m. act to a vote and protect daca recipients. that's happening in washington. but right here in san francisco, there is a lot of outrage. a protest formed in response to the president's decision to phase out protections for immigrants who came to the u.s. as children. they're known as d.r.e.a.m.ers. and there are many of them in the crowd that marched from the federal building to city hall. some of them were very emotional. >> this is my home. this is all i have ever known. and now somebody is trying to take me out of my home. i grew up here.

toll on one of our own. >> abc7 news meteorologist drew tu tuma. that's a lightning bolt shaped scar he now bears on his forehead. it happened saturday afternoon. he had heat stroke. he ended up with that gash after he fainted. he shared his cautionary tale yesterday on abc7 news at 4:00. it happened as he was coming to work early to cool down in the air conditioning that we have here. >> on the subway, it got too hot, and i was like, i can feel it coming. i was getting short of breath. i said at the next stop, i'm going to get off the train, try to catch my breath, the next thing i know, i see stars and i blacked out. >> he had to get several stitches. you can learn all about the warning signs of heat exhaustion and heat stroke on our website. he says that's what he wants everyone to get out of this because he's a meteorologist, and so used to warning all of us about this. and even he, you know, kept tellic himself, i'm okay, i'm

couple tow trucks called to the scene near elportal drive. that's where we had a harley involved in the crash and a lot of other vehicles involved or ended up in secondary crashes due to that. that backup all the way back to highway 4 at this point. if you want to stick to san pablo avenue, to the west or athian way and then reconnect with 80 past the crash, that's likely going to save you several minutes. southbound 101, really has fogged up in the last few minutes. also chp saying a truck clipped one of the toll booth lanes. i did see a little slowing a short time ago. it's not looking bad now. we're not sure what lane, but i'll pass it along if we get more details. american airlines is expanding its basic economy fares to more flights as it battles for passengers who just want a cheap seat. they're usually about $40 less per round trip than a regular economy seat, but you pay a price. basic economy passengers can't pick their seat ahead of time. they board last, and they can't stow a bag in the overhead bin.
