situation. campbell police still here investigating the scene trying to figure out where the bullets went and where they landed. thankfully no officers or residents were hurt. now this was a very active scene. check out this video from earlier this morning. officers from san jose, the sheriff's office, chp and campbell police were searching after the man fired the gunshots. they're not sure who or what he was aiming at. chp shut down southbound highway 17 during the investigation, in fact, it was the chp who spotted te man lying on the ground near los gatos creek. eventually he gave himself up and was arrested. this neighborhood is in a high-profile spot between the prune yard and across from campbell park. shelter in place was lifted about an hour ago. residents breathing a little easier this morning. reporting live in campbell, matt keller, abc 7 news. matt, thank you. happening today uc berkeley is doing everything it can to keep peace. >> previous speeches by conservative commentators have resulted in violent protests like what you're watching here.

police have brought in large concrete barriers to form a perimeter. bancroft will be shut down as a precaution. campus lead remembers asking people to avoid the area. police are anticipating protesters and promise to confront anyone wearing a mask. confront anyone wearing a mask. the a police officer's stolen gun has been used in a homicide. this took place last month. as lilian kim tells us, san francisco police are just now releasing these disturbing details. >> reporter: the stolen sfpd officer's gun was used in the homicide of a man shot during an apparent robbery. the gun belonged to an unnamed, quote, highly decorated veteran of the department who is said to be devastated. according to the president of the officers' union there were no visible signs of the burglary

and the officer did not realize the vehicle had been broken into nor that the firearm had been stolen. the news surprised members of the san francisco police commission. >> i just was concerned and surprised there wouldn't be more care in leaving a gun in a car. >> reporter: a similar case involved kate steinle, shot and killed with a gun stolen two years ago. since her death new laws require firearms to be secured in an unattended vehicle whether it was locked in this latest case is unclear. >> the weapon is supposed to be stored in a locked container that's affixed to the vehicle, so i don't have those details yet because the investigation is ongoing. >> reporter: this woman says the man lived in her district where he volunteered for violence prevention programs. >> he was the example of how these programs work. so it's been devastating -- his death has been devastating in this community. >> reporter: a community now demanding answers from a department that has said little

so far. lilian kim, abc 7news. we are just getting some new details this morning on those very bizarre health attacks on u.s. diplomats stationed in cuba. the associated press reporting this morning that those incidents were confined to very specific rooms or even parts of rooms indicating that they were targeted with extreme precision and the ap reporting this morning that in one case an american was awoken from his bed in a havana hotel by a blaring noise, but then went silent as he moved only a few feet away, returned back when he went back to sleep. several officials say some victims now have problems concentrating or remembering specific words. the investigation into those attacks still very much under way this morning. natasha? >> jessica, thank you. happening today the first of a two-day hearing asking for a new trial for the man convicted of killing sierra lamar. torres was found guilty in the

kidnapping and murder. soon after he was sentenced to life without parole. the hearing will deal with the request to rule out that life sentence. lamar was last seen in march of 2012 walking to a school bus. later this month two men accused in last december's deadly ghostship fire plan to pled not guilty. 36 people died in the fire. a judge refused to throw out charges against the warehouse's master tenant derick almena and its creative director max harris. they both remain behind bars. yesterday their attorneys accused prosecutors of having a weak case. >> they haven't even decided what the cause of the fire was. how can i defend when i don't know what ordinance, what law they are relating to that my client on that date, since he wasn't even there, committed. >> another judge refused to dismiss a civil wrongful death lawsuit against pg&e. the utility denies liability saying, quote, we've seen no evidence to date that would lead

us to believe our facilities were the cause of the fire. belmont police need your help tracking this man down. surveillance video shows a man burglarizing belmont vape tuesday around 9:00 a.m. it's a vape bar. at one point the suspect hears the manager at the back door, which he kicked in earlier. the suspect runs and hides and then kicks out the front door to get out of there. you're about to watch it happen. police don't have a great description. they say he's between 20 and 30 and has short, dark hair. considering another step in cracking down on fare evaders. it's a proof of payment fare checking system. community service officers would patrol trains and stations with hand held fare inspection devices. officers would inspect everyone on a car or in a given station area. the fine is $120 for adults, $60 for juveniles.

