brief downpours and lightning and thunder. it will head off to the east. berkeley in about 18 minutes. richmond about 23. san rafael in about 38 if it holds together. the one around discovery bay is just about the same track so you're getting hit twice. a look at walnut creek right now and you can see it looks damp from the drizzle we had this morning. and that's what most of us will be dealing with outside of those thunderstorms. the chance lingers through noon and then the chances over this afternoon in your 12-hour day planner. temperatures below average. developing news now this morning some residents in almeida are being told not to use their tap water for the next 48 hours. east bay mud issued the warning last night to residents in 267 homes in and near almeida point. east bay mud did not say what the problem was but emphasized it should not be used for brushing teeth, washing dishes or your pets. residents noticed an odd taste

this weekend. >> i've been drinking the water this whole week and two days ago i tried it and it tastes like plastic. >> if you are affected you can pick up water at the collaborative on west ranger avenue. we've all heard of laws banning distracted driving, right? what san mateo county is asking the state to do may surprise you. a ban on distracted walking. reporter matt keller is live for us in redwood city. good morning, matt. >> reporter: natasha, 892 pedestrian deaths on california roadways last year. one san mateo county supervisor thinks he has the solution to help bring that number down. and it comes in the form of a resolution that would ban the use of cell phones in crosswalks. the board of supervisors passed it unanimously yesterday at their meeting. the idea came from supervisor david who says he wants to make sure people are looking up as they cross the street not down at their phones. one person we spoke with says

he's seen the trouble with distracted walking. >> i think it would be a help because they don't pay attention. i see people fall off the sidewalk, you know, step off the curb and fall. >> reporter: this resolution does not change anything yet. only the state can govern what's legal. the resolution just asks the state to consider it or consider giving local jurisdictions the right to regulate this issue. the supervisor is confident that the state will take action. reporting live, matt keller, abc 7 news. matt, thank you. on to developing news now fema estimates that 25% of homes in the florida keys are gone following hurricane irma. officials say 90% of homes in the keys were damaged in some way. 65% have major damage. search and rescue crews made their way into the more distant reaches of the keys making sure that critical infrastructure is in place. destruction is so great in the u.s. virgin islands people are being evacuated to puerto rico.

>> i'm not sure when i'm going to get the next meal. that's discomforting for me. i'm happy to be able to leave the island. >> more than 4 million people are still without power in florida. it may take ten days for utility workers to restore power in southwest florida hardest hit by the hurricane. now breaking news from the abc 7 live desk. breaking news coming in from hollywood, florida. look at these images. air conditioning problems at a nursing home there. one person dead. our abc station reporting that the air conditioning was out for a few days there and the facility claims it asked some crews to come by and fix it but no one ever came. this is all right in front of a hospital. this nursing home actually located just a block away from the hospital reportedly no one called there and now residents are being evacuated. no word yet if this ac outage

was due to irma, but hollywood, florida, just like the rest of the state, impacted by the hurricane. some sad images to see. i'll let you know as soon as we get any more details if anyone else perhaps was impacted. reggie? >> it seems so horrible it happened so close to home. a middle schoolteacher accused of a sex crime is now off the job this morning. our media partner "the mercury news" reports willow glenn middle school is cooperating with investigators. the principal sent a message to parents saying an employee was relieved of his duties this week. the teacher was accused of annoying or molesting a child. he hasn't been publicly identified yet because he hasn't been arrested or charged with a crime. a controversial decision in berkeley. police will be allowed to use pepper spray during violent confrontations. you hear the opponents erupting in boos and shouts of shame. the plan amends the city's current policy to allow officers to use pepper spray on individuals committing violent

acts. police are pleased with the vote but said it does come with responsibility. >> we are being granted the trust in our council and community to use for those very difficult, violent confrontations that where a concern may occur in the future. >> police will be armed at a protest tomorrow when ben shapiro speaks at cal. former white house strategist steve bannon will likely be the target of protests during an appearance late they are month. 6:06. happening today a san francisco police officer arrested on child pornography charges is back in court. officer enea is out on bail. the officer taken into custody in contra costa county where he lives. investigators say they found child porn on his computer. enea is a ten-year veteran with sfpd. he is suspended without pay. a man wanted for attempted murder. this morning deputies are locking for 22-year-old antonio morales, that's his photo on the left. investigators say he rammed his