it would be administrative not criminal. the b.a.r.t. board has a full agenda. also happening today directors are expecting to vote to modify the small business program to include lgbt enterprises. preferences are currently given to small businesses that are local, disadvantaged, or run by women. the new proposal would mean lgbt businesses would receive a 5% bid preference when it comes to selecting a contractor for applicable upcoming construction projects. okay, no change in our really serious situation that we have getting out of the tri-valley this morning. all lanes are shut down on westbound 580 just before you get to eden canyon road. a deadly crash that happened just shy of an hour ago involving two semis and a smaller vehicle. you can still take southbound 680 out of the dublin area. it's not quite backed up to that point yet. or dublin canyon road. cut around and use surface streets. i checked in on waze and it sounds like it's taking about 45 minutes to an hour just to go that three-mile stretch. so whatever you do, you do not want to get on westbound 580. meantime we've had a few other

american airlines, which has a major hub in miami says it expects to be back to full operation by the weekend. southwest airlines says it is back to full strength in houston and at five of the eight airports it serves. tampa, ft. myers and jacksonville are now back open and working to get back to normal. some rumors being put to rest right now, tesla will show off its electric big rig. the company previously tried to build the hype. elon musk tweeted the unveiling and test ride is tentatively scheduled and is worth seeing this beast in person. the big rig will have a working range of 200 to 300 miles. >> sean spicer is responding to melissa mccarthy's famous impression of him. he stopped by "jimmy kimmel live" for his first interview since leaving office. he walked out to, as you can hear, pretty big applause. the two talked about the president's twitter habits, the term fake news and, of course,

it is 5:30 and sky 7 is live over interstate 580 in castro valley this morning. that's where a deadly crash is causing a major problem for the commute. >> abc 7 news reporter amy hollyfield is on the freeway heading there. drivers can expect major delays in that area. >> reporter: natasha, this is a mess. i highly recommend avoiding this area. we aren't even moving. we just got onto the freeway. they have opened one lane and even that doesn't seem to be helping, at least where we are. we are at a standstill. we are on westbound 580 where we have been told a big rig is wrecked and there was a fire and there is a fatality. so you can expect it's going to be this way for a while. in fact, i did just check in with the chp to ask when they think they're going to be reopening this, and they haven't even given estimated time. it is encouraging they opened one lane at least so some cars

can get through here because at one point it was completely shut down. they have opened one lane so people can attempt to get to where they need to be this michael jordan but it's not looking good and as we were going against this traffic we just saw lights and cars that were stopped for as far as we could see. i mean, a huge backup already at only 5:30 this morning. this just happened an hour ago. you can see people -- the car in front of me right now looking frustrated, for a way out. i don't know what he thinks he's going to do but he looks like he's going to try something. lots of frustration here as people are at a standstill. for this morning's commute. i'm going to toss it over to alexis who can give us more details on how this looks from up above and how you can avoid it. alexis, what can people do? >> like you said, you do not want to get on westbound 580. total gridlock and i did check we to about seven miles now, that does reach the 680

interchange all the way coming into castro valley so this crash, again, happened about 4:15 this morning, just before you get to the eden canyon exit. they did open one lane. we had all lanes blocked for about 45 minutes. really that is barely a lane that we have open. essentially they've opened up the off ramp and folks can get around on the off ramp and swerve back on once they get past the crash scene. we're looking at this front semi and this is what i believe happened according to chp. that broke down in one of the lanes around 4:10. unfortunately, it looks like folks did not see the semi in the middle of the roadway. there is a vehicle crunched in between this semi and the one behind it. the person in the middle did not survive. that's why we have this fatality investigation. we likely are going to have at least some lanes blocked for at least a couple more hours here this morning. so quickly flip over to my traffic maps and show you what this looks like there. it is just a solid line of red. so dublin canyon road for an

neurological prognosis is not certain. lockner is being held on $11 million bail. parents who cannot care for their newborns and choose to take their babies to designated safe surrender sites will be able to leave newborns. more information on our website. happening today a lawsuit is expected to be filed against b.a.r.t. in connection with the takeover robbery that happened in april. you likely remember this story on april 22nd an estimated 50 to 60 teenagers swarmed a train at the coliseum station robbing passengers. four people victimized in the violence are now part of the lawsuit. two more people who were robbed in two separate incidents have also joined the suit. new developments now, the state assembly approved a plan to raise bay area bridge tolls by up to $3. the bill now heads to the senate. if approved and signed by the governor the proposal would be on the ballot in june or november of next year.

state senator jim bell tells our media partner "the mercury news" the toll increase is intended to address traffic congestion. more than 600,000 cars enter and exit the bay area any given weekday. he says that number will only grow. the money raised would pay for improvements to reduce congestion on bridge corridors. it would cost weekday commuters as much as $700 more every year. all glass containers including beer and wine bottles could soon be banned at san francisco parks. the city's board of supervisors is going to debate this plan next week. it's the result of the persistent trashing of delores park. the board's public safety committee signed off on the proposed ordinance yesterday. they scrapped the plan to create a fine of up to $1,000 for littering at delores park. critics say it could unfairly penalize low-income residents. an alert citizen credited with helping san mateo police arrest a suspect on an attack with a woman.

a tip led officers to her. investigators say she hit and kicked a 67-year-old woman walking on el camino real. the attack apparently was unprovoked. the victim is expected to be okay. residents of almeida point can use water from taps to shower and bathe again but don't drink it. officials lifted the bathing restriction after samples came back negative for bacteria yesterday. homeowners are warned to let it run for ten minutes to flush out the pipes. officials are waiting for more tests before they'll say the water is safe to drink. east bay mud thinks the water was contaminated by a leak from an irrigation line fed by an old well. before the state's legislative session ends, scott weiner says he plans to ask colleagues to reconsider his safe injection bill. it would allow san francisco and seven other counties to open up safe sites for drug addicts. the bill failed to pass the state senate tuesday night by just two votes. i want to take you back to

sky 7 where we have a major problem westbound 580 in the castro valley area. this is a fatal crash and we have a lot of things going on this morning and likely a long time before we get this totally wrapped up. one lane is getting by. that's an improvement. it was fully blocked tore about 45 minutes this morning. but we've got some major damage to one of those tractor-trailers involved in this. it was a three-car crash total. they're bringing in another semi to offload that before they can get it towed out of the way. we're hearing a lot of fluid on the roadway. they're going to have to bring a caltrans crew in and then wrap up the fatality investigation as well. it's tough to see. there's a vehicle pinned in between the two semis. it started with the semi in front that was disabled sitting in the middle of the roadway. so very large emergency response still on the scene, very large backup as well. i'll show what you this looks like. a stretch of 580 that usually

you're okay at this point but this is a major sig alert with one lane getting by. you can head north and take crow canyon road. if you are heading in the south bay direction that's a better bet than getting on 580 or dublin canyon road is an alternate as well. just whatever you do don't get on westbound 580. 6 miles an hour approaching -- up to 27 miles an hour as you inch around that collision. obviously just a terrible situation on the roads this morning. a few other areas, this is our only major problem. now let's check in with mike nicco. all right, alexis, thank you. hi, everybody. we'll start with how it's different this morning from yesterday morning about 1 to 6 degrees cooler. so where does that put you? our north bay neighborhoods where it's still 60 in santa rosa, novato, 61, along with napa and american canyon. tomorrow a few 40s for lows. even cooler tomorrow morning. low to mid-60s just about

to sky 7 over the scene of a fatal crash on westbound 580 at eden canyon road. i have a little bit of an update as far as traffic is concerned. you can see the folks getting by in the far right lane is actually the off ramp. chp let us know they are not letting those vehicles get back on 580. it looks like everyone being forced to take that exit right now. so we did have one lane open for a short time. now we're essentially back to a full closure. you're going to inch along until you're forced off at eden canyon. oh, boy, beyond 680 in the dublin/pleasanton area. we'll talk alternates in a few. thank you, alexis. the investigation into russian influence in the 2016 elections is focusing heavily on social media and two big local companies in particular. according to bloomberg special counsel robert mueller and fbi agents are zeroing in on how russia spread fake and damaging information through twitter and facebook. the news comes a week after