we've already had two sig alerts this morning. the good news is both have cleared. we have some pretty long residual delays. approaching wilder road just before caldecott tunnel had two lanes down and you're jammed back into lafayette. a quick check of some drive times. no delays on southbound 680 from highway 4 to walnut creek. 36 minutes from 680 in walnut creek down to highway 13 and some delays out of the central valley as well. 580 tracy to dublin solid in the red at one hour and five minutes. the north bay recovering nicely from our earlier roll over crash there. let's check in with meteorologist mike nicco. a lot of folks are using their wipers this morning. >> a lot faster up in the north bay with the rains coming down

heavier as you could see some thunderstorms around live doppler 7. 21 lightning strikes over the last 30 minutes or so. please be careful. a thunderstorm moving through discovery bay and brentwood while concord over to hercules across highway 4, that one showing signs of decaying. it will let go of gusty winds and brief, heavy rain. see lightning and counsel, less than 30 seconds, seek shelter. wait 30 minutes before you head outside of the most temperatures in the low to mid-60s. we're off to kind of a mild start. we'll take a look at our chances of thunderstorms as we head coming up. reggie? >> thank you, mike. happening today house leaders will discuss how to protect recipients of the deferred action for childhood arrivals program better known as daca. president trump ps put an expiration on the program that protects 800,000 people from deportation, a big chunk of those from california. house leader nancy pelosi is

we're back at 6:15. new developments involving a former uber contractor accused of stealing $25,000 worth of uber rides and food deliveries. now according to "the examiner" bernie martinez will serve six months if jail and five years of probation. he must also pay $18,000 in restitution. the 25-year-old was sentenced after he pled no contest in june. prosecutors say he work at uber san francisco office and used his password to give ride credits to himself and his friends. happening today a hearing is scheduled on the sale of permits needed for the mavericks surf competition to go on. the world surf league wants to take over the competition near half moon bay. it still needs court approval to assume the permits for the

thank you. happening today president trump and tim scott will discuss race and the white supremacist rally that turned violent. scott is the only african-american republican in the senate. he criticized response to the events in charlottesville. the president condemned the violence from many sides before finally calling out white supremacist, neo-nazis, and the kkk by name that followed two days of harsh criticism. also happening today senator bernie sanders will introduce a bill to create a single payer government run health care system an issue gaining ground among democrats seen as potential presidential candidates. just yesterday new york senator gillibrand became the ninth to publicly support the medicare for all act in 2017. senators elizabeth warren, harris, cory booker and others have lent their support. sanders made single payer a focal point of his failed primary bid against hillary clinton.

thunderstorms we've been watching through contra costa county and those are also heading from east to west. so what we've got to deal with is what you're seeing right here, about .05 of rain fell. that's making the commute rather slick this morning. so please slow down. it's been a while since we've had to deal with this much rain. morning drizzle for some of us that aren't dealing with thunderstorms and thunderstorms clear. i wouldn't say clear but cooler and drier. air mass arrives tonight. as we head through the morning hours see the focus shift more down to our south where the area of low pressure is churning. that's why i think our best chance of showers and thunderstorms are this morning and then they'll taper this afternoon as we'll continue to look down big sur and up towards the sierra for our best chance of thunderstorms. temperatures today mainly 70 along the coast into san francisco. we'll have mid to upper 70s around the bay. upper 70s to low 80s inland. cooler tomorrow. 60s and 70s. lows in the 50s and 60s.

lows friday morning in the 40s, 50s and 60s. that will feel like fall. as we get to the weekend, temperatures 60s, 70s and 80s. let's find out about the accidents. >> we have a lot of them to talk about this morning. westbound highway 24 we're still trying to bounce back and likely will take a while. just before you get into the caldecott tunnel a crash has cleared. that is really congested still. also seeing a hefty backup westbound highway 4. we do have a four-car crash just past willow pass road fully off on the shoulder. you can see that solid line of red. we're hearing about a hit-and-run, a fatal collision involving a pedestrian on the eastbound side of highway 4 that is just before bailey. so sky 7 is on the way to that scene. as soon as we have more information i will pass that along to you. no backup on the counter commute side. a quick check of the bay bridge toll plaza. metering lights have been on for an hour. we did have a crash on westbound

remember the last time we did that. >> it's coming back. >> it's been several months. >> she's back. we continue today because it was mainly for this morning seeing those thunderstorms. hi, everybody. i'm tracking with live doppler 7. let's go right to it. another thunderstorm and that would be eastern contra costa county moving away from discovery bay but moving through brentwood, oakland and heading to antioch. a brief downpour probably about a tenth of an inch or so. in about 15 minutes into concord and about 55 into walnut creek, if it holds together like the one previous it would get to richmond about 7:27 and could gum up the morning commute. you can see some of the live rain falling as we're on the richmond side. low to mid-60s at 7:00. our best chance of showers and thunderstorms even a little drizzle outside of those.

the officer was standing near the car with a woman. they say he shot a man who left the scene. the victim was found a couple miles away. so far police have not said what led up to the shooting or publicly identified the officer. they are expected to release more information later today. >> a twist in the push to let women go topless in one east bay city. >> one woman went way beyond topless to show her anger at the berkeley city council. amy hollyfield live for us. >> the city council got quite a surprise last night. a woman at the meeting decided to take off all of her clothes right in front of the city council, even climbed up on a table. now this was at the end of the meeting. during the meeting they had discussed whether the chest.

derick almena and harris face 36 counts of involuntary manslaughter, one count for each person killed in december's fire. almena rented the warehouse and illegally convert it had into living spaces. harris lived there, too, and helped almena book musical acts in the building. no new medical marijuana dispensaries for at least the next 45 days. the board of supervisors is imposing a moratorium while it works on regulations for the coming sale of recreational marijuana. supervisors want new rules to cover both medical and recreational pot. the city has 35 dispensaries right now and is expected to consider regulation this is fall. the oakland a's are revealing where they want to build their new stadium. it's a 13-acre plot of land near lake merritt and laney college owned by the community college district. district. the a's are cutting a deal.

there is already opposition. low-income and immigrant family and business owners. >> santa clara county is committing at least $200,000 to help people caught up in the uncertainty over daca. before the october 1st deadline when president trump says he will end it. immigrants have to pay an almost $500 fee every two years and 1,700 of the 24,000 recipients are eligible to review the status. family of victims are suing u.p.s., its security company and the owner. driver jimmy lam gunned down three co-workers before killing himself in june. the families of the victims louie and lefiti filed a lawsuit yesterday claiming lam set off a metal detector but that security

guards did nothing to stop him. they have complained about security problems at the building. two other workers were shot in the rampage. paying tribute to a lit member of our abc 7 news family. >> supervisors honored clyde powell during yesterday's board meeting showing one of his most iconic pieces of video you see here. a close-up of the cracks from the 1989 -- duct taped his camera to a pole and walked along the cracks to give us that shot. he covered stories all around the south bay. >> like many people up here covered by clyde and felt he was courteous and though he had a big camera you didn't feel he was being intrusive. i want to share our deepest condolences with all of his family and his friends and i'm so grateful.

thank you. >> clyde died at the age of 63. what a nice honor. >> that recognition is so well deserved. b.a.r.t. police hope you will recognize a man suspected of robbing a woman on the train in the east bay. cameras captured these around 9:30. the victim told police the man showed her when appeared to be a handgun while the train traveled between the hayward and south hayward stations. he took her purse and then got off the train at south hayward. the victim was not hurt. if you recognize the man call b.a.r.t. police. an update on our first thunderstorm of the morning as it moves into the western part of contra costa county. live doppler 7 showing sprinkles to a light shower as it moves into richmond. a pretty intense storm, a cluster up in northern sonoma heading to santa rosa.

heading over to ft. ross, a thunderstorm there. a chance of showers and thunderstorms with lightning and hail, gusty winds and local downpours. that's just enough to make it rather slippery this morning. delays about an hour and seven minutes because of the low clouds. slick spots on the road for your morning commute. mass transit, we're going to be a little damp because even where we don't have thunderstorms we have some drizzle and on the bay stay inside and dry. 60s to san jose at about 68. most of us around 60 to 65 this morning. 80s inland. near 70 along the coast into san francisco. mild and humid after a very noisy morning weatherwise.

and traffic. the first we've had in months. >> talking about highway 4, a decent little shower that's moving in through that really busy stretch between antioch and concord and wouldn't you know it that's where i have several issues this morning. a fatal collision and surface streets. chp is trying to find someone who witnessed that on the eastbound side. i am keeping an eye on that and hopefully we'll have more information soon. two problems on the westbound side as well and check this out, live doppler 7. a downpour you're getting if you're not experiencing it right now in antioch. multicar crash quickly pushed off. you are slow into antioch.