facebook shut down about 470 accounts it says are run from russia. the senate intelligence committee is considering a public hearing on russia's use of social media to manipulate voters. former stanford swimmer brock turner is now a college law textbook example. his mug shot appears next to the definition of rape in an edition of introduction to criminal justice. now this story went viral after a washington state student shared a photo of the textbook on facebook. turner wasn't actually convicted or even charged with rape. he was convicted of sexual assault last year and released from jail after serving three months of a six-month jail sentence. he moved back to his home state of ohio where he had to register as a sex offender. a bill aimed at cutting the backlog of rape kits is head to go governor brown. it would allow californians to donate part of their income tax returns to help governments pay for the testing. the kits are used to identify rape suspects through dna

evidence. it's an issue the i-team has reported on extensively. a state audit found as many as 1,900 sat untested. a judge tossed out criminal charges against one of the officers accused in the police sex scandal. according to "the chronicle" the judge says there's not enough evidence to show the former oakland police officer obstru obstructed justice. he was one of the officers charged after alleged encounters with jasmine abuslin. they agreed to pay about a million dollars. she has filed a similar suit and legal claims against other police departments. a bill headed to governor brown's desk would secure parental leave for workers at small businesses across california this would ensure them up to 12 weeks of unpaid leave to care for a new child. it applies to businesses with 29 to 50 employees. companies with more than 50 employees are already covered by existing law. the bill's sponsor says 40% of

small business workers are at risk of losing their job when they want to take time off to care for a new child. opponents say small businesses can't afford to lose workers. over the scene of this awful crash on 580 this morning at eden canyon road. we did have one lane getting by at least briefly and now a full closure. the vehicles are just getting off the off ramp not allowing those vehicles back on and this was just a terrible scene. it happened a little bit after 4:00 this morning. the semi in front broke down. it was called in as a disabled vehicle sitting in lane number three and then we had a crash from there. there is a sedan and then the truck in the back. likely going to be hours. sky 7 is panning back for us.

you can see what this is doing to traffic. to traffic. folks are not moving. amy hollyfield is stuck in that and has not moved. that is definitely filling in out of the dublin area or head north on 680. if you're heading to south bay starting to fill in as well and measuring tool back on our map for nine miles. ace rail or b.a.r.t. no delays. everyone else is start to go fill in. 5:30 was the time for the metering lights flipped on. a typical commute from the east bay into san francisco. let's check in with mike nicco with a look at our forecast.

it looks like chp is stopping all vehicles right now. along with some tow trucks, that is possibly why they're trying to get through. the traffic impact in a few minimum. now a live desk update with jessica castro. >> what i'm watching from the uk this morning remember that huge fire at a london high rise killed at least 80 people. a court inquiry on what happened is beginning today. fire on june 14th ripped through a 24-story building. it made international headlines and a top investigator already this morning has acknowledged survivors are angry. this investigation will promise to look into the cause of the fire but also overall problems with social housing in london. >> back to our traffic alert this morning and sky 7. once again all traffic is stopped right now.

you're not even being forced off on the exit. we're right around nine miles beyond the 680 interchange. you don't want to get on 580 in the dublin/pleasanton area. crow canyon is looking like a decent bet right now. you don't want to go through the area. that has typical delays but nothing like this, of course. up to nine miles. folks are trying to use the shoulder to go the wrong way to get off. that's how desperate they are. >> open the weather window, you can see the breeze is starting can see the breeze is starting to blow in from the ocean.

we haven't moved in 30 minutes. i've never seen this. we have seen a little bit of movement but the wrong kind. a few cars going reverse on the shoulder so desperate to get out of this situation that they went backwards on the shoulder to try to exit. i'm not sure if they actually had success and got out of the mess but they were doing all they could. and here is why. look at the view from sky 7. according to alexis smith, our expert traffic reporter, i've heard her saying it's nine miles worth of a backup. we saw it as we were heading in further than our eye could see. why you want to avoid this area.
